and now we are we're a few seconds away from the top of the news hour. time for "outnumbered." fox news alert, we are awaiting commentshe paycheck protection program, house democrats are set to move forward with this nearly 2 trillion covid relief bill which republicans are blasting as "liberal wish list items." it would allocate a trillion dollars in taxpayer money to a slew of controversial items which seem to have nothing to do with covid relief. some of them include raising minimum wage to $15 an hour. $270 million, 200 million for museums and libraries, 50 million with family planning, fox news has learned exclusively that the bill has more than $100 million in funding for a controversial silicone valley underground railroad project.

6 billion from a 4 billion goes to mental health. the package with those hit by lockdowns, these are good things. 15 billion to the airline and a large chunk, 26 million to bars and restaurants and it's important for viewers to understands that for the recipients of this, they have to demonstrate an economic hardship and they will have to repay it. even looking at it generously, 825,000,000,001,000,000,000,000 more than what it is going for, appeasing these constituents, bailing them out, pushing the progressive policies. i have to point out, there are a lot of pet policies snuck in, we will go into later on in the show is wisdom an accurate perception, he got 1.5 million to fund a bridge. what does that have to do with

♪ ♪ >> emily: welcome back. pressure building with the nursing home scandalous state lawmakers returned to albany amid growing calls for impeachment. they are expected to move to strip him of the pandemic emergency powers this week, but he could have bigger concerns. former acting assistant makes the case that the governor could face criminal charges over claims he covered up the death at the nursing home. he lays out his case in "the wall street journal" titled "why cuomo should be worried." he explained his position earlier on fox.

watch. >> new york stonewalled and didn't produce anything throughout the rest of the year, perhaps waiting for a change in administration. she's the governor's top aide said that she admitted that at that point once the investigation was ongoing, "we froze because we were in a position where we weren't sure if what we are going to give to the department of justice would be used against us." >> emily: speaker, what is your perspective that the governor is facing? >> this is crazy! people died. this is not some jaywalking problem. cuomo lied, reports involved political donations, they were not the center for disease control rules, he lied about that. now we discover based on his own senior staff person that the reason -- listen to their

language. they froze because they were afraid of an investigation? that's obstruction. it's a crime. at a minimum he has to resign, at a maximum ps to be indicted. i think what he's done is terrible. again, thousands of people died because of governor cuomo. this is not something minor. this is not a minor political scandal. many senior citizens will be alive today if it weren't for governor cuomo. >> emily: even viewing this in the most positive way possible, if we gave him the largest benefit of the doubt here, at a minimum it supports an investigation and disciplinary measures. >> harris: wait a minute! would it be the actual policy? we don't know the origins of that.

what is interesting is the reporting, that was about the immunity that the governor of new york gave to these nursing homes because if you are not worried about being sued, then you are not going to be as careful as you possibly can be with accepting covid positive patience that might infect your residence. that is what happened. there is a direct correlation between the other governors who cut and pasted that and more seniors died in nursing homes because of that, because there was not the fear they would be sued. they were all incredibly irresponsible here. the height of this, he wrote a book and enriched himself on his failures. the people who lost family members, no more immunity. they should be entitled. not to money from the states, the governor should pay them, at least from the money he's earned to write a book.

♪ ♪ >> harris: texas in crisis with millions of people struggling, here's a video of a long line of cars waiting to get food. this is houston on friday. in other parts of the state people standing in line to get clean water. some even forced to scrape up snow and go home and boil it. if that's not tough enough, texans who were fortunate enough to have electrical power are dealing with shocks as they check out their electric bills. one person charged $17,000, rates skyrocketing after the power grid collapses and a demand pushes the cost of a megawatt from $50 to 9,000.

no water, no power, you have to be able to anticipate something. this is beyond a once in a generation advance. it doesn't get cold like this in texas, but that is what government is supposed to do. it supposed to anticipate problems like this so you have some sort of resources ready if it does in fact hit the fan. we are in the middle of a pandemic! we are thinking about survival and different ways. thank god texas is a resilient state and there are people that already have that mentality, but there's only so much you can do. it's not just one thing, everything froze. it wasn't just wind turbines and they did, there wasn't a good coordination of resources. you also had the nuclear reactor. >> all at once. all at once.
