the shooting, this happened off a busy friday night on the popular street, sixth street and, bars and restaurants, it's so crowded ems had trouble eating to the scene. police drove some victims to the hospitals themselves and keep in mind, austin pd is working these days, foster city council voted unanimously to cut police department budget by $150 million amid calls for police reform. earlier today, hours after this shooting, the austin police association waited, maybe city council will realize the funding and understaffed police department is not putting public safety is a top priority. we want states back, not this new one counsel has created. in chicago, police have their hands full in addition to a number of other homicide investigations, they are now searching for the two men they believe opened fire on a crowd

this morning on the south side killing one woman and injuring ten others. in savannah, georgia, one person was killed and a total of eight were injured include a 13 and a 2-year-old in a shooting last night. police are searching for suspects, three apartments and six cars were hit with gunfire and a lot of families live there. >> there's bullet holes in people's front doors. screen doors are shot out so i'm upset at this moment and we are going to try to find a way to make sense of it because this was senseless and i'm worried about the kids and going to the hospitals and make sure these young people are okay. >> islands as a dramatic rise in crime in major cities coast to coast, staggering numbers show a sharp increase in homicide and shootings compared to this time

last year. a lot of police work is needed to solve the crimes but many police departments are facing death shortages amid police reform and defund police movements. a lot of officers have gotten out of the profession this past year. arthel: very disturbing. thank you. eric. eric: scary moments on a delta light this morning. an unruly passenger forced the plane from los angeles to divert oklahoma city last night. passengers saw flight attendants do the man reportedly made terroristic threats. trying to take the plane down. now in custody, it turns out he was not just any passenger. live in atlanta with more on that. >> earlier oklahoma city police who boarded the plane and searched after it made the unscheduled landing there, identified unruly passenger as

an off-duty delta employee. they did not specify what the person's role was with the company whatever the case, this incident unfolded on delta flight 1730, traveling overnight los angeles to atlanta. in midflight, the unruly passenger began arguing with the crew toward the front of the plane, other passengers came to their assistance and help the individual until the plane made the unscheduled landing in oklahoma city. one passenger describe what happened. >> the pilot made an announcement and said all able-bodied men come to the front. i got about halfway up, we were told to go back to our seats, situation was under control. >> a spokesperson says the aircraft landed without incident, the passenger was removed by law enforcement. we apologize to our customers for the delay in any additional

inconvenience it caused. the suspect is in jail in oklahoma city for local police searched the aircraft to make sure there's no other safety concerns before allowing it to resume its flight to atlanta. it landed safely this morning and an official with knowledge of the attendant no flight attendants were injured and social media reports claiming the unruly passenger attempted to open the aircraft door are incorrect. this comes just a week after another delta flight leaving los angeles, this one heading to nashville had to divert to albuquerque after an unruly passenger allegedly tried to break into the cockpit before being subdued by fellow passengers and crew. since january 1, the faa said it's received approximately 2500 reports of unruly behavior by airline passengers and the vast majority of these reports from 1900 of them involve passengers refusing to follow the federal mandates to her face coverings

wanted $1.7 trillion to spend on infrastructure. this comes as inflation is rising, consumer price problem last month by 5% from a year ago. one part of the infrastructure built would have a gas tax to inflation to help pay for it all. what will happen? examiner chief congressional correspondent, susan. you got this group of ten moderates from both parties, five republicans, five democrats reaching their agreement. can they bring the rest of their colleagues along? >> that's the question everyone is wondering from the small group is not much, 100 senators, you need 60 to pass it without circumventing the filibuster so the goal is to get a bipartisan group where you get enough from both parties you get the key 60 vote but it's really early, it's not a number too far out of reach from what republicans said

they would tolerate, upwards of $1 trillion, not too far ahead of that and not that far below the president's latest offer, 1.7 trillion cdc it almost looks a halfway offer, it's a lot different than what democrats president biden want for the size and scope but i think what democrats are willing to agree to his a deal like this, smaller narrow deal that deals with infrastructure in the traditional sense, roads and bridges and broadband perhaps and separately, democrats will take up a bill without help from republicans, that would include a lot of things republicans wouldn't support such as human infrastructure which is what democrats refer to $400 billion eldercare, $100 billion for electric vehicle tax credits, that's where democrats will go it alone using special budgetary

tactics that let them pass the 51 votes we are looking at to hear, that's what democrats are saying they are willing to accept and that's why i think getting back to the original question, can the bipartisan deal become law eventually? there is certainly a chance given the scenario i just outlined but it's not guaranteed the liberal democrats don't like this, they just want one big deal that had all the goodies on the liberal wish list. they don't want separated so they will have to have an internal battle over that, if they are serious about that. president biden we know is in europe right now, they've given a preliminary look at this offer from the bipartisan group and said they have questions how to pay for, he mentioned the gas tax, it hasn't been raised in a really long time, waives the tax

not outright indexing it to the consumer price which basically promises you will eventually be paying more in gasoline taxes when you go to the pump so that something biden said i don't support a gas tax so it's unclear whether he will tolerate the indexing offer republicans and moderate democrats have come up with but it's a compromise offer and without this, they've got no compromise at all. eric: with the president have a choice? you have already sketched out a scenario where the items that don't deal with bridges and roast and potholes and broadband and infrastructure, that's what the president wanted. he separates those, as you say, do think he would find something that would separate all that? yet you still got the gas tax situation at the white house. >> right, the indexing 10% outright gas tax so that is a

halfway compromise and what we reporters got from the health last week was the democratic leadership does support the tax. they said they do and that's a big deal because that gives democrats a chance to pass the things they want but they know republicans will along with and have to use a special budgetary tactic i mentioned but 51 votes but then they can use this bipartisan measure with republicans to show bipartisanship and cut this deal, the president wants partisanship, he started republicans weeks ago and he hasn't given up even though the initial talks fell apart last week, there's a backup group we are talking about right now still trying to come up with something so i always say if there's a will, there's a way. there's a will right now to get it done, it's too early to say

it might implode. the other problem is they are running up against a tight deadline. democrats want to move something quickly by the summer, that's coming up very soon when you think about the work that is required to get a bill like this across the finish line so things basically have to wrap up in terms of yes, we'd like to try this, is going to wrap up pretty soon or you might be seeing an end to the bipartisanship, this to me is a last ditch effort. if this doesn't work, it's probably going to be democrats all the way and republicans on the sideline. eric: we will see if they use that maneuver to have only democrats. they will end up with bipartisanship and say look it's bipartisanship and they sneak in all of this, you know how washington works. susan, good to see you. thank you. arthel.

arthel: the city of orlando florida today marking five years since the deadly mass shooting inside pulse nightclub. forty-nine people were killed and 53 people wounded when the gunman opened fire. many of the victims were latino and part of the lgbtq plus community. bells rang out at noon today in honor of the victims and the city will hold the ceremony tonight. a permanent memorial at the nightclub is expected to open next year.

he's tough talk, what kind of action would deter the russian president signing off on cyber attacks russian action, ukraine and human rights violations? >> what a list. when president biden asked for the summit in april, it was because of the russian military buildup on the border with ukraine but now, to me the number one issue here is russia's evil cyber tools. we've seen russia were hackers probably paid by russia into the government agencies, colonial gas pipeline hack, the meat hack and what we know is they can do more, they have destructive capabilities. biden has to go into that meeting and deliver a very strong message to putin that these cyber attacks are not acceptable. arthel: so really who has america's back? which other of the countries

will team up against putin and what could a collective force do to stop the bad behavior? >> i love the g7 summit is going on first, i think the biden administration set it up just right. the g7 is meeting and remember russia was kicked out of the group in 2014 after they took over crimea. on monday, a nato summit and putin hate the extension, the g7, this drives putin banana. he was a written france and germany and other allies putting together a strong front and understanding russia has to be contained and putin has got to have limits so if he had gives strong momentum going into the meeting. arthel: it seems no one is expecting deliverable, it's not like he's going to come home with the russian that but if there's some level progress

possible? >> it's because biden says relations are at a low, don't forget airliner, all sorts of mischief created by russia. biden and putin met ten years ago in moscow but since then, things have deteriorated so much so no one is expecting any concrete deliverable, i think it's a chance for private meeting for putin will look and see if biden will blink biden has to deliver a strong message including reminding putin of the u.s. treasury department putting sanctions on a lot of the russia oligarch and putin's international business interest so this is really about both leaders sizing each other up, biden has got to play a strong. arthel: putin definitely a good reader of character and strength, that's his strength.

earlier peter doocy was reporting from england that the g7, they've signed a letter calling out china for unfair trade practices, human rights violation so is this collaboration able to punish china over persecution of the actions i just listed? >> this is a very good start. after covid and what it's done to the globe, you can see these leaders recognize that china is a threat to every nation so is a good beginning at the g7. i think it will also lead to international infrastructure issues. they look like they will try to talk more about getting to the bottom of covid and how it started in the wuhan lab and what we see is a lot of coming together, britain and canada have been strong declaring the china treatment is a genocide,

americans have declared that as well. france and germany have waited a little bit on the but i think unity at the g7 really shows the g7 group and their friends are the forces of freedom and democracy and time to take a stand against china, both literary actions and the whole list of issues, it's a good time. arthel: 30 seconds so that means, are you hopeful? >> i am i think we understand now china really is a threat to our way of life and i like the g7 is tackling it on many of us. i like to germany angle, they've got to get china to cooperate on chuck on climate. there's an air of realism knowing that china and how we deal with it will determine what the next ten years looks like. arthel: i always enjoy talking to you. thank you. eric. eric: the g7 leaders took the beach, here at home real estate

obtained from the border, the border should have been her first stop. you've got to get down there and get the intelligence that you need right from the people impacted. she should have gone down, the local officials, the local sheriff's and gotten all of this information which by the way, had they done this during the transition, it would have taken down the policies from the previous administrations to start with. they would have been warned of the impact and what we are seeing right now. eric: she would say look, all you have to do is watch television, you see it there on your screen, you don't necessarily have to go in person and that's why they have reports and meetings and discuss these things. what do they need to do to get beyond this and stop what happened? >> what they should do is we implement the remain in mexico, get control of the situation.

you have to stop mass migration. as you said, they are overwhelmed. local sheriff's down there, they will tell you they are overwhelmed, they are stepping in billing the boys and the local sheriff's and local law enforcement departments are not built to do this. this is a federal responsibility. they need to get rid of what they did with catch and release is wrong, they need to get rid of that. it's causing the problem and also we need to continue with the law. there needs to be a physical barrier to help stop this. we know the people encountered to the tune of 180,000. what we don't know other people not being encountered and that number could also be significantly high. eric: in terms of people who want, it is illegal to show up and they know how to do this, they are taught what to do basically, present yourselves,

you have fear and seek asylum which is legal in this country, how do we deal with that and go through those who were told to do that for the human traffickers and smugglers those who have real credible feelings of threats against their life which is why they made this. >> it's been a detriment to the people who really need asylum. they are being coached by the coyotes and cartels coming to the u.s. to make those claims and the important thing here is, it's very hard to decipher in the program now has been decimated because everybody is showing up to the border claiming asylum. normally requirements, you have to show up to port of entry and now we have them join everywhere in between in making this claim so it has become a problem for those who rightfully need to make that plan to put us in a
