brings us a revolution. let's get into this. >> i wish i was there with you. we are going forward. the portland officers leaving their spot specially trained and crowd control. but will remain on the general course, the team resigned partly in response to one of their members being indicted for assault and a charge the police union calls unjustified in a statement says unfortunately, a decorated public servant has been caught in the cross fire of agenda city leaders and a politicized criminal justice system. i want to get your take on this and how does this not only affect portland but the whole country is watching this. >> steve: exactly right, because this is such a central issue and growing in importance. we go back a year or so after george floyd, the call went up

we need police reform and people debated what that would look like. we did get police reform and you know who delivered police reform? president trump. how did he do it? got the leaders of the police organizations together and put together a plan practical steps to address practical problems if they are fired from one force, need to be able to track them. that's the kind of thing that president trump lead, he delivered that. what you are seeing from the democrats at the federal level in washington and around the country is not police reform, it is police retreat. take the police out of the communities they are supposed to be policing. they talk about defund the police and that has certainly happened with terrible consequences around the country, but more deep and more corrosive thing going on and which is not just the defunding but the

disrespecting of the police and that is happening everywhere you see in the media, political leaders, and no wonder the consequence of that is a total demoralization of the police. people not applying to be police officers, people leaving the forest and now you see this big move which should shake everyone up. we have to have a reliable, trusted police force to protect that basic thing which is the foundation of everything else which is a safe community where people can go about their lives and their business pair the police are central to that. we have to support them and what we are seeing around the country as a total disaster and i'm really pleased that this action has actually woken people up to what's been going on and how we need to change course. >> harris: i know the audience knows a little bit about this with you but i want to lean in a little bit because you have grown up with law enforcement in your family and in portland, i

know that too. so from inside view looking out, what you have seen your relatives treated like over the years compared with how police are treated now and that word respect is huge. >> kennedy: my brother is still the shooting instructor at the police academy in oregon and they are demoralized. what they are seeing here is people who are committing felonies binding cops, setting fires, defacing property, setting fires inside federal buildings, targeting federal and local law enforcement, committing assaults, and his attackers still haven't been charged and that's what's happening because they are not

protests, they are riots and these are people hell-bent on not only the destruction of the city but on the destruction of america's and those people are not charged and so cops are being be in into the ground, and they are not getting any support from the mayor or the district attorney so when you have an officer involved in a riot on the 75th consecutive night and there is a questionablef the petard and the officer is charged but none of the people committing the destruction around him are charged, it's very demoralizing. >> harris: one of my gas last hour was talking about the crime in portland and in many different cities it is surging, theirs is up 126%, homicides up by over 500%, a retired las vegas police officer i have a my show quite often i did not

know he was training behind-the-scenes with this unit on the ground undercover and was part of their training and let's watch and talk about what he shared. >> the rapid response team officers are some of the best cops i have ever seen. they are highly trained, highly motivated, dedicated to the city, dedicated to the people of portland and what has forced this mass back in the nation as a failure of the leadership of the police department and the city. >> harris: so he specifically pointed to the city attorney. he specifically pointed to the judges when you've heard steve hilton talking about it and randy said the danger in all of this is these are the most trained people you have on your force so when you lose 50 of them, they go back to general but it's a different type of service on the public will feel that. >> emily: and now they will be

indicted. it highly specialized, highly trained, valuable public servants are being indicted. it let officer could spend up to a year in prison for that fiasco. >> harris: couldn't we see the video, you are not seeing it on fox news because the local affiliate there is not sharing it with us and we can get still pictures which you may have seen during that and if not, we will put more up so that means we can show it. it went viral like that so i just want to get it out there, i'm sorry. >> emily: i'm glad you said that and keep in mind that reporter already received $50,000 from the city in a settlement, ballistic a step back. after the riots that burned that city down, there were less than 300 referral arrest that came out of civil unrest related

defenses, but those included arson, assault, property crimes, weapons charges, and that was just 28% of all of the arrests and then those four categories, less than 50% were actually charged. that was on the stateside and it included things like assault like a federal officer, less than half were prosecuted and of those prosecutions, no jail time. community service was what they felt was appropriate which included encouraging people to vote. you cannot make this up. it's absolutely appalling and now police officers are suffering and going to jail. this is appalling. >> harris: so the former president trump looked at criminal justice reform, looked at these issues, had relationships with cops across the country and talking about the death of george floyd, he could see what was going on like everybody else on that video, so

it's not that justice was in part of what people were protesting about but there was a whole lot going on in this country. does this get us closer to where we need to be with what's happening? >> no, it absolutely does impair the president looks at that situation and said the answer is more funding for our police officers plus accountabilities if you had incentives and said we will put more funding if you ban choke holds, we will incentivize you to report bad officers which are only a small handful if you emphasize that. we will put in a database and if they try to move around, we will have accountability. these are smart common sense reforms and when you look at what the left has done, you talk about them not getting prosecuted, what about dealing g bailed out? are cops are getting indicted for things they are doing to protect themselves and their city while you have writers getting bailed out at a time

when federal officers were being locked in the courthouse as these writers attempted to light the courthouse on the fire. it is absolutely disgusting and that incident occurred when a group mobbed an officer who is trying to arrest a violent writer. so this wasn't as if some officer was running down the street -- it's absolutely ridiculous how they've constructed this narrative to be so false. >> harris: i can hear you and i just want to get your last thoughts on where this takes us with police. we can't live without them. >> steve: exactly. but emily was talking about in terms of what they are requiring of these people, it is an insult to every decent citizen who goes about their life and their business in a decent way and expects to live in a society where we have order and that is all we are asking for in the police put themselves in harm's

combined. there is a racial discrepancy there and she should focus on it because a lot of it is happening in her city. >> emily: the "chicago tribune" in her town have a crime team and they run a weekly homicide analysis so as of yesterday, less than halfway through the year, already surpassed their homicide rates were 2020 by almost 10% in 2020 with 17% higher than the prior year and the problem is with her entire analysis 73% of those deaths are young black men and keep in mind over memorial day weekend, there were 49 shootings and mayor lightfoot said this is unacceptable, this is a bloodbath. i remember her saying that two years ago when she campaigned solely on ending the unyielding violence in the community only to see it spike 50% in her second year. it's not working clearly. she is incompetent and in internal maniac from those emails we have seen but all jokes aside, this isn't a laughing matter because people
