>> as night falls on gaza city, at least 42 people are dead after israeli air strikes earlier today. welcome to fox news live. i'm mike emanuel. the united nations security council holding a meeting today to discuss the violence in the region on this a seventh day of bombardment as president biden and other international partners hope to negotiate a cease fire. trey yingst with the latest, hello, trey. trey: mike, good afternoon, heavy israeli air strikes as the factions inside gaza fire more rockets.

israel security cabinet is not interested in a cease fire at this time. we are getting video out of gaza showing widespread destruction. last night there was significant damage to an apartment building and today there are new questions about why israel targeted the structure with many civilians inside. 42 gazans were killed since yesterday evening bringing death toll to 200. in israel southern cities saw several rockets today. no casualties were reported. >> i hope the world see what happens in the synagogue. they don't want to stop. they never want to stop. they just want to kill us. trey: you can see the massive hole in the sealing of the rabbi's bedroom. earlier today a rocket slammed into the house and thankfully nobody was home at the time but the damage is extensive. crews working at the synagogue attached to the home cleaning up so people can be back in time tonight for prayer.

defense system prepared for more rocket fire later tonight. mike: trey yingst, stay safe. thank you very much. the escalating violence presenting another test to president biden's leadership while exposing growing divide among democrats over middle east policy. david spunt with more on how the president is responding, good afternoon, david. david: trey mentioned the united nations, we are seeing more and more administration officials jumping on board to help follow this crisis, to follow it closely. that's including ambassador to the united nations linda thomas greenfield. she virtually addressed the crowd today through the united nations calling on this violence to stop. meanwhile president biden is in wilmington, delaware today. he will be there tomorrow. yesterday he spent some time on the phone with these two men. you see them on the screen. palestinian red abas and israeli prime minister benjamin netanyahu. this morning benjamin netanyahu defended israel's actions

against abas. >> i think any country has to defend itself and will do whatever it takes to restore order and quiet and security for our team and deterrence. we are trying to degrade to do this again. i hope it won't take long. but it's not immediate. david: netanyahu defended destructure of a building. you see it right there. gruesome site that housed the associated press. it was evacuated but close call. israel to provide information that hamas controlled and media across the globe are asking for evidence why the building was destroyed. meanwhile, president biden as i said, he's in wilmington, mike, he did a video message. he pre-taped a video message commemorating the end of

ramadan. it's going to be interesting to what he says to millions of american muslims that are watching him closely to see what he says on the close of ramadan and if he has anything specifically to say to the muslim americans that may have family members over in the middle east watching the tragedy unfold. mike: interesting point. david, many thanks. joining us rhode island democratic congressman and member of house foreign affairs and judiciary committee, congressman cecilin. >> this is a dangerous situation. israeli and palestinians have a right to live lives free of violence and treated with dignity and have bright futures. i think our responsibility is to do all that we can to do escalate the violence, to reduce the harm that is coming to israelis and palestinians and to encourage, again, a resolution

of this long, long conflict through a two-state solution. i think president biden got it right when he spoke to both president abas and prime minister netanyahu. we should all be horrified at this violence particularly loss of civilian life and loss of children's lives and we have to call for an end to the violence immediately and, again, hope that the parties can be persuaded to come together again and attempt to resolve this conflict to diplomatic means and through a two-state solution, but this violence is very, very serious. mike: does president biden need to do more now? congressman: i think the president has a special envoy on the ground. members of his administration at the un security council calling for an end to these hostilities and the violence but ultimately it's on the parties to stop this exchange of rocket fire and commit to a cease fire and

commit to a diplomatic resolution. this is obviously a conflict which has raged for centuries, but this is an extraordinary level of violence and i think everyone should be horrified at the loss of civilian life both on the palestinian side and israeli side. mike: i would like to put a tweet from one of your colleagues, alexandria ocasio-cortez of new york, writing this is happening with the support of the united states. i don't care how -- how any spokesperson tries to spin this, the u.s. vetoed the un call for cease fire. if the biden administration can't stand up to an ally, who can it stand up to? how can they credibly stand for human rights? congressman, do democrats have a serious divide when it comes to israel? congressman: i don't think so. look, i think, again, that most people recognize that the violence that we are seeing has to end. that the loss of civilian life is horrific and the palestinians and israelis have a right to live lives free of violence in peace with reasonable prospects

for a bright future and that all efforts should be made to deescalate this violence. the un security council is meeting as we speak. i think you heard the ambassador call for end to violence. so, again, i think we have got to do everything that we can too deescalate crisis if the united states is an honest bobbinger and we have to call for an end to this violence and condemn the loss of life on both sides particularly of civilians and, of course, condemn strongly the activities of a terrorist organization hamas. mike: i want to squeeze domestic matter, we have seen outrage of spending packages, do you think they'll be bipartisanship on an item like infrastructure or do you think democrats will go it alone? congressman: well, i hope there will be. i know that president biden hopes there will be too. after the meeting with the leaders of the republican leaders in the house and senate

and the democratic leaders, mitch mcconnell said he thought the prospects were bipartisan agreement was there, kevin mccarthy described the meeting as very productive. so i hope that our republican colleagues will join us in rebuilding the crumbling infrastructure of this country. this american job's plan will create hundreds -- create millions of good-paying jobs or pair our infrastructure, make necessary investments so we can compete and n a global economy so it should be bipartisan, but i think the president has also said we are going to do it. if the republicans won't join us, we will do it alone, but they should join us. it's wildly popular, two-thirds of americans support the american job's plan including two-thirds of independents so it's bipartisan in the country, just not always bipartisan in the republican cloak room. mike: congressman, thanks for your time. congressman: thanks for having me. mike: turn to lawmaker from one of the 18 states moving to end enhanced unemployment benefits,

iowa republican congresswoman henson. welcome. >> good to be with you, mike, happy sunday. mike: you heard your colleague on the spending packages, how do you respond? congresswoman: the key is we are ready to come to the table and iowans need and support infrastructure investment but if there's one thing that i've heard from my constituents is that they support targeted infrastructure investment. when we are talking about that package specifically, only 6% goes to roads and bridges, only about 5% to broadband infrastructure and even less to dams and ports. when you're talking about spending more on electrical vehicle subsidies than infrastructure, that's where we need to come to the drawing board. i think there is a room where we can actually find a solution that everybody agrees on but i hope that we can all come to the table and get something done. mike: we heard that taxes are red line for republican leaders. i assume that may be for you as

well. if not taxes, do we go with user fees for, say, a toll on a bridge? congresswoman: iowa doesn't have tolls and i would like to see it that way. we see dedicated funding stream already. when you fuel up at the pump you pay gas tax for using the infrastructure. i think we need to make sure we have equity in that. if you're driving electrical vehicle, pay user fees as well. we are taking action on that and led as state legislator years ago. we laid out the plan in iowa and i'm happy to come to the table and be a voice on how you can do that effectively and get it done at the federal level. mike: so far in this congress we have seen democrats go it alone on a number of issues. do you think they are serious on bipartisanship on the spending matters or are you afraid they will go on it alone? congresswoman: it's a fear of mine. yes, we all agree we need investment in infrastructure but

we can't just keep disrespecting taxpayers who are working so hard and sending those dollars to the federal government and the spending has been turned on, mike, with over $6 trillion in proposed spending just in first few months of president biden's administration. that's definitely concerning to me. so i'm hopeful, again, that they'll see reason here and continue to respect the hard-working taxpayers of the country in this process. mike: okay, to a big story there in iowa. a case that's notten national attention. a 20-year-old college molly tibbets went out for a jog, excuse me, and murdered allegedly by and illegal immigrant about 3 years ago, jury selection set to start tomorrow. congresswoman, your thoughts on this case? congresswoman: well, my heart goes out to the family of molly tibbets. as a working mom in congress it's my goal to make sure that this never happens to another family. here in iowa or across the country. it's absolutely tragic and i'm hopeful that her family gets closure. in my mind this is absolutely

why we have to secure the border. i went down to the border a few weeks ago. saw what was happening there firsthand, just last week had the opportunity to question the acting director of ice, it was and it was a priority to me for securing the border. it's a safety and security issue and you see it in states like iowa, you see it in states all across the country, every state is a border state right now and we have to make sure we have safety. mike: we are showing the audience live pictures of immigrants crossing the border right now, considering this murder trial, does that make folks there concerned at the border, not saying that the folks are murderers by any stretch of the imagination, obviously it puts the spotlight on our illegal immigration in our crisis at the border, right? congresswoman: absolutely. i mean, you -- you listen to the stories coming from the sheriffs

that those border counties. i sat down with republican sheriffs and democrat sheriffs and they were pleading for help because they do have dangerous criminals -- coming across the border. we have a legal process to come into the country and also the freedom and opportunity to them. but what you're seeing the cartels are winning right now. they are smuggling people and smuggling drugs and we do have increased gang activity and it's dangerous and we need stop catch and release and make sure that we are returning people to mexico and title 42 stays in place and starting construction of the wall again. that stops right after president biden took office and in my mind, those are the things that we can do right now to make sure that we are securing our border which is imperative to keeping our countries safe. mike: congressman ashley henson from the great state of iowa, thank you very much for your time. >> thanks, mike. mike: now let's take an even

closer look at the situation at the southern border. live pictures coming from the drone cam as local officials are working alongside federal authorities to try to contain the migrant crisis which has been an epic struggle. alex hogan in del rio, texas with more. good afternoon, alex. alex: hi, mike, giving you a live look right now of a family that just crossed the border. what appears to be a husband and wife potentially partners carrying a child there. they said they had arrived from venezuela. if you look just on the other side of the water, we can see a vehicle that is still there. that's a vehicle that dropped them off and what we are hearing from officers here is that they were dropped off, they were the only group arriving here again through the water, something that we see every single day. of course, the woman carrying the baby, she was breathing heavy and hyperventilating and stress, the baby was crying as

he arrived and they are here safely saying they traveled alone. earlier this morning we had video this morning about a group of 12 people who arrived, later a group of 4 people and then another group of 8. so it's happening hour after hour. something that we've seen especially the sheriff here talking about the cost of human life. >> it's a job that we have to do, has to be done. i'd rather take possession of the individuals here and hand them over to border patrol in a safe manner versus they go through rural areas and they die. alex: this morning border agents in the rio grande valley stopped a group of 20 people from honduras, el salvador and guatemala, northern triangle agents using helicopters to chase the group down who tried running away, of course, the concern single adult who are sent back across the border and try reentering back and back, there are people who are trying to reenter and this really

update summer activities like summer camps but school with only a few weeks left, they recommend covid protocols remain in place. cdc guidance updated yesterday, cdc recommends schools to continue to use the covid-19 prevention strategies for the 20-21 school year. the cdc says social distanced is inside school buildings but school districts are ready to change things now. cobb county, cdc headquarters in atlanta is allowing vaccinated staff not to wear masks on campus and cdc director urging for patience as the government updates rules. >> we need to update the school guidance, child care guidance. we are actively working on that now and we are actively doing outreach with the community to do so as well. mike: encouraging more schools to reopen faster. so far the president's education secretary is on board with the latest cdc guidance. education secretary tweeting last night, quote, let's finish

instead they are going to hire private security and first responders to secure the event. the move comes after months of discussion about it and also those antipolice protests, the rhetoric raising across the nation here. look at what the group writes in a statement, mike. the safety that law enforcement is meant to provide can instead be threatening and at times dangerous to those in our community who are most often targeted with accessive force and/or without reason. now typically about 200 police members marched in the world's largest pride parade, pride celebration in new york which began in 1970 after the historic stonewall riots. gay officers can still attend as civilians but the president of the gay officers action league is just stunned by this. >> i'm horrified. i'm terrified, i'm so hurt. i don't know what to do with themselves.

no-win situations and feels wrong. mike: david ovela, what are your thoughts on the issue when crime is up substantially in the big apple? david: house democrats in districts become more vulnerable as the debate of the party forces defund the police and get rid of the police quite frankly you heard the parade organizers, they want the police officers to be a block away as they bring in their own security and have community therapists there to help take care of any crime that would happen. though to your point, mike, there are plenty of new york citizens who would welcome the police officers being in their neighborhoods. tonight there will be a mother whose child will not come home because murder is up and senior citizens may have their call stolen because larson is up and makes house democrats more

governor's accusers have been issued subpoenas, how big a deal is that? >> bill clinton wrote the book, updated the book and now you've got cuomo executing the democratic play book with dealing with scandal. just continue talking around it, question what the word is means and keep low and give the progressive base the tax increases and the immigration policy and the crime policy they want and you get to stay in office. zeldon has a good chance to become next governor of new york as he is now leaving congress and running for governor and, you know, we will see whether cuomo decides to run again. my -- my prediction is cuomo does run again and lee zeldon beats him. mike: he has the sexual harassment issue and nursing home issue and evidently blaming the victim these days. david and david, thank you so

time now. we are in central tel aviv. we are on rothschild boulevard. you see a few people out, mike, but it should be bustling. this is a holiday and this city tends to really be extremely lively every night particularly weekend nights but benjamin netanyahu, the prime minister, said today that people are going to have to stay inside as best they can or close to shelters or in their shelters. look, we had to change the way we lived for covid-19, we will have to change the way we live a bit longer for this situation. now in the meantime in the gaza strip things are dire as well and look much more dramatic are frankly more dramatic in terms of the casualty count and the number of bombs that have been dropped over the cities there. it is one of the most densely-populated places in the world and the humanitarian

situation is becoming quite unbearable. there's limited electricity, 3 to 5 hours a night. people are running out of food and water and people there don't have shelters typically and you can blame hamas for building tunnels to hide in but not shelters for its people. you can blame the occupation for putting gaza in a situation where it simply has not been able to take care of its infrastructure better but the bottom line is for people who live there, it has been quite frightening despite the fact that israel is doing its best not to hit civilian targets. and here was prime minister benjamin netanyahu today defending israel's actions. >> certainly are and i can tell you that there have been many studies by serious military analysts who have compared israel's actions of western armies in similar situations fighting the radical islamist, whether it's in iraq or afghanistan or elsewhere and you know how prolonged the conflicts

are and you know how many casualties have cost. amy: finally today a car driven by a palestinian man from east jerusalem rammed into border police. five of them were injured, not too terribly badly despite the force of that collision, but they shot the driver of that car. this was in the area where the tensions really did start boiling over in the latest round of unrest here in israel. the neighborhood where several palestinians await word of whether or not they'll be evicted from their homes. all of this as frantic efforts to try to broker a cease fire continue on the diplomatic level, mike, we have egypt involved, we have qatar involved and, of course, we have the united states very much involved with president biden sent an envoy here over the weekend meeting with all sides trying to come up with something, but, again, we did hear netanyahu earlier say that, though, they

are teaching hamas a lesson and they have hit a lot of the targets they are after, they are not yet done, mike. mike: amy kellogg live in tel aviv. amy, many thanks. joining us now to discuss the biden administration's prospects for cease power, let's turn to former u.s. ambassador for israel and distinguished council, mark, also the former u.s. special envoy for israeli-palestinian negotiations, welcome, sir. >> thank you if very me. mike: you wrote in foreign affairs this week the u.s. can neither ignore nor solve the palestinian conflict, quote, managing the conflict, however, does not mean walking away from it as the biden administration i advertently signaled from the start that it wanted to do. washington is not yet put an ambassador in israel even an interim one or a consulate general in jerusalem to deal with the palestinians, had it done so it might have been in better position to head

eruptions of violence. what more does the biden administration need to do now, sir? >> i think the president has followed his proisraeli instincts and done a good job of the crisis of israel right to defend itself and holding un security council from taking action and -- and recognizing that israel has a right to defend itself. but i think it's got to be the stage at the moment that it's time for the president to be telling prime minister benjamin netanyahu that he should be wrapping it up. i've been to this movie before. i was ambassador in israel when there was similar conflicts between hamas and israel and hezbollah and israel and israel is looking for a knockout blow or maneuver to say we have achieved a great victory and unfortunately what happens in my experience is that the casualty

rate goes up. israel gets condemned and nothing good comes of it. so i really think that israel has made its point. i believe that hamas is ready to stop the rocket fire and it's time for israel to wrap it up. mike: is there a risk of mismanaging it and exploding? >> that's exactly the point. that's exactly right. further escalation is not going to service israel and serve objective of setting hamas back and reestablishing its deterrence and the danger now is if it keeps it up, it could result in much higher civilian casualties on both sides because of miscalculation and -- and then, you know, it becomes much harder to stop it. israel went into this with

limited to basically reestablish deterrence and that job is done and, i think, the -- the benefit now is marginal from continued fighting. mike: we know prime minister netanyahu had a close relationship with president trump. obviously president biden has been around for a long time as vice president, as the united states senator, any sense of their relationship and is netanyahu going to listen to this president? >> yeah, i think they -- you're right, they have a very long relationship. they know each other very well. they've worked with each other before. they've been on the phone in this crisis several times. they talked yesterday at length and i think that -- that president biden has been backing up prime minister netanyahu in giving him the space to do what he needs to do to punish hamas for launching rockets against jerusalem and tel aviv.

jonathan: good afternoon to you. right now we are across the street from a gas station here. it's fully operational but another station just catty-corner to it, they have run out of premium and mid-grade. they do have regular unleaded they have still delivering. according to gasbudy, 45% of gas stations in georgia are out of fuel. 51% in south carolina and 65% in north carolina. in washington, d.c., 80% of gas stations are out of fuel. today the national average price for a gallon of regular unleaded gas is 3.04 according to aaa and up 17 cents from a month ago. neither colonial pipeline nor the biden administration have confirmed reports first published by bloomberg that colonial paid a 5 million-dollar ransom to the group behind the cyber-attack that forced the pipeline to shut down. but transportation secretary pete buttigieg addressed the

business as usual. to find out what that might look like we are joined by kelly cobb and a&m agency ceo amanda stone, easy for me to say, welcome to both of you. >> thank you. >> thank you. kelly, is business picking up in a big way right now in birmingham, michigan? >> yes, business is picking up. on friday governor whitmer tied our orders in the state with the cdc guidance that people who are vaccinated don't have to wear a mask anymore. so hopefully that will help bring a lot more people out which is very encouraging especially in our industry of restaurants which got decimated. mike: how tough have restrictions in michigan been on your business and your community? >> very tough. we saw decline in sales and increase in cost and the restrictions themselves in michigan have been challenging compared to other states

oftentimes the restrictions were given with very little notice. they were given, you know, with very little guidance. perfect example was the lifting of the masks for vaccinated people on friday. the state now has two completely contradictory but the regulates that update businesses hasn't updated guidance yet but business like me still ensures they are masked and demand that patrons wear a mask. it's really been a back and forth for a lot of business owners who are trying to get back to normal but following the changes restrictions has been quite a challenge. we are just waiting for everything to slowly open back up again so we can get back to normal. mike: amanda, the mask mandate and capacity restrictions have been lifted in nashville this weekend, what has been the reaction there? >> a lot of excitement.

we are producing an event that started few days ago and we found out about the restrictions the night before the event kicked off and so we -- we really welcomed the update. it's been really interesting to see because, you know, the events in the hospitality cities are resilient and so adaptable. we think on our feet all day, every day and come up with solutions to problems. so really the loosening of restrictions is just another wave of being adaptable which has been a welcome wave compared to what we have been seeing. mike: my understanding is that you specialize in planning big events. are we planning a big normal for them or return to pre-covid big events soon? >> that's a good question. we are excited about this year. events are back in a big way. all of you have heard of favorite artist on tour. we are ready here and around the country. we are excited to see the definition of events broadening because of all of the tools and creativity and innovation and

collaboration that have been the result of this really wild time of the pandemic. mike motorcycle fascinating stuff. i wish you guys and the small business communities the very, very best. kelly, your thoughts on your customers and what they meant to you during this challenging time? >> oh, huge. we are a 70-year-old business so we have generations of fans who have kept coming in and we could not be thankful for the loyalty that we've had. without people coming in and taking out carry-out orders during the past year, we would have been one of the 20% of restaurants in this country that went under. so we could not be any more thankful. unfortunately we never had to lay off employees or anything. we are one of the few restaurants that really made it through and it's been a blessing for sure. mike: amanda, staying alive, is the key to staying alive is being creative? >> absolutely. creative and collaborative and just open to whatever curve ball
