bring back new york city. it involves dancing. let's bring in william la jeunesse live on the southern border in arizona. it's where i got married. william. the immigration policy. >> harris, it appears that president biden is trying to undo in four weeks what it took president trump four years to accomplish. i'm not talking about the 700 miles of fence that was collectively built over the last four presidents and that senator biden voted for in 2006. this represents a radical shift in immigration policy and agents say it is incentive for anyone thinking of coming to the u.s. to leave now. first i will tell you what's in the bill and what is not by comparing it to the bills in 06 and 2013. immediately provides legal status to the 11 million immigrants already here down. citizenship after eight years.

spouses, partners, children living abroad will be allowed to join those migrants here now. daca students farm workers, 200,000 migrants who fled disasters would immediately be eligible for green cards. immigrants banned from entering the u.s. because they were caught, prosecuted, deported would be allowed back in because the white house said last night u.s. law is bias against minorities. it would allow migrants who have been living illegally for decades to retroactively claim asylum. it sets up refugee centers in central america but does not require migrants to use them. provides money for more judges, taxpayer funded lawyers for most asylum seekers but does nothing to close loopholes to allow people to enter illegally and never leave. >> it is refreshing after four years of pretending that we can just close our eyes and make the problem go away. >> how does the bill differ from those in 2006 and 2013 that failed? those set up triggers if the

ignored anymore? did i hear that right? >> yes. well, here is the point of view is this. those individuals who believe that they've had a right to claim asylum in the united states under president trump were required to wait in mexico. they believe they were entitled to due process here and that's what she was talking about. it will be eliminated. many feel that people have been here for two or three decades that they should be eligible for citizenship or at least legal status. harris. >> harris: quickly the good people of areas around the border, what happens to them throughout this process? >> you know better than anyone that these towns, they are not enemies, they share relatives. the problem is when people are coming basically up to the border, stopping here, overwhelming shelters, increasing amount of crime. they are technically passing through but you have ranchers

have their waterlines cut it is overwhelming to a town like this. that is what they fear. back to you. >> harris: william la jeunesse, great reporting along the border. you kicked off the entire hour now. let me go with more than a half million people in texas suffering without power or safe drinking water for the fourth straight day as severe weather causes havoc across the state of texas. more than two dozen people have died due to cold. that number, we're told, could rise. meanwhile another winter storm is sweeping across much of america today raising even more questions about energy demands. casey stiegel is live for us in dallas as he has been on the storm. casey. >> harris, boiled water advisories in effect for more than 100 counties across the state of texas. that translates into about 7 million people, including the

austin and houston metro areas. houston the fourth largest city in the country, pipes and other water treatment equipment have frozen because power has been out for so long in some of those places. one-by-one energy customers were happy to report are coming back online down from more than 2 million last night to just under 500,000 at the moment. plumbers are working non-stop. they are responding to calls of frozen and burst water pipes while thousands have stood out in the snow bundled up waiting to buy basic supplies at area grocery stores and hardware stores. many in search of propane and bottled water. hot commodities right now. >> stocked up on food. now i realize anything i stocked up to make i have to use water to cook. a multitude of problems we're facing. >> the historic storm crippled

the agriculture industry from farms to citrus field that could affect prices around the country. the state's ag commissioner said $11 million worth of milk is being thrown out every day across dairy farms here. texas is not alone as we've been reporting other states across the south like mississippi, alabama, louisiana have also been hit with wintery weather. tens of thousands are without power. communities are dealing with water main breaks and treacherous roads and there is one more batch that we're currently getting. it is missing the dallas forth worth area and parts of north texas. in central texas, austin, south texas, parts of the border believe it or not and also san antonio getting even more snow today. harris. >> harris: when you mention 11 million dollars worth of milk being thrown out a day it's

heartbreaking when you think of people being hungry. we have food insecurity in this country. >> one of the big producers. >> harris: absolutely. texas energy crisis. let's keep that in focus right now. it is sparking a debate over who or what is to blame. a "washington post" column reads this way. republican leaders seemingly lied about the reasons for the disaster blaming the black-outs on the state supposed over reliance on wind power, nonsense. their plans rely on natural gas power plants and they are the predominant culprits in the current emergency, end quote. the "wall street journal" editorial board sees it very differently. here is their quote. an electricity grid that depends increasingly on subsidized but unreliable wind and solar needs base load power to weather surges in demand.

natural gas is crucial but not as always reliable as nuclear and coal power. politicians and regulators don't want to admit this because they have been taking nuclear and coal plants offline to please the lords of climate change. will cain "fox & friends" weekend co-host joins me now. you are looking at this issue quite a bit and what are you learning and can tell us. >> i'm looking at this issue because i'm living through it. i'm here in texas and have been all week. i'm one of the lucky ones. we have not had a break in our power source throughout the week but how lucky it makes us. here is what i think. i don't think any political party claims victory or covered themselves in glory through this incident. no fuel source has covered themselves in glory. everything failed. wind failed, wind froze up. wind is not a primary source of energy in the winter here in texas. natural gas failed. the pipelines to our power

plants froze. natural gas stopped being delivered. couldn't meet demand. everything failed. in the face of let's be honest now, an act of god. a once in 30-year type storm. we have had freezing temperatures here in texas but not this low for this long. and we simply were not prepared. >> harris: i understand all of that and i also understand, you know, the percentage of natural gas and oil versus wind power. but when you see frozen turbines you can't just erase that part of the equation. how does it fit in? what about this criticism? before you answer that, do we have that little clip from the congresswoman alexandria ocasio-cortez? can we play that? let's watch it. it's a tweet. let's put that up. earlier this year congresswoman ocasio-cortez tweeted this. the infrastructure failures in

texas are quite literally what happens when you don't pursue a green new deal. what is your response to that, will? >> that's nonsense. what i just gave you is what has happened in texas over the past week and what led up to it. texas being unprepared for this once in 30-year event. then you ask yourself how can we get prepared? how can we be ready for something like this in the future? let's bring wind, natural gas and aoc into the equation. we have subsidized wind and a secondary energy source in the face of burning fossil fuels. the greatest discovery of mankind and propelled us to all untold level of progress and industrialization. if you are going to prepare for the future and prepare for a cat as klis mick event.

do you subsidize insulating pipelines and storage at on site. if you help a power source to help the residents of a state through something like this rely on base power, natural gas, oil and gas. we're subsidizing the wrong things. so aoc let's finish this off with her wants to lean into that. she wants to increase the green new deal. increase subsidies for things like wind. we need to do the opposite. if we help somebody out insulate the natural gas pipelines. the primary source of energy. >> harris: thanks for hanging with me. sometimes i see things and want to get them on the screen right away and that you responded to ocasio-cortez. help what you know you can count on. that's the whole thing right now. they couldn't count on what they have. earlier this year massachusetts climate officials suggested, will, targeting ordinary individuals who heat their homes. watch this.

>> harris: federal investigators are looking into the nursing home scanned ard with governor cuomo at the center of it all. a group of lawmakers says congress needs to open a separate investigation. the governor has found himself in the middle of a brutal war of words with a member of his own political party. democrat new york assembly member ron kim says cuomo threatened to publicly tarnish his reputation if he didn't back him amid the scandal. the governor's office called it a lie. now new york city mayor bill deblasio is weighing in. >> a lot of people in new york

state have received those phone calls. you know, the bullying is nothing new. i believe ron kim and it is very, very sad. >> harris: bryan llenas is live in brooklyn. why is the governor going after this assembly member? >> harris, because democratic assembly member ron kim is leading an effort to convince his democratic colleagues in the new york state assembly to strip governor cuomo of his special pandemic emergency powers. the powers that give cuomo the authority to make unilateral governing decisions as to how new york handles covid-19. kim is accusing the cuomo administration of abusing its power and purposely withholding nursing home death toll date why from state lawmakers and the public because the fear of political consequences. we know reportedly this is now under investigation by the f.b.i. now kim says he knows this

because he was in a private meeting where cuomo's top aide admitted it. this is deeply personal for kim who lost his uncle, an army veteran, to covid-19 in a new york nursing home. he believes withholding the data kept the state from understanding the full extent of the crisis and it cost lives. well, yesterday after governor cuomo dismissed kim and attacked his personal integrity in a telephone news conference kim revealed that cuomo called him last week in a traumatic phone call saying, quote, governor cuomo called me directly on thursday to threaten my career if i did not cover up for melissa derosa. he said i hadn't seen his wrath and that he can destroy me. this morning on another network bill deblasio who has a contentious relationship with cuomo blasted the governor and defended kim. >> it's just the script is exactly what a lot of us have heard before. it is not a surprise. it is sad.

it is not the way people should be treated. and, you know, a lot of people get intimidated by that. i give him credit for not being intimidated. >> cuomo's office says kim is lying and cuomo also denies there is in sort of cover-up. meantime the national academy of television arts and sciences received a letter by nearly two dozen state assembly members calling on the academy to vacate the emmy they awarded cuomo last year for his covid-19 news briefings. harris. >> harris: wow. bryan llenas, thank you very much. while governor cuomo is busy confronting that scandal, this is what mayor deblasio is spending his time on. ♪♪♪ >> we need a recovery that brings back the life and heart and energy of this city and that everyone gets to be a part of. we're going to do that. we're going to bring back the

institutions, a permit to perform at more than 100 locations throughout the city. these organizations will be able to charge a ticket, be able to seek donations. they will, however, have to abide by the covid guidelines. as you mentioned, this pandemic has not only shut down broadway but all opera, ballet and live music performances are on hold. the mayor says the creative arts are vital to new york's recovery from the pandemic. >> our cultural communities are our conscious, hope and identity as new yorkers. now we'll be bringing our cultural community back to the greatest stage in the world, the streets of new york city. >> some tweet saying he is wasting time and resources highly the city has more

serious problems an exodus of businesses and residents and soaring crime rate. the tweet says the folks who don't realize how insulting this is for the professional put out of work because of the pandemic how they view the arts as some sort of hobby. write-up with the federalist wrote the mayor is right to try to restore the arts. he said he is restricting eligibility to some organizations left of bernie sanders. expert experimentation type of performances, incomprehensible hog wash. this is big money for new york city. the performing arts bring in more than $100 billion every year. harris. >> harris: everybody is hurting, it's true. leadership is hard. president biden is getting the

just to me is unthinkable. these people are proud of what they're saying and ought to be ashamed of themselves. if they grew up where i did they had a mother who would have taken them into the bathroom. washed out their mouth with soap and put them over their knee and make them stand up for dinner. rush limbaugh didn't hate anybody. he made people mad because he did and quite frankly the reason they were angry at him is because he exposed in them truth that they did not want to see in themselves. he made them look in a mirror. that's what he did. he was like a great big mirror that put in front of people that were on the far left and he made them see themselves in all of their hypocrisy. in doing so and doing it with a great spirit and great sense of humor, instead of them saying you know, maybe i should not be so hypocritical, instead they hated him for it.

>> harris: president biden finally speaking to israeli prime minister benjamin netanyahu nearly a month into his presidency. netanyahu was closely aligned with former president trump on iran and palestinians. while president biden has suggested a return to the iran nuclear deal, iran now has the gun-producing uranium again in violation of this nuclear deal president trump pulled out of. this week also threatening to block u.n. inspections. i want to bring in now retired army four star general jack keane fox news senior strategic analyst. this is more than just iran acting badly. is this a reaction to our not being where we need to be? >> well, i think what the delay in calling prime minister netanyahu, we don't know what was in president biden's mind for sure. i think we can speculate based

on some of the facts. you noted one of them. that is the very significant support that president trump gave to prime minister netanyahu and to israel at large and moving the embassy to jerusalem and recognizing the golan heights as being an integral part of israel. two seminal events that took place and the back drop is the strained relationship the obama-biden administration had for eight years with israel and the personal animosity that was directed against prime minister netanyahu. i think these are factors and i think what president biden was sending in his message to maybe to the people inside of israel is that while we'll be supportive of israel it won't be the kind of knee jerk over the top support that president trump gave to prime minister netanyahu and gave to him personally particularly in view of another election that's coming in april. and i think those are factors in what -- i do believe was a

deliberate pause. the good news is that in that conversation, president biden congratulated prime minister netanyahu on the abraham accords. the normallyization of relationship between israel and arabs. hopefully it means the biden administration will continue the momentum to do more of that in solidifying the economic and military alliance between these states. it's critical for the stability of this region. >> harris: you were among some who when we talked about it what was happening, the abraham accords said you have to keep those in place. those are some of the greatest things that have been done with our relationship with israel. what happens if that relationship doesn't stay solid? i believe it was barack obama, netanyahu who was described as chilly, their relationship.

>> many of us do have concerns here that the united states, despite the rhetoric, will not have the close relationship we believe that should be had with israel and with the arabs. after all, they are facing a threat in iran and as a result of the sanction relief money that the so-called nuclear deal under the obama administration provided to iran, they took that money and did what with it? they fueled the civil wars in syria. the iranian backed houthis toppled a government in yemen friendly to the united states. that's the concern here. we have to recognize the behavior of the iranians these last four years. it has gotten worse, not better. and we need to be able to confront them and certainly the idea that we would roll over on another nuclear deal with them and give them sanction relief
