>> harris: fox news alert as rising violent crime across democrat lead cities is serious political issue now for president biden. now the white house appears to blame the trump administration for the surge. this is "outnumbered" i'm harris faulkner. emily compagno and kayleigh mcen knee in studio.
9:01 am
fox enterprise reporter and expertise -- and fox news political analyst, lawrence jones. great to see everybody today. the map, let's go to the wall, shows the playing of violence reaching across america. these are the cities where shootings took place just last weekend. some of the victims include young couple targeted in an ambush attack in chicago. we want to warn you the video we are about to show you is graphic. you can see a mob surrounding their car. police say the husband was shot and killed. his wife critically wounded. all of this after a dispute over a minor traffic incident. video from new york city an attacker repeatedly stabbing
9:02 am
a -- they haven't found anyone to arrest so far. the white house refuses to blame this on defund the police movement or riots for the spike in crime. >> there has been a rise in crime over the last five years. really the last 18 months. the president feels a great deal of the crime we are seeing is a result of gun violence. you can expect he will speak to that. his commitment to continuing to address gun violence and gun safety in the country. >> harris: i want to take this down to a purely political level now, bear with me on this. kayleigh, i am going to come to you on this. this is a break in philosophy how we see to fight crimes. democrats and republicans are very different. the name i pointed too, brooklyn borough, former republican, former cop of 22 years. his vision for the city is moderate. that matters all eyes on new york now.
9:03 am
>> kayleigh: yes my prediction is he canner prevails for that. crime in the streets is key. there is a rise in crime. if i can stay on the political side i want to address what we heard from the white house podium saying this has gone on for 18 months. that's true. if you rewind to a year ago we talked about rising crime from the podium. we acknowledged that, we acknowledged why. as they deflect blame to president trump, they should take a inward look. we stood at the podium in june, at a time when violent crime is coming down, if you defund the police, you will see a rise in crime. we called out new york, minnesota, and l.a. what do you see, rising crime. joe biden needs to take a inward look. joe biden dismantled the trump policies of saying you can't tear down monuments, not prosecuting 50% of the writers

in portland. that's responsible along with defunding. >> harris: lawrence we see bail reform and recidivism. not everyone but it's stark numbers and a real problem that. also is a burden on the system. >> when this start the out it was to be equal justice under law. it was suppose to look at different failures in the bail system, criminal system at large. that changed. many criminal justice reform advocates need to be honest. i'm one of them. my first job was in a juvenile court room advocating for young people. the message is so far from the equal justice clause. it is about making sure everyone is on back on the streets, getting rid of prisons in
9:05 am
general. when i look at the video of the little girl yesterday who shielded her brother, is that where we are, kids have more humanity than us. one of the things we didn't discuss is that perpetrator caught up in gang violence, by the way, tried to use children to shield him from the gunfire there. are no more codes on the street. what happens now, harris? you know what will happen the pendulum will swing so far to the other side, because people have had enough. if you made the argument months ago that if it's just the cities don't worry about it, i'm sorry it's coming to the suburbs too. it's everywhere. to kayleigh's point about the change in talking points from the left when i make this point i started to travel, do reporting on the crime three years ago for the fox news channel. democrats told me, over all crime is down. now we see the seeds sowed back
9:06 am
then by george who wanted to refund, redescribe our pugh a system. system and got people back on the streets. they don't believe people that are a risk to society should be behind bars. that's what our jails are made for. >> harris: it's the dichotomy we see in politics. they literally see things so differently in public safety, republicans and democrats. >> i'm glad lawrence brought up the activist. i want to go back to the biden administration addressing gun control. this is the first instinct when their bad policy is failing they go after our rights, specifically the second amendment rights. that's the go to, instinct,
9:07 am
solution. i'm most concerned about, i do believe the pendulum will swing, i believe americans are disgusted with the biden administration, democratic mayors who allow the lawlessness. >> if democrats know how to do anything better than anyone else it's to use chaos to push for control. i hope americans realize this is a product of defund the police movement, product of bad public policy, bail reform, it's not a product of our second amendment right. i hope americans understand that. democrats will absolutely use what we see in the streets now to push more gun control. we need to stay vigilant on this front. >> harris: we're about to see the president of the united states deal with something he didn't want to talk about on the campaign trail, tomorrow. if they want to put it out this is going op for quite sometime. they didn't want to talk about it leading up to the election. when you look at president biden's past on criminal justice, he don't want to have
9:08 am
that conversation. he has to have it now. people are asking folks, how does it feel on the streets? we're finding out that north of 70% say it seems things are more dangerous. more than 50% say it's more dangerous where i live. you can't ignore it. particularly in democrat lead cities. i want to get to this, we had on joe last hour. let's go to him and emily, i will go to you. >> when they talk about defunding the police you're talk ing about an increase in violent crimes in the urban communities. that's what has happened. you know who is impacted the most? statistically the black and brown communities. they're being murdered in our streets. >> harris: emily, you have joe saying this and lawrence saying this before. it's not staying localized in the cities. how do we know that? recruitment is down across america. the push against police is not
9:09 am
localize today zip code. it's spread to everywhere. if you don't have more cops you have more crime. >> that's exactly right. keep in mind the conversation we had the last four minutes as well as joe's comments earlier that's more comprehensive and more nuance than we can expect from the president tomorrow on his national crime prevention strategy as we wait with bait the breath with what he will come out with. keep in mind no amount of tax dollars in the world, no amount of over simplification in the world will make a difference if the prosecution isn't working. >> if crimes are not being prosecuted and from are not consequences with convictions we will get nowhere. you have heard me talk about the ugly statistics on this couch from activist --
9:10 am
just quickly to lawrence's point about meaningful justice reform. criminal justice reform. i'm an advocate as well. i have spent hundreds of hours in prison. as we see everything den and state it totally wipes out the progress from a prior administration for actual reform it takes us 020 steps back because the streets are on fire. the liberal media paints it as mass shootings. they want to support the agenda of anti-lawful gun ownership and antipolice. they want to support those rett ricks. because they're painting it with a broad brush rather than the community violence, the anti-cop violence, the gang violence we see here.
9:11 am
>> harris: quickly i have a legal question. i can go to both of you. the law and how it works. if i'm a citizen and i know they're not adjudicating the cases, right. i know the criminals, suspects, are not being looked at in a manner to make us feel safe, justice is not served. can i sioux? i sue. >> you ten to have immunity if you're a government figure. no, is my answer. i don't know if emily has a different answer. it's happening at the federal levels too. it's the biden justice department that is not prosecuting 50% of the portland rioters. it's federal level as well. >> we saw lawsuits of ad vocation of duty for government officials. unfortunately the rulings were diemed moot. it had to do with orders from government officials and the like. >> harris: interesting.
9:12 am
>> in the criminal realm the recourse is recall. >> harris: you need that on the booms. books. we have to scoot. casey abrams is open to a voting rights bill requiring voter id. quite a change. a flip flop. the way the washington post is reporting on her turn around is called a absolute disgrace.

calling out abe rams and other for their flip flops on voter identification laws. abe rams referring to the laws as jim crow two. now she says she would be open to a version even though it requires voter id. washington post calling her change in stance a evolution. isn't that interesting. here is stacy abrams in her own words then and now. >> voters without a drivers license or state id must surrender their personal information to receive an absentee ballot. then georgia voters have neither idea and punitive free id that is not free with cost of transportation and documents. >> nobody has objected to proving who you are to vote. it has been part of the nation's history since the inception of
9:18 am
voting. >> kayleigh: it deserves a good laugh. stacey abrams and joe biden have moved from jim crow to okay by me. >> yes the polling changed. democrats move with the polling. majority of americans show americans support volter id. vo. the voters didn't buy it. that's what it boils down to. we know this turns. this is what it boils down to. the democrats saw a benefit in the pandemic with massive mail-in voting. they coordinated the strategy to fit the model. that was temporary because of the middle of the pandemic. republicans were always against ma sieve voting by mail. they saw fraud that could take place. you can't verify a voter at that point in time. republicans didn't have a strategy for the massive mail-in
9:19 am
vote. democrats saw it they took advantage of it. now we're going back to the way things were and secure our election to get up to speed. the democrats can't benefit that way. this talking point was all because they benefited from something that was suppose to be temporary and they wanted permanent. if you have voter id you have to limit mail-in voting. >> kayleigh: yes they want to make the covid 19 measures permanent measures. to the polling we have the polling for you. we will pop it up on the screen. it's monmouth university poll. 80% support voter id. 18% oppose. when you look at the party breakdown. 62% democrats support it. democrats. so, stacey abrams, raphael, joe biden, they didn't have a choice
9:20 am
here. >> this is encouraging on two fronts. i'm glad the democrats are coming around to voter id. i'm sure they don't understand their bates, the country, or the polling would turn out this way. at the end of the day i'm happy they're coming around to it this makes me pleased to hear this. it's a flip flop we're happy to point out. pointing out the flip flop and poll numbers are changing and a change of heart. i'm all for that. it's proving something else with the poll numbers. the measures to safe guard our elections, calling it jim crow, calling that racist. it's showing that race baiting is not even working on democrat voters anymore. if i'm democrats i would be terrified coming up to the midterms and 2024. if they don't have covid to fall back on and race baiting to fall
9:21 am
back on, how will they win elections anymore. if you take away the mass mail-in voting as lauren talked about, they're in for a tough time come election day. >> kayleigh: they don't have substance to fall back on either. harris, washington post doesn't give a free pass here. describing this as a evolution and softening. >> harris: of course. >> kayleigh: right. >> harris: they needed a new word. reimagine was getting old. redefining is getting old. they needed something that didn't start with an "r" i am guessing. lawrence pointed out and then you showed on the big wall where the numbers are. voter id has never been not pop aou hrarp. we're polling for it more and find out how many democrats and republicans and independents are for it it was never a situation rioting in the streets over voter id. the politicians on the left read this wrong. then they pushed against it
9:22 am
wrong. they were going to boycott place that's did this. that punished the voting base they compart mentalize, people of color. the minorities. the mlb game goes where, tighter voting restrictions, in colorado. they should of pulled ahead of this. >> georgia points out they were ranked the 49 toughest state to vote now 25th. they're in the median. they lost out on a lot for no reason. >> emily: that doesn't fit the democratic narrative. of course they cover for stacey abrams. they will cover for her toxic hypocrisy slinging around the jim crow and race baiting. it serves democrats interest.
9:23 am
interestingly to flush that out for a second, i think the media will enable anything as misleading as it is that furthers serves democrat interest. to that point and that distinction community, a coalition of black community leaders and business owners called out stacy abrams last month for promoting misinformation about georgia election law that lead to the boycotts that harris just mentioned. stacey abrams doesn't speak for the black community. she speaks for the white liberals. >> emily: this is what we're seeing reinforced by the liberal media. >> harris: now she's backtracking. >> kayleigh: yes and stacey abrams doesn't care about facts apparently.
