biden and vice president kamala harris attending a virtual prayer service and members of the biden family including his daughter and son. he didn't make any remarks. we expect details about all those executives orders and remarks. 10 coming today. orders to use the defense production ask to spin up production needed to make vaccines and agencies to come up with a plan that schools should follow to reopen within 100 days and order for the federal government to reimburse states for money spent setting up vaccination sites. biden said he is not concerned he doesn't have more of his cabinet confirmed yet and things are coming along with help from republicans. >> i think president biden deserves this cabinet. i will vote for the secretary of defense and secretary of state nominees. they're both highly qualified and i want to work with president biden to get his team in place and see what we can do

together. >> avril haines is in after an 84-10 confirmation votes. will things stay bipartisan if the senate starts spending time on an impeachment trial? >> i'll tell you now if president biden wants a theme of his presidency to be unifying the country, does he think that nancy pelosi and chuck schumer should drop a potentially divisive senate impeachment trial? >> we are confident, though, that just like the american people can, the senate can also multi-task and they can do their constitutional duty while continuing to conduct the business of the american people. >> access to the area around the white house complex still remains very restricted. much more than usual even for the day after a big event. we have not had any reports of any major incidents.

>> harris: thanks for getting us started. i want to welcome republican senator tom cotton of arkansas. senator cotton, thank you for being here. before we start, thank you for your kindness, your generosity around the recent loss of my dad. i really appreciate it, sir. >> sure thing. congratulations to you for the new show as well. >> harris: thank you very much. we'll move to this. so there is obviously a signaling that there is some unraveling of the former president trump's legacy points through all of these executive orders and actions, 17 yesterday, another 10 today. what is your message to a biden administration back and what message do you think they're sending? >> every new president signs some executive orders in their first few days in office. the scale of joe biden's executive orders and the impact they have on americans is pretty stark. he preached unity from the inaugural stand and then signed stopped construction of the

border wall and work permits to illegal americans putting american workers last and foreigners first. ended the keystone pipeline and joined the paris accord. the democratic party disfavors those kinds of jobs. the end of the travel ban on countries like syria not because we can all of a sudden vet syrians coming to this country to make sure they aren't a threat or make sure they don't carry the coronavirus but because the democrats wanted to signal their virtue that they'll reverse everything donald trump did regardless of its impact on the american people. this is a bad way to start the administration. >> harris: what you are doing is challenging that idea that you keep in place president trump's title 42 to keep people out of the country until we can do all that vetting and that specifically per the pandemic. it will be interesting to see if democrats and the president listen to that. "politico"'s playbook headline this morning.

here it is. democrats caught flat footed by total control of washington it goes on to say, quote, democrats are pressing pause on the president's covid relief package because biden is, as one person called it, bipartisan curious. that is, he wants the try to win over republicans first to the chagrin of many senior democrats eager to move quickly, end quote. what do you make of all of that, senator? >> in particular in responding to the coronavirus virus and economic impact we should try to have bipartisan cooperation. we had that last march in the cares act. we had it in december with the $900 billion relief package we just passed. we should allow that relief package to start to work as vaccines get distributed more effectively. we're up to 900,000 vaccinations every day. as weather starts to get warmer we should see if that package works. the administration ?eeds a

certain amount of money to accelerate distribution i would entertain that. i don't think we should move forward with a huge budget that would really just fulfill a lot of longstanding democratic wishes not specifically address the needs the american people have because of this once in a century pandemic. >> harris: it did catch my eye there was surprised caught flat footed when they knew they were running to runoffs of republicans in georgia. did they not believe they could possibly win? what does it say going forward? isn't everybody supposed to prepare to win? >> you would think so, harris. the democrats don't let me in on their strategy meetings. the american people can't afford for us to be flat footed. some states are having trouble with the distribution because they've made it overly complicated. arkansas 230 local pharmacies are distributing the vaccines

and ramping up effectively. in west virginia they went on an age based approach and went to places where people are normally going to their day-to-day routines. local pharmacies and high schools and elementary schools where people are used to going. we need to help people get the vaccine where they go about their normal lives on a simple and objective basis for almost entirely by age. we don't need to overly complicate schemes states have been developing. we are getting ahead of those problems. we're up to about 900,000 vaccinations every day. where joe biden said they hoped to get over the next 100 days. let's hope we can continue the forward progress we've seen over the last few weeks. >> harris: amen. some states look like cat's yarn. joe biden made fighting the coronavirus pandemic the main staple of his campaign. however, many have noticed that biden and other high level officials at his own inauguration were failing to

socially distance, even wearing their masks was at times optional or not correct the way they were doing it. when they were within six feet of others. this was a lot of hugging going on. these are not necessarily people who share bubbles and the word that pops to mind is hypocrisy. right or wrong? >> there may be a little hypocrisy there. rather than criticize what you saw at certain instances of the biden administration why don't we just ask for some of those democrats and liberals in the media who want to condescend and criticize normal americans for going about their lives to have a little charity. sometimes those masks fall down or get caught up in the moment or high five on the football field. everybody is doing the best they can to get through the pandemic. we need to get vaccines into the arms of americans and warmer weather to get back to normal rather than point out

each other's occasional lapses. >> harris: charity, something we all need to remember close to our hearts. wonderful coming up with those phrases. one last quick question. i don't deal in rumor and speculation. but i know you've been asked this question before so i'll straight forward ask it. 2024 republican presidential contenders talking about whether or not you would be among them, senator cotton, to run for the presidency. would you? >> it is kind of you to ask but right now i'm focused on the work of the senate and trying to get americans back on their feet and back to work because of this pandemic. in terms of politics we have elections coming up in 22 months for control of the senate and control of the house. that's where my immediate focus will be in politics. >> harris: that's a very good point. it really never stops the next election. senator cotton, thank you for your time today. good to see you. conservatives including rush

them a voice, who felt like the media had shut them out and once again they are going to ignore the fact that joe biden just through executive orders ended thousands of jobs. made sure our energy prices will go up and entered into a paris accord that benefited china, not the u.s. rejoined the wto and in some ways it was disappointing. they are talking about unity but not stepping up to the plate, are they? >> harris: wow, listen to that. where you started really made my heart hurt when you talk about millions of people being forgotten because that's been the cry from people all over the country no matter what side of the aisle they were on. that's what brought everybody out 150 million plus to vote for whomever they thought could change that. it is that place, ronna, where washington doesn't hear our voices. that's really heartbreaking.

representing their grievances in the highest office. >> harris: they want to put trump supporters through detox? >> or deprogramming? which katie couric said. this is frightening language, harris, not only did they win, they are determined to punish and degrade and call half of this country racist while their candidate that they supported is out there with his unity message ringing a bell. the actions are not matching. i think it is detrimental to our country and part of the reason you're seeing an influx of concern and powder keg of a very divided nation. the rhetoric coming out of the biden administration right now is alarming and it is disheartening to many, many americans who now feel like okay, we have no voice in washington and they are going to call us racist even though i go to work every day and care

violent protestors hitting the streets in those cities last night with demonstrators opposing police, ice, and president biden. dan springer is live in seattle with more. dan. >> harris, we're standing next to a building with fresh paint on it. workers covered up the slogan. what was written on this wall here kill the american dream. so anarchists in the pacific northwest made it clear yesterday and last night they're not interested in unity or even for that matter lowering the temperature in the country. portland last night got the worst of it with two separate violent protests. the first one kicked off when 150 people all dressed in black confronted a few police officers on bikes with a total lack of respect for fear they tried to block the officers from leaving the area.

that eventually led to a big police response. rioters broke windows at businesses and the oregon democratic party office making it clear they oppose the biden administration as much as they did donald trump. police used tear gas, confiscated weapons and made at least eight arrests. the anti-biden protests started at the federal building in seattle at the ice office but spread through downtown with people blocking traffic while burning an american flag in the street, smashing windows at businesses including amazon and starbucks. and spray painting several buildings. police made three arrests that we know of. this morning we have already seen workers removing graffiti. something they have a lot of practice at in downtown besieged by violence over the last six months. in denver 50 people protested president biden by marching and burning an american flags on the steps of the state capitol. not the threat of violence the

urging him to rise above partisan politics and work with them. they say two impeachments and the capitol hill riots have made it clear that party divisions do not serve americans. republican congressman andy biggs of arizona joins me now a member of the house judiciary committee. you are there. what's the tone about a second impeachment? >> well, i think you are getting a big split here, harris. what you are seeing. this is an ahistorical and unconstitutional secondary conviction and trial here. what's going on here is the purpose in article 2 section 4 says to remove somebody from office. the founders -- it has never been done because the found intended it to be when an officer was waiting in such a

way you couldn't wait for them to be removed during a regular electoral term. president trump is gone and president biden is seated. to bring it back, the purpose is to remove someone from office, that's what the constitution says. >> harris: you've already impeached former president trump twice in the house. so is this retaliatory this happening in the senate? what is it if it's not constitutional? >> looks to me like it is continuation of the personal animus, maybe a continuation of the idea that you want to cancel president trump's presidency and remove him from the history books. you are already seeing a bill that has been introduced to prevent any place from being named after president trump and so it seems like it is personal animus more than preserving the country and it will cause a further rift in the country just as i said during the actual impeachment last week.

>> harris: quickly flashing back to a year ago at this point we were just learning about our first cases of coronavirus. impeachment was going on then. the new president says we have to stay focused on coronavirus, it is a beast right now in terms of how many more people are getting it. impeachment again. your thoughts. >> it is a distraction. impeachment issue is a distraction whether it's coronavirus or frankly any other issue that we could be working on and prevents us from getting together and bringing healing to this country, which is basically a stated purpose of the biden presidency. >> harris: okay. i want to get to this. president biden on day one reversing many of the former president's america first immigration policies and issued a 100 day pause on deportations for illegal immigrants with a few exceptions that are already being put to the test as we

know. guatemala authorities saying they were able this time to push back most of the caravan of migrants from honduras and el salvador in recent days. but smaller groups are still headed to mexico and eventually to the united states. so some splintering there and some of them still coming. members of that caravan have said biden's promise to pause deportations is part of the reason they started traveling to the u.s. in the first place. you have a border state, congressman biggs. >> that's right, harris. if you were to look historically every time political leader starts talking about amnesty or some kind of other incentive for people to come to the united states there is a correlation of increased illegal crossing and apprehensions. i've been talking to my border patrol friends and talking to ranchers and folks down there and talking to officials from the trump administration before they left and they told me that title 42 if it's taken away

we'll have a surge again worse than 2019. >> harris: we were able to with title 42 make the pandemic part of protecting our border. just real quickly how does this compare to where we were when we were seeing these scenes before in our relationships with countries? are those other countries going to continue to help us out like guatemala? >> right now i think the triangle states guatemala, el salvador and honduras are willing to try to keep helping where they can. they don't want to see big immigration or migration to the u.s. because we're taking their young workers as well. right now i think they are willing to try their best to help but if the administration totally changes its focus and its goals with illegal immigration, which they've tell graphed that's what they're going to do i don't think we'll continue to see that kind of help. >> harris: wow. congressman biggs, come back

the violence we saw. do you regret the roll you played? >> i denounced any violence. denounce what happened last night in portland and seattle as well. i'm very consistent. when i voted on wasn't to overturn an election. it would not overturn. i signed onto with the exact same question that was a constitutional question did a legislature have the right or did the legislature move through to make any changes? this is the same thing that has happened in the last three presidential elections. the same thing that nancy pelosi said on the floor when she said this is democracy and we should debate it. it is different than when jim clyburn voted to overturn ohio, that would change the outcome of the presidential election. let's be very clear what we did. if mine was based upon policy and principle i would stay the course. i've always denounced what individuals did here during the

summer and anybody involved in that should be prosecuted. i've been very clear about that from day one. thank you. >> why didn't you say the election was free and fair. >> are you concerned about fundraising this quarter now that dozens of corporations aren't going to support people who objected to the electoral college results? >> not at all. >> can you follow up on that? do you think that members of congress who have any role in what happened on january 6th should be prosecuted? >> any member who participated in breaking the law or rioting, yes, anybody should be held accountable. i don't know of any member that has done that. this is why i called for last week after this happened a bipartisan commission. we should get to the bottom of this. there are so many questions that need to be answered. so many questions that i had personally as a leader. i read in the paper that the

f.b.i. prior to any rally had information that something was going to happen here and conveyed that to the capitol police. i want to know why was the republican leader not notified of that? why was i not notified to make sure we were protected? even though we had -- i had house administration attend a meeting where they said they had correct preparation, where they knew the national guard and others. was the national guard called soon enough? was it brought forward soon enough? were there reasons why the national guard wasn't heavily armed and something happened from the summer that why they wouldn't be brought up sooner? i have questions about this building when i was told what was protected and what doors could not be opened or entered or penetrated. that didn't go through. there is a lot of planning through. the only way you will be able to answer these questions is through a bipartisan commission. so let's get and have all the facts before we accuse anybody of anything. but let's all base it upon the facts and the knowledge that we
