me. but,. steve: they're on the run. lawrence: right, exactly. this goes back to the point though, it's not about the actual bill itself, it's about them getting more fraud, them getting more votes. the fact it won't be monitored as much. when you look at what they did in the bill before, they said that they objected to ending sunday voting. the republicans decided to put it back in the bill so you could have sunday voting. they went back and forth numerous amounts of time. but the democrats still aren't happy. it just begs the question, why even work with these guys if they're still going to flee to -- i think we have video of the empty chairs in the state legislature because they decided to do their job. ainsley: hillary vaughn from fox how are you still getting paid? how do you sprain it to texas? texans are upset they have to go work to get a paycheck. you flee to d.c. so you don't have to vote. here is the bottom line.

you just saw the clip where i talked about the coffee shop owner, but, just what we have endured in the state as parents has been so difficult. and i feel like they have us right where they want us because we were in such a grind trying to make everyday happen with small kids. either juggling working from home and figuring out how to, you know, get them set up on a computer, to do distance learning and i have a baby and a 3-year-old at the time, they were climbing all over my son's computer. just they shut down our playgrounds and the beaches. libraries, just opened here, so, we had little resources. and everybody is fighting about it. and it just gets to be too much. and so, you know, our board of

supervisors, they are the ones who implement all of our public health mandates. and they just started meeting in person. and enough is enough. i showed up to represent moms across america who are fed up with all of these rules. ainsley: melissa, it's crazy. even if you are vaccinated you still have to wear a mask in your area on public transportation, indoors in k through 12 schools. health settings in nursing homes. detention facilities, homeless and emergency shelters. i look at that video of you. i know how hard it is to be a mother. a mother of four. you had to get all those kids dressed in their car seats, drive to that meeting. you are very passionate about this. and i know you are a big supporter of sharon mckin then. she started the let them breathe. she is taking legal action. how do you see this playing out in san diego? when are they going to lift all these restrictions? >> yeah, thank you so much for bringing up her organization

david, a lot of officials greeting the texas delegation. >> very much so. and you know voting rights is a central theme of this administration. the question what can be done on a federal level when the margins are razor thin at the u.s. capitol here in washington, d.c. president biden, while the texas democrats were here meeting with officials yesterday, he was in philadelphia just a few hundred yards from independence hall, the birthplace of the declaration of independence and the u.s. constitution. the president made it clear he wants to see protections, federal protections for all voters, fans of his or not. >> there's an unfolding assault taking place in america today, an attempt to suppress and subvert the right to vote in fair and free elections. >> as the president laid out his argument in pennsylvania, democrats from the state legislature in austin, texas,

arrived in washington after walking off the job there. where the legislature was set to pass a new voting law endorsed by governor greg abbott that law cannot pass now without the democrats physically being in the chamber. they gathered outside the u.s. capitol yesterday and sang we shall overcome. listen here. ♪ we will overcome ♪ we will oversome day ♪ >> the group met with senate majority leader chuck schumer and later vice president kamala harris who both support that plan to temporarily leave the lone star state to block what they call a restrictive law. >> the right of the american people to vote is as american as apple pie. >> and yesterday president biden called on the department of justice to double its voting rights section as far as attorneys are concerned. i cover the doj. i spoke to an official there they said they're already well

on that way of fulfilling the goal and hiring more attorneys when it comes to federal voting laws. back to you. steve: david spunt live outside the white house. thank you very much. when joe biden talks about voting changes are jim crow or worse than the -- worse than since the civil war. do you know who likes to hear that? the progressives. i will explain why. what he is trying to do is he is trying to suggest that the republicans are racist. and they are distorting the truth about hr-1 which would essentially, lawrence was talking about how it would federalize voting restrictions. lawrence: correct. steve: all across the country. it really is a federal takeover of voting rights in all 50 states. is he trying to appease the progressives because they are frustrated that he will not support the getting rid of the filibuster. and so it all comes -- it all fits together. they are not going to get rid of the filibuster. so he has got to sound like is he getting tough about this. but, when you look at and we have detailed all this stuff.

when you look at it, what's the matter with these changes. ainsley: common sense. you look at these changes, common sense. you have to show an i.d. or give the last four digits of your social security number if you want to vote. that means if you live here, you have a social security number. so you can go to the poll and vote. 's. lawrence: you know, ainsley, i made the point in the commercial break in the last hour. steve: we are always so brilliant during the commercials. lawrence: we always have a lot to say. be on national tv supporting some nonsense like this that will prevent people interest in my own community from voting. i just cannot see myself doing it and the reason why the democrats are taking this narrative. because they lost in georgia. they lost in georgia when it comes to the legislation. "the washington post" gave them four pinocchios when they called it a new jim crow. this is just an attempt to nationalize this process. they have done with back and forth saying they were for voter i.d. they know that's not true. even in their own bill right now

on the floor they're trying prohibit voter nid 35 states. so, again, the democrats are spinning on this issue. and, again, this works for the progressives but for the moderate people that are in the state of texas, it's just not going to fly. ainsley: the attorney general of arizona said this is the highway to hell. newt gingrich said if they have it their way, you will -- what is the big deal if you have to show an i.d. to go vote so we can make sure that you live in this country and that you are an american citizen you? can't participate if you are not. so, what is the big deal about that? steve: well, 80% of the country likes the idea of showing i.d. when you vote. ainsley: yeah, i know. steve: that is a loser for them. during the pandemic, because we were all trying to stay apart from people last november, there were two pandemic practices that -- and these are the things -- these are what really gets people down in texas. it ended two pandemic practices, drive-thru voting and 24-hour voting. those are the things that are

going to change. they are going to, instead, have voting from 6:00 a.m. to 9:00 p.m. 24-hour voting. you know, 3:00 in the morning, mischief can happen. just eliminate that that seems reasonable. you were talking to lacey hull a little while ago from texas. she had this observation about the importance of passing the voting bill in texas. watch this. >> the problem we had was counties making up and just interpreting election code how -- basically however they wanted. which they did not have the legal standing to do so. if we can't, you know, pass this bill, the governor will keep calling special session after special session until we get this done. so, if they don't return and we can't pass this, the law stays the same. it just -- the way it's always been, which we know we need change there, which is why we are doing this.

lawrence: ainsley, to put a button on this i don't want to get wonky but there has been confusion about what happens here. the constitution gives the state the opportunity to control elections. but in texas, they leave it, a lot of this up to the counties. during the pandemic, they decided to interpret and put these measures in place because of the pandemic. it was never state law passed for them to do that. will just going to go back to the same thing. people saying why don't we leave it alone and it will be the same as usual. that's not the case. they will still have the flexibility to interpret the law to put those measures that were done during the pandemic in place. ainsley: what are people in texas saying, your friends saying about the democrats going to washington and i have heard they are getting paid so they need to go back and work. they are working for the american people. lawrence lawrence a lot of people are upset. texas is a majority republican state. they think it's political posturing. the one thing i have noticed in texas is there has been no pushback from the state press. there has been none whatsoever to hold them accountable on the

issue and go point by point for -- they keep talking about it pews to the poll sunday voting this. he put that back in the bill. yet, they are allowed to go back on tv and use that talking point, ainsley. steve: let's talk about another gigantic story. and this is what is going on in cuba. we showed you some of the images of the demonstrations in havana on sunday. they are estimating now 5,000 people were there. a best of your knowledge of people suddenly disappeared. isn't that convenient. it's gotten so desperate there, that raúl castro came out of retirement to have an emergency meeting and try to figure out where they go from here. and then you have got i saw images yesterday of people in south florida loading up their boats with water, trying to go over to cuba to pick people up. and then you have got secretary of homeland security mayorkas saying hey, if anybody tries to leave cuba to come to the united

states. we're just going to catch you, you know, if you are on a boat and we're going to have the coast guard take you back. ainsley: okay to enter through mexico but not okay if you are live in cuba or live in haiti, he said. you are not welcome here. steve: if you are trying to flee communism, you cannot do it according to the fall government of joe biden. lawrence: let's get this straight, the national security strategy and messaging from the white house is tell the people that are actually fighting for their country to stay. steve: right. lawrence: people fleeing their country it's open sesame. steve: right no. questions asked. if you come through our southern border, you know, you will wind up with your day in court. but, if you try to leave that communist regime right there on a boat, you are lucky enough to find somebody that's got enough gas to go 90 miles and you wind up in, i don't know, stuart florida or something like that, we're going to turn you around and send to you prison is

essentially what we are saying because we are going to give balk to the cuban authorities. ainsley: yesterday we in a lady on, a congresswoman from new york, nicole mall tack can you say, she said her parents came from cuba. she said she has talked to her relatives down there. she said they will take your businesses. they will take all your money. they will give you $5 a month for your whole family to survive on and then they will take all of -- we keep hearing short tack of paper towels. shortage of toilet paper. the leadership there will take all of that and hoard it all and you won't have anything. the people are fed up. that's why they are taking to the streets. steve: that is socialism. lawrence: that's exactly right. i don't think the american public are aware of that we have immigrants here who fled communism earlier today steve interviewed them on "fox & friends." this is what they have to say. >> my family and i, we were slaves until we came to the united states, until we escaped communist al bane i can't. we were owned by the government. i understand why the cuban people are going through. >> i had to flee for america i

images of those individuals and know what they have gone through there. lawrence: exactly right. ainsley: warms my heart to see so many cuban down in jacksonville. huge rally in tampa of support. a big one in miami. lawrence: these are the same people that are on the screen during the campaign that warned americans this is what is going to happen. and they don't teach this stuff in school. they don't teach the stories of the individuals that we just had on "fox & friends" telling what these communist countries are all about. ainsley: is that why the democratic socialists of america. you have got rasheda tlaib and jamal brown. you have got aoc and corey bush? is that why they are staying silent right now. >> it is their ideology lawrence they want to talk about the nice parts of it not the death and destruction of communism. steve: if you want to leave communism and come here, i'm all for it or he has got to say

something. but his answer so far has not pleased the democrats in south florida. so he has a problem with cuba. he has a problem with the voting rights. and he has got a problem with inflation. the cover of the "new york post" today, the incredible shrinking dollar. inflation up 5.4%. milk, gas, wine, eggs, all cost more. this is a big problem for the administration. and so is crime. they are trying to figure out. that's why they had that summit at the white house a couple of days ago where they called in leader from these towns that are under siege with handgun violence. what are we going to do? one of the things they said here in new york city, and they said in chicago as well, is there is a terrible gang war. do you know what? there were gangs as long as i can remember. you know, west side story was all about gang violence. ainsley: was it like this though. geraldo was saying, i was reading his tweet. lori lightfoot said there were 117,000 gang members in chicago

versus 12 to 1,000 cons. he says gangsters outnumber cops 10 to 1. lawrence: that's according to the police superintendent in chicago. it used to be the police chief in dallas. let's look at that's numbers. up 11% since 2020. and then,. steve: big number and the retired officers. lawrence: 363 officers have retired this year. we have got to talk about the root causes of why this is happening. but we also got to get it under control right now. and i will continue to say, we need one judge that can process the warrant that can go out -- we know exactly who these people are d.a. them. hold them accountable. kim foxx allows violent offenders back on the street. we know who they are. not processing the cases effectively. even when they do process the cases they let them right back on the street. steve: when you look at that -- if we could mark -- it's mark's birthday today. if mark could put up the retirements of the police

officers -- keep in mind ever since the george floyd killing, you know, police have been under pressure. they have been under pressure for the last couple of years. so far this year, 363 officers have retired in chicago. >> we're only seven months. in. lawrence: right. steve: total number for 2018 and it's gotten bigger and bigger as so many -- you know, so many officers feel like the administration, local administration doesn't have their back. lawrence: right. steve: some people walking around with a cell phone. waiting for somebody to do something they can blow up on social media. next thing you know they lose their career. so cops are stepping back. they are not -- you know, they are not doing policing. lawrence: yeah. they are not being proactive. ainsley, we were having a great conversation about equal justice under the law. and no one want to see people beat. i have been very vocal about that. you cannot demonize the entire

profession. that's what james craig has been saying over and over. i had the opportunity to talk to him. look what he was able to accomplish in detroit. he was on with the faulkner focus earlier this week. take a look at the tape. >> police officers are not supported. i don't care if they can find a way and they won't be able to to hire 2,000 more police officers. bottom line, they don't feel supported and candidly, i believe, there is depolicing going on. they are pulling back because they don't feel supported. so, unless they do that and have an honest conversation about what needs to happen, nothing is going to change. and so, they put their heads in the sand ag and do what? do nothing. democrats are backing off of defunding. but what they are not backing off of is ending qualified immunity. ending qualified immunity is nothing more than defunding the police. ainsley: coming to a neighborhood near you if it's not in your neighborhood already this defunding message where you can't -- if you pick up 911, you

expect police to come to your house. what if he they're all retiring? what if they are too scared to do their jobs? lawrence: what about the wait times in major cities? ainsley: you are on your own. >> there are certain crimes that they are no longer going to investigate. steve: oh, just a car jacking? i got to look at the list. ainsley: right. 7:19 here on the east coast. a new york journalist is targeted and what federal authorities call a twisted kidnapping plot. todd piro joins us with more. >> steve, ainsley and lawrence the doj charging these four iranian intel officials trying to cape journalist and take her to iran this all believed to be on behalf of the iranian government. she has identified herself as the target federal authorities say the men wanted to smuggle her overseas in the a bid to silence her criticism of human right abuses in iran. she tweeted quote grateful for foiling the great republic of iran's plot to kidnap me.

u.s.? >> well, they are missing that they are not reading our own state department website which explains that these medical missions that where the cuban government sends out over 30,000 doctors and nurses to work in 58 different countries is a kind of human trafficking or human slavery because they are pulling in 6 to $8 billion a year from these different countries and keeping it all in their coffers. and when i say their coffers, i mean the communist corrupt government at the very top. none of this money trickles down to the people. the doctors and nurses who go and work in other countries, instead of staying at home where they can help the people who are suffering from the pandemic, those doctors make a little tiny amount of money that's put into their bank accounts in cuba that barely keep their families alive. lawrence: so let's talk about the quality of care. do the citizens of cuba get quality care from those doctors? >> the people in cuba, the healthcare to talk about healthcare in cuba is to talk

about one of the saddest things on earth. there is no healthcare in cuba for the regular people. there are clinics for foreign visitors and foreign tourists and there is one special hospital for the communist elite. everyone else goes to clinics and hospitals which are covered in roaches and rats and they have no equipment. they have no medicine. they have no gauze. when a cuban person in cuba needs to have an operation. they call their family members here in miami to send them gauze, syringes, suture material, and that's what they use in cuba for operations. the cuban people have nothing for themselves. >> what do you think and what do you make of some of the leaders right here at home blaming the u.s. elm boring for the problems in cuba today? >> it's terrible. they don't like the way cuban americans vote, perhaps. all they have to do is go

laser-focused on the soviet navy looking at how their ships operate. what missiles they fire. how we shoot them down. when we -- we had suspicions of under investment and officer training and under resourced ship maintenance. what we didn't know how perceptive the young sailors, the men and women who crew our ships are they knew that this and an overfocus on administration and different issues pull our focus away from war-fighting. of course, fighting and winning our country's battles at sea is the mission of the navy focus on war fighting needs to be job one. >> right. we are looking at video what's going on on a ship during when they invite the press in and everybody is on the bridge and people at battle stations and stuff like that. essentially what your report says the is the navy of the today. less concerned about the battle and more about the bureaucratic casey. >> i don't think we intentionally got here. one of the things where we layer

on issue after issue much like army battalion goes to iraq. when a navy ship gets let ready to get underway it need to focus on training and war fighting and not on administrative briefings on any issue or that issue. you have got to make the right investment. that was our our core belief, this costs money it's not sitting down and getting briefed on one issue or another. it's sitting down in high end war fighting similarity and practicing fighting the chinese. steve: according to your report, these are some of the complaints within the navy that you have heard from the officers. first one is pretty scary. distracted leaders. that's what you don't want. also, everybody is freaked out. they are worried about they are going to get bad publicity. the navy is too small to handle all tanks given. they have lost focus on growing good ship handlers, sailors and officers lack will sufficient

resiliency. that's a big to do list. if you could give the pentagon one suggestion about how to improve the navy today, what will it be. >> it has got to be focus on war fighting. the way you get there proper investments of the sailor's time and the government and the taxpayer's money. the sailors' time is in more fighting. not briefings. the governments money is in high end simulation and the maintenance of the ships. steve: just seems like they are too concerned about cya. >> certainly there is the issue of -- this leads to a lack of risk-taking. when you don't focus on the first thing first, people start to feel micromanaged and not take the right amount of risk. so, we think by correcting these other issues, you will remove this risk-taking and this aversion to making hard decision. we will have a real problem with the chinese when the they cut off our communications [inaudible]

ainsley: moderna to begin testing the impact of its covid vaccine on pregnant women despite thousands already receiving it while the cdc says pregnant women can get vaccinated, clinical trials were not done when the fda granted authorize. fox news medical contributor dr. marc siegel joins us now. pretty scary for the moms that just got vaccinated while they were pregnant. what do you say? >> ainsley, this is a very tough topic, i'll tell you why, because covid itself causes complications during pregnancy, especially breathing, respiratory issues, and there's miscarriages from covid, so we start in a bad place and i want all moms out there to get vaccinated before they get

pregnant, or after the child delivers but during pregnancy, it's hard to know the answer and you just made a really good point. they didn't do a separate study on pregnant women when they were doing the clinical trials. they kind of just watched along. there was one big study that came out in the new england journal of medicine last month looking at over 1,000 women and over 900 that had come to term and they found short-term, no problems, no complications, no increase over the general population, but they haven't done a longer term study so moderna is going to do this over several months. now, consider that the vaccines have been out since december, i think this should have been done sooner, and i think they should have had this kind of scrutiny, a vaccine-safe registry for pregnant women specifically because we don't know exactly what to tell our pregnant patients. i have to do one by one, which is good, you know, what's your risk, what's the benefit, how high risk are you, and i'm nervous about it. i'm still nervous about it. ainsley: dr. siegel there's another topic. a mom was on our show earlier

from san diego and she went in front of the board of supervisor s furious about the mask mandates even if you're vaccinated, the kids still have to wear masks in their schools. listen to this. >> what we've endured in this state as parents has been so difficult. they shutdown our playgrounds and the beaches, libraries just opened here, so we had little resources and everybodies fighting about it. is this how this works in america? like you have to sue people to get your rights back? what's been happening is completely unconstitutional. ainsley: she was also fighting for small businesses. dr. siegel, is this , what would you say to the board of supervisors that they're making if you're vaccinated, you still have to wear a mask indoors, k- 12, on public transit , and if you go to a healthcare facility or nursing home, something like that. >> i say listen to this mom. i think this is completely

republican senator marco rubio, whose the son of cuban immigrant s and he joins us right now from our nation's capitol. good morning to you, senator. >> good morning, guys. steve: when you look at what is going on in cuba right now and it sounds like they were up to 5,000 people on the streets of havana on sunday, why did the government allow that to happen, because we've never seen this in decades, something this big. >> yeah, it happened in over 40 something cities it's actually never happened, ever. we never had over 40 something cities and protests have continued through tuesday, and monday, and we just, you know, they shut off the internet so we don't know how many people out there have died, we don't know how many people have been seriously injured, how many have been arrested. we know reports of hundreds of people have vanished but let me say government didn't allow it on the contrary they were surprised by it and then they sent out forces look what's happening there is horrifying okay? it's hard for people to believe it, because it's the kind of stuff you read about happened 100 years ago but not now so

they go into people's homes and say where is your 16-year-old son because he needs to join this armed mob that's taking to the streets to beat people up. that's what they are doing. they are literally barging into people's homes. i've posted videos on twitter yesterday, this independent journalist was doing an interview with a tv station from spain and as she's on the air, state security comes in and arrests her. another young man knows they are coming for him, goes and starts recording a video and as he's recording a video calling on the protests to keep going you literally see the door behind him kicked open and state security officials barge in, we don't know where he is today so government didn't allow it and i don't know why it's happening, because communism doesn't work, because marxism sucks that's why it's happening. because people are out there saying we don't want to live under this oppressive regime. we can't own a business, we can't feed our family and go out and find a job on our own, we depend on the government for everything and they give us nothing they built fancy hotels for tourists, they blame everything on america, we don't believe it anymore, and we're tired of living in a place where

it or surrounded by people that lived it you know what it means and what it means is these people show up and they say the country is divided between a victim class and oppressor class and it begins to sound familiar by the way and they say you have to give us power so we can go after the oppressor class and by the way if you give us power that means you'll have less freedom but don't worry we'll provide you all kinds of things to make you more secure and then of course they never provide those things and you don't get freedom back and then if you criticize them, then you're part of the oppressor class and that's the model they have followed everywhere in the world. it's playing out to horrific effect in cuba for over 62 years , and the people had enough >> so senator we want to switch gears with you. you've been seeing what's happening on our southern border , people have just been freely able to come across the southern border, but mayorkas has a message for the cuban people. let's take a look at this. >> allow me to be clear. if you take to the sea, you will not come to the united states.

you know, the bill in texas that talks about election integrity that these texas state democrats are fleeing instead of being held accountable, it is none of those things. in fact the bill in texas specifically adds hours to early voting and it also is essentially equalizing all of the election times and periods, all across the state. the thing in question and we saw some of this in georgia, is that during the lack down, during the pandemic, there was certain election processees put into place for emergency use, because we were in a pandemic and everything was locked down and then when the lockdown ended, those emergency processes were no longer needed, but what ended up happening is like i said in texas they actually expanded voting access, so for anyone to claim otherwise, and use these racial tactics of trying to fear monger people, that their vote is being suppressed, it is maliciously dishonest and it's absolutely racist, and these people need to come back to texas and do their job. my state senator beverly powell decided to pack up and go to washington d.c.

are always going to pick the white guy according to studies. what do you say? >> people should watch the full video on fox news website because it is really gruesome to watch. it's just so gruesome to think these poor students both the young black guy and the young white guy, being singled out like this in class, being talked about in these terms, the professor at penn state says it's basically nothing you can do about it. this is how the world is. firstly, i think a lot of people wonder why anyone is running up huge debt for this so-called education. second, they might wonder well this isn't really education it's just some weird indoctrination into a very dark, unpleasant and untrue world view , and the only bit of good news i could see in the whole video was how many students in this packed class was sort of

yawning, yawning their way through this class, as this professor went on the strange racial rants, and how many were just thinking well , we've heard this and i'm sure they have, they've heard it for years. it's the same unrelenting story about alleged white privilege. ainsley: so this is what we asked the school for a statement and they sent us this. the class is quite balanced with individuals from different ethnic, gender and political backgrounds, richards and his course colleagues take time to discuss opinions from many perspectives from liberal to conservative, and the classroom conversation is framed in a thoughtful way. this is supportive in post surveys among students who have taken the class. i heard you make a little noise. why did you do that? >> yeah, i'm sure it's very fairly weighted to the conservative side. ainsley: i thought the same thing. >> i'm sure it's just the clip we've got and then after that, the professor is discussing all

of the great american conservative thinkers. i'm sure that's the case. we just haven't gotten the footage. ainsley: [laughter] so this left wing think tank, some say a socialist group in the uk and they did some surveys , they found in their own research, that woke activists ruin their own causes by sound ing narcississtic and being self-righteous. do you believe that? >> yes, it's the first time i ever believed anything of the fabian society. it's the 19th century socialist- founded society and its been wrong on almost everything for 150 years. it should have it on the strap line. wrong about everything for a century and a half but actually, they are right about this. they are right and trying to warn their own friends and colleagues on the left that always sort of the woke divisive stuff is terrible for their side they are completely right and it connects with the thought we were just talking about, about penn state. people see this stuff and they don't like it. they don't like this racially

union is the biggest contributor and they hate, hate, hate school choice. well, i support support support school choice, it's going to be one of my major agenda items if i go forward. ainsley: that's huge your zip code should not determine where you go to school. larry what's the process here because its been very confusing. you got all of the signatures for the recall. when is the recall, what happens next? >> well the recall is on september 14 but the ballots, mail-in ballots go out in about 30 days and it's a very simple process. there are no other initiatives on this ballot. it's a two-step deal. do you want gavin newsom recall ed? if 50% plus one vote says yes, then you go to who do you want to replace him and whoever has the highest number of votes replaces him becomes the next governor once the election is certified in about 30 days by the secretary of state. ainsley: so that's both questions are on one ballot. there won't be another election. got it. same time, same day, both questions on one ballot. real simple. >> larry we want to get your
