the border. reporter: the people benefiting the most are human smugglers and more than happy to take money from migrants and get them to the united states no matter how dangerous it is. take a look at this. this is out of uvalde, texas on tuesday. state troopers and border patrol rescuing a group of 15 migrants who had been locked inside of a moving train by human smugglers. they were being kept inside of grain hoppers, locked inside. border patrol reporting it was 110 degrees inside when they rescued migrants. 5 of them were suffering heat stroke. they had to be hospitalized but thankfully agents able to get there in time and prevent anybody from dying. but this is becoming more common. take a look at the photos right here. this is a group of 52 migrants who they had to rescue who were found inside of a train inside of tinny compartments and

include little children. if you look at video in big bend sector, once they get to the united states, if they can get in the train, they will try to hide inside, human smugglers are more than happy to take money and cram them in doesn't matter how hot it is in hopes migrants are hoping they can get into the interior of the united states by train. but border patrol officials say these smugglers are ruthless, they don't care if these folks die. all they care about is bottom line and it's getting worse by the day, take a listen. >> they are ruthless. to them it's about the money and commodity and people continue to trust in them, you know, they are going to exploit those human beings. reporter: before they get on the trains, typically what we see happen once people are smuggled across the border, drug cartels and human smugglers will put them in stash houses. they are all over the u.s.-mexico border. just right here in the rio grande valley they busted more than 200 of them this year

alone. mike. mike: bill, one alarming aspect of this border, human aspect component of it, what have you learned of that component in recent days? reporter: yes, just mentioned about the stash houses. if we can pull up video that we came across on tuesday. we were tipped off to this massive stash house bust that was believed to be cartel related. it appeared to be an old abandoned auto garage where they found 107 migrants crammed in texas heat. what smugglers do is bring them across the border and put them in stash houses and hold them there until they are ready to move further into the united states and what was spray painted in graffiti, cdg. stands for cartel del golfo, cartel that runs south of the border in mexico right now and they are big in human trafficking and unfortunately as

summer months start to arrive, it'll get hotter out there and border patrol expects they'll find more bodies out there. mike: bill, in texas border, bill, many thanks. ♪ ♪ ♪ mike: group of bipartisan senators getting ready to unveil infrastructure framework but majority leader chuck schumer says democrats are working on their own backup plan. good afternoon, rich. rich: hey, good afternoon, mike. president biden spent last week in europe and spending the week in wilmington, delaware. the white house says when he returns to washington this upcoming week he will have discussions with democrats and republicans about infrastructure proposal. there's two tracks on here. on one, you have democrats and republicans negotiating in the senate about a 1 trillion-dollar spending proposal. that's something that senator joe manchin is a part of and he says that by wednesday the latest, they will have that

framework released. two, democrats are talking amongst themselves about a possible $6 trillion spending plan. >> that would be a problem for me. i'll have to talk to the rest of my colleagues but that is a -- that would be a very big sticking point because $6 trillion is more than we spent on world war ii. rich: progressives are pushing the larger proposal. 1 trillion-dollar plans that democrats and republicans are trying to negotiate, it's just too modest and fails to address their priorities. >> all that the president is doing, i am doing taking a look at reality for working families, understand the needs having ignored for decades. rich: now that strategy involves democrats needing all 50 of their senators on board and also that process known as budget reconciliation. usually to get a large piece of legislation through the u.s. senate you need 60 votes to overcome a filibuster, well, in this case, democrats would only

need 50 but all senators on board and then, of course, they would need the majority of their members in the u.s. house. mike, back to you. mike: rich edison, rich, thanks very much. joining us kansas republican senator member of the senate appropriation's committee and commerce science and transportation committee jerry muran, senator, welcome. senator: good to be with you. mike: you're part of the bipartisan group of 21 senators working on cutting infrastructure package. how close are you to a final deal? senator: i think that the deal can come together pretty quickly. i think the democrat members of this effort are checking in with the biden administration, awaiting return of the president from europe last week and now from the weekend in delaware. my hope is that we can have a decision from the white house as to whether there's anything that they'll support. the republicans started negotiating with president biden and he rejected our latest proposal. this group has been negotiating with other members of the senate

as compared to the administration but i assume what's happening now is that the democrat members that we've been negotiating with want to touch base with the white house and make sure they can be supportive and the white house can be supportive and give president biden chance to live up to campaign promises and inaugural address of being a bipartisan president to accomplish goals that are important for the country and infrastructure is certainly one of those. i'm interested in this deal because i'm not interested in spending $6 trillion. it's something that's not affordable and something way beyond what americans think it's infrastructure. it's more align with democrat and liberal, kind of progressive ideas. we do something basic that we can agree upon. too many times in the united states senate we don't do anything because we can't do everything. my view is infrastructure is something we can do, something, and this is a pretty darn good

opportunity for us to demonstrate to the american people that we can get well enough to advance the well-being of america, its economy, its workers through an infrastructure bill. mike: you made reference to progressives like bernie sanders wanting to spend $6 trillion on a whole range of things including infrastructure. it sounds like president biden may have trouble on his progressive left flank, what do you think about that? senator: we certainly know that senator manchin has indicated he will not vote for a partisan infrastructure plan. it has to be bipartisan and he certainly has been integral part of this effort and also demonstrating that we can do something bipartisan and infrastructure, maybe it will spread to a few other things but important to me is that we could reduce the chances of major spending. i'd be delighted if we were

spending the amount of money that this bipartisan group is agreeing on instead of something about 6 times that. mike: right. sen accept it's bay too expensive but also just the process in the senate. if we can demonstrate that we can cooperate. i want to do the things that are necessary to keep the senate democrats from changing the filibuster rule from operating under reconciliation, 60 votes in the united states senate to pass legislation is important. it's historic and any effort to undermine that and change that, i think, changes the nature of the senate. more importantly is damaging to the country. demonstrating that we can get this accomplished without changing the rules of the senate, without using reconciliation would be a really good thing for the well-being of the nation. mike: one question, senator sanders asked today, how do you all plan to pay for your bipartisan package? senator: you know, i saw that in the press that he was uncertain about the pay fors that this bipartisan group is zeroing in

on. struck me as odd that bernie sanders is worrying about how to pay for something. it's just an odd thing for him to highlight. perhaps his answer is always to raise taxes on the wealthiest people, but our efforts is to try to do things that would pay for this. we will do things that pay for this infrastructure plan that doesn't damage the economy, doesn't reduce the amount of available opportunities for americans to work and pursue the american dream and keep people employed and doesn't have anything to do with raising taxes and has to do with public-private investment and money appropriated for other purposes now for infrastructure, giving greater flexibilities for the state for money they can spend on infrastructure and so we are trying to find a sweet spot that allows us to do good things for the country by investing in infrastructure but not to do things that are damaging to the economy with taxes. mike: senator jerry from great

state of kansas. >> happy father's day, mike. mike: happy father's day, congressman cloth and on financial services committee, you heard senator moran, what do you think of bipartisan infrastructure? >> regardless of infrastructure bill that gets passed and we wewill get passed because the super majority of american people in both parties support clean waters, supporting roads and bridges, these are things that unite the american people and we will get it done. mike: senator lindsey graham made this appeal to president biden and i will play the clip and ask you to respond. >> you have a republican party that's willing to meet you in the middle for a trillion dollars of infrastructure that can fundamentally change the way america does business, roads, ports and bridges and accelerate electrical vehicles.

you have to determine how kind of president you are and what kind of presidency you want? >> senator graham has zero credibility lecturing this president on meeting in the middle. the house democrats have passed infrastructure bills that will lay the work that supports an economy that will work for everybody. there's a healthy debate within the democratic party and healthy debate between democrats and republicans on the nature of the policy and how the pay for it but we will not let them down run the clock. we will pass an infrastructure bill and it will command the support of american people in both parties. mike: while considering the slim majority that you have in the house and the 50/50 you will need republican buy-in, right? >> well, as you said in earlier statement, democrats are proceeding on two tracks. we are engaging with republicans particularly in the senate to see if we can do a bill that's bipartisan within congress.

we are also repairing reconciliation and there are benefits for doing a bipartisan bill that has under regular order, you can incorporate more policy and we will tackle an infrastructure even if it has to to be by reconciliation and meet the needs of the economy as we transition. mike: what do you say about those in growing debt, growing debt each and every day? >> we can pay with infrastructure bank that taps into private sector capital that wants to go to work and carbon tax that we switch to clean energy economy and pay with higher taxes on the super wealthy and we can pay for cutting the pent again's inflated budget that grew by 17% in trump years without any increase in security. there are multiple pay fors to ensure they are making the investment we need here at home while not settling our kids with undue debt. mike: do you think it's going to

jonathan live in alabama where tornadoes have destroyed dozens of homes and businesses. hello, jonathan. jonathan: hi, there, mike, the cleanup is underway, you can see a tree service removing branches that are threatening nearby homes and damage what n what authorities believe was a tornado that came through this neighborhood. over here you see a tree toppled into the home, the structure however, stayed largely intact but a different story for the dozens of mobile homes in this community. this trailer over here, what's left of it, nothing but debris. amazingly no fatalities are reported in this immediate area, however, 3 p were taken to the hospital with serious injuries. authorities say it was a tornado that came through here around 7:30 a.m. saturday. resident joe said it started with heavy rains and winds and he saw tree branches falling in front of him and minutes later he was pulling two of his

neighbors by the debris. >> i think she got a broken arm and lacerations on her neck and stuff and he was just laid out and i asked, you want to go with me and the ambulance. i'm glad he went with the ambulance because he has internal damage. >> another suspected tornado damaged the cedar point fishing pier between mobile and dolphin island on the alabama coast. heavy winds blew a 2 by 4 into a side of the ban in a parking lot injuring a homeless man inside and in baldwin county near greenville, alabama, the organization's executive director says this morning i've been thinking about how we do not always understand the reason why things happen, however, we will continue to hold for our god for peace and comfort as our

hearts continue to break and mike, just outside of tuscalusa, another fatal accident, heavy winds blew a tree into a home killing 24-year-old man and a 3-year-old boy. back to you, man. mike: heartbreaking severe weather in alabama. jonathan, thanks very much. bike race in arizona turning violent after driver plowed through cyclists and police chased down and shot custody that's now in custody but have not determined a motive. christina coleman live with the latest, good afternoon, christina. christina: good afternoon, mike. six people are recovering today from the critical injuries they suffered from the incident and happened early yesterday morning in mountain town northeast of phoenix, no word on a motive but we are hearing new disturbing details from a witness who describes this as a, quote, targeted attack. and we just want to warn you, the images that you're about to see are graphic.

as for the witness he's a cyclist participating in the race. he tells "the new york times" that he saw the truck driving in opposite direction and cross over 3 lanes and head toward the cyclist. this person says the driver intentionally hit the group and accelerated before hitting a telephone pole and according to this witness, cyclist pounded on the truck's windows and were screaming for the driver to get out of the vehicle and instead of getting out of the ford super duty truck, the witness says the suspect made a u-turn and headed back toward the cyclist. now we checked with cholo police and we are waiting to confirm any details on any of this information. anything that could give us some possible insight into why this man plowed a truck into a community bike race. cholo police has confirmed the suspect did leave them on a brief chase and they tried to stop him and he was shot by authorities by a hardware store. he's listed in critical but

stable conditions. details on the circumstances of the shooting have not been released. in the meantime the town of cholo is showing their love and support for the victims. >> we had huge outpouring from citizens in our community asking if they can help, what they can do. at this time, there really is nothing but just please give your prayers to the family, the victims that are involved in this terrible event. christina: also the identities of the suspects and the victims have not been released. mike. mike: thanks very much. one man is dead and another injured after a truck slammed into a crowd at a pride parade saturday in florida. the driver of the truck is a member of the fort lauderdale gay men's chorus. according to statement by the group, they do not believe it was an attack on the lgbtq community. police are still investigating

mike: fox news alert, multiple people injured after hot air balloon crash in colorado. you can see many people standing by the balloon basket. the sheriff's department tweeted that 3 people were transported from the scene, luckily, their injuries are not considered life threatening. three other people also escaped uninjured according to authorities a gust of wind caused the crash. florida governor ron desantis in speech in orlando one day after federal judge struck down cdc order stopping cruise ships from operating. david spunt live in washington with more, good afternoon,

david. david: hi, mike, this is something governor desantis has been pushed for several months. he filed a lawsuit to try to open the cruise industry as soon as possible. it appears he was successful. he touted that yesterday at the faith and freedom conference that was going on for the past few days near orlando, florida he took it to court to make sure that ships could set sail from florida. once again since march of 2020 since ships have actually set sail from the united states. desantis seen as a potential name for the republican nomination for president in 2024 hosted others at the conference near orlando. he welcomed the crowd to what he called the freest state in the united states. >> even though florida has been open as they said, we still have been battling the federal government, for example, the cruise lines have been shut down by cdc for over a year and so i decided to do something about it. so we brought a lawsuit a couple of months ago in federal court.

we were told by the, quote, experts and people in the media that this was just a stunt, that we had no chance. david: mike, desantis was one of the first voices considering open state of florida while other states in lockdown and first to decide to give all of the vaccines to the elderly first bucking trends in other states, back to cruises, federal judge, steve in tampa ruled the cdc did not have authority to impose blanket restrictions on cruising. the agency did put out strict guidance against being able to take cruises citing the pandemic, of course, but the judge ruled that this is guidance, it is not considered binding. it's merely just a recommendation or as i said guidance. cruise ships as i mentioned stopped leaving in the united states in march of 2020. things are supposed to get back going in the next several weeks but it's important to point out celebrity cruise out of the caribbean not directly related to the united states, everybody vaccinated on the cruise, still

two people came down despite being vaccinated with covid-19. mike. mike: david spunt live in washington, many thanks. >> joining for reaction brian mudd, welcome. >> good to be with you, mike. mike: unemployment figures in 2021, florida 4.8%, new york 2.8% and california 8.3%. bryan, how do you assess the differences in those numbers? >> it all comes down to policy. there's no question that action taken by the state to reopen us and desantis did put lockdown in a few weeks but realized quickly that it was a mistake, acknowledged as much, said we are following the science rather than a lot of people said they were following the science and they didn't. what we have seen throughout the course of the pandemic that florida's overall cases are in line with the national average while obviously our overall economy has been far superior to

the rest of the country and, in fact, on that particular note, moody's analytics keep with index, back to normal index and only two states that have an economy that is producing above pre-pandemic levels, south dakota is one and obviously florida is another. and that's remarkable when you consider where we are with travel, only about 3 quarters of where it had been and the cruise industry that has yet to get underway. >> interesting, south dakota and florida, presidential candidates coming from governor ranks and as you mentioned the cruise ship industry according to fox news research represents $8.1 billion in 2019 and 159,000 jobs. so clearly a critical industry for your state of florida, does that help explain why there's so much anxiety basically to get up and running again? >> yeah, mike. well, there are a couple of things about this. as you heard governor desantis

say in the clip that you played, there's something bigger in play here. the industry has been shut down effectively for 15 months and a lot of people wanted to get into the vaccine passport and desantis was clear, this is about something bigger, have unelected scientists that could shut down whole industries for over a year and they constantly have been issuing. there was one last week about dogs being imported into the united states over rabbies. seems benign because who wants rabid dogs. he went for the premise and knocked it out of the park. the cdc has been abuses the rights of the cruise industry and also other industries right along. mike: so thinking back of the early days to have pandemic, you had governors in the northeast and mid-atlantic, out in california who really did a lot to lock down the economies.

governor desantis was really the rebel in trying to reopen as swiftly as possible, talk about the political consequences or the risks there of him being a rebel basically. >> well, because he's a smart guy. one thing that people like to dismiss, here is a harvard educated jag officer, he follows the science, the information was there. it just wasn't being communicated accurately, consistently and that's why within the data, he constantly pointed to it. look, this is what the science said. it's not even in many cases what we are hearing from the cdc at times and certainly from the world health organization. it was a calculated risk in that he had data that supported him right along. it was the media narrative and the left narrative against him that was the issue and that's the reason he's become such a popular governor and why he's a front runner at this point because his policy worked, great policy makes good politician. mike: full disclosure, both of

out of precinct policy which does not count provisional ballots cast in person outside of designator's precinct violates voting rights act, elizabeth, start us off. >> what you ended off section 2 of voting rights act is what i'm looking at in this case. the actual laws themselves which might be written in race-neutral terms can be seen to have an effect that causes communities of color, voters of color to have less of a possibility of electing the person of their choice and under the traditional tests, under the voting rights act that's a violation. inclusive, multiracial democracy and voting rights it's a crucial part of how that's enforced. even if the particular laws fall, i think what i'm going to be looking at how robust the supreme court endorses section 2 of the voting rights act and that test that makes sure that

voters of any race whatsoever can make sure that they have a real meaningful voice at the ballot. mike: all right, mark, what's your take. mark: well, i think actually we are at a critical moment in american law, mike, if you think about it. the amy coney barrett court, if you will, she's only been in the court about 7 months so we are really going to start to get a glimpse of where the supreme court is going to be going on not just voting right laws but the second amendment and abortion. what's interesting is, remember, we just had the 2020 census which means that coming up we are going to have over the next couple of a serious of redistricting efforts, people drawing new lines based on the new census totals and this case is really going to tell us a lot about how the supreme court and the entire federal judiciary, mike, is going to sort of understand and apply the laws with all these upcoming battles about how states draw congressional lines and how votes are counted. i think this case is actually a big deal in telling us where the court is going to be going on

the voting right cases. mike: student free speech which holds public school officials may regulate speech that would materially and substantially disrupt the work and discipline of the school applies to student speech that occurs off campus. mark, your thoughts? mark: yeah, look, unless a student is making a violent threat, the student should be allow to have had free speech rights under the first amendment of things they say outside of school. you know, in this case the student was criticizing the process of, you know, not being selected to the cheerleading team but if you think about it, what would happen if a student went out on -- on the internet and talked about how she or he was upset with the curriculum, what he was being taught, bear in mind we have people like greta thunberg and what would

happen if principal decided to suspend because they disagreed on views of global warming. this is a big case and students should have the right to speak as long as they are not making violent threats or anything along those lines. they should have free speech rights like the rest of us. >> i think the court will find narrow ruling. there's a concern about cyber bullying and concern about allowing students to have free speech. it's not one of the first amendment context in the corporate context where there's a lot of dedivision on the court being first amount being used to force union rights or promote corporate rights and i think this is the court will try to find a narrow way together. mike: big month ahead. i seem to recall doom's day scenarios by democrats when president trump selected amy coney barrett, we should get a better sense what the court does in the coming weeks. elizabeth, mark, thanks very much. >> thank you, happy father's day. mike: thank you so much. as thousands of military

mike: for many military dads, father's day is a bitter-sweet holiday as they spend deployment away from their families. one administration works to support those fathers on father's day on how they help heros and their families. let's talk to codirector and military wife, jessica. >> thank you for having me on today. glad to be on the show. mike: sincere thanks to your family for their service. militaries had a particularly heavy lift with tour after tour in iraq and afghanistan. what's been the impact on our patriotic military families? >> well, we do -- blue star families does annual military lifestyle survey every year and every year our -- our -- one of the top concerns is time away from family. so half of our military families responded that time away from family is top concerns with military lifestyle. so we know that time away is impacting both families and the

service members themselves. >> so what do you do to try to help? >> blue star families is focused building connections in the local communities. we host both virtual events, summer camp events and we also host recently reopened to host in-person events. we have 11 chapters across the country in different locations and they host on the ground events like our tennessee chapter hosted a paint night for father's day a couple of days ago. our san diego chapter is putting together boxes for deployed families and just to try and keep that connection and build that sense of belonging and in the communities that they live in. mike: it is father's day and clearly there's many military dads stationed all over the globe. your thoughts on these dads being away from home on this all-american father's day? >> well, military families are separated a lot. we have a lot of time away from one another and that often

occurs over holidays and very important days, whether that's birthdays or christmas or father's day. i know that family -- fathers, we are asking them to run the gamut of emotions and we ask them to go from nurturing parents to battle ready and then back again within the space of just a few days. so we know that we are asking a lot of the military dads and so we want to appreciate them today as they navigate that shift back and forth. mike: jessica, i wonder if you have advice for younger military could you please who may be newer at this deployment thing and being away from kids on holidays and significant times. >> yeah, it can be hard, but connecting with others and that's why i'm with blue star families because it is all about connecting with civilians and others that can help provide that support. so whether that person that you connect with is a neighbor, it's a friend, is even somebody who is connecting virtually, going outside your door and making friends with others in the

community, others who get to know you, that social support is so important and communicating with one another. the good, the bad, the ugly, communicated so that you can work together on it. mike: we have your website on the screen. bluestarfam.org. how can patriotic folks help families like yours? >> one of the best things that you can do whether you're affiliated or not is welcome people to your community, to your neighborhood, even if you're not a military family, you can welcome the military families every year, half a million military families are relocate to go a new community and having a community there to welcome them is one of the best things that you can do. you can also check out our website and support some of the programs and read through some of the research that we have on military families, so there's lots that you can do but start with making that connection.
