ukraineborder. russia flexing. that's it for "special report," fair, balanced and still unafraid "fox news primetime" hosted by rachel campos-duffy this week starts right now. hey, rachel. >> rachel: hi, bret, thanks a lot. good evening and welcome to "fox news primetime." ♪ >> rachel: i'm rachel campos-duffy and tonight take a closer look at joe biden's socialist trojan horse. now, prind was in pittsburgh just a few hours ago and unveiling the american jobs plan. this massive infrastructure and climate plan that he says will rebuild the backbone of america. >> not a plan are that tinkers around the edges. it's a once in a generation investment in america. unlike anything we have seen or done since we built the interstate highway system and the space race decades ago.

in fact, it's the largest american jobs investment since world war ii. >> rachel: he is right. the size of this plan is massive. it dwarfs spending for the great new deal and great society programs from fdr and lyndon johnson. the plan aims to modernize bridges, highways, and roads. remove led piping and upgrade our sewer system. it throws billions into public transit programs and amtrak and puts electric charging stations across america. but no one should expect that if this bill gets passed that their commute will get shorter or their airport will run more efficiently or that their gas prices will go lower. just like the $1.9 trillion covid relief bill that had little to do with actual covid relief, only a fraction of this infrastructure bill deals with actual infrastructure and transportation. here else is what is jammed into the plan. 400 billion to expand medicaid,

100 billion for workforce development. 20 billion in reparations for communities that were divided by highway programs. and, get this: 10 billion to create something they call a civilian climate corps, a pet project that aoc personally lobbied john kerry for. but, guess what? aoc thinks this plan is small potatoes. she tweeted, this is not nearly enough. the important context here is that it is 2 trillion spread out over 10 years. for context the covid package was 1.9 trillion for this year alone with some provisions lasting two years. needs to be way bigger. now, you would think one multitrillion dollars spending program would be enough for one administration. but joe biden is just getting started. this is just the tip of his spending sphere. a down payment on the green new deal. next month he is setting his sights on revamping our healthcare, education, and child

care systems. and his climate change agenda, of course is, not far behind. all of these pet projects are incredibly costly, so, how are we going to pay for it? that's right. a great american tax hike. and it's not just millionaires and billionaires who will get hit. if your family makes more than $400,000, your taxes will go up. businesses will be taxed more, too. he gets his way, america's corporate tax rate will be higher than communist china. his plan could drive businesses overseas and they will take their jobs with them. even if he tries to penalize them for doing so. former president trump is furious, slamming the plan in a new statement writing: joe biden's radical plan to implement the largest tax hike in american history is a massive give away to china and many other countries that will send thousand of factories, millions of jobs and trillions of dollars to these competitive nations.

this american jobs plan will actually hurt american jobs in the fossil fuel industry and it will try to redistribute wealth through government work programs. >> it's his first major step towards fundamentally changing the direction of our country. they say the road to hell is paved with good intentions. but, guess what? joe biden just green lit the project to start paving. joining me now is tammy bruce, president of independent women's voice and a fox news contributor. welcome, tammy. >> thank you for having me, great to see you. >> rachel: why don't i just get your reaction to this bill. >> well, look, it's fascinating because we know what the previous biden-obama administration did. and that was ruin our healthcare system. and they to lie to do it. this is my warning for people. while this may seem mundane about taxes and numbers. in fact, it really has nothing to too with those things. this is about and a source revealed this to the "the washington post" in their story they say a source said this is

actually also seen as a way to deal with income inequality this is a redistribution of wealth. let me remind the american people, everyone watching your program tonight, that he is part of a group of people who lied to us during the obamacare push. you will remember you can keep your doctor and your plan and your hospital. all of that was a lie. we were told by an assistant and aide who guided that that they would simply say what they thought the american people wanted to hear. nothing is different here. what this will do is hit the middle class first in this redistribution of wealth. they talk about oh, it's corporate, it's 400,000 sounds like a lot of dough, if you are married and filing jointly and each make 200,000, you are going to get nailed. if you do a pass through with your taxes, using the schedule c and you actually have one of the small businesses that didn't collapse during covid, you're going to get nailed.

and, remember, things will change dramatically when it comes to what's actually passed and what they're actually going to do to you and then what rules are passed. we saw that with the obamacare debacle. so, this really is a trojan horse to move through the green new deal, to do income redistribution, and, in fact, i would assert that this is a group of people we have seen destroyed president trump's control of the southern border and turned it into chaos. everything they have done so far has been a disaster. and now this will be no different, especially if as we are still dealing with the pandemic and its economic crisis that the same people continue to apply to us with the lockdown. >> rachel: right. well, you know, i have talked to people about their concerns. they said, you know, we are printing money. we are massive death. the government is growing massive rate. do you know who is worried about this venezuelans, cuban-americans, they say we have seen this before. >> yes.

and this is -- we have already at 100 percent of our g.d.p. when it comes to the debt. i know that sound like we are in the weeds here. but the fact of the matter is that's unsustainable. there is this presumption that we are the money tree, that the average american is going to just be able to be drained, the blood squeezed out of a rock, as we are trying to remake our lives after our bank accounts, our businesses were destroyed, mental health, issues regarding depression and addictions, and they want to tax us with the biggest taxes we have seen as we are trying to overcome having been slammed down because of a pandemic. the president was right, president trump was right. the people happiest with this, china. >> rachel: right. >> all of our adversaries around the world. right? when joe biden said build back better, president trump's statement said we didn't know he was talking about china, right? this is what we are dealing with. we have got to realize while

this seems like it's such big deal and these are big numbers. this is about the american way of life. it is not what they contend it is. you will see all the spin from the media trying to help -- oh, we're going to get the money from the corporations that did really well because of the pandemic. that is going to hit the middle class. and it's going to hit all the people who think that it's not targeted at us when, in fact, that's exactly the point of this bill. the republicans, if they do one thing and grow a spine, it's to stop this. >> rachel: yeah, i agree with you. there is a little bit of infrastructure that's going to be done in this bill, but it's going to be done by mayor pete who, you know, is all about bike lanes and none of the stuff that we actually really need. how much confidence does that inspire you to know that this massive bill is now under the control of mayor pete? >> well, it is really, we heard about this massive infrastructure dynamic under

barack obama. and we remember what that turned out to be. a bunch of signs, placed in american cities around the country. no shovel ready jobs that he laughed about. it's the same thing. that's how much contempt they have for us. we have seen this movie. it doesn't end well. and we are not going to go see it again. >> rachel: yeah. tammy, i would just say this as a final comment on all the wonderful things that you have had to say, i think the biggest mistake of the trump administration is that it didn't take on infrastructure first. because i sure would have trusted donald trump the builder to take on infrastructure and he would probably do it a lot cheaper and get a lot more done than we obviously are going to see. >> great point. >> rachel: tammy, always great talking to you. thanks for joining us today. >> thank you, rachel. >> rachel: coming up, the idea is now admitting vaccinated people do not carry the covid virus. why is the biden administration still making people wear maverick, even after they get vaccinated? admiral brett giroir joins me

♪ >> rachel: more than 54 million people have been fully vaccinated in over 97 million people have received at least one dose of the covid vaccine. that's great news. the cdc says that those who got the shot don't carry the virus. >> our data from the cdc today suggests, you know, that vaccinated people do not carry the virus, don't get sick, and that it's not just in the clinical trials but it's also in real world data. >> rachel: so why is dr. fauci saying we should wear masks even after vaccinated? >> isn't it just theater? >> no, it's not. >> the vaccine and you are wearing two masks isn't that theater. >> here we go again with the theater. masks are not theater. masks are protective.

>> rachel: admiral brett giroir joins me now the former dhs secretary and member of the coronavirus task force. welcome, admiral, i'm so excited to have you here. i have so many questions. i'm going to kind of throw them at you here. i want to start with a picture. i want to show you this picture. this is the queen mother coming out after having been vaccinated and she is maskless. but, our president, who has also been vaccinated, dr. fauci, who has also been vaccinated they are still wearing masks. why are they doing that? >> so, thank you for having me on and there is a lot of conflicting messaging going on around here. so, and i think it's made even worse by the rhetoric from the administration telling you what you can and cannot do. and what we should be doing is advising the american people what the real risks are. so, once you have been vaccinated the data show you are about 100 percent protected against hospitalizations or death. you are about 90% protected against getting an infection, a nonserious one but can you still

carry the virus. so, if i am around people who have been vaccinated, i don't wear a mask. if i'm around people who are at no risk, i don't wear a mask. when i'm in crowds, or around people who could be at risk, elderly people, cancer patient, et cetera, even though my risk of transmitting it is down 90%, there is still a small risk i wear a mask then. why fauci wears a mask when he is 20 feet away from someone else or the president when is he on a podium, i don't know. that's not medically indicated. >> rachel: that's a good answer and fair answer and also very, you know, i think you are right. we don't know who has cancer or who might be he susceptible so there is something with that what about antibody tests. a lot of people are saying you shouldn't if you have the antibodies you shouldn't take the vaccine. what do you think about that and are we going to have more antibody tests? >> so, i don't think antibody tests are relevant to people right now in general. >> rachel: okay. >> because if you have had natural covid, can you still get covid again. if you are over 65 your

protection is only about 47%. and if you have had natural covid, can you still get the bad variants like the south africa can one. so whether you have been infected or not or have antibodies or not, you should still get the vaccine. remember, all of our trials were done in people who had not been infected or had been infected. it's safe and effective. the levels of protection you get from the vaccine are 10 to 100 times higher than you get from a natural infection. so, those kind of serological tests can be useful in some circumstances but they are not a decision point for you getting a vaccine. >> rachel: okay. so tell me how you feel about vaccine passports. >> so, i think there are certain situations where businesses will want you to prove that you have been vaccinated. a nursing home, for example. if you are going into a nursing home or work there for example, i'm going on a cruise in september. it's 100 percent vaccinated cruise. now, i can't leave from the united states because the cdc

doesn't allow that but i feel perfectly safe. i don't feel the federal government should do it. i think there should be a compelling reason like a nursing home. having a vaccine passport to get in a store or eat at a restaurant or go to school is absolutely not justified by the evidence. and if we do have some kind of documentation, i think it need to be done by the private sector, not by the federal government who wouldn't do it correctly anyway you can be sure of that. >> rachel: well, i have always loved how straightforward you are, admiral. thank you for joining us on this show and giving honest answers to all my questions. i appreciate it. >> thank you. >> rachel: all right. coming up, where has the vice president turned border czar been lately. why haven't we seen kamala harris? why has she not been down to the border? and why is she refusing to take questions from reporters? kayleigh mcenany joins me next. ♪ ♪

>> when babies are being put in cages, and children separated from their parents in the name of border security, are just as justice for immigrants is on the ballot. >> rachel: where is the world is that kamala harris? it's been more than a week since president biden told us she would spearhead the crisis on our super border and, yet, she hasn't gone to the region. she hasn't held a press conference. and the biden administration's response to this humanitarian crisis is just awol. according to cnn, of all places, the v.p. is fired up about a different crisis, renovations at the vice presidential mansion are behind schedule and she is, quote, getting frustrated and sick of living out of a suitcase at the blair house which is a different mansion on the other side of town. so, her suitcase is already packed. why doesn't she just leave her mansion and go visit the children living in squalor without clean clothes at the

border? >> do you plan to visit the border? >> um, not today,. [laughter] but, i have before and i'm sure i will again. >> rachel: joining me now is kayleigh mcenany former white house press secretary and a fox news analyst. welcome to the show, kayleigh and congratulations on your new job on outnumbered. we are so proud to have you part of the family. >> thank you very much. >> rachel: let's just talk about this because she is definitely awol and, you know, there is all this confusion about her job and what she is doing and she is changing. i feel like she is trying to distance herself, maybe wash her hands from this whole thing because she knows this is going nowhere and it's bad. >> rachel, you hit the nail on the head. i mean, look, we were told a week ago by president biden that, quote: the most qualified person, most qualified to stem the tide of illegal immigration to our southern border is vice president kamala harris. here we are a week out and all

of a sudden she seems to have tossed this problem back to joe biden after the deadlines came out like the one from politico that joe biden handed kamala harris a grenade, a political gren made. she tossed that grenade right back to him. because, for kamala harris, this was about having latitude without the blame. and what i mean is the latitude to reach out to foreign leaders without accepting the blame when the ill advised biden policy or lack thereof, lack of a plan goes south as it already has. >> rachel: tough wonder if she is speaking to those leaders because the president of mexico is not happy with what's happened. he actually really liked the way donald trump did it and he was cooperating with the country to stem the tide of people coming from central america. i mean, they weren't coming because they didn't want to get stuck in mexico. it was a brilliant policy. >> it was a brilliant policy, exactly. and you had an unlikely ally in the mexican president there with president trump, i say unlikely they're on different ends of the political spectrum and had a great partnership in stopping

this crisis on the southern border and stymieing illegal immigration. then you have joe biden come in, and the mexican president, good for him, says this is the migrant president. he is responsible and deserves the blame for what is happening on the southern border? i'm paraphrasing him but that's in essence what he said because he saw the great work that can be done with the agreements we made with the northern triangle countries and the trump administration that joe biden, for whatever reason, came in and ripped up and incentivized what we are seeing which is not humane. there is video that fox just put up of two young girls a 3-year-old and a 5-year-old girl that border patrol put out and fox highlighted being left in the new mexico dessert after being dropped over a 14-foot barrier. this is inhumane and sad and incentivized by joe biden and kamala harris. >> rachel: yeah, there was a little 9-year-old girl who was drowned, also. it's just so heart breaking. >> tragedy. >> rachel: equally heart breaking is the situation in san diego where we have parents who for a year have not had any inperson instruction for their children at the school and they find out hey, the tea parties are volunteering to go down to

teach in person town at the border and it's weird because the whole reason they said they weren't going to teach the kids in san diego was because they said they didn't feel safe but the covid rates are higher thing the border children. >> yeah, that's right. and, in fact, in that san diego facility there were about 700 children there, will 2 of which tested positive for covid. that's roughly one in eight testing positive for covid. you have teachers volunteering to go in person there. but, yet, we know in these perfectly safe schools that oftentimes that that do use distancing, that do have these protocols in place that the cdc put out guidelines back in the trump administration, these schools have been equipped with money and technology. and ways to keep our kids safe. and we know they are not super spreader events but they won't go there to teach u.s. citizen children. although you have some volunteering to go into a place where one in eight illegal immigrants are testing positive for covid. it's a huge disparity. >> rachel: yeah. well it's interesting. the irony today by the way is

s.r. chawfs chavez. there is a bust of him in the biden oval office today jill went to celebrate that such a weird thing that i have was a labor activist opposed to open borders. he went down to try to block it. i think if he was alive today, he would be 100 percent against what the biden administration is doing. i think he would bring the labor activists who know their jobs are going to be, you know, lower wages because of all of this influxion of people from south and central america, i think he would be down there trying to close the border. >> yeah. it's a really great point. i mean, we knew where he stood on these issues. you have got to wonder someone who is so avidly opposed to illegal immigration because it would have the american workers suffer, especially low income workers here in the united states. someone who is so fervent on that point.

how we feel in the middle of a global pandemic whether you have president trump who said, you know, i'm going to stop hvb visas and temporary workers because we have got to protect american workers in the middle of a global pandemic with lockdowns. i'm pretty sure chavez would be on his side. >> rachel: you have so much to say because you have so much experience from your white house days. we're so happy to have you on the fox family. >> thank you, rachel. >> rachel: thank you for joining me. also joining me our next guest is a foster parent to four children in washington state. they are being kicked out of their home by a social services organization to make room for unaccompanied migrant children. recently, sanchez received a letter saying he is going to lose his residence because the group has, quote: chosen to pursue a different strategic vision. foster parent edmund dough chavez joins me now along with radio talk show host and the person who broke this story jason rantz. thank you, jason, thank you

edmund dough. thank you for joining us today. tell us what happened. >> thank you, rachel and how you got the news. >> i was after the my place in rancho, washington, two be the agency i work for. i do foster parenting, came to the house and they gave me a letter saying that i have 45 days to leave the house the property owner the agency that i work for in 45 days. i understand after they were told to leave the children one ran away, the other had a panic attack. this is what is so heart breaking to me. i know a little bit about foster children because my husband when was in congress he worked with foster children up in congress told me about their experiences. i don't know any population than the unborn that is more

vulnerable than a foster child. >> they're incredibly vulnerable. they are going into the state already traumatized because of the situation that led them to foster care. and any time they have to go from a home to a home to a home puts them in further trauma. it is a soulless position to do that to these kids. as you point out one ended up in the hospital with anxiety and, of course, another one is still out there, ran away. and i pray that this person, this kid doesn't become another statistic of a foster care kid who becomes homeless. we are in a crisis and to kick them out so that we can replace them with unaccompanied migrants from the border is just turning your back on the people who need your help the most who are your neighbors. >> rachel: mundo, do you think this was about money? do you think they just thought they are going to get more money from the government if they take these other children and that jeopardized yours? >> definitely.

definitely, rachel. they say they want to maximize their resources which in terms that i understand is maximize their profits, right, which is not okay for agency nonprofit. so, makes no sense. >> rachel: yeah. i just -- jason, i'm just stunned. i just am really stunned. what is the state of washington? has the federal government said anything about this and what are they going to do to find these foster children because we know they end up homeless. >> you are right. so right now there is no legislative fix here in washington state and certainly the federal government isn't getting involved. now, on the state level there are state lawmakers and let's give a shoutout to michelle caldier the oregon state lawmaker who is trying to solve this problem she comes at it from a perspective of being a former foster kid herself and

foster care parent. they they say they're not making any extra money on this. we know they have over $410,000 fund coming in from the federal government for the next six months to cover. this and they are saying well, actually, that doesn't totally cover all of the expenses that we incur, which just seems a hard to believe position when you are removing a single family household and replacing it with a bunch of kids. i just don't necessarily buy that even if that were the case, again, you are choosing to turn your backs on people you said you were going to take care of. it is just a horrible situation. >> rachel: edmundo, what are you going to do next? >> i have an idea weigh are moving out of the property today we don't know where we are going to go next, honestly. >> rachel: it's very hard to find foster parents who are willing to take teenage kids. they are the hardest to place.

>> rachel: democrats tell you they are the party of women but their actions show they are the exact opposite. whenever given the chance to stand up for women and girls, they always choose biological men instead. through their radical gender ideology, cultural, academic, and professional spaces that were once reserved for women, are now being occupied by men. take the billion dollars beauty industry. the women are by far the most important and most powerful consumers, woke social pressure has made it fashionable to award coveted-million-dollar beauty contracts to men. transwomen are also a favorite of judges at beauty pageants trying to maintain their relevance. on college campuses, women's clubs and professional networking organizations have been forced to change their names and their orientation to accommodate transand genderless politics. even la leche league whose

mission includes protecting the rights of nursing moms by encouraging private spaces to nurse and pump, even they were bullied into including men and using terms like chest feeding. it's a far cry from their beautifully titled book the womanly art of breastfeeding. traumatized women and children escaping domestic abuse are at risk of no longer being safe in female only shelters as democrats push the equality act which would require shelters to allow biological men as long as they identify as women. anti-women issues that are s. getting the most attention and no thanks to so-called feminists is women in girls sports. so severe is the social wrath of everyone who crosses the transposition that mothers, especially those living in liberal enclaves have been too afraid to publicly defend their daughters against this

injustice. many of these young athletes have been left to fight this battle alone. they face a barrage of abuse from woke students online and at their school. but some moms, especially conservative moms, have finally had enough. they refuse to let their gender be canceled and they are looking for some heroes to back them up in this fight. one of those heros is governor hutchison from arkansas who signed a law banning biological men from competing in women's high school and college sports. governor asa hutchison joins me now. governor, thank you so much. there is a lot of women out there on my show roading for you and thanking you. why don't you first by telling us exactly what's in this bill? >> it's not a complicated bill. and the general assembly passed the bill. and, in my view, i signed it because it protects women's sports. i happen to be a fan of girls in

basketball, the great work that they do in soccer, so many different sports of women have been benefited by title ix. and now you see that being undermined by biological males trying to compete against girls and girls sports. so the law simply says that. that if you are going to compete in girls sports at the high school or college level, then you cannot be a biological male. it's not complicated, it's simple. and it's designed to protect the spirit of women's sports to protect the integrity of women's sport and to give girls the opportunity to compete and to showcase their talents and that they do very well. we are proud of them. and this is designed to support that. >> rachel: yeah, it's just fairness. i would love to hear how the state of arkansas has reacted to this bill and especially the kind of feedback that you have been getting from women and from these young athletes, these young women athletes, female athletes. >> well, it's broadly supported.

and we haven't really received from arkansas very much criticism but there is some nationally. in fact, a lot of that from misrepresentation as to what the bill does or somehow it's trying to portray it as unfair. but it's been very well received here because, again, we love our women's sport. we got great basketball teams and other sports that women engage in very effectively. and entertainingly. so, it's been well received and it's frustrating to see some of the misrepresentation at the national level. part of what the general assembly is doing is reacting to what they are concerned about that might be coming town from washington. >> rachel: yeah. and, for example, right now we really don't have a great problem of biological males trying to compete in women's sports, but the fear is what's going to change in the come years? >> rachel: right. well, we see that for example, in georgia when there is legislation that the left doesn't like they try to cancel the whole state.

are you worried that that's going to happen to arkansas? have you seen anything like that happening yet? >> no, i haven't. and after the nca, i don't think that they are in a strong position to complain about unfairness after they did not provide sufficient funding and resources for the women in the ncaa tournament. i thought that showcased. >> rachel: fair point. >> the division. i haven't heard that and that's not something that we would fear. we love our ncaa sports here, but i don't expect and hope that will not be a problem. >> rachel: yeah. you make such a good point and i just wonder if the chamber of commerce, for example, or any of the other business outlets and communities in your state have any -- you had any push back from them. >> well, there's a combination of bills that come through the legislature and as a whole, if you like our medical conscious e

♪ >> rachel: one nation under god. remember that? well, now for the first time the majority of americans say they do not belong to a church, synagogue, or mosque. a new gallup poll find only 47% say that they belong to a faith community. that is a monster drop.

you, i feel like it's a self-inflicted wound because, you know, faith leaders accepted this government classification that they were nonessential. i think a lot of people the churches shut down and people fell out of the habit of going to church. >> there is no doubt that that's a part of it. but i think the greater reason is that so much of our culture has just pushed against the very belief of an existence of god. and when you keep doing this and from the time kid are little and you tell them in school there really is no good or the only god is diversity or the only god is the environment, then it's harder and harder for them to grow up with a sense that there really is a god and he loves us and he made the rules. and if we follow the rules we really are happier people. if we break the rules, we are really going to be crushed by those rules and we are not going to be very happy. and that's what i think these studies show is that people who are connected to a faith community, they actually are happier people. they live their lives with a

sense of joy. but, the people who only live for themselves, whose rules are always changing, whose sense of right and wrong is relative, naturally they are frustrated and we are seeing that really in great proportion now. >> rachel: you are absolutely right. it's another religion a pagan cult religion called environmentalism, relativism, diversity. you make an interesting point i still have to tell you as somebody in the congregation i will say it as a catholic, i have been very disheartened by the bishop who i think haven't stood up faith and spiritual life and church is essential the eucharist is essential. it sent the wrong message to all of us lay people. >> i don't disagree with that i do think that churches should have been very, very clear in saying if you are going to open stores and casinos and strip clubs then don't expect to us close. >> rachel: planned parenthood

was considered essential. >> it's essential that people have a belonging. there is unfortunate fact that people don't feel that they want to belong to things like they once did. but i agree with you that more pastors, more priests, and perhaps rabbis and others should have said, you know, we understand we are going to be very careful. we have a responsibility. >> rachel: of course. >> to be health conscious but we have a greater need to meet the needs of our people and not let them spiraling into depression and spiraling into a sense of worthlessness. >> rachel: we don't have a lot of time left but you are a pastor, a lot of people, as we mentioned, have fallen out of the habit of going to church, this is holy week after all, what would you say to people whether it was covid or some other reason that have fallen away from the church, what would you say to them to bring them back, especially during this holy week? >> well it, may not be the most religious thing to say but i would say if you want to get your mojo back and most people do after a year of covid,

reunite with the family of faith. be selfless, recognize that a person is never going to be balanced unless he or she is in touch with god above, the earth below, self, and with others. that's the four dimensions of life in which we are supposed to be balanced. take any one of those out, and we are not going to be balanced we are going to be out of balance. for people who say my life doesn't have that sense of purpose, we connect to the creator of the world. it absolutely would be life-changing. what better week to do it than easter week when we celebrate and we observe the relate of a refresh your recollection over resurrectionwill. >> rachel: are only filled with god, with christ. i wanted to say pastor huckabee. have you mentored me before as a pastor. i want to thank you for joining me tonight and i wish you a really blessed holy week and a happy easter. >> you too, rachel.
