first" on this gorgeous monday morning. i'm griff jenkins, lucky to be in for todd piro. hey, jillian. jillian: good morning. griff, i argue we always try to bring home gold on "fox & friends first," would you agree. griff: absolutely. no one is better. the olympics, no one's watching according to the ratings. i have been. we're trailing china. they've got seven, we've got six medals. the comeback kid, usa. , is goingto be on a roll here. jillian: opening ceremony, 33 year low, 16.7 million u.s. tv viewers. i know you're in that category of the 16.7. me not so much. but we'll see if they're able to turn things around, griff. griff: i make one last prediction, that is the 1984 olympics, u.s. brought home 84 golds, the most any country ever had in one olympics. i think we're going to beat that record this time. we'll have to find out. two kinds of america, dr.

anthony fauci describing the nation's divided between vaccinated and unvaccinated american as new cases and hospitalizations surge. jillian: lauren blanchard joins us from washington with more. republican governors encouraging vaccinations instead of stricter restrictions. >> reporter: dr. fauci says with less than half of the population fully vaccinated, the u.s. is heading in the wrong direction with covid positive cases. >> it's kind of like we have two kinds of america. we have the very vulnerable unvaccinated part and we have the really relatively protected vaccinated part. >> reporter: according to the director of the cdc, more than 80% of the current cases are the highly infectious delta variant. dr. fauci said to help protect those who refuse to get the shot, it may need even the vaccinated may need a mask and new mask mandates are under active consideration. currently the cdc doesn't recommend them for the fully

vaccinated. >> this is under active consideration, in the trenches, in places like la county. the cdc says you know, you're in a situation where we're having a lot of dynamics of infection, so even if you are vaccinated, you should wear a mask. >> reporter: the white house chief of staff did tweet they've seen an uptick in vaccinations per the cdc, 790,000 in a 24-hour period. dr. fauci also said depending on infection rates, it's up to localities to decide their mask rules. starting today in st. louis, masks will be required in indoor public places and on public transportation. after an emergency meeting in provincetown, massachusetts, they'll have an indoor mask mandate. alabama's governor calling out the unvacation nailed, saying it's -- unvaccinated, saying it's time to start blaming them for the rise in cases. ron de santis in florida has encouraged vaccinations over restrictions. >> we had very low case rates in

arkansas. i think it's important to have the current emphasis on getting a vaccine. >> reporter: dr. fauci did say the virus is in retreat but only for the vaccinated. he hopes that people will see the danger in the delta variant and choose to get the shot as almost all hospitalized cases are unvaccinated. jillian, griff. griff: lauren, thank you. jillian, to stay on what lauren was talking about a little bit here, you also saw dr. jerome adams from the previous administration on the weekend saying that the virus is spiraling out of control because of unvaccinated americans. here's the problem. it's become far too political, whether it is mask mandates or whether it is the shaming of unvaccinated americans. this administration and republican lawmakers i would suggest to you need to find a way to bring them back to the table. one way that isn't going to be effective is speaker nancy pelosi on sunday shows talking

about those masks, enforcing the issue, at least she would like to do that in congress. listen. >> if you're asking me, i think that we should mask. but in terms of officially for the house floor, that's up to the capitol physician. jillian: go ahead, griff. griff: it's important to note, the sound bite you heard, that implies or includes vaccinated members as well. jillian: to that point, just about a half hour ago on the 4:00 a.m. hour of this program we had the mayor of wildwood missouri and st. louis city councilman, st. louis county councilman on, because in that area today the renewed mask mandate is set to take effect in st. louis county and they're fighting it because they're saying, look, for people who are vaccinated, how can you now go and tell them that they need to wear masks indoors and on public trans pour of station. you had the mayor of wildwood saying look, what does our

future look like if you tell people you need to get the vaccine in order to get some of your freedoms back, in order to stop wearing the mask and to get back to your normal life and then all of a sudden you get vaccinated and now you're telling people never mind, it's apparently not enough that you need to also wear a mask. i just think that -- i don't know what the future is going to look like, griff, if this what is we're up against for a long time to come because we don't know how long it's going to be. griff: folks like dr. marty makary saying the virus is going to be with us for years, if not decades. i thought an important op-ed over the weekend, sarah sanders, former white house press secretary, fox news contributor, wrote about urging people to get the vaccine and pointed back to the fact that this administration's not giving credit to president trump for what he did. she said this. i decided to take advantage of president trump's operation warp speed and get vaccinated. president biden, vice president harris and others on the left

truly care about increasing the vaccination rate and saving lives, they should admit they were wrong to cast doubt on operation warp speed and give president trump and his team the credit they they are due for the development of a safe and effective vaccine in record time. i don't know if that includes a psa now to be created with president biden and former president trump standing next to each other but they're going to have to do something to get everybody on-board with only half the country vaccinated. jillian: i said it in the last hour and i maintain, and i don't think it's going to happen, but seeing this administration give credit to the former administration for operation warp speed i think could potentially be something that, you know, pushes people together on this idea of the vaccine. i just -- i don't anticipate it happening, sadly. griff. griff: that's right. we'll have to wait and see what happens. they'll have to get together and do something. kind of like that old when people didn't wear seat belts, everybody came together and said

you've got to buckle up. well, buckle up for the shot. jillian: that is true. we'll continue to follow that. in the meantime, senate lawmakers could finalize their bipartisan infrastructure package today. the roadblocks are spelling doom for the bill. griff: marianne raferty is here with the details. >> reporter: the bipartisan infrastructure deal could be ready to go today. lawmakers have to figure out how they're going to pay for it. it includes $579 billion of new spending, with $110 billion for bridges and roads, $73 billion for power infrastructure, and $66 billion for passenger and freight rail. the plan may have already hit a roadblock. house speaker nancy pelosi says the bill will go nowhere without a reconciliation proposal which would allow dems to pass additional funding without worrying about a filibuster. >> i'm enthusiastic about the fact that they will have a bipartisan bill. i hope it will be soon. but yes, i stand by because the fact is, is that the president

has said that he wants to have a bipartisan bill and we all do. but that is not the limitation of the vision of the president. he wants to build back better. >> reporter: republicans are slamming this as just another ploy for democrats to force through their liberal agenda. >> what she has said is entirely counter to what president biden has committed to and what the senate is doing, which is a two track process, the infrastructure bill has nothing to do with the reckless tax and spend extravaganza that she's talking about in terms of what reconciliation as she called it. >> reporter: the commerce secretary is still optimistic despite pelosi's complications. >> this is unusual and complex. but it's what americans want. it's what americans deserve. i hear from business leaders every day, get this passed. we need everyone to have broadband. we need improvements in roads and bridges. you hear the same thing from

labor and progressives. yes, it's complicated. no, we're not there yet. but it's going the to happen. >> reporter: meanwhile, president biden says it's still up in the air whether a pathway to citizenship would be in this reconciliation bill. jillian, griff. jillian: marianne, thank you. >> thank you. griff: the next revolution host, steve hilton, is bashing president biden's massive spending, saying democrats fooled the country when selling him as a centrist. >> the democrats never stopped telling us how they're all about defending our democracy. how is it defending our democracy to run a candidate as a moderate centrist, corral the party establishment to crush the thelefties practically overnigh, then turn around and implement a bernie sanders and elizabeth warren agenda. it is dishonest. not just a disaster for our economy, for jobs, for opportunity, but our democracy too. griff: on top of a possible

pathway to citizenship, the democrat only infrastructure bill would provide numerous social infrastructure items like money for pre-k and two years of community college and expanded medicare. jillian: a fox news alert now, a deputy is killed and at least one other injured during an hours long standoff in california. the sheriff's deputy, philip campus, was shot as they tried to free hostages a gunman was holding inside a home. the suspect was injured and hospitalized after s.w.a.t. teams arrived. two injured people were found inside the home. so far, no word on their injuries and the investigation is ongoing. campus, a marine veteran, leaves behind two young daughters. griff: and a texas state lawmaker is back if washington after failing to negotiate changes to a controversial voting rights bill. dr. philip cortes tweeting in part after discussions republican leadership didn't yield any substantive results, i have rejoined my democratic

colleagues in washington, d.c. to continue this fight on this front. texas dems fled the state to avoid quorum on the bill which they say unfairly restricts voting access to minorities. they plan to stay in our nation's capital until the legislation churr's special -- legislature's special session ends. jillian: team usa is racking up historic wins, bringing home medals in tae kwon do and fencing. the men's basketball team falling to france in the olympic opener, the first olympic loss since 2004. they look to bounce back against nigeria tomorrow. katie la decky battling her way to a silver. this as usa soft ball stays undefeated with another walk-off win. >> deep fly ball, back it goes.

also from a practical perspective. this is a huge optics problem and ethics problem and making it more challenging is that it is art. griff: hunter biden gaining new critics, cnn panelists agreeing that hunter's art sales are huge optics and ethics problems. jillian: this as the president's son reportedly plans to meet with potential buyers of his new artwork at shows in new york city and los angeles. joe concha is a fox news contributor. it seems like we have bipartisanship, oh, my. >> wow. when you lost cnn you know you have a problem when you're team biden. the white house which has a huge credibility problem lately, given it tried and failed to blame republicans for defunding the police or when the president says facebook is literally killing people, they can try to spin this situation like they did in those situations as much sible with hunter biden, but the left, right, everyone in between knows that a first time

artist would never fetch half a million dollars unless their dad was leader of the free world for their art. again, this is something that the white house has lost control over and when you have liberal networks calling them out, that's going to get their attention, certainly. griff: so joe, how does this rectify itself? who is going to hold hunter biden accountable for an ethics violation if indeed that's apparent? >> the press is supposed to hold the powerful accountable without fear or favor to party, right, griff? so you would hope that if cnn it criticizing, for example, hunter biden, the biden administration in general for allowing this to happen because of the ethics breach then we should see that from the washington post, new york times, abc, nbc, cbs, if they follow suit then i would hope the white house would say this is a huge optics problem. we have to pull this back and we can't allow the president's son to be getting a half a million

dollars for art that if you have seen it, you wonder how it's getting $5, we have to pull it back right away because this is going to lead to more problems. you would hope the press follows suit in addition to us obviously talking about this for the last couple weeks, griff. griff: you've got a point, joe. i'll hold my breath and wait for that front page new york times cover. meanwhile, the story that keeps giving and giving, the texas state representatives of course we've been talking about the run-aways that are here en masse in d.c. but one democrat representatives fears rural retaliation. listen to this sound bite. i want to get your reaction on the other side. >> the governor put out the call and he said he was going to round us up and corral us up and bring us back and i just don't want some rural cop or some take fanatic that license to governor

abbott that says they need to bring us back because we're fugitives. griff: rural cop, what is he talking about, joe? >> how that got on national television and wasn't challenged in any way i have no idea. there was a poll done last year that found that 83% of the american people feel that the media bears blame for division in this country. when you do interviews like that, that leads to that sentiment. this trip by texas democrats, find me a more poorly planned trip. they continue to play victims for their own actions. they fled their jobs in texas, they did so in a private plane without masks. they declared democracy was under attack like we've never seen since the civil war. this what is we have here at this point, optically horrible and then six texas democrats test positive for he covid, it spreads to a pelosi staffer and

white house staffer. you tell me what has changed as a result of them going on this trip. they're going to get corralled up when they come back home. it's legal for them to be arrested. i hope the governor doesn't do that and says just get back in, vote on this, let's move forward with this law. elections have consequences. you're in the minority in this case. this is the way it's going to go. i don't understand how they can say that democracy is under attack, worse since the civil war when they're arguing for, well, we lost the right to vote during 24 hours drive-in. like who needs to vote at 4:00 in the morning while driving in their car through a drive-in. you have weeks and weeks to vote before texas elections and that should be enough, i would think, in addition to all the other ways we are supposed to vote. so it's, again, it's a losing argument, guys. jillian: joe concha, always bringing it. good to see you this morning. griff: thanks, joe. >> great to see you. have good one, guys. jillian: 22 minutes after the

jillian: good morning. welcome back. how about this, voters in minneapolis could choose to remove their police department this november, this after the city council approved adding the language to ballots amid a surge in crime. retired minneapolis officer mylan macon join us to weigh in. what do you think this would look like if this were to happen, do you think citizens would vote for this. >> i'm not sure if citizens would vote for this but the city council has no idea what this is going to look like. they have no plan yet. they haven't implemented anything, haven't mentioned anything. jillian: how do you think the

streets would be protected then? what would happen in minneapolis? >> it's very confusing. i don't know. they have not gotten together to advise people what to do, if they do have an idea of what to do, to change it. maybe they should start implementing it slowly right now to show the citizens so they'll have an informed information about what the vote could be. jillian: you're a retired officer there. you spent many years putting on that badge, walking out the door, not knowing if you're coming home that night. i'm curious if you were still active in that department how this would make you feel right now. because recruitment we talk about all over the country is already low. why would you want to do the job? >> well, it's an uncertainty, why would you want to join a department or an area that you may not have a job in a few more months. jillian: yeah. if we go ahead and pull up this full screen here, you'll see what the mayor has to say on this and this reads, quote, the

mayor maintains that giving the minneapolis city council control over public safety work would mark a major setback for accountability and got governance. the mayor will not be signing the measure but appreciates the careful work and thorough analysis done by city staff to prepare fair and accurate language for voters to consider this. it sounds like the mayor's against this. you just wonder how far this is truly going to go. >> i believe it is going to go forward to be on the ballot but once again, the people don't know what's going on. the officers don't know what's going on. what do we do? how do we perform our duties and our job? there are other things too that legally only sworn officers can do, just for an example, you can't arrest unless you're an official. you certainly can do a citizen's arrest but to officially take someone to jail a police officer has to be there, a sworn police

officer. jillian: yeah. a lot of questions. i'm sure there's lots of people who are going to be up in arms about this. i'd be curious to see how this ends up playing out. thank you very much for joining us. appreciate your insight. >> you're welcome. jillian: sure. and some san francisco drivers could face a congestion tax through the busiest parts of the city. griff: cheryl casone from our sister network, fox business, joins us with a look at potential fees. cheryl, really? cheryl: really. good morning. they've been talking about this, actually, since 2010. so san francisco county's transportation authority is again looking to hit the city's drivers with a tax hike. a team has been formed to see how a $6.50 of fee to enter congested zones would of go over, how this would work. the kicker is they base it on income. it would only apply to those making $100,000 or more, discounts go to lower income individuals, drivers with disabilities and people who live in the areas.

those making under $46,000 would be exempt. any plan would have to get approval of the state legislature and board of so sop supervisor. is it wise to levy this against drivers when san francisco is looking like a ghost town right now and office workers don't want to go back because of homelessness and the crime. jillian: i can't believe this is something we're talking about this morning. seems crazy. there's an army combat veteran who wants made in america back. cheryl: he's asking president biden to bring back the made in america showcase to the white house which was created under president trump. collin wayne is the ceo of red line steel in huntsville, alabama. remember that event celebrated businesses around the country. he said if biden wants to, quote, build back better, that starts with recognizing and honoring domestic companies. collin wayne will join "fox & friends" in the next hour. griff: my favorite story of the day, skittles in space. cheryl: i'm assuming you

griff: florida lawmakers are blasting dhs for treating cuban migrants differently than illegal migrants crossing the rio grande river. >> you saw the forceful statement from mayorkas almost immediately, where was that forceful statement when joe biden was running for president or when he became president? griff: this as cubans from orlando are heading to washington, d.c. to protest at the white house. here to react, florida congressman, carlos jiminez. thank you for taking time this morning. this is an important story. it seems that there's a double standard here. what is your thought? >> yeah, there is a double standard. you know, president biden has kept the trump era policies towards cuba which i support, by the way, but he didn't do the same thing at the southern border which now allowed us to have this unbelievable crisis where we have over 182,000 people coming in a month at the southern border. he should be consistent in his application of immigration

policy and he's being inconsistent by allowing the southern border to be wide open and using the same trump era policies on the cuban people. that's very inconsistent and it's not right. griff: congressman, do you feel like this issue is really sort of exposing, if you will, the challenges the administration is facing in terms of trying to get the border under control? >> oh, absolutely. look, all he needed to do was keep the trump era policies in place like he's doing in cuba and everything would have been fine. but the president, if it said trump on it, we need to undo whatever had the name trump on it. now he's paying the price. actually, we're paying the price in the united states with the flood of illegal immigration coming through the southern border. it's a failed policy. we don't know what the policy is. it's certainly incentivizing people from south america, the northern triangle countries, to

come through. it's giving money, billions of dollars to the multinational cartels that they charge people to come through the southern border and so this is a crisis of his own making. griff: let me ask you, you're in tune with the pulse of the cuban community in florida. how do they feel about this? >> i think the cuban people here understand that, yes, we need to have legal immigration. look, the cuban government has used this kind of migration and pushing people out towards the united states as an escape valve for them when the pressure starts to mount and the pressure is mounting on the cuban regime right now, this communist brutal regime where the people want freedom. the pressure's mounting so it wouldn't be the first time they would try to do a mass migration towards the united states to kind of relieve that pressure. the people here don't want that. we want the pressure to be maintained on the cuban regime. we want the biden administration to put more pressure on the cuban regime. we want the biden administration also to help us to restore

internet access to the people of cuba so they can communicate amongst themselves and with the outside world. griff: do you see parallels, are there lessons if we look to the early '80s and the boat lift. >> i do. but this is different. what happened there was, again, a release of mass migration in order to relieve pressure inside of cuba. right now, though, the pressure's mounting. we cannot allow that to happen. we need to support the you cuban people in their effort to be free, we need to have the internet restored so they can communicate again, show the brutality of the regime for what it is, garner more world support for a change in this regime and support the cuban people. griff: besides speaking now, as you are doing here with us, which we appreciate your time, particularly this early, are aware of any of your colleagues

in congress that intend to put more pressure on the administration with regards to this issue? >> absolutely. our leader, kevin mccarthy, just put together a group so we can focus on cuba, what are the things we can do to help the cuban people be free, how we can pressure the administration to take those steps that we think are necessary to help this process along. look, it's not going to happen tomorrow, may not happen for a week or a month. it may take a long time. we need to put those things in place that will eventually bring freedom to the people of cuba and also bring stability to our region of the world. cuba is the head of the snake, they're the ones that are incentivizing all kinds of trouble around south america and central america, venezuela, nick nicaragua, things happening in per rieu and other parts of -- peru and other parts of the area. they all start in cuba.

along the coast of california, the northwest and interior sections won't get that moisture. there's the drought monitor, extreme to exceptional drought and that's spreading into the northern plains. that's going to be an ongoing situation for the next couple weeks. wildfires, 83 of them, over 100 acres, that's not going to help. some of the thunderstorms could cause dry lightning and the potential for spreading of wildfires. hot, hazy, humid across the u.s., we're starting to get into july and august heat there. 89 in new york, we see the thunderstorms developing across the southwest. heat p. advisories, many postedespecials states, up to the northwest and northern rockies. we have wildfire smoke again getting into the midwest and then traveling towards the northeast tomorrow, so that's pretty incredible. we'll continue to monitor that forecast. also watching a developing system off the coast of the carolinas, we don't think it's going to develop but we will certainly keep an eye on it.
