"the faulkner focus" up next. >> harris: the american people are about to get finally their first look at the crisis unfolding at our southern border later today. just one day before president biden formally takes questions from reporters for the very first time solo in his presidency. i'm harris faulkner and are you in "the faulkner focus". new developments. the president set to meet with immigration advisors at the white house today to discuss the chaos at our southern border. all that has been seen so far is this edited government video of migrants being processed and photos released by a texas congressman to add to that. but as i mentioned, later today

the first network pool camera, just one camera, will finally be allowed into a texas facility as white house officials and members of congress are traveling there. senator john kennedy says the white house only has itself to blame for the widespread criticism it is facing. >> now the people making these decisions in the white house either one or two things are true. either they're like a rock only dumber and never saw this coming and i don't believe that or they knew it was going to happen and they're okay with it. they thought they would get a free pass from many members of the democratic media and they haven't. they've been caught. >> harris: in addition fox news has learned more than 1800 migrants with criminal charges or convictions have been freed by judges. kristin fisher is live for us at the white house. that's got to be the headline

of the day. >> probably does, harris. today we know these top administration officials are now going to be visiting one of those key influx facilities down at the border in texas. for the very first time the white house has agreed to allow a single press camera inside. this camera will be serving as the pool that footage is going to be shared with all the other networks. this is really going to be our first glimpse inside one of these facilities. aside from the few images and videos that have been shared by members of congress or the administration. so this is a very small step toward potentially ending the media blackout that the biden administration has imposed down at the border. it is likely no coincidence it comes one day before president biden's first formal news conference. this morning the vice president said that she will absolutely be going down to the border but she would not say when nor would she call the situation a

crisis. but the vice president did say this. >> it's a huge problem. i'm not going to pretend it is not. it's a huge problem. are we looking at overcrowding at the border in particular with these kids? yes. we've been in office less than 100 days and we're addressing it and dealing with it but it will take some time. are we frustrated and are you frustrated, yes, we are. >> the vice president in the interview went on to blame the trump administration for what is happening down at the border but republicans say it is the result of the new administration's policies. look at this. the president of mexico seems to agree. president obrador put out a statement yesterday saying expectations were created that the government of president biden there would be a better treatment of migrants and this has caused central american migrants and also from our country wanting to cross the border thition it is easier to do so. one other thing to watch for today, there is going to be a

big meeting about the border here at the white house. cameras are going to be allowed briefly inside for that. there is always an opportunity that reporters will be able to shout questions to president biden and that he may answer. so harris, watch for that. supposed to happen at 2:00 p.m. today. >> harris: you wonder how much they capitulateed to all the pressure. just about every network you turned on yesterday was talking about how none of us as journalists could get in the clear. in the trump and obama era they could capture the stories of what was going on. kristin fisher, thank you very much. the pentagon says it is looking into requesting to house migrant children at texas military bases. however, it maintains it won't affect training or operations. >> i can tell you that the department has received a request for assistance from the department of health and human services to temporary house unaccompanied migrant children.

we'll analyze it and evaluate it like we would any other request for assistance. >> harris: i want to bring in retired four star general jack keane my first guest for the hour. good to see you, general. when you hear something like this you really do know there is a dire need. we know some of the facilities are north of 700% overcapacity. they looked at buildings as nasa. now military bases. what do you think about it? >> well, i think it's appropriate to look there. we have something of an emergency situation on our hands. we've been here before. the military bases are used routinely to help local citizens and communities when they have natural disasters in those areas. but also for refugees the vietnamese, 110,000 in the 70s. cubans and haitians in the 80s, kosovo refugees 20,000 in the late 90s. during the obama administration we used five military bases to

accommodate 16,000, many who were migrant children. we're back here again with this problem. the military can do this. they can do it, harris, without sacrificing the national security mission or whatever the major function is on that base. the hhs, health and human services will run these facilities. military certainly would assist them. the military not all bases but a number of bases do have the space in terms of the ground available and in some cases they have unoccupied facilities that can be used as well. >> harris: you know, i'm thinking about how the children in particular are literally let's call it suffering. they are suffering along their journey, waiting to get into the country and when they get here we're not even testing all of them for covid-19. the ones we find positive that we're able to i would imagine you have to do some treatment. we aren't hearing a lot about that. maybe the one press pool person

they'll let through today we'll learn more. military bases having grown up on army posts all over the world, you will have facilities there that you wouldn't have in the dallas convention center, one of the places they put teenagers. >> they don't have anything on that scale. they do have major fitness areas that they use, gyms, etc. and we have plenty of space. and in that space certainly tents can be put up. the other thing when you go to a federal installation you don't have to get state licensing to approve what you'll do there. in some cases it can take weeks. a federal installation has less bureaucracy associated with it. the federal government is going to a federal place to use it. there is no licensing requirements. >> harris: it's interesting because this administration has a battle on its hands for

transparency. you put something on a military base. you didn't see a lot of tv cameras. that insulates what they are doing more. that's one side of the story. i want to move to this. turning to other foreign policy challenges for the biden administration, general. the next commander of u.s. forces in the pacific is warning lawmakers about the growing threat from china. let's watch. >> we see china increasing at a rate that is faster than anyone previously believed their nuclear stockpile. we've seen the largest military build-up by china. that does bring with it certain vulnerabilities. >> harris: what's happening with china? >> first of all, china has a comprehensive policy to seek domination of the region and also the world economically, technologically and militarily.

the military issue here is very significant, harris, because this commander who is coming in and the outgoing commander are saying the same thing. to break it down simply in the indo pacific region the u.s. military is outgunned. the 9/11 wars and reduced defense budgets largely during the obama administration. as such, we are outgunned in that region. the chinese have more ships, more airplanes, and an incredible amount of offensive conventional missiles. the largest arsenal on the planet. what they can do to places in the region is very significant. >> harris: forgive me. i want to tick along here and get it from you. i know you know this. how in the world did we get to the point where they have so much more than we do? >> i just said it. the priority of the 9/11 wars and the reduction of the

defense budgets. you put that together for 20 plus years and we are where we are. the trump defense budget is trying to get us out of that but now, i mean, we need -- the chinese are so aggressive and have the wind at their back economically and the most rapid growing military and they are ambitious and aggressive. you can see what they've done in crushing hong kong's democracy. the uighurs, the intimidation of taiwan daily. we have to put in place an absolute deterrents that they see as credible. one, they see the capabilities there and we have to fix that as urgently as possible. the admiral was asking for that. number two, we have to convince them that we have the resolve to use it and that is what makes a credible deterrent. i believe in the obama administration they believed they would not use it and already the military capability was eroding. those two things have to be done. i believe the administration is

doing the right thing. they are taking a tough stand here and we'll see if they resource the defense department and also what this admiral is specifically requesting. he is saying the problem is urgent. i agree with him. we're not hyping the enemy here as sometimes people in the defense department get accused of doing. this is a serious threat and we have to pay attention to it. >> harris: let's get to north korea. firing several short range missiles over the weekend. the white house shrugging it off saying the launches were not covered by sanctions. kim jong-un's sister recently warned quote if the biden administration wants to sleep in peace for four years it better refrain from causing a stink at its first step, end quote. what does that mean and what does that mean coming from her? >> she is obviously the closest confidentiant to kim jong-un and she is speaking for him.

what has happened is we've been stalemated ever since the hanoi summit back in 2019 when we asked the north koreans to put a plan on the table to denuclearize. they just wanted sanction relief. the trump team walked out. no substantive negotiations since then. what is happening? i believe kim jong-un is starting to flag this administration and start with the short range missiles and we'll hear his rhetoric again not just his sister. probably go to medium range missiles the try to get the administration's attention. then go back into negotiations to do what? sanction relief. he will try this again out of his playbook even though it didn't work with the trump administration. i believe they are creatures of habit here and they have succeeded in doing it. here is another important point. he is not in desperate straits

these situations. but only when the suspect is anything but white. the pushback she is getting on social media. and in the wake of this mass shooting, lawmakers are again pushing for gun control immediately. president biden says he may take matters into his own hands executive order wise. will this tragedy turn into another partisan debate? >> i'm not worried about gun grabs or losing my second amendment. i'm worried about congress focusing its efforts on apiecement and good talking points rather than legislation that may save lives. ♪ limu emu & doug ♪ hey limu! perpetrator will be held fully accountable under the law. of course we'll look forward to what lessons we can learn. >> harris: that's colorado governor jared polis as boulder, colorado is mourning 10 people killed in monday's tragic shooting. the youngest victim was 20 years old. authorities have charged 21-year-old with 10 counts of first degree murder. if convicted he could face life in prison without parole. jeff paul on the story in boulder. jeff. >> for this community here in boulder, it really does feel like the focus is on the victims. the 10 people who died. that's no more apparent than the scene you are seeing playing out behind us outside the grocery store where the shooting happened. flowers, signs and tributes. an ongoing investigation still in its earliest phases. authorities say they aren't any closer to discovering a

possible motive. we're learning more about the suspected shooter. 21-year-old ahmad al aliwi alissa bought an assault style gun six days before the shooting. family members like his brother have said he was mental issues and paranoid someone was following him. former classmates said he had a short fuse and found guilty after punching a student several times. the police chief said they will leave no stone unturned. >> we're committed with state, local and federal authorities for a thorough investigation and will bring justice to each of these families. >> the suspect is due in court tomorrow. this will be his first appearance. harris. >> harris: jeff paul, thank you very much. congresswoman ilhan omar is being called out for claiming there is a selective focus on

the race of mass shooters, quote, the shooters race or ethnicity seems front and center when they are not white. one twitter user wrote this. this shooter's race and ethnicity was front and center yesterday when we didn't know what it was and assumed it was white. another took issue with her framing. starts with obviously untrue sentence, decries narratives to push narrative. in fact, it was omar who brought up race when tweeting about the white suspect in last week's shootings in atlanta. power panel slides in now. richard fowler and t.w. shannon, co-chair of black voices for trump. great to see you. t.w. first. thoughts. >> first of all thanks for having me. my heart like most americans goes out to this family for the senseless act of terrorism. frankly unlike the representative for most americans his color is no consequence except for those

who share the radical political ideology representative omar who is the most racist member of congress and frankly a threat to this republic herself from her anti-semitic slurs referring to israel as hypnotizing the world and called out by her own party. in 2016 she asked for leniency for a man who pledged allegiance to isis. the idea she will preach to us and lecture americans on racism is laughable. she turned the dream of martin luther king upside down. >> harris: richard. >> thanks for having me. i wouldn't go as far as t.w. did there but i think it is worth not looking at the shooter's race and more focusing on the victims and to prevent it from happening again. that's where most americans are today. how do we stop the senseless violence in our community? i'm a gun owner.

i think there are things we can do legislatively to insure not that we confiscate guns. we respect the second amendment and also insure folks like this individual don't get access to killing machines. the most simple thing to do is a waiting period. think about it. if we had a 10-day waiting period neither the boulder shooting or the shooting if atlanta would have happened. >> harris: i want to use that as a jumping off point. president biden and his administration have reignited the gun control debate almost immediately yesterday. there were some criticisms whether or not it was political too soon. he called for immediate action in response to the shooting. watch this and t.w. i'm coming to you. >> president biden: we can ban assault weapons and high capacity magazines in this country once again. >> we're certainly considering a range of levers including working through legislation, including executive action to

address obviously not just gun safety measures but violence in communities. >> we should first expect the united states congress to act. i'm not willing to give up on what we must do to appeal to the hearts and minds and the reason of the members of the united states senate. >> harris: however, republicans argue democrats' proposals wouldn't actually prevent mass shootings. >> in my judgment we don't need more gun control, we need more idiot control. the democratic position is that if a bad guy shoots a cop it's the gun's problem. if a cop shoots a bad guy, it's the cop's fault. if it weren't for double standards here we wouldn't have standards at all. >> harris: you say what after that, t.w. >> first of all, harris, i

would say for all your listeners if they don't get anything else out of this segment it is understanding this. disarming citizens makes them subjects, not citizens. a quick study of the history of disarmed populations reveal that. the idea this call for banning assault rifles. 80% of shootings in the country involve handguns. what the democrats are calling for is a different type of gun to make the illegal acts happen. reality is this. democrats and joe biden know these facts and the only real reason for moving forward with this type of legislation is to punish gun owners who also happen to reject democrat candidates. i think that's what is really happening here. not the idea we need gun control. none of the control they're calling for would have prevented the murders that happened in either atlanta or boulder. >> harris: richard, you are shaking your head. >> i am shaking my head.

permanent holding facilities in yuma and el paso. renovated one in mcall en. added five tent camps and border patrol wanted to replace them in three permanent facilities but house democratics said no. a former secretary chief said it is false to say trump left biden with nothing. >> it takes time because the entire system was dismantled. >> the infrastructure was not in place. >> so agents also note there are the numbers we were referring to later. agents also note the remarkable change in tone while the shelter conditions today are similar the rhetoric is not. >> why wouldn't you come down to the border first to speak to the subject matter experts and find out what's working, what is not, what can we tweak? for you to come in with a wrecking ball and say i'll

senator marsha blackburn also saw firsthand what's happening at the border during a visit this week and what she saw prompted her to do this. introduce legislation aimed at increasing national security. senator blackburn, republican from tennessee, joins me now. i want to know about the bill but first i want to know what triggered this. what did you see? >> harris, what we are seeing happening is children are coming without their parents. there are also some practices in place called child recycling. you and i are moms. i'm a grand mom. this is one of the most heartbreaking things because the cartels -- see, you can't come to the border without a cartel. the cartel will take a child away from parents and give it to an adult who does not have a child if they are trying to push that adult across the border.

then the child goes back to the cartel and then comes in again. this needs to stop. so my legislation, the end to child exploitation act would put an end to this practice and would require that adults who do not have a documentation to show this is their child would have to submit to a dna test. it only takes about 90 minutes to complete. let's protect these children and let's force these cartels that are big multi-billion dollar businesses, that are running this border on the mexican side, let's force them to know that we are not going to put up with them abusing these children. >> harris: senator, former president trump was with me a couple of days ago and we were looking ahead to what the build-up was really like. on monday he told me the biden

administration is simply letting everyone into the country and as you are saying we aren't so sure who is in. >> that's right, harris. we know that there are those on the terrorist watch list that have come in. we know that the cartels. for example, the sinaloa cartel. el chapo's cartel. they run that arizona border on the mexico side. 50% of the drugs that are in our country come through this arizona border and then onto i-8 and i-10 which have become the fentanyl freeway. we know they are taking young people and using them as mules to move these drugs. we know that the cartels are very sophisticated and they now completely outfit down to shoes and backpacks in cartel

clothing to move these individuals to u.s. soil. they put a wrist band on them that shows they've either paid their fee or they need to work that fee out. that's called indent toured servitude when they get to the u.s. human trafficking, sex trafficking, labor gangs, ms-13 and other gangs. we need those trump protocols put back in place. biden's open border policy has caused this disarray at the border. it is biden's immigration policy. joe biden and his administration have broken the border and we need to put these protocols back in place. >> harris: wow, when you talk about those bracelets, they are now finding them as little ones and young people trying to get them off and leaving them just so they aren't so marked. as i understand like you said

not in person. great to see you, can they do this? >> this is one of those things that ties constitutional experts up in knots because part of the argument or proposal will be, okay, there has to be a federal district, we know that according to the constitution but they are talking about stringing it down, so it wouldn't include a lot of neighborhoods in d.c. but no matter how far you shrink it down, the constitution does give electoral votes to that piece so how powerful do we want to make this tiny piece? order they want to let everybody, the 700,000 or so who live in the district, to find a way to vote. do we need a constitutional amendment, what can congress do by itself? nobody seems to agree on those things. you know the process to amend the constitution takes a long time and you have to get a lot of states in agreement and i don't think they are there yet. >> harris: it's interesting what you say, that it might not
