research in the wuhan institute. we do not fund -- >> >> >> he does not do gain of function research and if it is it is being conducted in north carolina, not china. >> you don't think the spike protein that got into the sars virus is gain of function? >> that's a not a minority. at least two other scientists have signed a statement from the cambridge working group saying it is gain of function. >> well, it is not. if you look at the grant and you look at the progress reports, it is not gain of function. despite the fact that people tweet that. >> sendsing money to the wuhan virology institute. >> we do not send money now. >> we were sending it. it was a sub agency and sub grant. do you support the money from
8:01 am
nih going to the wuhan institute. >> let me explain to you why that was done. the sars covid 1 originated in bats in china. it would have been irresponsible of us, if we did not investigate the bat viruses and the serology to see who might have been. >> or send it to the chinese government that we may not be able to trust with this knowledge and with this incredibly dangerous viruses. government scientists like yourself who favor gain of function research. >> i don't favor that gain of function research. that are not correct. >> government defenders of gain of function such as yourself say that covid-19 mutations were random and not designed by man. but interestingly the technique
8:02 am
that dr. behr et developed with cell cultures and mutations appear to be natural. he named the technique the no see them neck neek because the mutations appear nationally. nobody would know if the virus was fabricated in a laboratory or grown in nature. authorities in the u.s. deny that covid-19 could have escaped a lab. but even dr. xi in wuhan wasn't so sure. according to nicklaus baker wondered could it have come our own laboratory? she found no matches. it took a load off my mind. i had not slept for days. the director of the gain of function research in wuhan couldn't sleep because she was terrified it might be in her lab. an advocate of gain of function research admits the main problem the institute of virology had it occurred the
8:03 am
close proximity. could you rule out an laboratory escape? probably not. will you if front of this group categorically say the covid-19 could not have occurred through serial passage in a laboratory? >> i do not have any accounting of what the chinese may have done and i am fully in favor of any further investigation of what went on in china. however, i will repeat again the nih and niad categorically has not funded gain of function research to be conducted in the wuhan institute of virology. >> bill: you support it in the u.s. we have 11 labs doing it. we have a commit to do it. it's granted any exception. you are fooling with nature and allowing super viruses. it's very dangerous and a huge mistake to share this with china and a huge mistake to allow it to continue in the
8:04 am
united states. we should be very careful to investigate where this virus came from. >> i fully agree that we should investigate where the virus came from. but again, we have not funded gain of function research on this virus in the wuhan institute of virology. >> you are parsing words. there was research done with dr. xi and dr. behr yok, collaborated on gain of function research where they enhanced the sars virus to infect human airway cells and did it by merging a new spike protein on it. that is gain of function. that was joint research between the wuhan institute and the doctor. you can't deny it. >> your time has expired. we need to move on. i will allow you to respond to that and we'll move on. >> i just wanted to say i don't know how many times i can say it, madam chair. we did not fund gain of
8:05 am
function research to be conducted in the wuhan institute of virology. >> bill: thank you, senator. >> thank you, chair murray and for our panelists today. i want to just follow up. >> harris: we have been watching testimony there and questioning by senator rand paul with dr. anthony fauci full committee hearing today and an update from federal officials on the effort to combat covid-19 and it got combative between senator rand paul and dr. fauci as rand paul, senator from kentucky, was pressing dr. fauci about the origin of coronavirus, the novel coronavirus that has attacked the world. we know it started in china, but now the questions come back to that lab at the wuhan institute where potentially they were studying something like what the world is suffering with and could it
8:06 am
have either begun there, escaped from there, what happened? what we saw on record today was dr. fauci stating now that he does not know what the chinese government may have done there in that lab. he fully supports an investigation into what may have happened or did not happen in that lab and about the origins of coronavirus. perhaps he has said that before in ways that were not clear or in different circles. now he is saying it in front of the full senate committee. and now he is saying it at the information gathering and push from senator rand paul. what a moment. let's go deeper. i want to bring in trey gowdy former state and federal prosecutor and house oversight committee chairman and fox news contributor. and also one of the best questioners on the planet. what did we just witness there, trey? >> really one of the casualties
8:07 am
of the pandemic, harris, which is science. i'm a lawyer, i made bad grades in math and science. i find it fascinating to see two doctors. rand is a doctor arguing. we want science to be reliable. virtual versus in school, do you dance in d.c. or virginia or maryland but not in other states? mask or no mask? we think science should be reliable like a math equation and when we see physicians arguing, then science and the reliability becomes a casualty of the pandemic. let me assure your viewers dr. fauci may not know and rand may not know, but our intelligence community knows a lot about where this virus originated. whether or not they can share it or whether or not they can out their source. that's something you have to keep in mind. yet we may know it but we may not be able to out the source by which we know it. rest assured our intelligence community knows where this virus came from.
8:08 am
>> harris: did that change anything, this back and forth that we have just witnessed here in terms of the specificity about the origins of this? we know there were countries, thailand and a couple of others who were pressing china to get in there early. we were not a country china was going to allow that graciousness to. >> i think what it raises is the biden administration had its first big sit down with china. where in the hierarchy of questions did you ask about the virus and access to information? and is our country going to do all the things that you and i were talking about 12 months ago? reclaim our chain of supply, reclaim manufacturing? i don't hear a lot about that anymore. so we got well over half a million people dead from this virus. where is that talk we had 12 months ago about american independence and decreasing our
8:09 am
reliance on china? >> harris: excellent question and you and i had discussed decoupling from china to have more independence in the pharmaceutical line. we needed that with our own medications and we need it anyway. they aren't our friends, the government of china. we'll move on. showdown looming in the senate over democrats' sweeping bill that republicans are calling a blatant power grab. a key senate committee is set to begin considering democrats' plan that they call an effort to shore up voting rights. however, republicans say it will strip states of any control they have over their own election and have dubbed the bill enemy number one. a play on senate bill 1. here is senator ted cruz. >> it all depends on the filibuster and whether joe manchin and kyrsten sinema hold
8:10 am
the line. 48 democrats willing to end the filibuster. if manchin and sinema fold they'll pass the corrupt politician act to be able to vote out pelosi and schumer for the next 100 years. >> harris: it means the stakes could not be higher. what is a win and loss for each side? >> well, i would add to what ted said. it also highlights the stupidity of the republican battle back in january when control of the senate really was on the ballot and we could not get our act together in georgia and wound up losing two very winnable seats or we would be talking about something else right now, harris. this bill wf no chance of passing the senate and ever becoming law. it is a federalization of oufr election. if you want the greatest manifestation that our founders did not believe in a
8:11 am
federalized election look at the electoral college. the states pick the president. not all the voters, the states do. the states run elections. the states decide when the polls open and when they close. who can pass out water in the lines and who cannot. this bill started as a christmas list. a wish list by democrats when they were in the minority and then they decided to codify it and put it in legislative form. if you want congress deciding -- we just had a census. you have redistricting and reapportionment coming up. if you want that to be federalized. if you don't want your states deciding where the lines are drawn in your state you will love this bile *r bill. if you want federal funding for elections you'll love this bill. if you want limits on free speech and who can exercise their ability to participate in elections you'll love this. and if you think that washington knows better how to run elections in your home
8:12 am
precinct and home county, then you will love this bill. and if you this that i d.c. ought to get two more senators there by guaranteeing senate control by the democrats for the next decade you will love the bill. >> harris: if you like the way that the federal government actually didn't have as much impact on states as it could have in terms of the pandemic, i guess to further the point will you love this bill? we've already lived through something the federal government was trying to put pressure on now and look at the states that made up their own minds like florida and others. we'll move on. critics going after these comments from president biden on extended unemployment pay-outs after friday's dismal jobs numbers. watch this. >> president biden: i know there has been a lot of discussion since friday's report that people are being paid to stay home rather than go to work. well, we don't see much evidence of that. it is easy to say the line has
8:13 am
been because of the generous unemployment benefits that it's the major factor in labor shortages. americans want to work. >> harris: i want to get this in here. a "wall street journal" editorial is calling the president tone deaf writing if the president sees no problem from bonuses not to work, he needs to get out more. now south carolina's governor said his state is opting out of federal jobless benefits and some people are making more money just by staying home. >> this is about as close to socialism as anything i've seen. we have help wanted signs up everywhere. calls, letter, texts from people from all sorts of businesses across the state looking for people to work and the people just won't come to work because they are getting as much money or more in some cases by staying home. it is a counterproductive policy. >> harris: he is not the only
8:14 am
one talking about this. there are republican governors, the governor of montana looking at the same thing and saying wait a minute, we have such a gap in the workforce right now. what can we do to help? and so they will take away some of those benefits and find more creative ways to get people back on the job. >> there were republican senators that were warning about this when we passed the last covid relief, including my senior senators lindsey graham. because he is a student of human nature. joe biden says he doesn't see much evidence. how about thousands of years of human behavior? how about that for evidence? if you can make the same thing not working as you can working, there is going to always be a percentage of people who opt to stay home. and god forbid you can make more by not working. talk about a perverse incentive. we'll pay you more not to work. i happen to think there is inherent value in work even if you make less, it does something good for your soul.
8:15 am
everybody doesn't feel that way, harris. when he says he hasn't seen much evidence, then he has not been in south carolina. i hate to argue by anecdote but the reality is i have been overwhelmed with business owners who say where are the applicants? we cannot get people to apply. you can't because human nature for some people if you can make the same thing watching soap op ras as you can picking peaches and strawberries you'll opt to watch days of our lives. that's human nature. if that upsets people i'm sorry but there are thousands of years to back that up. >> harris: what you would like to call facts when the facts aren't invested in the feeling. sometimes i don't think they know each other. trey gowdy, good to have you on the program reacting to so much breaking news. appreciate it. the middle east on edge speaking of baeking --

>> harris: the line has begun to build again of people crossing our southern border in that same point that we know is porous right now in del rio, texas, they're walking across the rio grande opening right there, the river, some of that water is moving faster and deeper than what you think and they'll hit a point and we've watch it happen.

[speaking spanish] >> just like yesterday and like the last three days everyone we've talked to so far is coming in from venezuela. exactly what we've been seeing the last three days in a row. look on the other side. we have another group forming getting ready to come across. the coyote, guide running to get them. a second coyote on the hill across the way. harris, we often hear the saying going like clockwork. it is like clockwork. every single day for the past four days at 10:10 a.m. local time we've noticed a coyote
8:25 am
appear on the hill on the mexican side. scout it out and look through the area, hide in the bushes a little bit and cars pull up and groups of migrants come into the rio grande and cross into the united states. and take a look. some of these migrants are walking out here. we have a border patrol officer but completely out numbered. these were all venezuelans what we're seeing since saturday. walking to the road. border patrol will respond. one agent right here and it is just wild to see this happening every single morning. we've been showing these images. we showed this live yesterday and yes. >> harris: just to cut in because we have a senator standing by who has just been south of the border exclusively and i want to be able to take information from you into that interview. one question i would have has
8:26 am
to do with who calls the authorities when you see these people coming across? you see that one out numbered border patrol agent and these people are going where from here? we know yesterday they were being put on transports but now they are just walking freely. no covid testing, i'm not seeing an intake situation. >> honestly i have no idea where that big group just went. they walked off this property and into the road. we have one single border patrol agent right here waiting to greet this next group coming across. you can see that's the coyote with his face covered. the second coyote on the hill they work together. we've seen these guys the last four days in a row wearing the same stuff. appear on the hill and cars pull up and they start walking across. you've seen yesterday and the days before we've been here with local law enforcement. deputies with us or state troopers, right now when they first crossed here we didn't have any border patrol here with us. we have one agent.
8:27 am
my producer is telling me there are agents inland from where we are right now and are they processing them? she is telling me about 100 yards behind us on the road there are agents there that are processing these migrants. they may not have been here at the water's edge where we are but right behind us dealing with that large group. here we go again, guys. and now on the shore again we've got another group starting to come down. this is every single day out here. the border is not closed. >> harris: bill, quickly, last question here. are they getting help on the other side outside of just being dropped off at the point across the river in a place where they know that our border patrol protection is not necessarily standing at the water's edge? they're processing a few yards away or 100 yards away or whatever it is. but clearly there has been some message sent that the border is open especially right here.
8:28 am
and they look tired but venezuela is a long way away from this point. are they getting help? that water is getting deep. >> what we've been told they are not physically walking from venezuela to here. way too long of a journey. many have telling us they first cross into columbia, pay somebody off to get a flight to mexico and then they take a bus and then they come to the crossing area near here across the river and make the crossing here. they don't walk the whole way. we talked to the border patrol's number two-man saying the coyotes love picking this spot here and love sending the migrants across because it will suck up border patrol resources. they know they have to respond and process the migrants and do their narcotics activity elsewhere while the agents are busy processing. the four agents are so outnumbered and so overstretched they cannot be everywhere at once. in fault of their own.
8:29 am
the deputy border patrol chief told us yesterday they need more manpower and resources. they can't do everything right now with the resources they have. >> harris: we want to give you a chance to go -- we'll let you go. in the interim we want you to give you a chance to go to where they're being processed and get viedio of that. if they learned one lesson from yesterday it had to be that what they were doing at the water's edge they couldn't process the way they needed to so they're someplace else. look at the person on the ridge headed for america with the help of coyotes. these people who look out for the porous points along the border to help them enter illegally. we'll come back as the news warrants. thank you for getting the information i'm going to put in with senator bill hagerty. he traveled to mexico and guatemala meting with top officials the talk about the crisis. you returned on friday exactly one month ahead of the vice

president's scheduled trip to go to that region. i understand you say this crisis needs to be fixed now and that it's imperative the v.p. sees what's going on firsthand. senator hagerty, exclusively joins "the faulkner focus". you are watching this in realtime now. i have to get your first person reaction to this. >> it's great to be on with you and i think what you are seeing and what bill just showed in the footage is the urgency of the situation. this is the gravest national security crisis we're facing right now as a nation. it has to be dealt with now. that's the reason i took the very first trip that's come from the united states senate. the first official trip. i took it to guatemala and mexico to get to the heart of the problem and to underscore the fact this is urgent and needs to be dealt with now. you see people's lives at risk in front of your eyes today. >> harris: senator hagerty, when this happens do you then request an audience with someone in the white house?
8:31 am
how does it work? have you talked with the vice president? if perhaps she could see and hear directly from the senate's first official trip through senator bill hagerty, could that change things? >> i hope. it seems the white house is more preoccupied with even what to call it. they can't call it a crisis or scheduling a trip to mexico for another month? this is something that needs to be dealt with immediately. you look at what is happening in my home state, harris. we have had a dramatic increase in death drug overdoses. the crime element is enormous. sex trafficking happening in tennessee. we receive unaccompanied minors into my states. schools are told they have to deal with them. hospitals trying to figure out if they have capacity. more questions unanswered than answered right now. the senate takes this seriously. we have the power of the purse and we want to see this addressed right now. >> harris: senator, did you
8:32 am
just say schools? because you know we got people in this country that kids haven't gone back in person yet. this is -- is this what people are talking about saying it's a burden on an already hard situation during a pandemic for america's children. >> certainly. schools will be overloaded. burdens hospital system. think about what it does to the lowest leveling of our economic structure here. those americans in the lowest end of the economic ladder will have more pressure and downward pressure on their wages and more competition from people flooding across the border. i can assure you of this. i talk to leaders in guatemala and mexico. the majority of the reason people come across the border is economic. it's not a reason for asylum. three coming here for a better job, better way of life. we're creating a giant help wanted opportunity now. we've extended unemployment insurance all the way through september. we have employers in my home state of tennessee that can't

8:34 am
involved in the narcotics trade. the mexican and guatemala government see the cartels getting stronger every day because their revenues are going up. lawless organizations growing and china is deeply involved with all of them. >> harris: that's an interesting last point on china and its involvement. i want to go deeper on that just real quickly. >> sure. what's happening is fen nall is coming through in increasing numbers. chinese cartels are shipping more and more fentanyl into mexico primarily. that is where the drugs are being created and shipped and marketed from there into our nation going into the veins of our kids and killing them. they are into money laundering for these drugs. the chinese and mexican cartels are getting stronger. the governments are suffering as a result. they don't want to see crime grow in their own country.
8:35 am
the large crime organizations are thriving now because of the situation we created at our border. >> harris: you know all of this brings about the point of those agreements that the former president trump had made with those countries and from what you are saying and i have seen interviews with you before and i've been reading, what you are bringing this first person account after meeting with these officials i would think why the vice president has to go there and go there now. you are getting so much information in person that maybe is hard to gather outside. i appreciate your time today and your expertise. i look forward to having you back. senator bill hagerty from the great state of tennessee, thank you. tensions in the middle east running sky high as israel trades rocket fire with hamas militants in the gaza area.
8:36 am
israeli authorities say rocket attacks killed at least two women in the southern part of the country. while israeli air strikes into gaza have led to the deaths of at least 26 palestinians including nine children. the u.s. is calling for de-escalation on all sides. critics say the biden administration is just making it worse. >> we're seeing this as a theme with the biden administration in terms of handing out cash hoping it fixes the situation. there is endemic corruption within the palestinian government that is a real disservice to its people yet american taxpayer dollars are going to flow back into that situation. >> harris: a "new york times" op-ed sums it up this way. israeli, palestinians and their neighbors worry, is this the big one? trey yengst is live today in israel just outside the gaza strip. >> good morning.
8:37 am
it is hard to believe that just 24 hours ago you and i were talking about six rockets being fired towards the city of jerusalem. since then hundreds of rockets have been fired from gaza into southern israel and you can hear above me now israeli fighter jets striking targets along the gaza strip. the conflict has erupted quickly, violently and bloody. at least two israelis are dead. dozens injured and the palestinian health ministry inside gaza says 28 people have been killed there including several children. hamas is trying a new tactic with israel's missile defense system. firing rockets low to try to get around the interceptors. all day this city has been seeing barrages of rockets. a two-hour period where more than 140 were fired into this part of israel. look at we were reporting from this school that was hit by a rocket that slipped by the missile defense system. hamas once again is trying to
8:38 am
deceive the israeli iron dome missile defense system and firing different barrages of rockets so that it can hit different targets inside southern israel. the sirens right now are bearing all around the city here warning people they need to head for bombshell tears. you can hear the interceptions right now. so often the people affected most by this type of conflict are civilians in gaza city and civilians in cities like here in israel. they have so much in common but governments and militaries are so far apart. today israeli prime minister benjamin netanyahu will increase the severity of stiex along the gaza strip as the brigade inside gaza say they

8:40 am
with them today have been talking with officials and spokes people trying to get a sense of their plans. they told fox they're not calling these targeted assassinations but that's what they are. picking out specific commanders inside gaza who either a, are ordering rocket fire into southern israel or b, are part of the logistics and planning to launch attacks whether it be rockets or anti-tank missiles along the border. they are not calling this a war or targeted assassinations both factions have named the event calling them an operation and they are planning to continue clashing. also of note the israeli military saying they're not interested in a cease-fire. a decision made along with the prime minister netanyahu. if this morning is any indication and overhead now israeli fighter jets and drones will continue striking targets along the gaza strip until hamas stops the rocket fire into southern israel.
8:41 am
>> harris: yeah. if you are going to try to save the people who are near holy sites inside jerusalem, for goodness sake. that's a far distance. you have to do something to try to stop the rocket fire. trey yengst, thank you very much. great reporting as always. let's bring that into this conversation. israel faces another night of violence as trey was showing us. a "new york post" op-ed is calling out the biden administration and progressive democrats over all of this. democrats are hard pressed to dispute trump's historic achievement in brokering the normalization agreements between israel and arab nations. they wanted a return to an obama era even handed approach to signal to the palestinians that once again they have a friend in the white house. team biden has been moving in that direction. the result emboldened palestinians from their leaders on down. former u.s. ambassador to the
8:42 am
u.n., nikki haley, joins me now. also former governor of south carolina, great to see you today. first of all, just a reaction to where we are. this back and forth now does not seem to be stopping any time soon. >> well first of all, harris, it is devastating to watch what is happening in jerusalem but also somewhat expected. this is a way of hamas and the group to test biden. biden is doing exactly what we expected. they came in, biden does everything in the name of trump reversal. he turns around and funds the palestinians corrupt organization again, hamas now wants to test biden because they don't think he will do anything severe. they go and start shooting rockets into jerusalem and what does biden do? he calls for restraint. what he should be doing is having israel's back. i can't imagine in any scenario if a terrorist organization
8:43 am
