patients with covid to nursing homes where he covered up 12,000 people dying and as governor abbott mentioned i would call neanderthal thinking of allowing people to cross the border illegally with covid, tested positive and put them on a bus? of course the word neanderthal would come to the president quickly. if you look up the definition of it it says neanderthal were hunter gagterers. the name of his son who gathers millions for his family from countries around the world. secondly, he didn't look at the facts. texas did nothing new. we have 15 other states alaska, arizona, florida, georgia, idaho, iowa, missouri, mississippi, montana, nebraska, north dakota, oklahoma, south dakota, tennessee. let joe biden try to remember that off the top of his head. 15 other states continue have a mask mandate. we just joined that group. harris, look, we're looking at this very carefully. we're not telling people not to

wear masks we're removing a mandate. i spoke to 150 seniors last night. two people i saw had masks on. when i travel around the state there are people who don't wear masks. there is no sanction to them even though there was a mandate or at least through next wednesday. there are no sanctions. people made decisions on their own. i travel in many places where everyone has a max. we're not saying don't do it. at the capitol we're staying we strongly suggest you wear a mask. i wear a mask around people out of respect to them if they want me to. we're saying to people still social distance. we're just not taking away the freedom and liberty in texas from people that they are doing in democrat states. joe biden wants to do it. i go back to the president. how dare him attack texas for our policies when he is allowing the border to be overrun by people coming in here by the hundreds, by the thousands, and testing positive and coming on a bus to your state wherever you happen to live in the united states of america?

what a hypocrite. how dare he criticize us when he does that. >> harris: new jersey where i live is on that list. it is a list that anybody can get to. two quick questions for you, lieutenant governor. what does trigger a snapback, if you will, to any sort of restrictions mask wearing? is it hospitalizations? what are you looking at? >> here is what we're looking at. we have 22 hospital regions in the state. if any region goes to 15% or more of patients with covid for seven days in a row those local county judges can implement policies they think that is best for that area. but we have restricted them. they cannot close businesses any more than 50%. we have told school districts to do whatever they choose. if they want to wear masks for their school districts or not it is up to them. let me make this point about our vaccinations in texas. we're about 6 million vaccinations. we have 29 million people but about 22 million are over 18.

so we're very close to being around 30% of vaccinating all people who are adults in texas. and our numbers are the lowest they have been in four months. this was a policy that was well thought out and secondly, last month i sent a letter to the committee that oversees vaccinations i want to focus on 65-year-old plus. it is not what new york or california is doing. they're doing it by jobs. our 65-year-old population about 72% of the deaths in that group. that has been my focus and the governor's focus. we've vaccinated almost 45% of everyone over 65. 50% of everyone over 80 and vaccinated almost everyone over 65 by the end of march or early april. so we're focusing on the most vulnerable. when you do that, harris, you keep those people out of the hospital and out of the icu and out of the morgue. that's not what they're doing in democrat states. that's not what they've done.

we're focused on the most vulnerable. when you give those people vaccinations then your hospital rates are not going to spike. anything can happen in the future and we'll react if it does. we're doing something that is prudent and smart and we're doing something to give people their liberty and freedom back and people will figure it out. we advise them to wear a mask if they wants. we advise them to social distance, wash hands, all those things. we just took away like mandate like 15 other states did. that's not neanderthal. >> harris: some states never had a mask mandate and recent science has shown that even those states with tight restrictions masks not on that list but other types of lockdowns didn't do any better in terms of cases than a place like florida that didn't have those tight restrictions. i hear what you are saying. it is interesting i don't think i've ever seen you this fired up. the president has made this personal and i get that from you. and we'll check back in with those numbers by the end of

he is facing allegations of sexual harassment by three women. two former aides including lindsey boylan who accuses him of unwanted touching and kissing. she tweeted after the news conference how can new yorkers trust you to lead our state if you don't know when you've been inappropriate with your own staff? former aide charlotte bennett who said he made inappropriate sexual remarks made a statement the governor's press conference was full of falsehoods and inaccurate information. she claims cuomo was aware his behavior was out of line. she reported it to others. liz kruger told "politico" about cuomo, i do not believe he followed his own policies or the law. we passed an anti-harassment law specifically to address problems for employees of the state government in dealing with cases of harassment by people in positions of power over them. there was no mention yesterday,

rescue plan gets pushed through that he will come out and talk about that and i would add he has done a number of healthcare briefings. he spoke publicly when he went down to texas and was there with the governor and one of the senators, the other senator was in orlando add cpac. he has been out in public frame but absolutely the press should be able to question him and should be able to push him. it is hugely important. the charlie's point about the fact that joe biden is potentially not making these decisions, draw everyone's attention to what happened last week with the air strikes where kamala harris said that she wasn't inform it was going to happen. something joe biden decided to do on his own. she was angry about it. tim cain was angry about it. joe biden is making these decisions and there have been so many good things that he could tout and talk about when you look at the rate of vaccinations we're averaging 2 million per day he should take those questions in front of the press. there is a lot of good things to talk about.

also making moderate democrats leery. republicans have tied it to progressive calls to defund police which some say cost democrats house seats. the sticking point is the issue of qualified immunity, illegal provision, shielding government officials from lawsuits. if it goes away officers would be constantly sued and second guessed in courts and police unions cause it could cause mass departures. senate republicans won't come to the table unless that is change and against parts of reprogramming funds to invest in community-based policing programs. they tweeted democrats voted to defund the police. the unfunded mandates in their bill would cost police departments hundreds of millions of dollars the equivalent of taking 3,000 cops or more off the streets. congresswoman karen bass says claims about defunding police are bogus. >> several of them i do not make light at all of the
