coming thursday. steve: busy week. if you were watching the channel yesterday around 4:30 you saw joe biden in pittsburgh as he unveiled a $2 trillion plan, at least at this point, to rebuild pretty much everything. ainsley: but, receiving bipartisanship support could be an uphill battle for the democrats as republicans warn of massive tax hikes that could cut u.s. jobs. brian: but do they even want republican support? griff jenkins has really been off for so long, i think for three minutes, so we put him back to work to break down this proposal, griff, did you have enough time to work on this? griff: plenty of time. this is the top story in washington, no doubt, brian, ainsley and steve. good morning, the president is holding by the way his first cabinet meeting today and there is going to be a lot of talk about that whopping $2.3 trillion infrastructure plan. but, the name is misleading. a mere 25% actually goes towards basic infrastructure itself.

now, over the next 15 years money would be pumped into other areas like renewable energy, affordable housing and combating climate change. not your traditional roads and bridges and waterways. so, getting bipartisan support is not going to be easy. >> it's going to boost american innovative edge in market where global leadership is up for grabs. the competition with china in particular. critics say we shouldn't spend this money. they ask what do we get out of it? griff: senate minority leader mitch mcconnell already hammering it saying this proposal uses infrastructure as a trojan horse for the largest set of tax hikes in a generation. democrats keep trying to use important issues as smoke screens for unrelated agendas that a payoff the largest infrastructure package in 50 years the biden administration is proposing raising the corporate tax rate from 21% to

28%. imposing a 21% global minimum tax and imposing a 15% minimum tax on reported income. meanwhile, the tax foundation study shows the hike could increase the g.d.p. by a mere 0.8%. eliminate 159,000 jobs and reduce wages by 0.7%. and, guys, some ponies say the bill is going to do nothing more than add to our national debt, which, if you check that running clock, it's over $28 trillion right now. brian, ainsley, steve? steve: and that is the big worry. all right. griff, thank you very much. apparently, in february, when they were talking about what was going to be in this, the white house economic council plan was to have 3 trillion-dollar worth of spending and only $1 trillion worth of tax increases. but the worry was that the gap between the two would cause interest rates to skyrocket and the federal debt, which griff

just mentioned, to skyrocket as well. but, now they are spending more but they are taxing so much more to offset the deficit. ainsley: remember when donald trump took office and he reduced the corporate tax rate to 21%, more businesses opened up. >> steve: it took off. ainsley: our economy went wild. it was great. and now he is raising it to 28% and i couldn't haves it by saying it used to be 35% after world war ii but this isn't so bad. 28%, what's going to happen? if you started a company and wanted to start a corporation and hauer all these people, hire americans but you will have to pay 28% in corporate tax, why not go china where you can hire workers there and it costs a lot less? brian: if you were watching that speech and you put your ear right to your television, you heard china, japan, and russia high fiving. you should try this and also play the battalions record back waziristan and hear paul is dead. that's a different story. roll some of the things in

infrastructure plan. steve: what isn't in it. ainsley: only 25% goes to infrastructure. brian: i got one better, "the washington post" says only 5% go to infrastructure. some of the stuff that jumps out at you if you can't keep up at home. weather rising buildings, do what make the windows smaller and friendlier to the environment is that an emergency? community colleges, oh, excuse me, is that infrastructure? are we building them or making bricks? i'm not sure. i'm all for home care for seniors but since when is that an infrastructure bill? that should be in a healthcare bill. basically he took his platform and things to do list and he says i have an infrastructure plan and then along the way in that speech, he does something we are told never to do. don't call the president obama or clinton, the best you can unless you slip, it's president trump. trump did this, trump's plan went to the 5% to 2%. that is flat out another inaccuracy from this president who is getting great at it between what he is saying about the border and the georgia bill.

then you figure out it turns out a trillion dollars was generated in the economy by president trump. if you want to talk about spending the deficit went up, that's an argument. but you can't say that dropping the corporate tax rate was a gift to the rich when it wasn't. it made us competitive with our competitors. they're loving that we're going to be capping oil wells. they are going to love that we are stopping with coal because they are not and they can't wait to use that advantage on us. steve: what's -- go ahead, ainsley. ainsley: you go ahead, steve. steve: this has already been poll tested. and the democrats think that they have got something in the bill that appeals to everybody. for instance, for you are going to call it an infrastructure plan even though it's there is not much infrastructure. we saw that with the coronavirus bill. not really about coronavirus, but they called it because everybody got a check. this time they think they can appeal to everybody because when you look at it, republicans and blue collar men love the idea of

physical infrastructure, bridges, and tunnels and stuff like that. they love that women and the democratic base love softer infrastructure as it is now being called with child care, schools, care giving responsibilities, which really. brian: free pre-k. steve: they appeal to both side of the political spectrum. the big question is does joe biden just a couple of months in, have the political capital to ram this through? the answer appears to be traditionally no unless they use that reconciliation thing where they throw all the senate rules out the window. mitch mcconnell said yesterday i would love to do an infrastructure bill but republican also not vote ainsley and brian, to raise taxes. ainsley: that's right. that's what they want to do. joe biden says there are 19 corporations that billion dollars corporations and they don't pay any taxes. why is that fair that the farmer has to pay taxes and those

companies tonight pay taxes but think about how many jobs, how much money those huge corporations pay into our economy. they are going to go somewhere else if they have to pay 28%. if they paid nothing and then they have to pay 28%. this is south dakota's governor kristi noem weighing in on this. she says it's very bad for our country. >> every single family will pay the price for what joe biden's agenda is. he will drive up the cost of the food and their grocery bill. he will drive up the cost of their utilities, their gas prices, the cost of their cars, the clothe they dress their children. in i was shocked by how much doesn't go into infrastructure. it goes into research and development. it goes into housing and pipes and different initiatives. green energy. and it really is not an honest conversation we're having about what this proposal is. we're going to be back here a couple of years from now wishing that we weren't in a situation where people had less money, all their costs were increased and the country was declining.

brian: right. we are not in a depression. our unemployment 6%. our economy is going to hit turbo speed in june by almost all accounts because this was a self-imposed stay at home, stay in place it's been about a year, now we are start ready to travel hopping on planes and going into hotels, getting on the road, paying for gas, paying for trains, paying for buses. and things are going to hit hyper speed. the question is why is he pretending like this is 1939 or 29? the market didn't crash. he is going to pretend that it is. the unemployment is 6%. and you are going to grow at 6% in june it's hard to imagine that there is a reason for this spending. meanwhile, while joe biden went to pittsburgh in the afternoon, he has not found a way to get to the border with the crisis that has americans both republicans and democrats beside themselves because of the human cost. look at this video. you have two toddlers that were caught on tape, surveillance camera, going over the new wall, being dropped there, we

understand. steve: by smugglers. >> by two smugglers. ainsley: 14 feet. >> this is an area just west of mount voice toe ray right near el paso. you have a 3-year-old and 5-year-old who were abandoned and mistreated by human smugglers, they came from ecuador. they are two sisters. ainsley: yeah. the border agent had not been watching, it was a santa theresa agent who was using this camera technology up at night on tuesday night. he is the camera operator. he went and alerted all the agent. the agents went and they rescued this 3-year-old and 5-year-old and they took them to the hospital. they have been medically cleared and now they are in one of the facilities being held and the el paso sector chief, this is what he had to say. he said i'm appalled by the way these smugglers viciously drop innocent children from 14-foot border barrier. we are currently working with law enforcement partners in mexico in attempting to identify these ruthless human smugglers so as to hold them accountable

united states? the door is swing open. all you got to do is contact somebody and we will make sure that this will happen to you the scary thing is, ainsley to a point that you just made how many of the children in the united states right now have been dropped over a foot foot fence or 18-foot fence or 25-foot fence it's crazy how desperate people are. ainsley: you remember when your child was 3 years old, 5 years old, how terrified they must be. what they have been through to get to the border from ecuador. and what they are experiencing now here in america without their parents. brian: look at these conditions? why is not not outraging americans like it did three years ago when the so-called kids in cages happening. that was video president biden never wanted to you see. imagine how worse it was three weeks ago when the numbers were even higher. 18,000 unaccompanied minors. we can't open up these facilities and convert them fast enough to throw open a cot and give them a tin foil blanket

about all those kids stuck in those detention centers in those jail-like detention centers head to foot. we haven't heard from dr. fauci on that. we haven't heard from dr. fauci about releasing thousands of migrants in the united states. it's curious we have not heard on these immigration issues. brian: rachel maddow may not book him. ainsley: joe biden our president, kamala harris our vice president, dr. fauci, not one of them has gone down to the border. right now at least. brian: joe biden said yesterday we are going to be hopping in our station wagons this summer. steve: station wagon i remember those. brian: so does he obviously. ainsley: sitting in the back and waiving in the back. steve: we still have a station wagon at our house that faces backward. a little dizzy.

from some pressure groups to boycott not only major corporations who don't criticize or come out against this new bill for voting bill in, which has now passed this new voting law in georgia, but not only are corporation was going to be pressured but maim league baseball is getting pressured to move the all-star game. i was stunned to see how irresponsible joe biden was to weigh in. not only does he inaccurately portray with this georgia law will do, but then he comes out and supports a boycott and moving the all-star game. listen. >> professional athletes are acting incredibly responsiblably. i would strongly support them doing that people look to them. they are leader. look at what's happened with the nba as well. look what's happened across the board. this is jim crow on steroids what they are doing in georgia

and 40 other states. what it's all about. imagine passing a law saying you cannot provide water or food for someone standing in line to vote? can't do that? come on. or you are going to close a polling place at 5:00 when working people just get off? this is all about keeping working folks and ordinary folks i grew up with from being able to vote. brian: said two lies. he just said two lies on espn. ainsley: you can't drink water if given to you by a campaign. why do you care about needing water in line if you need water bring your own water bottle and put it in your pocket or purse. steve: at the very end he repeated what "the washington post" gave him four pinocchios for which he was suggesting they are going to close the polling places at 5:00 which is not true. they actually expanded voting. he is suggesting that that would happen on election day. not true. the other component of the new law would be an i.d. requirement

for absentee ballots and who exactly can drop off ballots. ainsley: governor kemp said 134 county out of 159. the majority have increased their hours. steve: yes. ainsley: not closing at 5:00. brian: democratic party group or republican party group they can actually give you water. they can't give it directly to you. they will leave there. guess what? you actually could bring your own water. you know, you don't need to snack in line i'm pretty sure. other thing they don't want election nearing there. they don't want buying you lunch because you will vote for them. does he have a staffer mr. president you said two things that make us look back because you are misportraying the facts. now he is calling for a boycott? do you know how many businesses would be hurt? how many hotels have already been devastated in atlanta? now he is telling them to pick up and leave? they just delivered him the senate. ainsley: the water argument cracks me up? what line have you ever stood in. yankee stadium stand in line to get a ticket. do they serve you water?

steve: they're indeed. mark meredith at the white house. thank you very much. he was detailing the fact that they have opened now a tenth migrant center. yesterday, we told you this crazy story out of san diego where the school district there is sending teachers who are volunteering during spring break into this geneva convention center which is going to be holding by the weekend up to i think over a thousand migrant children, girls. the deal is though the teachers are, for the most part, teaching their students in san diego via zoom. there is no in person learning for the most part, except for 6,000 kids; however, what they are doing is they are asking for volunteers. who would like to volunteer? you don't teach your citizens in person, but we would love to have you do this. and right now they have got 15 teachers doing just that. ainsley: who teaches the kids that their tax paying kids?

steve: exactly right. they do via zoom. but, for the migrant kids they do it in person. and that has got people saying we wonder what is going to happen after spring break. well now we know because this week is spring break. ainsley: if they're giving teachers the options to continue to teach them through july then leaving other kids to teach these students does that mean the other kids don't a teacher. brian: zoom sub. hibernated one day a week half a day and gradually going to get up to speed. soon it's going to be june and summer is going to start then got to question they will bleed right into the summer and be back to school year full time all because this union decided it's not safe to teach in california where the numbers are plummeting. here's the san diego county office of education chief staff member here, the staff of music -- his name is music watson, kind of threw me for a second. our teachers have been asked if

they are interested in working at the convention center site as opposed to work sites they are assigned. to say so, for example, one of our teachers who normally works for school x could volunteer and change their placement working at the convention site instead of school. the convention site are illegal immigrants who came here illegally who joe biden said if you come, you can stay. where donald trump was saying we are in a pandemic we are going to fly you right home. this is an unbelievable choice that these teachers have. and they have the audacity to do it and say it. too they not understand how bad this looks? steve: well, one of the problems is, and this is -- we had a couple of parents on yesterday, and they are outraged. they get that the law says that migrants have to be given an education. they get that they just don't understand why the migrants get in person. brian: priority. steve: in person education while the person who live in that school district are taught via your computer. here's the current worry by parents. they are worried that a

volunteer teacher who spends a couple of days at the convention center and then on april 16th when they go back to a hybrid model where some kid are in school, they are afraid that the teacher will go into that convention center, contract coronavirus, where the infection rate is much higher than the general population, and then give it to their kids. and do you know what? that is a general wine concern pause it's all true. ainsley: it send the worst message because the democrats and joe biden saying keep wearing your mavericks. all these states stop wearing masks you need to wear them again, i'm pleading with the governor. so then they are tell you that you have to wear a mask and that you have to stay out of school and your kids have to stay out of school, and you are paying taxes, but then he let's teachers go in and these -- a lot of these kids are not getting tested when they come over the border and they are getting on these buses and being shipped into different part of our country. steve: with covid. ainsley: 10% of the people at that convention center have covid.

ainsley: so he is basically saying don't open your company here because you are going to have to pay 28% tax. it's going up. steve: unless you want to pay the higher taxes. ainsley: don't hire americans, move to china where it's a lot cheaper. brian: 21% the corporate tax. ainsley: here. brian: dropping it. push it up as 1945 is a good comparison. sorry, but syria is also at 28%. we want to copy what they do. and europe has got to be happy. so china has to be elated so no longer are we going to have that international advantage. they say because we lowered the corporate tax we brought $1 trillion back into our economy. you don't think that helps? so here is what we are going to do to raise taxes in order to pay for his green plan only 10% of his plan goes to infrastructure. which we should get used to this whole thing because only a small percentage of his rescue plan went to anything to do with the pandemic. now the president of the united states is going to increase the corporate tax 7 points. he is going to increase this thing going to ask the rest of

county, there are costs associated with them when they are there aside from the exposure to covid, which obviously is happening according to the infection rates. but, who is -- is the federal government helping your county with offsetting the costs or are you guys just on your own? >> we are basically on our own. just the other day 75% of my workforce for that shift was occupied assisting border patrol. so, you know, when i have four deputies working and three of them are tied up for the majority part of the day, you know, that just -- we can't serve our citizens in our community the way we need to be serving them. ainsley: is it true you are seeing them arrive with cell phones and luggage and clothe, new clothes? >> yes. they are coming across with cell phones. some have got credit cards, new clothes, they abandon a new set of clothes on the river they are wet.
