i know a little bit about it. jasper doesn't like peter to watch television so you will get in front of his face. >> bill: a jealous dog is a long way. >> dana: here's harris. >> harris: thank you bill and dana. it's actually jillian and for harris today but we begin with the fox news alert. president biden changes his tune against vladimir putin. the president has now arrived ahead of that meeting and he appears to have softened his rhetoric about putin. he is also, at the same time,

pledging that u.s. will defend at cyberspace if russia continues to attack. >> i have met with him he is bright, he is tough, and i have found that he is a worthy adversary. the russian leader now claims that he has no recollection of the monarchs. sean hannity is not mincing words. >> under biden, there is no tough love. there is no america first, there's no accountability. there's no difficult conversations, no negotiations, america last policy. as joe keeps saying, america is back. america last is back. america paying the bills for the world is back. as a result, the world is taking advantage of biden's tremendous

the rhetoric. joe biden said that he was laughing too. listen here. >> look, he has made clear that dashed out the answer is i believe he is in the past essentially acknowledged that he was -- that there were certain things he would do or did do. >> a long pause there as president biden figured out exactly the right words to say. he doesn't want to, in to this summit tomorrow with a lot of bad blood. obviously there's a lot of tensions between united states

states and russia. president biden saying that he is not looking for conflict with russia. listen to what he said yesterday. >> to president putin that there are areas where we can cooperate if he chooses. if he chooses not to cooperate in acts in the way he has in the past relative to cybersecurity and other activities, then we will respond. we will in kind. >> the last meeting was july of 2018, helsinki with president trump and president putin. we were right there in helsinki harbor. but this one is going to be different for one particular
8:05 am
standpoint. president biden, after his meeting with putin will hold a solo news conference. there will not be a joint appearance by the two leaders. the joint appearance between president trump and president putin was quite a scene. it's quite an interesting thing about seeing the two leaders side-by-side. we're going to hear from both parties about what happened during the bilateral meeting but when you see the leaders side-by-side, you really get a chance to read the body language and if president biden really wanted to be publicly tough on vladimir putin, that would be the perfect opportunity to do it. but the white house says that they do not want to give putin the elevated form to appear side-by-side with president biden. >> gillian: you will be shocked to know that back here in washington on capitol hill, democrats and republicans are pretty divided over just the issue you were raised, the decision not to do the press conference. >> that's shocking. >> gillian: i'm sorry to shock
8:06 am
you. let's bring in senator tom cotton of arkansas. you heard it the report there. he played a clip of the president yesterday saying that the u.s. is willing to cooperate with russia if we can find areas of common agreement. what are they? are there any left at this point? >> i'm afraid there aren't. i'm less concerned on how joe biden stumbles and bumbles on how he describes vl putin rather than how he behaves toward vladimir putin. he has been pathetically weak. in the earliest days of his administration, he extended the one armed controlled freaky with russia. a treaty that is badly one-sided in russia's behavior. he's also hooking western europe on russian energy while harming our allies in central and eastern europe.
8:07 am
right now, joe biden isn't imposing all of the sanctions that he could. he's not taking taking the aggressive actions that we could. joe biden can say whatever he wants at the summit tomorrow but until he acts wet strengths and vigor, vladimir putin is going to know that he still has the upper hand. >> gillian: if you are the president today, how do you go into this meeting in terms of ranking the security threats that rationale poses a question mark there's war in cyberspace, there's the nuclear program there is there treatment of human rights including alexi. how would you prioritize these

different threats? >> i would not be going into the summit tomorrow. i think was ill-advised for the president to make one of his major bilateral summits overseas with vladimir putin especially after the string of weak actions towards russia. the president should have spent more time this weekend focused on china and the threat that china poses in bringing our european allies along with us to see that threat as opposed to talking so much about things like climate change. russia remains a threat but china is the threat that the united states and the free world faces in of the days ahead. >> gillian: you grab my attention when you said that there is is very real potential threat that no one seems to be talking about witches what if the russian and chinese governments tag team. could you tease that line of
8:09 am
thinking out for us a little bit? >> it's been a centerpiece of u.s. foreign policy going back to the earliest days to ensure that the old world could not unite its population, your resources, landmass against the new world. primarily, the united states. this was the concern that we had in the early days of the cold war that communist russia and communist china would unite against us in the free world. henry kissinger and richard connection helped turn china against soviet union. but that was then and this is now. china is the main threat now and we need to ensure that we are taking steps to prevent that cooperation. make sure that they don't have the ability to cooperate and combined their vast terrain, people, and resources in a way that would undermine american jobs, american prosperity, and ultimately american freedom.
8:10 am
>> gillian: a whole new world now in the 21st century for these kinds of foreign policy threats. i want to ask you lastly before you go about news that came out over the weekend. it appears that there is now this growing momentum towards ukraine joining nato. is that in the u.s. strategic interests? >> at the moment, we need to be careful about expanding nato to countries that have russian troops on their soil. nato has a mutual support agreement, article five, that if one country is attacked or invaded it can call on the support of all countries. we should work with the ukrainians and we should work with the georgians to restore territorial sovereignty to protect them from russia but at the moment, i think nato membership is getting ahead of ourselves. b3 interesting. thank you so much for taking
