these labs and the covering it all up. that's why we need answers and a credible investigation, not another whitewash by the world health organization. >> kayleigh: dr. marc siegel, starting first with you, on january 15th, before the end of the trump administration, the state department under mike pompeo put out a report and said that this investigation had come up with three conclusions that there were scientists who were sick at the wuhan institute of virology. number two, they determined that there was a gain of function research being conducted, and finally they concluded that this institute had actually engaged in military operations or research to some effect, but this was not completed yet, and we have a response here from current state department spokesperson -- i think we will put up on the screen if you have a moment. he says this. "that reporting is incorrect that we ended investigation. in february and march of 2021,

the findings were briefed to the bureau of arms control verification and policy planning. policy staff in the new administration with the reports delivered, the work has ended." that doesn't sound to me like a completed report with those items of information. was there more to be investigated? >> dr. siegel: of course, kayleigh. of course there's more to be investigated, when you consider that coronaviruses don't just jump species overnight. i've got to tell you, this could take months or even years. a coronavirus doesn't mutate that rapidly. they are still looking for the so-called intermediate species. dr. fauci told me the other day, "we are still looking for the intermediate species," and he's also thinking the world health organization can investigate this. i have to tell you, kayleigh, i spoke today to a senior official at the world health organization whose identity cannot be revealed because they might have this person killed. the head of the w.h.o., this

this, he also explained it to me. he said with sars in 2003, kayleigh, they were very nervous that was about to cause a worldwide pandemic. i think that was bad science. that was easily contained compared to this. that's how he justifies money being sent over there to the pockets of chinese scientists he trusted. the confidence here, but i'm worried about is the trust of chinese scientists who are then engaging in this game of function research. that is a serious problem. on the question of letting him go, i still think the focus needs to be on china here. i think dr. fauci was fairly foolish in this regard, but he is not the problem, it's what went on in that lab. >> kayleigh: that's right. he said it would have been a dereliction of duty, emily, not to give the money to the lab. a dereliction of duty. you have some information about the condition of this lab as the money was flowing in from the united states. >> emily: right, there are long-held concerns about the

safety of that lab, and frankly the potential threat to public health stemming from the research being conducted there. dr. siegel mentioned the gain of function research. this is against a backdrop of it being inadequately performed, and frankly poorly managed there. in february of 2018, the united states embassy took the highly unusual step of sending a science delegation to those labs and speak 25 multiple times. what the scientists uncovered were still concerning that they sent two cables to the state department, both categorized as sensitive, not classified, and they outlined the safety and management issues and pointed out the risky nature of them dealing with these highly transmissible diseases between bats and humans. they outline the potential threat against public health. i haven't heard that mentioned at all, and note this as well, up until two weeks after the pandemic started, details of those visits were on the virology lab's website there in china and of course it was then

deleted once the pandemic exploded. this kind of secrecy has frankly hallmarked chinese response to the responsibility for the global pandemic, but it remains to be seen whether this long history of potential threat to public safety and the way of the poorly managed research being conducted, the safety issues, the management issues, will be acknowledged by the w.h.o. or this administration. >> kayleigh: that inflow of $600 million to that lab, it's an unbelievable turn of events. harris, your thoughts? >> harris: we will watch every time dr. fauci goes to the hill, and he is there today. senate appropriations labor hhs, education, related agencies. he saw them going back and forth with senator graham. we are watching and listening to c for the story to change, because it has changed many times on different issues with dr. fauci. look, i believe in things evolving and signs moving forward. however, when you talk about

with attacks on police and acts of vandalism. authorities say the black lives matter protesters didn't only launch fireworks, they also hurled frozen bottles at officers and torched dumpsters. a crowd of 200 even gathered outside the city's justice center, shouting "burn it down." it wasn't long before the situation was declared a riot in a scene reminiscent of what the city went through last year with more than 100 consecutive nights of violent protests. "the new york post" calling it "a hell of a tribute to george floyd." tomi, i'd like to start with you on this. as i just outlined, portland has endured 100 straight days during the last year of destruction and violence, and a city council diverted funds from the police department to community policing, park rangers, meanwhile officers are assaulted nightly. minority-owned businesses are disproportionately shut down, and this dumpster fire is occurring throughout the country. a lot accomplished in the last year in the way of social

justice, huh? >> tomi: that's what happens when you pass off these acts of lawless thuggery as justice, that's what's been happening for the last year and half or more. probably the last five years, but specifically in the last year, definitely come after the death of george floyd. these groups have never been interested in justice. blm, and he thought, they've never been interested in civil rights or justice or focusing on the to activism or message. back lives matter the organization only cares about black lives and they can use them for political gain, profit, or an excuse to destroy their communities, to loot, seal, and riot. to these officers out there on a daily basis protecting and defending these communities, i give them a huge congratulation and hats off, i don't know many americans who could do that. but it's getting to the point where if the biden administration won't step in like a trump administration dead, send federal agents and the national guard to quell this mayhem, i would say to those officers, go home, let the city burn.

"if you try to burn down an officer in a federal building, where you have trapped him, that is attempted murder." quite a turn of events for the mayor of portland. leading president trump, by the way, when he's rejecting the national guard to say you are what we can't and i kissed jurisdiction, you don't deserve federal funds if you're not protecting your citizens, and what did joe biden do when he

from this incident. i can't confirm with you at this point how many injuries there are or how many casualties, this is still a fluid and ongoing investigation and we are still trying to corroborate what exactly happened within incident. i will tell you now the suspect involved with this incident is deceased. i'm not going to go into details as to what was the cause of death at that point but he is deceased and the biggest thing we want to ensure his public safety for our community out there and right now public safety is a short at this point. we do have investigators on scene, pretty much doing our investigation to see exactly what happened and transpired. we had multiple law enforcement agencies it responded to the incident including multiple fire personnel from different agencies that responded as well. we did initiate our active shooter protocol to the santa clara county's sheriff's office, multiple agencies assisted with this incident including fire departments initiating a rescue task force in that incident.

that's all the information i have at this point, i will tell you that our reunification center is here next-door, it's going to be over at isaac newton center which is downstairs, so if anyone is looking for a family member or trying to get in contact it's going to be over here. >> do we know the relationship between the shooter and what type of weapons they used? >> i not going to go into detail, any type of information in regards of anyone that is deceased is going to go through the santa clara county's coroner's office, they had to do their investigation and find out, the next of kin and contact in that case. in regards to weapons involved i don't have that information at this point. >> did any police officers opened fire on a suspect? >> i don't have that information right now if deputies are police officers opened fire. i don't know if it was indoors or outdoors, i will tell you it

victims out as well as county fire assisted -- fire department came in, multiple agencies came in and initiated what we call a rescue task force as part of our active shooter protocol where they come into pretty much what we call the warm zone to exist in extricating victims out. the biggest thing is public safety. we want to get them out as fast as we can. one second. i'm sorry? >> where did they go into? >> so the information with the building, i don't have that information at this point fade in the building, there is an indoor and outdoor area as well, i don't have that information at this point. one more question, i need to run it over. >> was there a battle between officers and the shooters? >> i don't have that information right now, it is so preliminary. >> the number of people who were shot? >> i don't have that number at this point. again, this is so preliminary, we asked for privacy for the families and victims at this

case. i'm going to run it over to mr. glenn hendrix. okay? >> my name is glenn hendrix, the chairperson of the board of directors, glenn hendricks. a horrible tragedy today and our thoughts and love goes out to the bta family, the organization and what they've had to go through. i could not be more proud of the vta organization. as i drove here i saw vta buses out on the road, this is just a horrible tragedy that has occurred. one piece of information, the event did happen on the vta light rail yard, it did not happen in the operations control center. it did happen on the yard. i want to go ahead and let

people know that as of noon today, vta light rail service will be suspended and additional bridges will be put in place. so we will continue to provide service to our county residents. the reunification here is here at 70 west where people can get together and get information about their loved ones. >> i'm sorry for your loss, what kind of security is on the parameter? >> i will let someone answer the question later. we are so sorry this event happened, we are there for you. vta is in the process of getting grief counselors in place to help them. as i said, vta is a family. people in the organization know everyone. this is a terrible tragedy and

we will do everything we can to help people get through this. i have no information about the investigation or what happened. >> can you describe the facility and how many employees are there and that sort of thing? >> i don't have a number of people that are normally there but it's early in the morning when light rail service is starting. this is a maintenance yard where we do maintenance on the vehicles and also it's where the vehicles are dispatched from. >> i am the mayor of the city of san jose and i also serve on the vta board with chairman hendricks. this is a horrific day for our city. and it's a tragic day for the vta family. and our heart pains for the families and the coworkers.

because we know that so many are feeling deeply this loss. of their loved ones. and their friends. now is a moment for us to collect ourselves, to understand what happened, tom moran ends to help those who have suffered to heal. that will be my attention today. and for the foreseeable future. my attention will then be immediately turned to ensuring we do everything possible to ensure this never happens again in our city. and in the next 48 hours, i will be back in communication with you to talk about what we've been working on over the last year and a half and what we intend to do in the weeks to come to ensure we never see a horrific tragedy like this again in san jose.

transportation authority board along with the chairman, glenn hendricks who gave us a little more information then we got from police, police gave us just some of the same details we got last hour, we anticipate to get more, perhaps, or at least an update in the next hour, that's what was promised. suspect deceased, public safety is assured at this point according to the santa clara county sheriff's department deputy russell davis just now. multiple law enforcement and fire responded, reunification center for family and friends who want to pick up those loved ones who survived today. that sort of thing we have had before, we got it again. what we did not have came from chairman glenn hendricks who told us that outside of it being a horrible tragedy an important detail, he said this happened on the vta rail yard not in the operation center so there's a lot of questions for that sheriff's deputy whether this was in or outside. another interesting piece of information that we did get through the questioning of the media and that was, there was a

rescue mission, correct? and the deputy said yes and went on to tell us that the rescue task force operation had to get people out of a building. it is helpful to know a little bit about where this played out because we now know that it was early morning and that's where the vehicles go to be maintained in that maintenance rail yard and they are dispatched from that. ted williams has been on the story with me today and i want to bring him and just shortly, former d.c. police detective. not a lot of time now but just to get your quick thoughts, ted, on all that we are learning now. >> harris, there is so much that we don't know. i'm happy that you picked up on the fact that hendricks represented that this happened on the yard there. the other thing that came out was that this suspect is definitely a male suspect. quickly, they know a lot more,

quite naturally, then they are sharing, they, by now i am sure have been able to identify this male suspect, i think they would know if there is a connection with him and any of the employees at that location. they are doing, i'm sure, a scrub of the male suspect's home, looking into what is the motive behind this as best they can. a lot of work that is going on behind the scenes unfortunately was not discussed here. i wish that they would have shared more with the public. i will hope later on when they have another press conference that they will, in fact, share more with the public because the public is clamoring to know, what was the motive, if there was a relationship, was this a
