>> harris: you saw my reaction when this happened live. let's get into it with "outnumbered." president biden quickly cut off a reporter. a q&a reporting session, after about a minute, getting openly annoyed with the press after being asked about afghanistan. our nation's longest war. the president refusing to take questions. he says, "i don't want to answer questions about afghanistan. it's july 4th!" that's what he said. this is "outnumbered." i'm harris faulkner. my cohosts are here,

emily compagno and kayleigh mcenany. also along, host of "no interruption" on fox nation, tomi lahren. and in the virtual center seat, julie jones, retired u.s. marine bomb technician, fox news contributor, and host of a july 4th celebration on fox nation. details later this hour, stick around for that. this is the scene that played out. with president biden shooting down reporters' questions. as they queue that up, let's set the scene for what you walked into, joey jones. today is an important day. >> joey: it is. i really can't get my mind off the fact that -- and we'll get to this, i guess -- that he actually said he wasn't going to answer more questions on afghanistan because it's the fourth of july weekend and he got some good job numbers. when i was in afghanistan on the fourth of july i didn't stop doing my job, i didn't leave people to ask questions, actually took apart bombs that day, too, just like i did on the third and the fifth.

i want people in america to know that not everybody pauses for five or six days from doing their job and answering questions for something like this. >> harris: yeah. well, and look, there's no doubt he wanted to take a little bit of the focus off of this day, perhaps. remember, he took some heat about putting specific calendars when we are going to put out troops. the question from the reporter had to deal with, are we going to need flyover cover, air support for our troops pulling out in kabul? are the endangered right now? we are getting some reports that they will need that kind of support and help. i think we are ready to listen to the president, the way he was putting it. i'm going to ask the team. all right, not quite. they are still working on it. kayleigh mcenany, when days like this come up and you do have a collision of points, you have the independence unique to our american nations, and the reality that our troops are pulling out and some of them are having a tough time in a place

where the enemy is willing to continue to kill us write out the door, reporters then, as ari fleischer put it last hour, finally getting their voice and asking about what's important. kayleigh? >> kayleigh: that was a good substantive round of questions. we don't often get that from the white house press corps. i can tell you this, president trump wanted questions like that. good substantive questions on issues that matter to the american people. he rarely got that. biden complained about it, he lashed out at the reporters. you could tell he didn't have the capacity, it seemed, to answer the questions. he's the commander in chief. joey mentioned our troops don't get a day off. well, guess what? as commander in chief doesn't, either. it didn't matter the holiday with president trump. easter, memorial day, i would get calls constantly through the day. you don't get the luxury of a holiday weekend when you are commander in chief. maybe biden does, maybe he naps and kamala takes over, or jill, i'm not sure. that was such an unacceptable

answer. i will answer about afghanistan after the holiday weekend when they are troops on the ground with lives at risk? and are commander in chief is going to take a nap for three days and answer after the holiday weekend? and acceptable, that is not something you have gotten with president trump. >> harris: as everybody is about to see, kayleigh, it's even more the fact that he had a list of things that were absolutely okayed asking about. like, "don't ask me about afghanistan, particularly not today, because it's a holiday weekend. but here are the categories you can hit on. you can ask me about ball games." no kidding, that was on the list. [laughter] here's the president. >> on afghanistan -- >> i'm not answering any more questions about afghanistan. it's the fourth of july. i'm concerned that you guys are asking me questions that i'll answer next week, but it's a holiday weekend, i'm going to celebrate it, there's great things happening, the economy is going faster than any time in 40 years, we have a record number of new jobs, covid deaths are

down, wages are up more than any time in 15 years, we are bringing our troops home, all across america people are going to ball games and doing good things. this is good. i will be answering all your negative questions -- not negative, your questions. >> are you concerned that -- >> harris: whew, tomi! "negative, no. legitimate -- weight. ball games, military troops coming home." that's it they are asking about. wow. >> tomi: there is no excuse for this behavior from the president of the united states. i've got to say, i can't imagine being a member of our armed forces and knowing that as your commander in chief. he won't even answer questions about your state and safety and your job because he's going into a holiday weekend, whereas this vice president because it, just a "long weekend," as we know. it's an utter embarrassment. i'm glad journalists are starting to press this president because they need to.

furthermore, i think we need to discuss the fact that joe biden doesn't answer these questions and get irritated by then, because i believe that others around him, his keepers, if you will, i believe they instruct him to say as little as possible. it's much easier to avoid a gas if you don't talk much. we seen it several times, "i'm going to get in trouble if answer more, i can't answer that," trying to get away. as the president of the united states and the commander in chief, we need to know what's going on with his mental acuity and we need to know it soon. steele and emily, i just hearkened back -- because we are young enough to remember, when e president had to be reminded by, kamala harris, to bring up certified collapse. we were told he wouldn't be going there, and the president did go to meet with first responders yesterday in florida. but he had to be reminded. the search was still so fresh and new. i don't know if he had a list of

things he could and couldn't talk about that day, but today he definitely had a list. >> emily: harris, this was appalling. he said it concerns him that the reporters are asking him these questions? i'll tell you what concerns me as an american, it is that my president, my commander in chief, fails to acknowledge the enormity, the gravity, and the importance of our presence in afghanistan and the result of what happens when we pull out. the fact that he reduces july 4th, our independence day, to a barbecue, the fact that the vice president reduces memorial day to a three-day holiday, is preposterous and it embarrasses me. there's no concept on their part of the sacrifice, daily and otherwise, including the ultimate sacrifice paid by those author of the military, including supportive families, those in 9/11, law enforcement, and the like. we get from them nothing but a pushback, a defensiveness, a bristling, and a creepy cackling

laughter, or a tripping over words as if that will somehow satiate our need to ask al commander in chief and the second in command for some type of acceptance, acknowledgment of these topics that are so vital to us as americans. i hope he spends his july 4th thinking about that rather than barbecuing or whatever he does after his nap. >> harris: yeah, i mean, it almost deserves a lecture you would put on a loop. the only person on this panel who actually has the feeling of serving and knowing that this is playing out right now, after your sacrifice, 20,666 wounded. that means we've saved more lives now with technology and medicine, but they come home with wounds that change you for a lifetime, joey jones. >> joey: i left two legs in afghanistan. i won't get them back and i deal with that every day. people should respect me more for it, but it's the truth of what i am and what i know. i would love for have a lot more

questions to have been asked then. but the question needs to be today, for the next generation who might leave body parts and their lives there, it's really simple. at what point do we send troops back? what happens before you go back to where they are? that's the question i need to be answered. perhaps our enemy needs to know that as much as ever, and a strong threat. don't just pull troops out -- listen, i know his motivations for bringing them out. it's part to score politics during midterms, and to appease enemies who don't like it so much in the region hoping they will play nicer. but what's the motivation to send the next generation back to lose their legs and their lives? we need to know these things, and he should be ready to answer them before he makes this decision, not after he acts on it and then takes a holiday. personally i'm offended by it, to be honest with you. >> harris: i can imagine.

in chicago, deadly attacks surging in just the past 24 hours. four people shot and killed, 28 others wounded, including a 9-year-old girl and a 1-month-old baby girl, both shot in the head in separate attacks and critically wounded. this comes amid a stunning and heartbreaking surge of children being targeted in the windy city. the numbers just this year showing 25 juveniles murdered in a range of attacks. when it comes to shooting, 172 children have been shot in just the past six months. these are just some of their faces. young lives cut short by the rise in violence. one face leader warning that our children are becoming extinct. chicago alderman raymond lopez sounding off the head of an emergency meeting with the mayor and the police chief. >> the mayor is not up to the job to keep the city of chicago state, and we want her on record. we want her to explain how she's

going to keep chicagoans safe. we have seen mass shootings on the rise, we had a shooting in front of my house yesterday by gang bangers checking someone who just happen to come home with his girlfriend. it's out of control and we need to get some results that will keep people safe. >> emily: joey, why does it seem as if politicians continue to fail to appreciate, to grasp the enormity of the tragedy? the magnitude of the tragedy coming out of especially chicago? >> joey: you know, what really takes me, if there is a mass shooting in chicago tomorrow, you would bet the mayor would hold a press conference and spend hours lecturing us on all the reasons why is everyone's fault. that would be tragic. it would be terrible. there is a tragedy of the same size about every week there. it's a mass shooting one day at a time. the mayor is where the buck stops. i think that it should feel like there is police on every corner until they figure out the root

cause, as kamala would like to say, because that would appease them and their voters pay more portly, until they stop the killing. at the end of the day, the person pulling the trigger may in fact be a victim of a lot of things, from no parents to a bad system. but they are nowhere near more important than the victim at the other end of that gun. they are criminals and need to be put behind bars so the rest of the people in chicago have a chance at life. >> emily: tomi, the vast majority of these homicides, almost 75%, our young black men there in chicago. our democrats at a crossroads? >> tomi: they are certainly at a crossroads, because they need to decide if they want to support black lives matter the idea or black lives matter the organization. because black lives matter the organization is very forthright about their goal to defund the police. democrats are now trying to gaslight and said that they are not for defunding the police, which we know is a blatant lie. they need to be asked straight up, do you still support the organization blm? because if you do, you continue

to celebrate them, placate, you continue to fund the police. criminals know what's going on. they know not only that police department's are being defunded, but they know the consequences for their actions are less, they can get away with more. they are well aware that department are being shorted and recruitment is down. they know that. they also know that if they do get in a situation where they are confronted by an officer, they are go-to is to resist arrest and become the next social media headline where the next cnn headline, and they feel they got largely a path. they know what's going on, it's time for democrats to have a day of reckoning and a side their priorities are. law-abiding decent americans, or suggs felons in the blm organization. choice is simple. >> emily: harris, mayor lightfoot has called the reporting a legitimate public outcry, as "racist and sexist." >> harris: those are the new jump words, right? you jump off the pier and drag

everybody into the water if you get called one of those names. she knows that. she knows suddenly the conversation is over when you call somebody racist. it doesn't solve any of her problems, though. last hour i had former congresswoman my iraqi mark cummings, also the widow of the civil rights icon, elijah cummings come on. this is black on black crime in most instances. we are not talking about white cops killing black men. you gave that, you are spot on. where are the peaceful protests and the people on the streets? she punted on that question, i gave her extra time, she didn't answer it, and when i called her on it she said, "i'm happy to get into that." and i said, "i gave you a shot." i was going to let her talk over matt schlapp. "you had your shot, i'll come back to you." so that's where we are. it's an ostrich syndrome. don't want to look at it, don't

want to hold others accountable who can change it by looking at it. they are lost. or manipulative. because if you don't say it, it can't be miscoded, and lord knows you don't want to tick off the far left if you are in politics. >> emily: n, kayleigh, horrifyingly, this trend, the sustained merger of our children is not new. >> kayleigh: stop and think about that quote we read in your introduction. our children are becoming extinct. think about how heartbreaking that is. i want to put up a cover that has haunted me ever since i saw it. it's from last july at "the new york post." i will never forget seeing this. this was a 1-year-old at a barbecue, when he lost his life. that is his casket there. you can see it is colorful, cocomelon, that the car to my daughter watches. this little boy at 1-year-old lost his life at a barbecue, and his dad says that it just hurts.

"my son is gone, i don't have nobody come i don't have 70 to call me daddy, daddy, daddy." these are human lives. where do the children's lives matter? i want that organization to start, because this has been happening for more than a year and blaming this on racism or negative coverage, calling me karen, as mayor lori lightfoot did, that doesn't solve problems. let's come together, right and left. i don't want to see another casket like that. >> emily: joey, final thoughts? >> joey: i don't understand why there are excuses and not compassion, and just that i just don't understand. when you blame the gun, what we are learning is what we are trying to do is protect the culprit. there is this whole movement of empathy toward those who find themselves in the position that they need to turn to crime. and i understand that, but not to the detriment of innocent people who don't make that

covered any anonymous leaks or gossip about president terms of administration, they chose to largely ignore the story about the vice president. in at least one outlet that did talk about the story, they chose to defend the vice president and trashed the staff and blamed it on sexism and racism. >> this is coming from inside our vice president's house, i think this has a lot to do with it, yes, just politics, but it also has a lot to do with the fact that she is a woman of color, and a woman. because we know that things that are acceptable for men are not acceptable for women. >> kayleigh: harris, coming to you, this is not happen in a vacuum. when you have 22 sources, not one, not two. people week for all sorts of reasons, with there to prop themselves up or tear someone down.

>> harris: ari fleischer told me last hour something i thought was interesting to point out. senator and former attorney general for california, that is where some of this background comes from. he said there were problems there, so you can't erase the history of this, and some of the 22 are part of that history. so for those who are speaking today, could they be problems that are personality-driven? absolutely. but why would he let a racist in your house? that's what i would ask people like symone sanders and those in the inner circle of this vice president on her staff. if you really believe your own staff are racist and sexist, why did you higher then? that's on you. are you part of the problem already? that is where they cut the head of the snake on down and start over again. let's maybe go some baby amoebas and start over. i think they are pointing the finger to themselves. that is absolutely appropriate, that is where accountability should start, but don't make the vice president, one of the most powerful people in the world by title, don't make her out to be

a victim. that doesn't take women, that doesn't take women of any sort of ethnicity or age or height or weight or anything else that they want to divide us into, as human beings. that doesn't take people victimizing some. let her stand up to this. let her say, "no, no, no, my staff is good." i want to hear from the vice president on this, because clearly her staff thinks people are racist and sexist, and they need to be firing people if that's the case. >> kayleigh: great point. we had the politico report about the hostile work environment. this axios report is very interesting. they said some of it isn't just motivated by hostility, it is motivated because folks in the administration think she is not rising to the occasion to be the next president. one aid is could just saying, "she is effing up, maybe she should be the heir apparent," is one of the quotes. >> joey: if you explicitly call me a racist and say my goal

is to keep schools segregated and it affected you directly, in front of the national stage, i'm probably not going to get over that real quick. what i might do is hand you the border crisis as your first duty, because in that situation, if you take any action at all, you lose. but if you make no action at all, you lose everyone else. it's a lose-lose scenario. she's not a victim, but she doesn't have a place to turn. that's her job. i guess at the end of the day i don't know that there is a lot of love from biden's staffers or even biden himself for her, as evidenced by the job she's been giving and the lack of ability for her to do anything with it other than create controversy and give us a lot to talk about on this news channel. >> kayleigh: to that point, emily, there's a reported rivalry between the biden staff and the harris staff. they have dirty mouths and the administration, because there was another quote saying federal administration officials called her off as an --" i can only imagine the stress

thereunder. to speak to the media coverage, the word "sabotage" implies that it's unfounded, manufactured. to harris' point, the explosive reports on her office toxicity, the complaints about her lack of management responsibility and endeavors, have been present in the media for quite some time before coming to the prior point, before she got this coordinated seat. i was a san franciscan when she was district attorney, when her office was rebuked formally from the doj for drug lab issues pit i was a californian -- or still am, i guess, at heart -- but was living in california still and she was the attorney general after her closest aide was sued for sexual harassment and settled by her successor attorney general. she said, "i know nothing about it." it was even a shorter statement. recall at the time that the media that was legitimate at that time, unfavorable, they said you of the voters more. you owe your constituents more than not even to acknowledge it,

to brush it off, let alone to be totally nontransparent. so the fact that now the media is absolutely fawning all over her, again, it does all of us a disservice, but it just shows the fact that they are camouflaging these real issues that have frankly been present with her for decades. >> kayleigh: tomi, i saved this on for you. the chief of staff saying she has the fastest and strongest start of any vice president. >> tomi: [laughs] well, for the other staffers to say it is a bad and toxic environment, you know it has a pretty dad, because he has done very little beyond going to yarn shops and bakeries. if that's a bad day, you know your boss is if you are having a bad day at a yarn shop. what's frustrating most about this is that once again kamala harris is shielded by being a woman of color. you don't need to be shielded by that to eternity. you are the vice president and you have to accept your role, take a leadership. if people don't like the way you are leading with a lack of leadership, you need to take

accountability for it. you can't pass everything off, same as lori lightfoot and so many others, as racist and sexist. take responsibility for your failures. it would do you well. >> kayleigh: baking cheese puffs -- >> harris: there are many times i thought you and i were children of another mother. >> harris: just days after u.s. olympian gwen berry turned her back on the american flag and called our national anthem racist, we are learning her disdain for the stars & stripes

appears to be a pretty recent development. this photograph taken just a few years ago shows gwen berry proudly holding the american flag around the time she qualified for the 2016 olympics in rio de janeiro. meanwhile, in the face of heavy criticism, berry says she is still focused on the tokyo olympics. she tweeted this: "the point is to compete, which i will be doing." in the interview, she then doubled down on a criticism of the national anthem. >> i do respect the constitution, because obviously i was exercising my constitutional right, but i will not stand for any type of symbol or song that does not stand for all people in america. the songs, the lyrics, the symbols, it just doesn't. we know our history. we need to be talking about the racial and social injustice issues that black communities still face till this day. it is the same thing, and people are trying to divert the

attention to the song and the flag when that's not even the biggest thing we need to be focusing on right now. >> harris: but instead we are all talking about gwen berry because she keeps it all focused on herself. tomi, she's come up with a new olympic sport, it's called the back and play. i will slip up on one thing, i will come back on this. i like the flag, i don't like the flag. do you think they can medal in that? >> colin kaepernick probably has one up on her. when i look at gwen berry and see her doing all these interviews, i think to myself, tell me you want a nike deal without telling me you want a nike deal. that's what its games to. [laughter] that's what it is. colin kaepernick did set this pattern for so many athletes and so many "activists" in pop culture and celebrity and entertainment communities. he showed a disdain for america and a disdain for that flag and that song, as she calls it so

sole conservator of her $60 million estate. tomi, this comes on the heels, as well, as he lent her sister's attorneys are now filing an investigation. we know finally britney's attorney is allegedly filing a petition to actually end the conservatorship. not only may she actually be free in the near future, but perhaps by testifying in front of congress this might free some of the other 1.3 million americans who might be under similar toxic situations at home, no pun intended. >> tomi: it is so nice to see this case get the attention it deserves. not just because it's a celebrity, but having somebody as prominent as britney spears in this situation does bring light to others going through it that don't have the platform she has. but i would also like to draw attention to the fact -- and those who watch the documentary know this -- how powerful the social media "free britney" campaign was. we know can also often be filled with cancel culture and

is taken away in justly. that's a big thing. my dad says there's three sides to every story. i don't know that we've gotten the truth, but we have gotten her dad's side for a long time and i'm glad we've got her side now. i hope the truth comes out. >> emily: kayleigh, i wonder if by bringing congress into it that there is some legislative change on the horizon. there is plenty of other mechanisms in place for ongoing things, like joey is talking about, fiduciary agreements, where it forces regular assessments, essentially, to maintain that being in place. but that doesn't exist here with conservatorship, so maybe that's another lesson we should take away. the need to build that into the systems of 18 years don't go by for someone in the future, as well, without having a forced assessment, a true assessment. as joey points out, to find the truth, not just two sides. >> kayleigh: it's a good point. you don't have to be a political scientist to agree that it's hard to find republicans and
