criticized the biden administration for a lack of leadership. >> they're doing for leadership. there is nothing, there is no leadership. you have to see the squalor. the children, and, frankly, people that have come in to the country when you look at what's happening, the dirt and the filth of those places. that is why they're not letting the press in. reporter: right now an average of 500 unaccompanied minors each day crosses over from the border into the u.s. every day. striking numbers. mike: steve harrigan, thank you. the white house is defending the border policies even calling administration to step up the enforcement efforts. mark is in wilmington, delaware where the president is spending the weaken. reporter: good afternoon to you. the biden administration says its border policies are simply more human than what the trump

administration has. even though we're seeing overcrowding at border patrol facilities steve is talking about, the white house says it has no plans changing course. >> we're not going to send children under the age of 18, kids under the age of 18 back on this treacherous journey. they are fleeing challenging economic circumstances, hurricanes, prosecution in some scenarios. it does not mean that at the get to stay in the united states. it means their cases are ajudicated. reporter: several media outlets including us at fox are demanding the press be allowed access to the border patrol facilities. the white house does plan to expand access, details when and where who will get in still be worked out. president biden at the weekend home in delaware, we're expecting to head back to d.c. later on this afternoon where later this week he will urge congress to embrace a whole new economic agenda. on wednesday the president will roll out his decision in a major investment in american

infrastructure there is a lot of details we're waiting to find out including what is in it as well as the price tag. republicans are already speaking out revolting against any plans to raise tax. >> luke, i would love to talk about a infrastructure plan. we have to figure out how how to pay for it though. that is what the democrats always leave out. i'm not wanting to borrow a whole lot money today. reporter: now the white house says that president biden will be rolling out his economic vision in a few different stages. this week infrastructure. then later on in april we'll get a better idea about his plans pour health care as well as for social programs. you can bet while the white house tries to pivot to some other issues, republicans make sure the border security matter is front and center. mike? mike: mark meredith in wilmington, delaware, thanks a lot. joining us one of the republican senators who visited border at the end of the last week, a member of senate budget committees, senator mike braun.

welcome. >> hi, mike. mike: what was the most disturbing aspect of your visit to the border. >> as lindsey said the squalor, lack of humanity was shocking. the thing that got me more than anything, the system behind it punctuated by around midnight when we got there thursday, going down to the rio grande, being heckled by the coyotes and smugglers at the border patrol folks. i asked what were they saying. they're saying whatever you do we're going to keep coming. the immensity of the issue and sophisticated system behind it that is something you don't hear. most of these kids coming across already have relatives here that have crossed illegally. $4,000 a person. it is like a travel agent being a coyote and a smuggler. then the thing that really got

me because we think it is just central americans, mexicans, all trying to escape obviously life that is not good to them. that is a deeper consideration we need to make but in the del rio sector recently 54 different nationalities have come across the border. that is how broad it is and if you're from a certain country, it can be up to $20,000. a billion, to billion dollar a year industry, run by coyotes and smugglers. and this will just continue especially with the welcome sign out there when biden for the sake of politics only, took a system that was working to at least not encourage people to come on the journey, now we got this. it was an eye-opener all of us were shocked by. mike: senator, is it accurate border officials there wanted you to delete photos and videos of your colleagues shot at the

situation at border? >> i'm a direct witness to that because the lady from the biden administration came to me first. i had taken a few pictures and she just caught me snapping one and she made me delete that picture but of course, as i was doing that others were taking pictures. and then it got to where she could tell, that wasn't going to work. but i was first one. she made me delete a picture. yes, that is the sat sad thing. no transparency. if things were like they saying they wouldn't have people down there trying to hide it. mike: upcoming legislation, infrastructure we're hearing a 3 trillion-dollar package, perhaps more than that as someone with a budgetary and appropriation back ground what are your thoughts what are your concerns? >> infrastructure was the reason i ran as a state legislator back in 2015. was in indian, 5, 16, and 17.

when it comes to infrastructure we all like it and we need it. not only roads and bridges, air, waterways, rail but, the big issue in indiana was to you do it responsibly by having some pay for or do you do it like we do in the federal government on everything, borrow the money. we raised the gas tax and especially the diesel tax, which is paid for by businesses. we government collective interest in doing it from stakeholders. that is why we got a stream of revenue that will pay for our infrastructure in indcan that, the crossroads of america. they don't do it that way in the federal government. we borrow 23% of what we spend currently on infrastructure. we need to be talking about how we will pay for it before we do it. mike: senator, we're nearly out of time, any signs democratic leadership wants your input from republicans? >> if you're going to take an example of everything that occurred so far, there has not been one piece of republican input on any of the stuff that

we've been looking at. let's just take the covid relief act which was only 10% towards that. everything else in it was a democrat wish-list item. no, that sounds like good lip service, haven't seen the proof in the pudding yet. mike: senator mike braun from the great state of indiana. enjoy march madness sir, thanks for your time. >> thank you. mike: now let's turn to a california democratic congressman. member of house oversight and reform committee. mark desonja, member of house infrastructure committee. congressman, welcome. >> thanks, mike for having me. mike: you've seen the videos from republican and coming from the southern border. both democrats and republicans put out video. how does the biden administration get a handle on the crisis at the border? >> all of us in congress need to take a deep breath, realize this hashas gone through multiple administrations. biden administration is doing

the right thing. border is closed. don't come here. we need to create more infrastructure to make sure we manage it properly. mike: should the president go to the border, sir? >> i think it is good for all of us to go to the border. i haven't been in the last few months. i'm anxious to go again. i've been there many times in the past. this is a crisis manufactured in washington, d.c. we need immigration reform that secures our border. mike: do you have hopes of getting something done in congress? immigration reform has been a tough issue to get across the finish line as you know? >> we have two bills in the house. we sent multiple ones over in the last session, that we think will work but republican senators have to join us, given the filibuster. so it is really up to them. mike: okay. to something that is near and dear to your heart. i know you are involved with ground transportation, also infrastructure. your thoughts on the upcoming infrastructure package and do you want buy-in from your republican colleagues, sir?

>> well latter part, yes. i'm a former republican. i registered to vote i was a republican when i first elected to the city council years ago here in northern california. i was a republican. i left because what i saw in the party. yes, we want their support. this is a transformative piece of legislation but particularly for working americans. it will put working americans to work with good pay for multiple generations, it will help the overall economy. mike: should it be strictly infrastructure or do you worry about it becoming a christmas tree with all other kinds of goodies being added on? >> it should be focused on infrastructure but remember infrastructure connects lots of things particularly new energy sources which i've been involved with here in northern california for a long time. we need to create, new renewable, sustainable energy sources. we're doing it here in california. it is helping our economy. so, yes, infrastructure first.

bridges, roads, rails but those are connected to our energy sources particularly how we live. mike: i want to play a clip from you from transportation set tear pete buttigieg. i will ask you to respond. >> if we believe in so-called user pays principle you pay for roads based on how much you drive. gas tax used to be on just way you do it, it is not now. the vehicle mileage tax could be a way to do it. mike: congressman, do you agree? >> that is in the state legislature. i chair the transportation housing committee. i was first author of first em t-bill here in california. that is a possibility. there are equity issues we have to look at, vis-a-vis people have to travel 2 1/2 hours each way to get to work. but those things i think we can get to work. mike: are you optimistic there will be bipartisan support in the end on infrastructure? do you think democrats will have to do it on their own?

mike: live look at atlanta where members of congress are holding a news conference at gold spa. the spa is one of the three locations that a gunman attacked two weeks ago. that shooting spree killed eight people, six of whom were asian women. ♪. mike: new york city council now passing a measure to get rid of qualified immunity nor "nypd blue" police officers. alex logan in new york city with a look. reporter: mike, there are a lot of changeses that would take place. as you mentioned it would get rid of quality immunity which would essentially make it easier to sue an officer if rights are violated. city council issued a statement saying quote, qualified immunity has effectively countless victims of police brutality and families from obtaining

financial damages and holding cities and counties accountable. this could mean new york will be the first city to remove the decades old measure. the bill has three resolutions. the change could take place within the year. city leaders and as well as police officers and others are sounding off. >> i think we made a meaningful step forward in providing some real accountability to the police department own behalf of new yorkers. >> every bill that they put in is making it more difficult for our detectives and the police in the street to do their job. reporter: it is not the only change in the legislation. it would protect new yorkers from unreasonable search, seizures and excessive force t would shift duties like accidents to the department of transportation. the mayor's issue media press passes. no longer the nypd. would require quarterly report

background. what are the thoughts with new york city expected to join colorado and connecticut to eliminate qualified immunity? >> look, i've been a lawyer in new york for two decades and i experienced the rejuvenation of that city because of the policies of mayor rudy giuliani and then mayor michael bloomberg. the critical, critical factor in that change was the proactive nature and the success of the new york police department, the nypd in helping transform that city into a world capital. what this qualified immunity law is really saying is, we want police officers to be easier to be sued and that makes it harder for the police to do the job that they have done over the last few decades. it is sending a message not only to the criminals that the police will no longer be proactive stopping you from committing crimes before the crime is committed but we're also sending a message to plaintiffs lawyers that police are now ripe for the picking in terms of being sued and collecting money in terms of

financial judgments from them. mike: johanna, do you worry getting rid of qualified immunity risks preventing best young men and women from the police force? >> mike, i'm a big believer in law and order and holding power accountable and i think, you know qualified immunity is actually given government officials a lot of immunity to not being held accountable and not being held responsible and i think especially when we're looking at, even what governor cuomo has been accused of we need to use every measure we can to hold power accountable. so you know, i am glad to see us reevaluating qualified immunity but i wish we would go a little further to explore qualified immunity for all government officials. mike: interesting. okay. to the filibuster in the united states senate, president biden during his 36 years in the u.s. senate certainly was a fan of the filibuster. take a listen.

>> at its core the if filibuster is not about stopping a nominee or a bill, it is about compromise and moderation. that is why the founders put unlimited debate in. mike: mark the support of filibuster depend where you sit? >> mike, think about this. i want to go back to ancient times of 2020. president donald trump was able to effectuate major national change with two stimulus packages on a bipartisan basis. now all of sudden the democrats rule washington with one party rule with a very narrow majority, now they're talking about taking off the brakes. i think what we're looking at here mike, they realize that their agenda is very unpopular and they know that with the filibuster it will never be enacted. mike: johanna, isn't the purpose of the filibuster to force both parties to sit down to try to cut a deal? >> i would love to see bipartisan cooperation on some issues. i think the one thing that president trump and president

obama could probably agree with will too often they were waiting for congressional action and they needed to move forward with executive orders to get things done. that is not a good way to govern. i think we've got to look at the resistance of the republicans or democrats does nothing for the american people. we need action and so if that means we have to get rid of the filibuster because it was used too many times. it was used too many times in the recent history talking about. 300 times as fox news reported. we've got to look at congress getting things done. i don't want them to have anymore excuses. if this needs to be something to give congress the ability to act, we need to get the senate acting for the american people. mike: johanna, mark, we have to leave it there. enjoy your sunday. thanks so much. >> thank you. mike: lawmakers make their way down to the southern border even as president biden won't commit to taking a trip of his own. the number two republican in the united states senate, john thune, is back from the border.

♪. mike: republicans are ramping up their calls for president biden to visit the southern border as lawmakers make their own way down to see the migrant crisis for themselves. joining me to talk about his trip to the border, south dakota senator, senate republican whip john thune. senator, welcome. >> thanks, mike. good morning. mike: you're just back from the southern border. what did you find most troubling, sir? >> well, hard to know where to start, mike. it is a crisis. it is getting worse. spiraling out of control. there is a direct correlation between the policies the biden administration put in place and what is happening on the border. one of the things we found they were forewarned. the border patrol made it plain to the transition team if they

reversed some of the policies trump administration would be put in place, they would see what happened at border. thousands of people are pouring across the border because the united states essentially put up the welcome sign and put the green light out there, and it has had tremendous consequences on humanitarian level. you have the people in these pods, these kids, in places where they're supposed to house 250, they're housing up to 4,000 or more. obviously it is a public health crisis because a lot of them are coming in with covid. the border patrol doesn't have the capacity to supervise and try to care for all these folks who are coming in here illegally and do the job we hire them to do. that is to keep the border secure. a lot of lessons coming out of this, but first and foremost this is a crisis. the administration needs to know it was a crisis. they were told it would be a crisis and they need to respond and start responding now. mike: you shot pictures and videos of your visit there are you worried about a lack of transparency, lack of allowing

reporters in to tell the story? >> i am. it is amazing to me, mike, that the biden administration is trying to block the media from having access to this they tried to tell us, 18 united states senators, two of whom from texas that you couldn't take any photos. one biden administration official even asked one of our senators to erase any of the photos that were on his camera. and look, i mean people need to know what is going on. the american people have to understand this. i understand why the biden administration wants to cover it up, why keep it, public from having access, media from having access but this is a problem getting worse by the day. it is spiraling out of control t was entirely avoidable if the administration had listened to the border patrol. we have a border patrol, 50% of whom is caring for people in the facilities rather than taking care of the border, catching smugglers and human traffickers and all the bad people that are

sending drugs into this country and they can't do that because they have so many now of these other responsibilities to try to care for people who are being crowded in swamped into these facilities. mike: to infrastructure, the next big ticket item on the biden agenda. we're hearing $3 trillion, maybe more. number two senate republican in the united states senate. has there been any outreach to you? >> no. and the, i don't think there has been any outreach to leader mcconnell leader for that matter. it seems like now their goal to do everything they want to do on their agenda, mike at 51 votes to, try to figure out a way to do it through budget reconciliation, worse yet, blow up the filibuster talked about for some things that don't qualify in reconciliation. there is bipartisan support for infrastructure. there always has been. historically it is that way. this administration right now seems set on doing it one way,

their way or the highway. and a lot of the things that they're trying to put in place are dominated by the far left-wing of their party. the bernie sanders wing of the party is center of gravity in the united states senate. they're calling the shots. and their leadership seems intent on moving a very far left agenda, completely devoid of any, you know, opportunity for republicans to get their ideas or their input into the discussion. mike: is part of going it alone because they plan to boost taxes in that same package? >> they do. they expect that, we expect huge tax increases which would be a horrible idea. the economy was performing at, you know, historic levels prepandemic. that was partly function of trump administration tax and regulatory policies, energy policies, states like south dakota, ag policies working with republican congress. they want to reverse all that. they want to raise taxes on all the small businesses, job

creators in this country. that would reverse a lot of gains we made. a lot of economic growth that we've seen and, make it that much harder to create jobs. a heavy top down government with less freedom, less economic freedom, heavier taxes, heavier regulations is not going to lead to an economy that creates more opportunity for the american people. this is a, this is a bad approach. we tried to convey that, tell them that. they seem bent on going forward with it any way. mike: squeeze in one last one. i heard from republicans, democrats over the years, it is miserable in the house and senate being minority partys even with a 50-50 split. there is a lot of speculation about your future sir. are you going to run for re-election next year? >> [laughter]. well, i will make announcements about that in the fall, mike. you would probably agree these campaigns are way too long. obviously you know, my view is, you want to do the work. you want to do the job.

dining. which was okay. we could make ends meet with inside dining with simply meant of outside seating but as time progressed, the whole thing about spring break it is a misnomer number one. the spring break now, this has, this started way back when, years and years ago when it was kind of branded memorial weekend branded as urban weekend. so that carry over came all the way into, into the beginning when desantis let us open up at the end of may, beginning of june. with the stimulus money in particular and cheap air flights and cheap hotel rooms, slash airbnb, we to the influx of predominantly city people. majority are great. young kids, they push them as far as can but as far as the impact now because of the curfew, what should have happened in the beginning the city dropped the ball. i won't get into all of that as far as policing goes but now, the mayor and city of miami

beach with the mandate for this new curfew because we got yo-yoked all the way from june until now into now a curfew from 8:00, 10, midnight. going back midnight back to 8:00, we have to close at 7:00. it truly impacted our business as far as revenue goes. during the day 60% of our revenues is our morning shift and 40% at night. within that 40% now we have been dod down to 20% of that 40%. so it is a, it is a big hit but more importantly, on top of that, one of the guests -- mike: let me wray in our other guest. barrett, you had challenges of your own. covid and governor gavin newsom declaring restaurants closed. tell us about your story. >> mike, you know, we're going along last year, complying with what they were saying and toward the end of last year, about december, they just closed everything brac down again.
