♪ ♪. mike: as he begins his first week in office the coming days filled with a checklist of initiatives at his liberal base but will it work against his wish to unify the country. welcome to "america's news headquarters" from washington i am mike emanuel. we are learning more about the president's first phone calls with foreign leaders including the president of mexico who says mr. biden is pledging $4 billion in aid for central america. mark meredith is live in the white house and help democrats plan to pass the biden agenda.

>> we do expect president biden will issue more executive orders in the week ahead focusing on different issues from the environment, the economy as well as immigration. meantime, at the white house the administration calling on congress to approve its nominee for secretary of homeland security allie serving in the obama years, republicans how he will propose a agenda and josh hawley blocking his fast tracking. they are wearing the presidents immigration action created a surge of illegal crossing, the administration announced a 100 a pause on most deportation last week citing the need to reevaluate how things have been working in the former acting homeland security told maria bartiromo that these moves may backfire. >> the department has done a good job over the last several months of keeping increased number of folks coming to the border illegally under control we have done that for a variety of different authorities and now

we see a rollback of those authorities are really is concerning. >> president biden spoke by phone with mexico's president on friday both countries say the call was productive mexico's president told reporters he was assured the u.s. will spend billions to address issues in central america. we will see how the fallout continues. meantime the white house eager to get congress on board with the new $2 trillion stimulus package, this is something that has been debated for the last several weeks. we heard from the new white house chief of staff earlier today. >> i don't think bipartisanship and speed are enemies of one another. the need is urgent, americans, both democrats and republicans are dying kids schools that take care of democratic and republican kids are closed. >> democrats certainly arguing the need is great amid the pandemic and the need for more testing as well as resources to help as they battle this. republicans concerned about the

price tag in the provisions inside as they say are not necessarily related to the pandemic. mike: mark meredith starting us off on the north one. joining is now pearland democrat senator mm of the finance committee, welcome. >> it's good to be with you, among the executive actions taken by president biden there has been multiple on immigration. does that hurt the prospects of permanent legislation done in congress? >> it underscores the important for congress to act, we need to pass comprehensive immigration issues and we have so many different areas that need to be dealt with including how we protect our borders and how we provide for work visas, what we do with the dreamers giving them a path toward citizenship. there's issues with a strong bipartisan support and we've been unable to put together a comprehensive bill in the last couple of years. mike: you have a 50/50 senate, a narrow democratic majority in

the house of representatives, no matter what immigration is a tough issue can you get something done in congress? >> i think so i know there's strong bipartisan interest in work visas are desperately needed in every one of our states and we need a predictable system, the dreamers, democrats, republicans both support finding a way that the dreamers can have a pathway to citizenship. we have people on temporary protective status in this bipartisan support read these people are here illegally and we need to deal with their future. and i do think there is the ability to come together with a strong bipartisan bill that will deal with this in a comprehensive basis. our challenge in the past has been to go down one avenue and it becomes very difficult in

other areas. mike: on the $1.9 trillion covid relief package that the administration wants to get done, you republican colleague mitt romney says he's willing to listen. >> we listen to representatives of the white house today to understand their perspective and if there are places that we missed in our proposal were happy to pick that up. the president wants to extend unemployment benefits, and people are still unemployed that is certainly something we will look at. mike: senator does his feedback encourage you? >> it does, again if were going to get the work done we need to work in a bipartisan manner under manner we have a 50/50 division in the united states senate and we recognize them a people want us to deal with these issues and work with each other. i think what is quickly important is that we respond quickly, the urgency is there, their families are really hurting, businesses are hurting, state and local government need help, the vaccine distribution needs to be more effective but

there are areas that have to be done quickly. mike: there are some moderates who suggest 1.9 trillion after passing 900 billion during the end of the year. it may be a little rich for them is alec carton option taking some of the top priorities perhaps? >> i think we should listen to what the economists are telling us and these are in the entire spectrum of the political philosophy telling us that we have to be bold in supporting our economy, i'm not certain we can get the bipartisan support that we need for comprehensive next step. mike: on the upcoming impeachment trial senator marco rubio has called it stupid how do you respond? >> i was pleased we worked out a bipartisan schedule so the trial will start on february the eighth that gives the former president team an opportunity to

properly prepare their defense and allows us to get the business at hand with president biden's cabinet and reserve some issues before we start. we have no choice the articles have been sent to us by the house of representatives, it's our responsibility to conduct a fair trial and once we start we have to work until we complete it. i think all of us recognizes seriousness of our responsibilities and we know the seriousness of what happened on january the sixth. mike: we expect the process to start tomorrow night. senator ben cardin, thank you for your time. >> thank you. mike: for the republican perspective florida congressman, welcome. >> hey, how you doing. mike: president biden offering a $4 billion to central american countries we learn that from the president's call with mexico's president, is that a smart investment for american taxpayers? >> it depends on what it is just

saying were going to get $4 billion it just depends on what the president is offering. one of the ways we can sell the problems is to improve the condition into central and south america. i would love to have a lot of companies that might not be able to relocate to america maybe they could relocate to central america and south america and create jobs there so it's infinite to come to the united states because their working conditions might sound even better. it all depends what the president is offering at this time. mike: as a member of congress doesn't your take you that president biden is running executive orders on hot button issues like immigration. and does not hurt the possibility of getting legislation through congress? >> i think it does. as the senate department said we probably have bipartisan support on a number of issues including immigration that we can agree on

that one of the first things that we both agree on we need border security and one of the first acts was to stop the border wall and taking down the actions of former president trump and i don't think that's a good idea. we need to have secure borders, once we have a secure border then we can deal with the issues of the undocumented immigrants that are here in the country. how do we get them out of the shadows. do they get work permits? one other thing that he wants citizenship which i think is highly unfair to those people in those countries that are doing it the right way and someone who came here illegally is going to jump ahead of them for citizenship, i think that is the wrong approach. i think there is a lot of things we can agree on if you take those things that we don't agree on we can move forward in a constructive manner. mike: congressman you're one of the freshman republican to sign the letter to president biden basically pledging that you would look for common ground. senator dick durbin has basically called for

bipartisanship. take a listen to the. >> let's get down to business, roll up our sleeves and pass the rescue package that deals with getting these vaccines out across america as quickly as possible, giving hope to people who are unemployed and giving businesses a helping hand. we want to get the economy back on its feet and kids back in school. let's do that as a priority on a pipe under bipartisan basis. mike: how do you respond? >> i agree 100% with what he saying but unfortunately they start attacking on other things that have nothing to do with covid-19 and jacking up the price, that is the problem. if everything he is saying in the covid-19 package i think you will find broad bipartisan support. again other hidden stuff that adds billions and billions of dollars has nothing to do with covid-19 somebody's agenda that they are really trying to put in under the disguise of covid-19. one thing we had before was

arizona republicans voting to reelect their chair after she was backed by former president trump, david spunt is live with more on the president's role of the future of the gop. good afternoon. >> this is an interesting story that continues to develop, three month ago arizona governor doug ducey was well inside of the orbit of donald trump, he was on stage, they were close, they praised each other and complimented each other and that all changed after the governor refused to certify donald trump as the winner in arizona and went to joe biden he won by ten and a half thousand votes. ducey former arizona in the late senator john mccain cindy mccain were censured last night by the arizona gop. this is not a formal censure and has no legal meaning it is more just embolic but it does expose a rift in the republican party. chairwoman kelli ward narrowly

and acting like a progressive. >> there's absolutely no evidence of it. everything that president biden has done in first few days in office is exactly what he was going to do on the campaign trail and the reason that he won in overwhelming coalition of republican voters too. the right of center voters, white suburbanites who are moderate. none of the executive orders look like the green new deal or medicare for all. they are popular with majority of americans, including raising the minimum wage, legal status for 11 million who are here as undocumented, working for dreamers, president biden is doing what he said he was going to do and the right continues to try to paint him as some radical person but unfortunately america knows joe biden. they're known him for 48 years of public service and they know his core is moderate. >> you can look back at his

record over 40 years and he's never been as left-wing as he is now. think about just the height amendment, he wants to overturn that. he got rid of the mexico city policy he announced designed to fund abortions now overseas. on the issue of immigration specifically, he's to the left of barack obama on that issue right now. he would like to have a gigantic piece of legislation designed to grant amnesty and citizenship to every illegal immigrant that's in the united states without any meaningful provisions on border security. this is a deeply-left wing agenda and i think rubio's criticism is well taken. he sounds like a moderate but he's definitely governing as a radical lefty right out the gate and it's important that as we think about this that he very much could imperil democrat control of both houses coming up in the 2022 elections if he pushes too far too left. mike: to arizona where the

republican party is censuring some of his own, doocy and jeff flake and cindy mccain. jessica, what do you make of it? >> i don't know what the arizona gop is doing but i would want them to continue exactly in this vain. that's how we took the senate. a bunch of people who were uncapable of doing that are censuring the folks that are getting it done. doug doocy is not running in 2022 which is a gift, doug doocy was strong trump supporter and came out said election was free and fair and the president was in the wrong and his supporters for saying anything for that and doug doocy doesn't want run up

in the least. put martha mcsally. mike: they elected kelli ward to be party chair. a president trump-backed candidate, vince, your read. >> president's big endorsement comes after kelli ward. power with his base in arizona and good way to remember that he is going to wheel a lot of influence going forward in the republican party. what they're actually doing is ceremonial, at least two of the republicans actually endorsed joe biden in the presidential election. so not really sticking with the party politics there. i think as we go forward, you'll look at the republican party is going to have infighting about what the future looks like, this always happens, the party out of power -- >> mike: to the week ahead of the white house, the washington post doing some good reporting.

statement calling for navali's release saying, quote, the united states will stand shoulder to shoulder with allies and partners in human rights whether in russia or wherever they come under threat. this follows move by president biden on thursday acting director of national intelligence to probe russia's use of a chemical weapon against the country's top opposition leaders. navali traveled to russia last week after spending months in germany recovering from being poisoned. he was arrested immediately upon arrival. to give you a sense of the dedication that some of the protestors have in support of navolni, in one russian city it was minus 58 degrees fahrenheit and didn't stop people from taking to the streets. mike: that's dedication. amazing story of survival, miraculous rescues for minors trapped underground for 2 weeks after an explosion at a gold mine.

mike: 11 minors now rescued after being trapped for 2 weeks in a chinese gold mine, one minor died from head injury from initial explosion that caused 7e mine shaft. the fate of ten other minors is unknown. authorities detained mine managers for delay in reporting the accident. california governor newsom is getting heat over lack of transparency over the state's coronavirus numbers. christina coleman live in los angeles with more. christina: critics now say his administration is not being transparent with the public about some of their key covid data even though it didn't look like any of the current regional stay-at-home orders would be lifted at the beginning of last week based on icu capacity, the

state announced that restrictions would be lifted for the greater sacramento area. state officials use complexed formulas to determine when lookdowns are to be lifted but apparently they're not making some of that key data public. the ap reported that a spokeswoman for the department of public health said in an e-mail to the associated press that at the moment projections are not being shared publicly. state health officials say the data would possibly confuse our mislead the public, but critics argue, that not releasing this information will actually lead to more public uncertainty. and this could add momentum to the latest recall effort, list of complaints against gavin newsom is getting longer. california was the first state to implement statewide lockdown and various covid restrictions and since then but yet covid is still raging in the state and just this week, california ranked dead last of all 50 states and the percentage of covid vaccines used. according to bloomberg's vaccine

other small businesses in san francisco these days? >> terrible. huge percentage of us are close. some of us have open at small percentages. like retail is at 20%, outdoor dining has been banned. you know, gyms are closed except for outdoors. nail salons, hair salons have been cut out. we are not working, we are not making money and we can't provide for our families and we can't provide for our employees and employees' families. mike: i'm so sorry. brian, restaurants and bars have gotten clobbered during covid, what has your experience been at manuel's? we are outside of city limits in the city of atlanta and they have strict restrictions. there's a lot of fear and my business is down 62% on average per month. mike: wow. >> yeah, it's been incredibly difficult. we would have already -- have

closed permanently if it wasn't for the generosity of so many customers that stepped up and helped us. mike: president biden talks small business on friday. let's play it for you. >> they are hurting badly and account for nearly half of the entire u.s. workforce. nearly half. our rescue plan will derive flexible plans and help small businesses survive the pandemic and low-cost to help entrepreneurs of all backgrounds, create and maintain jobs. mike: so what can the new president and his team do for you, rory? >> the key thing that i heard, we need grants, we need more grants than they even realize. you know, standing up there, it's like, for example, the ppp, the first round, 95% of the small businesses in the country did not get access to the first

round of ppp. we got access to it. we were lucky enough to get access to it. it was less than one month of expenses and have been closed for 10 months. people at home, if you are able to work from your computer, if you're a doctor, lawyer, imagine missing a check or paycheck and then imagine that times 20, times 30. it's -- whatever grant they have in mind, they need to double it and triple it and make sure any business owner can get access to it so their employees and families can get access to it. mike: brian, what's your message to the president and his new team? >> i'm excited that they put janet yellen in the treasury. she's managed some crisis before. i think she's going to help us out this time. they are -- i think what the other gentleman said is true. they -- i think it's horribly underestimated how much damage there is out here. it's going to have to be very aggressive. i mean, incredibly aggressive

and these ppp loans, they really should just be grants. they should be automatically forgiven. we are hurting, i mean, we are really hurting and if -- if there's -- small business fails, then when this crisis is over, people won't have jobs to come to and it's going to be so much cheaper to pay for it now than to let it just burn to the ground and rebuild the whole thing. they've got to get really aggressive and i think they're going to be. >> one of the things the president has talked about 15-dollar minimum wage, we are nearly out of time. i want to get your reaction to that starting with rory? >> it's already $15 here. it makes it hard for small business to be able to do that. people have to have a living wage but that's a lot of pressure on a small business owner. mike: brian. >> yeah, same thing. tremendous amount of pressure and if they don't increase social security at the same time you will alienate a large percentage of customer base

during a mud slide last week. the mud slide was triggered after a winter storm lashed parts of the state with heavy rains and strong winds. ♪ ♪ ♪ mike: millions of americans are bracing for heavy snow and strong winds as storm develops in california travels through the midwest, meteorologist adam klotz in the extreme weather center with today's forecast, hello, adam. adam: hey, mike, we are talking round after round of rain in the next couple of days and in some cases snow. this is widespread. the system that began in california continues to sweep off the country. currently snows in portions oh the midwest, areas like wisconsin, areas we are seeing snow. this is one of the calmer systems we are going to see and heavy system develop in the next couple of days and that's further to the west. seeing rain now lifting to portions of texas, that's energy to watch because that is going to be lifting off to the north and then you continue to see more activity across the pacific

northwest, widespread winter weather across the country here for today. the biggest system is going to be the ones currently coming off the west coast so think the next couple of days we have winter storm watches and warns all the way to southern california including los angeles running you up to chicago getting around the great lakes a large area and i will show you the frontal boundary is. you will see who is going to see snow and who is going to see rain. the temperatures have been too warm across portions of the southeast. you see where the snow is going to fall. mike, some of the areas getting up to 2 feet of snow particularly in the plains running up to midwest. big winter system taking place monday and tuesday, back out to you. mike: my kids would love to see some snow in washington, d.c., but, you know, now that school is so virtual they may not be snow days anymore, right, adam? adam: probably snow days and unfortunately with this one no snow for them, hang off on the shredding, guys.
