house on their crime-fighting strategy. >> what does the president think is a deterrent to committing a crime? >> there has been an increase in violent crime over the last 18 months, not just the last few months. there is an initial set of actions the president has announced to date to address gun violence. back in april. we believe a central driver of violence is gun violence and the use of guns. we are seeing it in a lot of areas. we need to insure state and local governments keep cops on the beat. supporting community policing. >> harris: "washington post" with this dire headline warning as homicides sore nationwide mayors see few options for regaining control. three democrat mayors not optimistic. the mayor of savannah said this. we have done almost all we can do. austin texas mayor says the tools for fighting back are limited without state and federal help. and cleveland's mayor with this

warning. it is going to get worse. in chicago alone there were 38 shootings last weekend. eight people killed, 54 victims in all. despite all of this, mayor lori lightfoot there is boasting that chicago is seeing a decline in crime there. mike tobin is live with the facts on the ground in chicago. mike. >> you know, harris, since the last time we were on the air in the 9:00 a.m. eastern hour four people have been shot in the city of chicago. one particular shooting on the south side, three people were hit in the same incident. one person killed, one person critical condition, one person is in stable condition. but the shooting that has really got the attention of everyone in the city and the nation because the savagery of the gun violence is caught on video happened over the weekend in a neighborhood called humboldt park during the puerto rican pride celebration. the young man covers the woman

with his body. he was shot in the head and she was shot in the neck. she lost her struggle to live yesterday. they were a couple. friends say they met at a party. fell in love and had a couple of kids together. lori lightfoot says no resources will be spared to capture the gunman on that video or the mob with him. she also says the crime numbers are down for chicago. >> we are seeing a downward trajectory where other cities are continuing to see a climb. i'm the first to tell you that's cold comfort for the single person shot or killed. >> she is comparing the numbers from june to the very violent june we saw last year. so for that time frame the violent crime numbers are down but if you look at year-to-date the violent crime numbers are up. if you look at the people living on the west side and south side the gunfire is a part of every night. >> harris: every night.

faulkner focus" today sheriff jesse slaughter. thank you for being with me. sheriff, you are jumping ship from the democratic party. why now? >> thank you for having me, harris. i think the answer is simple. i never left the democratic party. they left me. their policies, their radical defund law enforcement and now in my county we have elected officials and candidates aligning themselves with antifa. and we have a relatively safe community. we have -- we're not suffering from what chicago and my partners in the northwest are suffering with but we don't want to go there, either. >> harris: what are officers and deputies telling you? i have to imagine that through the unions and through friendships and relationships that you all talk to each other across the country. while it may not touch you in montana you are aware of what's happening.

>> absolutely. we are absolutely aware of it. we have friends, we have family members who are working in the pacific northwest, seattle and portland. those areas are suffering horrific violence, anti-law enforcement everywhere. and the key thing that i think is important about that is they are leaving. they are leaving and coming to work for places like us and what about those poor citizens? what about the citizens that are left there? it seems like the democrat solution to everything is gun control. let's take the arms away from the citizens and then let's disrespect and defund law enforcement. somehow that is going to be the solution. what is their endgame? who will enforce the law? >> harris: such a great question. the president of the united states is going to focus on that very thing you talked about gun control today when he speaks. he may think it's part of the answer. you are saying as law enforcement it's not.

portland mayor ted wheeler announced his plan to reduce enforcement of low level traffic offenses. it is an interesting thing saying this will instead focus on enforcing traffic violation thaes are a direct threat to public safety and follow new consent search procedures that create more documentation and provide more information to people who are being asked for their consent to a search. what is your reaction to that? >> you know, as far as on that specific issue, i think that is unique to every different community requires different law enforcement angles. each community is different. i think it's important. the people govern us in this country, we don't govern them. we need to operate at the consent of our communities. for me to speak about what that mayor is doing is irresponsible. maybe that's what his community is telling him they need to do. in my community we expect our

criminals to be held accountable to maintain public safety. >> harris: sounds like they need that in portland, oregon. we have 75 days in a row last year of just flat out rioting and looting and those peaceful protestors didn't stand a chance with the insurgents among them. i want to get to this now. now it is like -- it's a battle. as you get ready to jump from one party to the next and run as a republican this is what awaits you as part of their argument. backlash to comments from former member of obama's 21st century policy task force britney cunningham. >> this rise in crime is not the fault of the movement. it is actually the fault of the police. why should we keep funding systems and institutions that keep rendering themselves ineffective? >> harris: there is more. the president of the police benevolent association of new york state troopers fired back with this.

>> this rhetoric that we are hearing, if it wasn't so sad it would be laughable. when you handcuff the police, when you slash their budgets, what do you expect? defund the police crowd are looking around shaking their heads pointing at us as the ones responsible when in fact it was their actions that brought us to this spot. >> harris: i want to get a quick reaction to you from what is unfolding in terms of this topic morale. and then i have some really heartbreaking video to show you right after that. first of all, what are your thoughts on where we are how people treat the police and think of you? >> i think this is a huge, huge mistake we are making across america is we think that people, the citizens of america want to defund the police. they do not. this is less than 1% of americans part of this movement. the problem is the democratic party is pushing the movement. the party is pushing it. i have friends and family

members and my in-laws, close family members who are democrat and they don't believe in this at all. this is we'll go back to that where we start looking at what the minority of america, very, very small percentage. when i say minority i mean by percentage versus the majority and what they want. and the majority of america does not want this. they don't believe in defunding the police. they know we need them. the fact of the matter is this, we are the citizens, the citizens are us. every day in my job the citizens of this county help me serve. in many capacities. i know they do it across america. >> harris: i want to say this and i don't mean to cut in. i have to let you go but look at this video for a moment in flint, michigan. police officer on the ground. you can't see his face is sobbing him in the center of the screen there unable to stand in anguish after shooting and killing a woman.

we aren't airing the audio because of the foul language that is spewed by witnesses. the flint, michigan police in a statement say they're investigating. the officer was working a traffic point for the juneteenth parade and was fired upon by the lone occupant of the vehicle. the police officer shot the suspect. the police officer wasn't injured nor bystanders. you put it so crisply, sheriff. we are you and you are us. we are in this together and if anybody has any doubts look at that man. he is destroyed there emotionally over what he had to do in his job. i want to get your reaction to that. >> yeah, harris. taking someone's life is never anything that we take lightly in law enforcement.

from having been myself throughout my career i can tell you it is not something that emotionally is easy to deal with or easy for people to understand. and that officer right there just realized that he basically made the ultimate sacrifice for his community and it is not an easy thing to do. we take it very, very, very seriously. and i just -- i hope that people pray for him and look out for him. that video brings me to one point i would like to make to the community, harris. i see these videos. i'm not asking to put themselves in danger, that's our job. we see the cell phone videos all the time. instead of videoing that, get out of your car and help that officer. give that officer a hug. they care about you just as much as you care about them. and i think that those things are important and we understand that. we see so much of the video and

backing down. >> if anything, last night proved that this school board and in particular brenda sheridan have a real problem with the first amendment all the way from religious expression, freedom of conscience, to freedom of speech and expression. teach history in its full context and you can even speak to the impact of historical accuracy but don't teach indoctrination. >> harris: chief washington correspondent mike emanuel was at last night's meeting and he is live in virginia. >> it was a wild scene. disruptions, school board members walking out. 259 people signed up to speak to the school board. only 51 had an opportunity to express their views about the proposed transgender policy in public schools here. the disruptions leading to several arrests. a man telling the sheriffs

deputies they were restricting his first amendment right to speak. school board ending public comments early hit a nerve with some folks yelling shame on you frustrated they were not allowed to address the board. two issues now. one is parents expressing concern about teaching of critical race theory. some worry that curriculum change will divide children and teach them to see skin color. the other being the proposed transgender policy that led to teacher tanner cross being suspended after he expressed his religious views last month against the transgender policy. >> why is religious freedom being tramped under your watch and why is science and basic biology being ignored and why is the freedom of speech being condemned in schools? we live in the aountsz of america. our children are watching us and it is safe to say we're greatly failing them under your watch. >> school board chair called the disruptions politically

motivated antics. a vote on the transgender policy is expected in august. harris. >> harris: thanks so much. for more on this i want to bring in caitlyn jenner, republican candidate for governor of california and first transgender woman to run for governor. i mention the last part because i want to get your thoughts what is unfolding not just in loudon county but across the country with transgender policies as they begin to vote. >> i have been very outspoken on that. i believe we have to protect girls sports in school and high school. i think that's extremely important. there is more to the issue than that. and the olympic committee had the first transgender athlete that will be competing. but at the olympic level it is much -- there are rules and regulations for trans athletes to be able to compete. at the high school level there really isn't. and so we need to just continue

to look at that issue. >> harris: what about critical race theory? something you've been vocal on. >> i was just watching that and i feel for those parents. if i become governor, i will do everything to fight critical race theory being taught to our children. this generation coming up is probably the least racist generation, the most open minded generation in the history of our country, you know? we don't need to set them back and try to teach them racism. and so i am totally 100% against that. the reason i'm running for governor is because i'm standing up. i don't like what is happening in our state. it has been horrible, the decline of our state. i'm proud of those people there that are standing up and trying to make a difference. i encourage that. >> harris: i want to get to some of the news headlines. bumper sticker it for me. what is caitlyn jenner's

political brand. you don't have a political track record. we can't see how you would vote on policy. what's your brand? >> i am a total outsider, i agree with you and running as a republican in the bluest of blue states. but i go in there and i don't one special interest in sacramento one favor. i'm not the one who gave us the highest tax rates in the nation. i'm not the one who put 21.2.words of regulations on the people and businesses of california. they did that. i come in as an outsider. i consider myself a compassionate disrupter. i want to go in there and i want to shake the system up. we cannot continue to go down the road that we're going. we are losing the state. 18,000 companies have left the state of california and they are continuing to leave. >> harris: here is one of those issues as you step into the fray is on fire.

i want to turn to the crime that is surging in many of america's cities including several in your home state of california. los angeles homicides are up 127%. shootings up 58% year to year. what is your plan to make california safe? >> first of all, i live in los angeles county and our chief of the sheriff's department just lowered the standards for conceal carry. i saw the interview that he did. it was almost like he didn't want to do it but he said people have to protect themselves nowadays. our poor police force has been so demonized over the years. i support our law enforcement 100%. in fact, i go down the street and see a police officer and give them a thumbs up, shake their hand and say thank you for your service. i try to do everything i can and i support them. but crime, we have to stop what

leading almost to 14 years since she had this breakdown. there has been a lot of conflicting messages. jamie spears counsel said britney never sought to remove me. there is evidence being reported that she has been trying remove for years. $900,000 in legal fees where he opposed efforts on britney's part. finally we get to hear her own words under oath telling the judge what everyone seems to believe is that she can take care of herself, which is part of the conservatorship and that she can take care of her finances. we have never seen, there hasn't been reported an individual subject to a conservatorship this successful. she has had her las vegas residency and perfume deals and record deals. she was even a judge in the x-factor. this is someone who has been supremely successful to the tune that is really pretty historical when you look at

dad? >> great question. it really is going to be the circumstances. look at what she has been able to do professionally and day-to-day care. how much control does she have in the day-to-day care of herself she is able to demonstrate to the judge she is able to do it on her own without the extreme oversight. what is her relationship with her children? a great point you raise about the fact she is a mom. for all intents and purposes seems to have a healthy relationship with her children. so when you put that all together the judge has to determine two things. one, can this individual take care of themselves, day-to-day basic needs and two, do they have enough to control their finances? now there has been reports that britney spears likes the conservator steps in when her father was ill jody montgomery. maybe some sort of splitting the baby. jody montgomery can step in and help with the finances and give
