reject that which will stop. but both sides have left wiggle room certainly 1.9 trillion is a number that many republicans find to be way too big but the 600 billion if that ends up being the number on that side, democrats will most likely see is small. perhaps i'll come in the middle president biden's proposal includes a lot of campaign promises and is not going to want to give that up easily. arthel: regardless of what he inherited from the previous administration, the good and the chaotic, it is now president biden's responsibility to tackle the pandemic. does president biden have time to wait on slow moving across the aisle negotiations while record numbers of americans are dying, losing their homes, unable to feed their family.

>> i think that's part of the calculation they don't see they have a lot of time to wait and that's one of the reasons your hearing white house officials and the one that you displayed the need for urgency and you heard the same thing from treasury secretary janet yellen and the same thing repeatedly from the podium from jen sake, they are using that desire to move things quickly and away to boost momentum $1.9 trillion package that they put forward. arthel: there is inviting and the gop are there enough republican senators who are willing to provide all states with needed finances to fight the virus on all levels from equipment and personnel or is there politically driven obstinate that will reject any and all of president biden's proposals even in the face of the speed limit? >> it is almost like an understatement at this point when you described the republican party and i think you're absolutely right to raise that question. surely there some republicans

who will not move at all to get president joe biden a win in the same way during the trump years there was democrats who did not want to give president trump a win on anything and i think that's part of politics we are going to see with any administration but the fact that some republicans have come forward with a counterproposal there are some in the party despite the decision more interested working with biden and if the question is are specifically related to coronavirus relief is there willing to compromise as much as the white house. arthel: and conversely how is president biden working with democratic lawmakers who want more aggressive action that the president might find disadvantageous to get anything done on behalf of the millions americans and dire, desperate and immediate need. >> for sure, one of those is minimum-wage this package calls for increase of the minimum wage to $15 an hour. many republicans that will be a nonstarter but for many

democrats especially on the left, that is critical in the campaign promise that he made he will no doubt likely go away criticized heavily for good. he has to balance both sides his party in the left and the center of his party along with his desire to work with republicans with the ultimate goal of getting a past. arthel: any chance of separating bills, let's do everything that relates to the immediate need of coronavirus and then let's do the others not far along the road but let's do one step at a time. >> so far, the white house has answer to that has been no but it is no doubt something that will come out again, some think it could be separated and i think the white house strategy has been to get as much as they can in this bill to show its priority to give a really big

joining us. what do you want to do with your kids? >> thank you for having me first off, i want to send my children back to school to get in person learning and the reason why it's just not as equipped to be able to give the kids all that they can get out of the classroom out of the education or experience. so we don't allow children to be left behind and we know we live in a city, where the education achievement gap is wide between african-americans and other groups and i don't want my kids because her kids have a short amount of time to be children and we want to make sure we give them stability and set them off on a proper foundation which is the proper education that we know that chicago public schools can give them.

eric: tomorrow elementary kids and middle school are supposed to go back tomorrow but the union is saying they have to protect the teachers and they almost came to an agreement on everything but not completely. what about the union says are the teachers they want them vaccinated in their concern that the teachers could come down with covid. if all the kids are back in school. >> i definitely feel for the teachers as much as i do my own children i had my 4-year-old daughter she had returned back to school for preschool and she was on week three so i can understand the teachers being concerned it's a very deadly virus but we have to follow the science and of the country we agreed we would follow the scientists and not instincts i don't think we can change that now. the cdc recommendation in

let's bring in patrice harris, psychiatrist and ceo of e-mail and the former president of the american medical association. doctor harris psychologically what is going on in these children's mind and what endorphins were emotional interaction are they missing on? >> first of all thank you for having me back and there is no question that this pandemic has taken an emotional toll on children, really on all of us in surveys dating back from early march we had everyone reporting an increase in anxiety, depressed mood, we certainly seen reports of increasing overdose in the reports tragically of suicides. i want us to make sure the previous guest, i'm so glad to hear him talk about following

the science we have to be very careful and i urge extreme caution in making a cause and effect relationship from the covid-19 pandemic. but there is no question there's been a huge emotional toll, we have to get our children back to school, no question we should have conversations about the mitigation protocol testing and make sure there sanitizing, airflow issues, we want to make sure all the prevention and medical protocols are in place in schools have the resources to put them in place. arthel: i want to come back to that and i understand your clarification making sure the extreme cases that i mentioned taking place in the las vegas area with the unfortunate increasing juvenile suicide is not necessarily a direct correlation but those parents are saying it is direct offspring, what are the signs

that your child might be slipping into a deep depression. >> we know there are some reactions all of our lives have been disrupted and more anxious telling you that they are having trouble concentrating and our parents macy those children are having difficulties concentrating and some of those are the normal emotional reactions but if children have changes in their ability to sleep, their ability to eat, decreased appetite they are perhaps endorsing feelings of hopelessness and helplessness, they don't enjoy the activity that they normally enjoy and some children may tell you they are thinking about not wanting to live, all of those are critical signs that we want parents to be aware of and they should be talking with her pediatrician, hopefully they

have a relationship with her pediatrician but if not their mental health center could offer help but when parents see these changes in their children there is no shame and no stigma and asking for help so we encourage parents to do so. arthel: i'm going to ask you quickly following up is there anything that parents can say to their children in the most immediate form after the hear those comments before they can even get to professional help like yourself? >> certainly if they're saying they're having immediate thoughts of wanting to in their own life that's an emergency and parent should call 911 but hopefully parents are talking with their children on a routine basis about their feelings, how are they managing getting through the difficult time allotted disruption and a lot of loss and grieving even for

normal routine it is about listening, having the ongoing relationship and making sure children and teenagers no it is okay to not be okay and it's okay to talk about these issues and parents are there to help and others who can help as well. arthel: circling back finally and 20 seconds if i can you mention the mitigation that needs to take place to make sure the teachers, students, staff and everybody in school is safe before in person learning can begin but that takes time where you stand on a day like chicago there trying to go back to school tomorrow, where you stand on that. >> i cannot speak to those immediate protocols there's been a couple studies that show if school systems, make sure everyone wears a mask and they have the proper sanitation and watching the distance and have surveillance and testing
