todd: the white house falling behind at 100 a deadline to get students back in class and students nationwide are suffering. jillian: public school teachers say one in 5 students are at risk of not advancing to the next grade. north carolina mother of 3 and founder, both safely reopen schools group, pulled her daughter from public school, she joins us now. good morning. we understand virtual learning impacted your family so much that you put your daughter into a private school so tell us your story and how this happened. >> it has been a tough year, going on a year ago now when schools were canceled in north carolina and they were remote until summer. there was no instruction for the

first month and a half. nothing at all. no assignments for the first month and a half the schools were closed down and over the summer the school board came up with various plans to get children back in school, flip-flopped and changed the plans and had great plans to get the schools open and change the plans and i was -- in july, found out my children would be remote, had to leave my career to support them and in august when fully remote, so frustrated and upset, i had been off of facebook for a couple months at that point and try to relieve my frustrations, came home,

reactivated my facebook account and quickly grew to over 5000 members. i was working with these parents to try to get our school board to offer some transparency and get our children back in schools in some way. i looked into the private school option in my county. todd: look at the situation. something is needed in the tar heel state. we will pop up these numbers, they are abysmal and shockingly 2019-2020, look at the numbers on the right-hand side of the screen. more than half of students in north carolina public schools are not proficient in math one, math 3 and biology. that is absolute insanity. as a parent, what is it like to see what is happening to kids in

the tar heel state? >> it is mind-boggling, shocking that my state has not done more to keep something like that from happening. reviewing those numbers last night, i am disgusted. my daughter had 50% in math when we moved her. she never earned anything lower than a low be. jillian: is it because there wasn't hands on learning and students need that interaction with teachers? is that when your daughter is telling you? >> yes, they need the interaction with the teachers, they are developing, they need to learn to work with their classmates, they need to be able to work things out together in a classroom, starting in the fall, in north carolina, they really let our children down. several counties in north

shannon: welcome back. big news for small businesses in the south, governors of texas and mississippi announces end to statewide restrictions including mask mandates. the president calls this neanderthal thinking but what do business owners who are directly impacted think of it? we are joined by two of them. mississippi business owner kevin fish, you own a restaurant in biloxi, mississippi, what do these lifted restrictions mean for your business? >> a great thing. to be honest when i first heard about it i was a little bit surprised, wasn't expecting it

but that lasted just momentarily. governor reeves has provided bold leadership all the way through this. we were one of the last states to close down and one of the first states to reopen when we did, then in the nfl comment, other networks were saying the same sort of things, plagues, locusts, flying monkeys, mississippi got put back to work. my kids have been in school since august and are much the better for it. shannon: you the boutique. you heard governor abbott was going to reopen full capacity starting march 10th what went through your mind, he said things would go back to normal. >> great for any business owner especially in this time but especially for small businesses that don't have the money backing the corporations and stuff have and we have been

affected the most by just because all the restrictions they put on us make it even harder for us to have customers in this time. shannon: are you going to require your employees to wear masks? >> that is a touchy question. i spoke to mayor police use earlier and something people don't understand is we are not given only by state regulations that municipalities too and whichever is stricter. he went along with governor reeves's plan with a pretty stern warning of we need to be smart. in the restaurant business i've got a lot of people that work with my customers, the cdc is close contact is 6 feet for 15

minutes so if you are not someone who's going to be within 6 feet or 15 minutes you don't have to wear a mask. my hosts aren't going to wear masks but my servers computer tables for 10 to 15 minutes and we will require -- shannon: you bring up a good point and it is all about personal responsibility. governor abbott announced things will go back to 100% capacity, he said businesses and families in texas will have the freedom to determine their own destiny and that is what this is all about. if you're uncomfortable stay home but you need to open up safely and start making money again you should be allowed to. >> absolutely. from day one we've taken a different stance on it. i have allowed my girls, they are adults, from day one i've allowed them to choose what is best for them, me personally i don't wear one and i haven't the time not the person that refuses

these recommendations, if you are fully vaccinated which means two doses of the moderna for pfizer or two weeks after your johnson & johnson vaccine it is okay for you to be around a small group of other people if you have no symptoms but they recommend if you are out and about continue to wear your mass, practice social distancing because less than 10% of america is fully vaccinated at this time. shannon: people here those vaccination guidelines, they say why? we went into this and thought when you are fully vaccinated you can go back to normal life but apparently the cdc guidelines are going to say you can only be with small groups of people and when you go out in public you still have to wear a mask. >> vaccines are not 100%, they are anywhere from 90% to 95% effective and you could still be a carrier and transmitted to other people.

this is just temporary until we can get the majority of americans vaccinated, until we can get close to herd immunity. we want to keep in mind this is temporary, hopefully another couple of months and then we will be able to relax the guidelines a little bit more. >> the cdc statement, vaccination guidance will not be posted or finalized, once it is final we will publish and disseminate it and we will wait. in the meantime another situation in california, thousands getting the wrong vaccine dosage thanks to an issue with syringes. out of this happen and how concerned should we be? >> don't be concerned, just get your second does. these issues are taken into consideration when the dosing is evaluated and assessed initially so we always know there could be an issue you might get underdose or overdoes with the cdc folks
