other? white house officials have down played their expectations for the meeting. biden's national security advisor going as far as to say he doesn't expect any significant outcomes. republicans argue biden has appeared weak on the world stage and saying his knees are buckling by not facing reporters alongside putin. >> the fact that you aren't prepared to stand six or eight feet from your adversary and tell the world what it is you talked about. the things you care about and why you care about them shows enormous weakness. >> we need to go on the offense. we've lost deterrents with the biden administration and lost respect. >> showing weakness toward russia and being tough on america. president biden needs to go in with a position of strength. bullies understand one thing, strength. if you go into a meeting with a bully with weakness, guess what? the bully comes out on top.

>> harris: general jack keane is standing by. i want to binge with john roberts co-anchor of am in reports who is live in geneva. john. >> good afternoon from geneva. it crossed the 5:00 p.m. hour the meeting between president biden and president putin started at about 1:45 and they're still going. the rough schedule is for us to start hearing from the leaders about an hour from now. that could slide depending how long the bilateral meeting goes. you mentioned there will be a joint press conference. however, they want they can spin it. the way it is supposed to unfold putin is supposed to go first so it could well be that president biden gets some questions from the media based on what putin said during his press conference. certainly there is no shortage of things for the two leaders to talk about or be asked about. first among them the recent cyberattacks that dried up the supply of gasoline in the

southeast, the attack on jbs and dozens of smaller cyberattacks that happen every day. the new chair of the house gop conference earlier today on fox insisting president biden is not up to the job. >> president biden is being tested. early on in the administration you are tested by your adversaries. the cyberattack backed by russia on our energy supply and food supply, that shows the u.s. is vulnerable and that is president biden failing the test to secure our critical infrastructure. >> as has often happened at the start of the bilateral meetings, the pool spray got chaotic as the u.s. and russian press delegations were pushing and shoving with each other trying to gain access here and the white house disputing an american pool report that during that chaotic scene president biden nodded when he

was asked by the pool producer the american television pool producer if he trusted putin. apparently he nodded his head. jen psaki disputed that during a chaotic free for all with the press shouting questions the president gave a general head nod in the direction of the media. he wasn't responding to any question or anything other than the chaos. the tv pool producer disagrees saying and the associated press wire reporter were in the room only ones asking question when the exchange occurred. she says the president looked directly at her, looked her in the eye and nodded his head when she asked him if he trusts putin. if anything, harris, it is certainly fodder for at least one question to president biden when these solo news conferences begin. >> harris: it always amazes me. i know you've been in the room so many times with press

secretaries over the years. why not say no, we don't trust who he is doing. why not just say that? >> because the president said in an interview with abc that putin was a killer and then in geneva on the way here he said he was a bright guy, he was strong, he was a worthy opponent. so suddenly he will turn around and say i don't trust him? i think the president for the most part wisely kept his mouth shut during the pool spray. things said there become the news and not what actually happened during the summit. >> harris: now it is the head not making news. okay. john roberts, thank you very much. i want to bring in jack keane retired four star u.s. army general and fox news senior strategic analyst. good to see you today. i want to get down to the bottom line here. these two men are inside that

villa. the list of people with them is long but not open to the public. what do you hope they're talking about? >> well, first of all, i thought this meeting should probably have taken place later this year or next year after the staffs have been able to arm wrestle the issues to the ground and bring in the top guys. we are where we are here certainly. i think it's a great opportunity for our president to reset the stage with russia. and by that i mean to really put if front of putin that we aren't going to deal with what his number one strategic objective is. we're not going to accept the fact he wants to develop a sphere of influence with the former ussr states and why he is continuously harassing the baltic states and poland and trying to weaken the nato alliance with the nord stream 2

pipeline deal which is eastern europey answer are all opposed to and the third issue deals with his obvious aggression for the non-aligned countries, harris, and that aggression manifest during bush administration in georgia and crimea and ukraine and syria. these are major issues. the second thing is tell putin i'm not going to accept the fact that you are conducting a massive cyber-warfare campaign against the united states to diminish and disrupt our democracy. that is over. if anything happens again from government hacking or from criminal hacking, we will counter attack to destroy the cyberinfrastructure where where that attack came and we'll keep doing that until you get the lesson that we aren't going to tolerate it. what we're doing is building up a deterrent and opposing cost.

that needs to be done. >> harris: what i didn't hear you say just then is the russians would like some kind of a suspect law. we think you give us -- we need to stop them back into whatever corner they were in so they stop doing this to us. i get that. former secretary of state mike pompeo in a new op-ed on foxnews.com wrote this. for years democrats complained president trump wasn't tough enough on russia and ignored the facts. now president biden has a chance to walk the talk. if biden apologizes for america or casts pie in the sky vision for cooperation putin will sense weakness and america's russian policy will be in for a long 3 1/2 years. your reaction. >> yes, certainly that. the one thing i would add. the other thing in terms of the consequences of cyberattacks, we should institute sanctions that really hit his pocketbook,

his oil and gas industry and also expose his personal wealth with his cronies and oligarchs. it would get his attention. the other sanctions we've done in the past. he has waved them off. no impact. we have to get serious with that. and that's the reality of it. >> harris: i want to cut in. i know we don't have much time here. what about this pipeline? we had our own pipeline nightmares because of being hacked by what we suspect russian hackers and nothing happens in russia without russian communist government not knowing about it. are we holding them accountable for that pipeline in any way that you are seeing with biden? >> i haven't seen anything to that effect. we have significant capability here. in the 2018 election and 2020 election, the president authorized cyber command to conduct a counter attack against the russians who were interfering in that election

and public declaration of that one by the president of the united states and second by cyber command indicated the success of that. putin knows full well what our capability is. we just have to be willing to use it and recognize that this is a cyber-warfare campaign. it is another means to weaken the united states democracy. to weaken our resolve. to weaken the people's confidence in the government. we have to wake up. this is a massive campaign. it has strategic objectives to it and we have to counter them specifically and hold putin and this meeting accountable for sure. >> harris: the world is watching. others know what we're capable of, too. what will president biden do or not do despite mounting evidence that coronavirus escaped from the wuhan laboratory in china, has now refused to cooperate with

international investigations, china communist government doesn't want to cooperate. we've been questioning u.s. funding for the research and now republicans are demanding answers from beijing. >> there needs to be an open, transparent and independent evaluation of what happened at the wuhan institute of virology. the chinese have not been willing to do that. we need to hold them accountable if they aren't willing to do that. i believe the world needs to know and the only way we make that happen is to be aggressive, to be direct in what we expect out of china. >> harris: general, you have taught us on this very program so much about those laboratories in china. take us into the next chapter as we move to try to get some answers. >> certainly i thought it was quite lame by the g-7 to suggest that the w.h.o. should conduct another investigation.

they didn't use the term investigation. they called it -- that was probably too strong a term for them. but listen, that is not going to get us anywhere. certainly it is prudent to put together an international independent commission, given what took place, and go after that recognizing full well that china is likely not going to cooperate to provide us access to the scientists themselves and to the original data to the commission to examine. but nonetheless it should be set up and we should talk internationally about how are we going to hold china accountable? not just from the united states perspective but how do we do this internationally? i think this tension with the europeans because they are economically dependent on china and they probably watered down the commune -- communique coming out of the g-7.

the president of the united states can have strong leadership. we need to deal with this. president xi consciously spread the virus. we know this. he shut down domestic flights coming out of wuhan to protect the rest of china but per misted the international flights to go. why did he do that? he did it because he knew he would have an economic setback and wanted the world to share in that, particularly western democracies and america. he didn't want to pay a price, a unitary price for it while the rest of the world prospered. that's criminal behavior and he has to be held accountable. >> harris: we knew the spin. we knew somebody was vacuuming up the ppe around the world and the fingers point to china. they were able to get themselves what they needed before everybody else could and what helped and what you are sayings is let's not have it spread as fast across our country, let's send it out so we can protect ourselves first and yes, share the burden of

the governor of texas says he hasn't even heard from her, not even once. and it appears the vice president's calls for illegal immigrants to stay home isn't being heard in central america. they say we didn't know she said that. our team on the southern border encountering multiple groups of illegal people arriving in the lone star state as summer temperatures are ticking up making their trek even more dangerous as you might imagine. a lot of desert area that you have to cross to get there. we're live in la jolla, texas. >> good morning. it is becoming increasingly obvious vice president's hair's message to the migrants not come to the board isn't getting through. they come every day in large numbersened like clockwork every morning in the sector where we are. take a look at this. as soon as we got here we see

several large groups of migrants walking into the united states and giving themselves up to border patrol. many folks were women and young children. some had toddlers with them. a group of 50 or so. they don't try to run away. they give themselves up and hope they have a chance to stay in the united states. this happens constantly all parts of the day. look at what we shot yesterday afternoon here in the same spot right here. this blistering heat in the middle of the afternoon. we get ready fordo a live shot and a group of 30 migrants comes out of the brush behind us and sits down and waits for border patrol. they are so over stretched there were no agents in the immediate area. folks sat down and waited to be apprehended. some were struggling in the brutal texas heat. look at this video. had a chance to talk to some adults. they told me they traveled 18 days. i asked them did they hear vice

president harris's message not to come to the border and they all said no. also yesterday afternoon here look at this video the drone crew shot. a customs and border protection helicopter pinning down a group of runners, the folks who don't want to get captured and try to get away when family units come across and suck up border patrol resources. young guys running through the brush. border patrol got those guys and brought them back. back live new information "washington post" reporting that texas democratic representative henry cuellar has sent a letter to kamala harris saying you need to come down here and visit the border. you need to see what's happening with the surge and you need to talk to the people who are being impacted by this. whether or not she will do it remains to be seen. >> harris: right now she has a group of democrats standing outside her office waiting to meet with kamala harris because they will talk about the texas election voting laws and so

they want to talk more about what democrats have done to push that out of the way in texas than the huge crisis. we'll see if cuellar can get her attention. thank you very much. great reporting as always. vice president harris did visit south carolina on monday to kick off a nationwide push to vaccinate millions additional americans against the coronavirus but she still has not visited the southern border as you just saw us talking about. let's go deeper now. why it matters politically. rnc chairwoman ronna mcdaniel. there are politics when you lose an issue. the other side can do some things with that. what would you think that would be in kamala harris's position over the border? >> the border is in crisis. i think every american looks at what is happening with 200% increase in people coming through, 14,000 children unaccompanied last month, harris. i can't even imagine the atrocities they are facing along with the sweltering heat

and coming unaccompanied and 800% increase the fentanyl coming across the texas border. we know we have an overdoes problem in this country and the border is porous. kamala harris is sending a clear message. she doesn't care. she doesn't want to hear it. she doesn't care. not calling governor abbott. she knows she is in charge an an issue she decided to turn a blind eye to and people are suffering as a result. >> harris: does anybody else know she is in charge? i don't know if you caught our reporter talking with people on the ground who were coming across illegally and they didn't know the vice president had said don't come. i know from our own reporters she didn't spend any time in country when she was in guatemala. we were there. people aren't getting that message. your last thoughts on this. >> she went in 2018 when she wanted to get a photo op and president trump was in charge. president trump solved the

border crisis. she is now in charge of it. it is a catastrophe and she owns it. i talked to governor abbott and did a podcast he said he hasn't been called. wouldn't you call the governor of a border state to say how can we help and hear about these issues? >> harris: that's presuming if you knew how to help. senate republican chair john barrasso predicts the g.o.p. will make a comeback in next year's mid-term. let's watch together. >> i'm look for a successful 2022. mitch mcconnell has come under a lot of criticism for saying he wanted to make barack obama a one term president. i want to make sure joe biden a half term president. >> harris: on if house side the "washington post" pointed out in the average mid-term election the president's party loses 27 house seats.

president putin wrapped up their three plus hour long meeting. lots of people in the room but no media. so we don't know all that was said in the meeting. we know these two men will make remarks and go to separate news conferences. they will break with any traditional stand side-by-side to hold each other accountable or look unified. the world's biggest photo op. at the tail end of that meeting we won't get it. they'll have separate news conferences. putin is supposed to go first. i look at that on one satellite that's coming in here into the newsroom and on the screen that you see is president biden heading to his site. there it is on the right of your screen where putin will head and then biden will go to his location and we'll know some of what the news was. we'll cover every second of this that's public that we can see. okay. the omar problem.

white, caucasian in that district. the problem harris there are two things that congress people deal with. one their personal and private feelings and then two, what their constituents desire them to do. she is accurate. critical race theory is not something that congressional members will be voting on. when you look at the polling it is not even in the top 10 or 15 of the majority of voter's minds not just on the left but also on the right. so people may call her coward. she can share her personal feelings on it. not part of the legislative agenda. not what she is elected to do and a district flipped and republicans are looking hard to flip it back. >> harris: you are right about where the polling would show congressional issues are hot for people. when a roomful of people brings something up and you are a leader you have to find a way not to get called coward and have something to say. it is happening all over the country.

vestige of -- the first integrated, the most interracial friendships and marriages and now they have ingested all of this critical race theory that is causing so much harm and mistrust between people who need to trust each other in order to save their lives. this is so wrong and defense secretary lloyd austin, obsessed with race, will go down in history as the man who broke the military. it is so sad for someone like me who has a history with that to see what's happening right now. >> harris: i want to give you a chance to respond to that. we went from school to military. as rachel pointed out crt is a hot topic in both. >> our military is the best in the world and critical race theory is not going the bring them down. the bigger, better and stronger than any idea. critical race theory has been an academic idea around for 40

years. the military has had its share of problems with race and equity diversity. the diversity in the military like companies or in schools is meant to bring about more inclusion and more equity and more diversity and more understanding. it is not meant to separate. this is not to divide the country. politics is dividing the country more than this. >> harris: i don't know if you want to lay out your tapestry of making the military more like the military. people like my father in the 60s and late 50s. they loved this country so much they served that military and he was as black as i am. that opportunity has always been there. the road may not be completely smooth at all times, but it is america. rachel, quick lnd we have to go. >> i need to make this point. the standdown that defense

i want to point out one point. back in november of last year what happened the ukrainian delegation submitted their considerations how they plan to implement these accords. it is not a secret document. here is what it says primarily but they need to have proposals for the political integration into the ukrainian legal system and constitution. to do that there will be need a constitutional amendment. that's what it says number one. number two, the border between the russian federation and the ukraine along the line of dunbas will be occupied by the border forces of ukraine on the day after the election. so what did ukraine propose as a first step?
