president biden urged americans to reflect on the deep roots of racial terror and recommit to eradicating systemic racism ahead of his trip to commemorate the 100th anniversary of the tulsa massacre where a white mob killed 300 black residents and decimated businesses. the white house released new details on economic proposals to close the racial wealth gap. it includes $10 billion to revitalize black communities, $15 billion for transportation. $5 billion for affordable housing. $41 billion for small business programs and a tax credit to attract private investment to be included in the infrastructure plans hashed out with senate republicans. although he has pushed to make racial equity a priority for the administration. police reform negotiations are moving slowly and the budget

and racial minorities was unlawful. harris. >> harris: thank you very much. we'll work that into our conversation now with jasen chaffetz who joins me, former house oversight committee chairman and fox news contributor. thank you for being with me. first of all, the president about to tell the nation that america is systemically racist and that we have to fix it. your top line thoughts. >> i don't think america is systemically racist. i think there is still racism in america and it needs to be rooted out but the plan and the solutions that the president is putting forward i think actually divides america more than it unites us. we're about freedom and liberty and self determination and a land of opportunity. we are not a land where some people get more advantage than others. and there has got to be a pushback on what the president is trying to do with

reparations? that's not the solution. i look at what senator tim scott is trying to do with opportunity zones. no matter your race, no matter your background you have opportunity to succeed in this country. that's what america is all about. >> harris: i was reading about other places around the world that are also looking at their nations and saying yeah, there is racism there. they've had it in their history. canada, the bodies of 215 little beautiful children, indigenous children found near that school, one of the many in that nation's history where they would put children to be realigned, if you will. there is other wording they would use to put them in society. i mean, nations on earth have history and if we know that history, we won't be so doomed to repeat it. what do you think the president's goal is here by telling the nation that it needs to fix what he says is broken based on history? >> well, i think we have a history and not all of our history in the united states is

a pretty one. and i'm not afraid of acknowledging that and learning about that. but to push it to the degree and direction that the president is trying to do i think is wrong. i look at today's immigration policies. i think people understand that we need to protect our borders. but when he doesn't, when he just allows this free flow of people into the country and gives them advantage over americans, that again divides us. so i don't know exactly what his goal is. i think he is listening to the far radical left side of the equation who are asking for things that i just don't think are palatable. i think america is tired of being told it's racist. i know i'm not racist and my family is not racist and my friends aren't racist. if they were racist i wouldn't hang out with them. america is tired of that. create opportunities and allow people to thrive and stop taking american's money and

handing it out the way they see fit and do it in an equal basis. if you keep telling people that we're divided, guess what, we're going to be divided? that is not the vision of martin luther king or other civic leaders. i hear it from biden more than anybody else. >> harris: move to this. the republican strategy now i understand for winning back the house in 2022 could be to zero in on the rise in violent crime across the country. they don't -- one new mexico republican is running for an open congressional seat and he is already out with ads going after his opponent. let's watch. >> she supports the most dangerous legislation in america, as albuquerque faces record numbers of homicides, legislation that defunds and dismantles the police.

murderers, walking free. >> harris: how is this going to be the message further wider in the party for republicans? >> well first and foremost when the president goes out and talks about his need to root out systemic racism, understand that a lawless society, one that has less police and less protection disproportionately hits communities of color. these are the ones that actually suffer the consequences of a police force that has been defunded. look at what is happening in those big cities. as far as a political message, law and order, standing true for law and order. go ahead, democrats. if you want that discussion with americans republicans will run the table. >> harris: the things i take notes on. i want to make sure i hear you right. it's an important point of view. the move to defund the police,

an unintended consequence of the left and maybe not looking at it this way. what you're saying is inherently that is racially incentive and might be racist depending how far you go with it. if you take away resources to protect people of color. >> that's exactly right. the men and women who live in these communities who need the protection the most. look at the inner city schools. when new york city has to get rid of all these officers that are there to provide some sort of help and security. in washington, d.c. same type of thing. guess what? those are predominantly black communities that they are trying to defund the same police of. >> harris: i hope people are listening to that. that part of the conversation we'll see again what jason is saying. british intelligence services are saying it is feasible that covid leaked from that lab in wuhan, china. england now reassessing the origins of the deadly pandemic and reporters in the u.s. are

admitting they dismissed the laboratory leak possibility just because former president trump and other republicans were pushing it. watch. >> i think a lot of people have egg on their face. it was an idea that was first put forward by mike pompeo, secretary of state, donald trump, and look, some things may be true even if donald trump said them. a lot of people on the political left made the media made the mistake. if tom cotton said something it's not true. that's not right. a lot leaped to dismiss the lab leak theory where it was coming from. we don't know how covid started is the reality. >> harris: i want to get your reaction to the snap back to reality of maybe we better look at china's communist government on covid and i want to go deeper on something. first your reaction to that. >> i'm glad jonathan carl has woke up to the idea that the warnings that were coming out a year ago weren't just made up.

wouldn't disclose it came out of a lab. it is important to understand what the possibility that it came out of a lab so we can focus more international attention trying to get better inventories around these labs. >> harris: why was it so hard to take a look this time if it happened before. apparently it happens enough it is not even a couple. they say six or more. >> that's scary. hollywood makes movies about these types of things. to have the former fda commissioner saying it happened for six of these major outbreaks out there is pretty scary stuff. so if the serntss for disease control and our nation as a whole is going to actually put more control mechanisms in place, we better understand worldwide where these are and a virus getting out is scary. that scared me. >> harris: i know you were chairman of oversight. the intel reports as members of

congress would be able to read some things. if that's happening in this country do we have to let other countries know we're also having lab leaks? how does it go? >> i do think you do. i think if you have a lab leak that could affect the world health. and i look at scientific america has a new article out just now about the rise of fungus and how it kills 1.5 million people around the world. i never heard that before. i do think congress plays a role both the house and senate providing overnight and why aren't the democrats having any types of hearings about these things if it's so prevalent and millions of people die every year? why aren't they doing that? why don't they have priorities to go do an investigation on that? why not a special commission? >> harris: i just asked the question because you hear journalists now saying maybe it had former president trump actually saying it and maybe that's where they are, too. maybe they don't have to prove his questions were good ones,

chief of staff mark meadows says watch out. there is more to come with hunter biden. this follows the reports of evidence which appears to show president biden met with his son's foreign business associates while he was vice president. the "new york post" editorial board writes this. the biden family has been trading on joe biden's high offices for decades making millions of dollars off their presumed influence and access. yet somehow news about it all is never quote, unquote, fit to print even though democracy dies in darkness. in fact, the media have long down played the controversy surrounding the president's son hunter and his laptop. >> he talks about hunter biden's hard drive. he talks about conspiracy theories. >> a smear on joe biden comes from the kremlin. >> most of those charges are unverified. >> i won't even say them.

to livestream their counting processes for the sake of transparency. there is a lot of misinformation. a lot of democrats not dealing with facts. >> harris: i'm glad you started there. i will ask my team to pop it on the wall. we had some of that already. early voting critics say makes it difficult to vote early. it required early voting for nine hours per day and when it comes to mail-in voting that is still allowed. there are just new restrictions on unsolicited applications. the fact versus the fiction here. saying the bill does little to address ballot security and it actually addresses cybersecurity verification and transparency issues. roger, where are democrats going to gain ground on this by walking away? >> it is a bare knuckles legislative technique, right? you deny them a quorum and it's

a daily basis. texas department of public safety officers have been involved in more than a 300 -- 300 vehicle pursuits since march here in the rio grande valley area. i want to show you pictures again here. take a look of a rollover crash from just yesterday in williston county 70 miles northeast of where we are now. the driver of that black s.u.v. carrying 17 migrants when he crashed and rolled over. four of them fled. one teenager was trapped inside and the rest detained. here is a video shared by a law enforcement force who shows drug smugglers inside the vehicle cutting in and out of traffic being chased by border patrol agents. video is set to music and shared online. it comes as we're learning more and more americans have been apprehended smuggling dution across the border since the start of the pandemic. u.s. citizens were actually caught trying to smuggle in

drugs almost seven times more often than mexican citizens between october 2020 and march 31st. it's way up from the 2018 and 2019 fiscal years when it was just twice as often. now trafficking experts are saying that it is happening because the u.s. border is only open to essential travel and u.s. citizens and as we exclusively shared with you a couple of weeks ago the mexican cartels are recruiting americans, sometimes teenagers, to do their dirty work and harris, out here in the rio grande river i can tell you there has been a major shift. ever since the u.s. coast guard showed up here with their boats about a week ago, we've been told by some sources that the smugglers are now pushing east this way to where there are fewer resources. they are very savvy and they respond to whatever law enforcement is doing at the border. >> harris: they are also extremely dangerous. they kill people. >> they are.

the superintendent the cumberland. and essentially that kicked off me trying to work with the school initially on the themes to correct. >> harris: what do you mean a white supremacy letter? >> we were sent an equity letter on the heels of the george floyd death and it said white supremacy in their five times and called us all white supremacists. we didn't know it but that's what we were called. >> harris: you fought back how? >> i sent a letter, email to the board and superintendent saying peaceful protest, first amendment in the midst of minneapolis burning to the ground. also i said you could have mentioned our police department. we're the safest county in the annual report and our guys are great. we have had a top notch police department. until represently where the

equity committee has defunded the cumberland police department. we pay a lot of taxes here but for tern el. we have had a number of folks quit. giving notice, quitting, left or leaving and half the force is now gone which makes us all less safe than we were a year ago. >> harris: just to further the point on that the way that the money comes into play is they don't fill those positions back is what i understand you saying. i want to get this back to the school. there are a lot of parents in cumberland, the town where you live right now in maine who you told me previously really fear the cancel culture and they don't speak up but they are supporting you for doing it, why? >> i mean, this sounds weird. i'm the tip of the sword. i have had a number of business leaders and people across the town pull me aside and say i believe in what you are doing. i can't say anything because cancel culture is so strong here and the woke mob, the

trolls go after everybody. so i got pushed and i pushed back hard. >> harris: you go to the school board. the superintendent via email you said because you couldn't get anybody to actually meet with you. and you tell them what about the curriculum and the school district that you want changed? >> the biggest thing i can't speak for martin luther king junior but i think he would ashamed of what this administration is doing. they're teaching kids as young as kindergarten to hate their white skin and i was brought up the content of your character is the biggest piece, doesn't matter the color of your skin. >> harris: your daughters are about to graduate. first there were strict conditions and now you can see a band play and do all that. what is their reaction, your daughters? >> they just want to be normal seniors and keep their head down and frankly i had no plans of creating a scene. i just wanted to be a dad and
