being with us tonight. appreciate it. thanks for inviting us into your home. i'm john roberts in washington. ly see you tomorrow afternoon at 1:00 with sandra smith for "america reports." fox news prime time with lawrence jones starts now. >> lawrence: thanks, john. good evening. welcome to "fox news prime time." i'm lawrence jones. while you were sleeping again, democrats passed hr-1. it's a sweeping election reform bill that would fundamentally change the way elections are held in this country. now, nancy and the gang are celebrating. the bill would expand voter rolls like gerrymandering and as they put it, combat dark money in politics. on the surface, that sounds like they could be good. until you read the fine print. you see, the whole dark money thing is darker than you can imagine.

the reality is, this bill, the for the people act takes money from you people and gives it to these people. the form of campaign contributions, of course. whether you voted for them or not. let's say your neighbor likes aoc. he decides to send her $200 in the mail. that's fine. it's his money. he can do whatever he wants to. once that check clears, the federal government will use taxpayer money to match his donations six to one. so aoc gets $400, 200 from your neighbor and $1,200 from everybody else. how is that fair? what if you don't like aoc or nancy pelosi or anyone in congress for that matter? too bad. shouldn't your hard earned tax dollars go to things that help you? not in nancy's america. imagine, just imagine if republicans created a six to one fund-raising match for pro life groups or the nra.

liberals will blow a gasket. now, democrats will say they aren't your taxes per se. they're going to create a new slush fund through forfeiture, which is a whole other separate issue. all you need is they're stealing your money. now, they claimed they will raise $3.2 billion the next two years. wow. and we can't find anything else to spend that money on? they can't send laptops to poor kids in philly? fix the water in flint? listen, they say taxation is theft. but in this case, it really is. these people are about to rob you blind yet again in order to line their own pockets like they always do. but if you ask them, they say we're just trying to fix things. there's still hope. if democrat senators like joe

manchin or kirsten cinema stand up, they can kill it in the senate right now. it's interesting. it's amazing what congress can do when they set their minds to something. they can't manage to pass covid relief or immigration reform. when they spend your money, they always find a way. joining me now, karl rove, former deputy chief of start for george bush and a fox news contributor. karl, how do they pass something like this? >> well, they'll pass something like this in the house. they did because this is what they want to do. they wanted basically -- there's three baskets of bad things in this bill. you touched on the first one. the use of your tax dollars. taxpayer financing. you give $200 to your candidate, they get a six to one match by the federal government. that's not the end of it. they have a test in three states in which they will mail every voter a $25 voucher to send to a

candidate of their choice and they can turn it in to a matching check from the federal government. amazing. i suspect if they test it, we know what will happen to that test. it's going to be declare add success and make that soon go to everybody in america so they can get $25 of your taxpayer dollar to whoever they want. that's not all the bill has in it that is bad, lawrence. they for bid the legislatures from drawing district lines in the stands in every state, turn it over to an unaccountable committee to draw the borders for state legislative districts and congressional districts. may be unconstitutional. they have the party that controls the white house controls the federal election commission. today it's split between an equal number of democrats and republicans. if it's the white house party, they can control the fec with a majority of their party mens. joe biden would have a majority of democrats and have partisan

prosecutions. if you want to prosecute somebody, the democratic republican commissioners, one democrat has to agree with the republicans or one republican with the democrats before a prosecution can go forward. then all groups must disclose their donors if they get involved in politics. even if they spend a fraction of their money on politics, they have to disclose the donors. the irony in a supreme court in a case called alabama versus the naacp said such groups, 501 c 4 groups did not have to disclose their donors in 1954 when the racist attorney generals were trying to see who was giving money to the naacp. it's ironic that we come to that plate. finally, federal takeover of elections. outlaws voter i.d. you'll have to have an i.d. to cash a check, get on an airplane. if you want to vote, you can't have it. it restores voting rights for

felons, automatic voter registration at 16. expands mail-in and early voting whether your state wants to do it or not and legalizes ballot harvesting, which is illegal in many states. that's where somebody can get a ballot for you around turn it in for you, which has been misused in state after state. we had a terrible scandal where people were harvesting ballots for people that were disabled. finally, limits names of dead or those moved from registration. that's the start of bad things in the bill. >> it's so bad, took three white boards to describe it all. >> to start the description. >> lawrence: that's right. how is this constitutional? >> i think there's parts of it that are not. there is a clause in the constitution that says that states are in charge of setting the time and manner and method of the election.

but it also allows the federal government to sort of set some certain things like a uniform voting date. the first tuesday after the first monday in november. there's elements like redistricting where the legislature is in charge and that is unconstitutional. but it is a a power grab in my opinion. so the federal government will determine how states want to do it. the method of voting in alaska ought to be left up to the people in alaska, which is different than the method of voting in texas, florida or new york or california. texas we have lots of people, more than half of our vote is early. a lot of people use mail-in ballots. that should be up to the legislatures to decide, not to have it dictated by washington. >> lawrence: karl, you're a long-time strategist. what does this do to the republican party? >> the voter i.d. thing is troubling. who wants to get rid of requirement that you show who you are when you show up to

vote? the democrats say this suppresses the vote. what it does is, it makes it -- voter i.d. makes it harder to cheat. we ought to have election laws that make it easier to vote, easier to register but harder to cheat. this bill strikes at -- makes it easier to vote but also makes it much easier to cheat. >> lawrence: karl rove with three big boards. thanks, sir. >> three tonight. >> lawrence: also here, sean duffy, former wisconsin congressman and a fox news contributor. you have to give it to the democrats, sean. they have power, control of all three branches. two branches. and they're using it. elections have consequences. what are the republicans going to do about it? >> they do -- this is a power grab, lawrence. i have no white boards like karl. but i'll do my best without them. this is a power grab. this isn't about voter integrity. this is about voter fraud. making sure democrats have the ability to tweak elections and use these tools to actually win

elections. not based on ideas but changes rules to use fraud to win. karl made a good point in regard to this public financing of elections. those of us that are in states with highly contested races, these -- this public financing is going to fund negative campaign ads and mailers and campaign dinners and mileage and campaign consultants. all things that american people don't like are taxpayers are growing to fund that. by the way, lawrence, that money is going away from the crime victim's fund. this goes to women of sexual assault and child abuse. money that helps the victims out. they're taking the money away from the victims and giving it to members of congress to fund cam pains. give me a break. >> lawrence: they don't care. as long as they win the next election, they don't care. you walked the halls of congress. the messaging that goes down behind closed doors. how does a bill like this be formed, get formed behind the

scenes? do they sit in the back room and get this done and make everybody get on board? leadership controls most of the bills. >> lawrence: they do. nancy pelosi and a few of her lieutenants sit town behind closed doors, think about how they can guarantee power. many of the things they're doing right now are unpopular with the american people. they craft a bill like this, then they go out and whip it. make sure that all of their members get in line. if you're a moderate member of the house, a democrat, you're in a tough seat, this is horrible for you to go back and run two years from now. i can read it myself, this is definite stating to run in re-election. but they twist their arms, get them on board, get them to say yes and that's why it passed with all democrats in the house. it will go to the senate. as long as the filibuster rule is in play, they won't pass it. no republicans are going to vote for it. if they break the filibuster rule and every democrat votes for this, this could change american history with regard to

elections. solidify democrat majorities from here to eternity until we roll this stuff back. by the way, lawrence, countries have tried this in the past. countries that get rid of voter i.d. laws and had mail-in ballots, they rolled them back because it's rife with fraud. when i go to the ballot box, i fill it out and put it in the reader in the box. it's me and my ballot. if i have poll workers and postal workers and people working for a campaign collecting ballots, there's a dozen or more people that touch my ballot. the chain of custody is diminished and it allows for a huge amount of fraud, which is what democrats want, which is what we saw in the last election and how they did as well as they did in the presidential race. >> lawrence: but they got the media on board. why aren't more republicans outraged about this? forgive me, but i don't trust either political party right now. many of the people in this

audience don't either. they may vote against it, but can they benefit from this as well? >> listen, i don't think anyone benefits from this. i don't think members of congress benefit. i ran for office, lawrence. when you work hard to raise money and you raise money, it shows that you have support from your constituents. it's a sign of support. when you have federal coffers funding your race, taxpayers funding your race, anybody can run and be competitive. so i think republicans actually don't like it because we're concerned about the federal purse. we don't want to waste federal taxpayer money. democrats don't give a darn. they see that they can get money from -- look at this, lawrence. you can be a rich donor in san francisco and give every member, democrat running for congress, 200 apiece. that's $107,000. the government will kick in $642,000 on top of that. so this is a huge ability for wealthy donors to actually give to every democrat and have huge

dollars flow in to the campaign coffers of liberals running against republicans all over the country. >> lawrence: let me ask you this, sean. if this bill passes, do republicans have a shot or do you think the courts will throw it out? >> i think it will go to the courts. what happens is it's a game of cheating. it's a game of massaging rules. that's not the american way. if you don't play that game, you fall behind. we don't want fraud in our elections. we don't want democrats and republicans to see who can better game the rules or better engage in fraud and not get caught. we want strict rules. one legal voter, 1 legal vote. voter i.d. does that for us. a lack of mail-in voting does that for us. should we have every one vote in the same day with the same information? look back to the hunter biden scandal. the day after that story broke and the big tech tried to suppress it, the day after it came out, the trending search or google is can i change my vote or how do i change my vote?

>> lawrence: welcome back. as my grants overwhelm the southern border, president biden makes sure you don't see anything. but what is happening behind the scenes is a different story. an e-mail obtained by "the washington post" reveals that his administration is getting ready to convert family detention centers into rapid processing hubs. that way they can screen my grants in the u.s. within 72 hours. what is still unclear is where all of these migrants will go after being let into the country. here now, lara logan, host of "lara logan has no agenda." lara, you've been on the border. you've seen these processing centers. how are we going to let this happen? >> lawrence, you've also been down there, right? you know what you have seen is that when people cross illegally, they're detained by border patrol. there's a lot of confusion here in the way this is reported.

you know, it has all the hallmarks of being conflated for political purposes. what is not being communicated to the public is that for weeks now the border patrol has been processing people as quickly as possible. they've been releasing people on their own re --recognizance. they put them on buses and send them to health and human services. when the biden administration talks about not holding children in detention centers and families in detention centers, first of all, they're not speaking about any win from a country like mexico. in mexico they're being returned immediately. unless you have a family group that has a child 7 or under. that number keeps changing. the last few weeks, it's been age 7 and under and 12 and under and it's been 17 and under. with the agents i talk to say mexico is calling the shots.

the guidance is changing constantly. depends on how many people mexico is willing to take that day or not. guess who mexico won't take? they won't take anyone from china or islamic countries or anyone from countries like somalia. they're not taking them back. so when you're talking ant unaccompanied children, you're talking about a lot of children and families and people that are coming from these kind of special interest countries where there's a nexus of terrorism. nobody is separating out who are actually we're dealing with here. it's not just a question of how long you're keeping them in detention. that is not border patrol keeping them in detention. they have to get them out of those facilities as quickly as possible already. we're talking about health and human services. these children that are unaccompanied, it's very interesting that the administration says we're not going to separate them from their parents. if they crossed the border unaccompanied, what they're saying, they're already

separated. they separated themselves. so they're talking about reuniting them or sending them to people that they say are their families all across this country. health and human services is supposed to vet those families. the faster you move them through these centers, the less vetting there is. the greater the risk to the children. you know, they like to down play the numbers of children that are trafficked. the vast majority of people coming over the border are families seeking a better life. children that just want to be reunited. we all want to be reunited. a natural human thing. every one of us can understand and have sympathy for. but what if it -- the projected numbers crossing the border is over 100,000. what is 1% amount to? you're talking about an extraordinary number of children, even 1% that is being trafficked. this country doesn't owe them a duty to figure out if they're traveling with their parents, if

they're being trafficked, if they're being used and recycled by a cartel. they have stopped dna testing and also people are looking at this in isolation. when you look at what they're doing across the board, if there's a path to citizenship and you think anyone from china with a notice to appear and an immigration court, think about that. border patrol has no idea who you are who you say you are. the same for somalia. there's no records for this. the way they're dealing with the crisis that isn't a crisis is pushing people through as quickly as possible. >> lawrence: sad because this is helping the criminal enterprises as you know, lara. you've been on the border. you know the cartel controls this border. you have to pay a fee to get a across. they're buying t-shirts. it's fine. thanks, lara. >> what about the people that are trying to come legally? i have a friend from afghanistan who hasn't held his children for
