spending. all the things that conservatives have been criticizing about the house bill? >> what's restricting the democrats in the senate is we have the byrd rule, you get one bill per year normally, normally one bill per appropriation cycle with 50 votes, 51 votes actually. but you can't do a lot of policy stuff, you have to do things that basically direct tax and spend activities. it's a complicated version. certain items you can't do. you can't earmark such as what they tried to do with speaker pelosi in her tunnel in california. those activities will not fly in the byrd rule. minimum wage was taken out because it does not impact our budget. items like that that the house stuck in there, make it more difficult for senate democrats
