todd: chicago sending kids back to school, the teachers union approved the reopening plan that will have some bacon classrooms as soon as tomorrow. jillian: marianne rafferty has more. >> reporter: 67% of chicago teachers union members voted to reopen. the plan would allow pre-canned special needs students to return tomorrow while cave through eight students will transition in person learning by march 8th. teachers and staff will have a chance to get the vaccine before returning and accommodations will be made for those with medical compromised household members. the ctu think the plan doesn't do enough to ensure safety saying in a statement, quote, this plan is not what any of us deserve, as our students or our families. the they cannot delay reopening to ramp up vaccinations is a disgrace. a similar battle going on in san francisco as that city is suing its own school district in a disagreement over how to reopen.

jillian: this applies to schools another in prison settings? we ask doctor emily, appreciate it. anything in the study that surprised you? >> absolutely. this is a study of 7000 youth and staff who attended 54 day camps in north carolina and they were followed from march through august. during the time schools were closed in north carolina. by following strict protocols and cdc guidelines to mitigate covid-19, minimal covid-19 transmission and we were surprised. todd: like so much with covid-19 we heard conflicting reports, tons of conflicting rumors, seems like that is all you hear online these days about children as spreaders. what is your conclusion or the alternative, can you reach a conclusion with regard to children as spreaders based on

your research? >> our research was about youth attending day camps in north carolina monday through friday all day, 133 days. we found by following mitigation protocols, mask wearing, physical distancing, frequent handwashing, chinking symptoms -- checking symptoms. making sure staff are well-trained. all these things help mitigate symptomatic transmission. we can talk about with regard to the study. jillian: to go further on that, a graphic we can pull up. of the campers that were tested 5300 of them plus ten tested

positive, staff members because of the 1500 that were tested, nine tested positive. i assume staff members, a lot of this conversation with regards to schools his concern of the teachers and spread to them. when you look at this number, that 9 number for the staff what does that tell you? >> what we concluded was because of the 19 cases that were confirmed as symptomatic transmission, what we determined was the majority of the cases were happening outside the camp setting. only two of the 19 cases were what we concluded to be potential on-site transmission, somebody who had covid-19 transmitted it to somebody else on site at the camp. we look at that, much of this transmission was happening outside the camp setting, not during camp.
