d.h.s. are unaccompanied minors. lawmakers who have been on the ground there are speaking out about the shocking conditions. take a listen. >> they are not six feet apart or three feet apart. not even six inches apart. lying on the floor covered in emergency reflective blankets. it is a manmade crisis. joe biden caused this. >> the other bad news it doesn't look like officials are seeing a light at the end of this tunnel. u.s. border patrol deputy chief ortiz in texas shared this prediction with fox news. >> as we're looking at the threat and some of the traffic patterns that we see, i fully expect based upon what we've already apprehended in looking at what's remaining in the fiscal year that we will have

approximately a million apprehensions or encounters this year. >> gillian: casey stiegel is live in eagle pass. what can you tell us? >> gillian, i can tell you the numbers show just what he was talking about. they are not slowing at any level. in fact, in the last 30 days a senior border patrol official tells us that they are averaging about 5,000 encounters along the southern border every single day, 5,000. depending on the situation for adults and families, those encounters largely mean being returned back to mexico. for the kids, those encounters wind up translating into stops at places like this, processing centers and housing detention locations. yesterday's media tour of the donna, texas facility some pods as they are called so full kids stood back-to-back sleeping on

3 inch mats. ngos and churches have been stepping up to fill in the gaps left by the feds. >> we have time to get ready and prepare for a lot more. so we are expecting more people and we are planning everything to make it as best as we can. they said there is going to be between 100 to 200 a day. >> this is video from just a few hours ago. the fox news drone flying over a group apprehension in progress. we counted at least 50 migrants, a mix of people, some children, some adults and some family units. according to the federal government data, there are now more than 17,000 undocumented migrant children in federal custody. gillian. >> gillian: thanks for that reporting, casey. we'll check back later. thank you.

joining us now is a key border state governor dealing with this crisis firsthand arizona's governor doug doocy. thanks so much for taking time out to join us. you heard in the reporting from casey stiegel that a lot of the attention right now in the american media and rightly so is going to kids and teenagers who come across the border alone or in groups with other children without parents. but now we're also seeing there is somewhat of a surge, an accompanying surge in terms of larger groups, families, adults banding together. talk to us about that problem. we aren't hearing anything about it. >> we have a real crisis at our southern border. the biden administration has to take action. these drug cartels are taking complete advantage of the miscommunication that is happening out of the biden white house. and what is happening is they are celebrating by exploiting these kids and the drug

cartels, the human trafficking, the sex trafficking is all part of this migrant surge. so we need action at the border. the border patrol and cbp need support. our county sheriffs need support and the biden administration has been completely divorced from the reality that is happening at the southern border. it would be nice if president biden, vice president harris, or secretary mayorkas would come see us in arizona. >> gillian: on that point, governor, president biden himself has drawn a very stark line in the sand on this issue of the surge of unaccompanied minors. he says he is not going to leave children and teens on the mexican side of the border essentially stranded. listen to what he said the other day. >> president biden: the idea that i'm going to say, which i would never do, unaccompanied child ends up at the border we'll let them starve to death and stay on the other side.

no previous other administration has done that either except trump. i'm not going to do it. i'm not going to do it. >> gillian: what do you say to that, sir? >> what president biden doesn't understand is the situation at the border was largely stable. but when he raised his hand and said there is free healthcare for anyone that illegally crosses the border. when he reversed the mpp protocols. when he stood down on title 42, what he did was invite parents to put their children on this dangerous journey. while these are humanitarian words this is not a humanitarian result that is happening at the border. with nearly 18,000 migrant children and thousands more on the way, the federal government needs to take action and reverse these policies and work with the governors at the state level so that we can stop this surge of activity. >> gillian: governor, if president biden took your advice and reinstated the

remain in mexico policy tomorrow, what would happen to the children and the teens stuck on the mexican side of the border? would they live happily ever after or will now that they're here will they be facing increasing threats from the same kind of folks you mentioned, cartels, sex traffickers, coyotes. what happens to them now if they're here if they can't come into the united states. i'm not hearing that addressed. >> president biden needs to work with the mexican president obrador. he has called president biden the migrant president. he says this miscommunication is actually enticing people to make the dangerous journey. president trump did so much at the border. like i said, it was largely solved. it was much more stable. now with the stopping of construction there are parts of the border that are now wide open and unprotected. we need to work with the mexican president. of course we need to work with folks in the northern triangle

but these policies are resulting in the crisis we have today and we need action immediately. of course we have a humanitarian crisis and we can care for these kids but we need to stop this surge and the action has to happen at the federal level. >> gillian: what about, sir, the cost of all of this? senator blackburn was on our air the other day saying there is a hefty price tag that ice and dhs is incurring as they look for new and innovative ways to get kids out of these detention centers and into safer spaces. listen and i'll get your response. i'm going to read it to you. this is from senator blackburn. she says this raises questions of half of the 86.9 million in ice be put -- the cost to taxpayers for housing 1200 migrant families for six months is about $71,000 per person or

for a family of four that amounts to a shocking $284,000. enough to buy a small house. this is her reacting to the news the biden administration is looking to house some migrant families in hotels. your response. >> i'm troubled by their plans. it is not only the plans to put people in hotels. it is the plans to displace foster children in state places where they would pay nearly double to put these migrant children in these homes and third party providers. so they need to get their policy straight. i don't know why they stopped the physical barrier, the wall, and the surveillance on our southern border. when they did that as well they put 500 plus people out of jobs in douglas, arizona. while the border is open there and state route 2 is a stone's throw away from douglas and people are coming through the

but that's what pfizer and its laboratory partner biontech announced this morning. the vaccine they came up with together is 100% effective preventing covid-19 in children ages 12-15. children participating in clinical trials conducted right here in the u.s. the studies showed the vaccine produced a robust immune response in the age group. stronger than what was seen in older participants. caleb chung says he volunteered for the trial because he wanted to do more to fight the virus than just study at home. >> probably participating in this trial and potentially helping other kids to feel safe and want to get the vaccine in the future when it becomes publicly available was really some way that i could actually help out.

relationship with a 17-year-old girl. jackie heinrich joins us live from capitol hill. so far what you are seeing in terms of a response to this story, what are you hearing from congressional leadership? >> good morning. we're hearing this morning has minority leader kevin mccarthy saying he will remove gaetz from his committees if the allegations turn out to be true. gaetz denies violating any sex trafficking laws. the 17-year-old young woman doesn't exist. instead he says he was targeted by former assistant u.s. attorney david mcgehee. he claims mcgehee demanded $25 million to make the allegations go away offering up connections inside the biden white house to make it happen. it was so disturbing he and his family went to the f.b.i. his father agreed to wear a wire to meet mcgehee. they were supposed to meet today in a sting masquerading on the hush money.

the audio tapes will prove his side. >> the f.b.i. and department of justice must release the tapes that are in their possession that were done at their direction. those tapes will show that i am innocent and that the whole concept of sex charges against me was really just a way to try to bleed my family out of money. >> mcgehee reportedly denied the claims calling it an attempt to distract from the fact he is being investigated for sex trafficking of minors. three people told "the new york times" gaetz is implicated into one of his political allies indicted last summer on charges including sex trafficking of a child. one reporter who broke this story. >> he is trying to cast it as a way to say that this is an investigation begun to extort him to imply that attorney general barr began an investigation so months later somebody could extort his family. i don't think that's why a.g. barr would say he began the investigation. >> the justice department has

teachers down to a known covid positive area. all children throughout san diego unified school district receive the same sense of urgency to return to in-person instruction and this demonstrates it is safe to return to in-person learning today. >> gillian: a new fox exclusive out this morning. 82 of 700 migrant children in the san diego facility have now tested positive for covid. these are the same migrants that san diego teachers are volunteering to teach in person at the convention center while their own students still stuck at home learning on zoom. this is a 9% covid positivity rate among migrant kids as compared to a .001 rate among san diego residents at large. the white house is appearing to defend the move to give migrant children educational priority. take a listen.

>> does the white house think this sends the right message to the 130,000 kids in san diego and their parents who have been stuck at home for the last year? >> i'm saying context is important. these kids are going back to school for hybrid learning. we want that to be five days a week and confident we'll get there early next month. i believe they are also on spring break right now which i think the context is pretty important. >> gillian: let's bring in jason chaffetz the former house oversight committee chair and also a fox news contributor now. jason, let's dig into this. i want to separate out, there are a couple of issues at play with the story. the first thing i want to talk to you about is these migrant kids, 18,000, are now in u.s. custody. it is not just the san diego convention center. a lot of these border facilities we're seeing high transmission rates of covid. so as a first step, right, before we talk border and school reopenings, how can the

biden administration help better protect these kids while they are in u.s. custody we're keeping them at least healthy? >> well that's a tough question because i don't think they should have been invited by joe biden to surge the border and come across. this is one of the consequences during a pandemic. they totally created this problem by themselves. but now they've exacerbated the problem by creating these hyper sensitive infection rates that are -- then to say let's bring in volunteers from other parts of the state and have them come in for a temporary amount of time and go back out. that makes no sense. when you have almost 1 in 10 children that are infected why in the world would you send a teacher in there or anybody in there that isn't going to have the proper setup in order to deal with it? it doesn't make sense. none of this story makes sense. >> gillian: to your point let's

move a little bit across here to talk about school reopening. jonathan, an organized this petition to reopen the schools across the state weigh in on san diego. we say it's safe and we have unions resisting this and san diego. um in oakland vaccinated teachers are refusing to come back and the same teachers are vol untearing at the facility with covid rates higher than what was allowed for cdc guidance for in-person instruction. now jason, i know that you can't get -- go ahead. >> well, i think it's humorous they say they're volunteering. these teachers have been paid their full salary. not hourly employees, full salary but they haven't been teaching for a year. for jen psaki to say i think it is spring break in california, they haven't been at school in a year. what do you mean spring break? how about catching up the literally hundreds of thousands of kids in california and

prioritizing them, the taxpayers and people that have a lower rate of transmission who don't have covid. the teachers union has come up with every excuse not to go back to work. medicaid for all, higher wages, they state that one of the reasons they won't go back to work has never to do with covid or transmission rates. the party of science has never let science get in the way. they've always just said no, no, no, we can't go back to work. we can't go back to work but obviously they can. >> gillian: so here is a follow-up question. democrats would say to you, jason look, you criticize the conditions at these border facilities. you say they are still cages, kids need to be tested and protected more but at the same time you don't want them to be educated and learn english. what is your response to that? >> i didn't say that. we don't want to take places -- why can't they do that first and foremost for american

received special access to covid-19 tests including his brother, chris cuomo. the post is now reporting that chris cuomo was tested multiple times at his home in the hamptons. in fact, a top state digs, eleanor adams spent hours traveling and testing him at a time when she was also coordinating the state's efforts to provide coronavirus testing in new york's nursing homes which were in desperate need of tests. now, also among the vips who reportedly received access to tests was clothing designer kenneth cole, cuomo's brother-in-law. the lab expedited them. nurses called the vips specials and priorities. they were treated like royalty. i didn't understand why they were able to jump the line. a spokesperson for the governor called the accusations absurd.

or surge. it is not what you call i always say it is what you do about it. but i would agree with her on not calling these children insurgents. webster's dictionary defines an insurgent as a rebel or revolutionary. these children aren't that. i don't feel they are invading. lastly, i do believe if they were white kids coming through canada it might be perceived differently than brown children coming through our southern border. >> gillian: jason, i have to ask you aoc says using the term surge, not even surge, insurgent, right? or invasion is militaristic and has white supremacist undertones. who is using those words? >> look, there is no -- the idea this is white supremacy or the use of these words is white supremacy is ridiculous. the bottom line is we're 70 days into this administration and there are three times the number of children in cages under biden than there were

under trump. this is a a surge. not only is it a surge but humanitarian crisis brought by joe biden's campaign rhetoric as well as executive orders he signed into law reversing the construction of the border wall, catch and release, halting deportations, shutting down some parts of our immigration law enforcement. he promised 11 million illegal aliens during a pandemic, citizenship, free healthcare, social security, medicare, when democrats including joe biden told us to shut down our schools, shut down our businesses, shut down our restaurants, and all at the same time they are opening up the border, the southern border. i mean -- >> gillian: to your point a lot of americans agree with you. majority of adults disapprove of immigration and disagree with what he is doing at the

border. 5% of republicans say they support biden's moves so far at the border. leslie, is there a way forward for biden to repair the trust? >> absolutely. he has only been in office a couple of months, okay? you have to look at what did he inherit and what kind of decision is going forward? a number of things here. this is not just joe biden alone or donald trump's alone. you have congress and this is an issue by democrats and republicans and both politicians from both chambers will say this is an issue that constantly gets kicked down the road and it can't be kicked down the road. it is problematic because it is such a huge comprehensive piece of legislation that would need to be passed. i think they need to do it in pieces. put me on the record a year from now i think you will see a very different situation, very different photos at the border and in addition to that a very different approval rating on immigration for president biden. >> leslie, joe biden inherited the safest border in modern

murdering his mother. stabbing her to death when he was 19 years old. he was out on what's called lifetime parole. police say he attacked a 65-year-old woman on a manhattan street. she has been identified and she immigrated from the philippines and was walking to church when she was knocked down, kicked and stomped on as police say elliott shouted anti-asian slurs including you don't belong here. as you can see the security guards stood by and did nothing. >> we in every way as a city have to work together to stop these attacks. we are seeing them different people, different places, all unacceptable. >> new york city republican mayoral candidate and guardian angels founder told us the attack and the fact that elliott was free exposes what
