and bill gates made a shocking comment about the virus. former secretary of state mike pompeo has reaction. first a moratorium on the constitution. that's the focus of tonight's "angle." for 4 years democrats claimed that president trump had no regard for the rule of law or respect for the constitution. >> i hope there are enough senators that understand america is going over a constitutional cliff by an out of control president. >> donald trump is lawless. he believes he is above the law. >> the breaking of the law is trump's point. he is proud of his lawlessness. >> laura: well, well, well, where are all of those democrats now? this week joe biden and his party erased all doubt as to

whether they respect the constitution. the supreme court's authority and the separations of power. they could not care less. president biden defied a directive from the supreme court on the question of whether the administration's covid eviction moratorium was unconstitutional. it was a quirky deal. it was a 5-4 decision and the court decided to leave the moratorium in place. in a really bizarre move justice brett kavanaugh joined with the majority of activists but wrote that he believed the cdc had in fact exceeded its constitutional authority. if they continue the moratorium after at expiration date, he would vote to strike it down. in other words, it was very clear. only congress, not the white house can enact legislation other private landlords to fore go rent payments. >> the bulk of the

constitutional scholarship says that it's not likely to pass the constitutional muster. but there are several key scholars who think it may. it's worth the effort. >> laura: you heard that. biden knows that the supreme court will rule this is unconstitutional. he is so scared of the squad he will extend a ban on evictions anyway on grounds that several key scholars think it could survive constitutional muster? that's the new standard for democrats? scholars with trump the supreme court? i must have missed that in law school. >> the president would not have moved forward with a step where he did not feel confident in the legal justification. asked the cdc and his legal experts to look at what is possible them is a narrow and targeted moratorium that is

different. signing an extension is a legal standpoint. >> laura: that's just embarrassing. this new and targeted moratorium applies to 90% of all rental properties in the united states. this is lawlessness because democrats are terrified of saying no to the squad. >> it's a huge victory for the power of direct action and not taking no for an answer. >> laura: never has someone spouted such gibberish with such confidence. is she referring to the white house? or the supreme court saying no? is the standard now that direct action overrules whatever the constitution says? remember, these congresswomen

took an oath to uphold the constitution when they were sworn in. instead they are trying to shred it. yesterday's street activists are today's congressional reps. they don't feel constrained by the supreme court or basic laws. they believe in governoring by stunts like camping on the capitol steps with a lot of snacks. congresswoman cori bush a blm support are -- supporter knows biden is weak. she demanded biden get in line and he did. >> we know how to put our bodies on the line like this. ferguson and st. louis taught me that. stand up. presence makes all the difference. it doesn't matter what you are faced with. rubber bullets or real bullets

or white supremacy. there were dogs and tear gas that we were fighting against trying to save black lives. here it was structures. >> laura: what structures does she want to break through without legislative authority? what happens when aoc and cori bush tell biden that workers can never be fired? is that the structure? the businesses of all sizes must play for employee healthcare and no students have to pay back student loans? one would think that our reporters, anyone with even an iota of a sense of fairness would have tough questions for biden and the democrats. how could the cdc even have the authority to it make landlords go broke? why didn't congress raise this

issue on the floor and try to do it the old-fashioned way, pass legislation? or maybe what other supreme court directive do you plan on ignoring. have you considered how devastating this will be for first time renters and poor people. landlords won't want to rent to them at all. when the squad is involved everything is legal and just. >> she forced the white house and democrats to push ahead. >> cori bush thank you very much for lighting a fire under this. >> they did a little dance. celebrating tonight. >> laura: they wonder why no one is watching them. this is constitutional crisis. if a president can change any law he wants because a few legal

scholars say it might be okay. and nancy pelosi doesn't want to force members of congress to return to d.c. to vote. she extended proxy voting that was put in place because of covid. there is a silver lining here. we see who the democrats really are. it's aoc's party now. there are no more moderates. they don't care about the constitution or the people who suffer from lawlessness. >> over $65,000 we can't take them to court. we still have to provide maintenance. it's coming out of our pockets. so many small landlords are behind. >> laura: the "washington post" reported that this moratorium could drive thousands of landlords across the country into bankruptcy. what lessons should we learn from this? well, first democrats only

respect raw power. the supreme court should strike down this biden scheme and the vote should be 9-0. the voters have to rise up in 2022 and end this entire fraudulent regime they are trying to impose on the rest of us. once there is no law and no respect for the constitution, regular working people will be completely shutout of the process. they are out of luck. it's all about whether you have connections or not. which sounds a heck of a lot the way life is like today in a third world country. is that what joe meant when he said built back better? that's the "angle." joining me is stephanie graves from houston and bob ceo of the national apartment association. stephanie, is this situation with the eviction moratorium sustainable for you? >> well, we have been going

through it for 18 months. we were hoping this would end soon. no, it is not sustainable for landlords. >> laura: what happens if this goes on another 3 months to 5 months through the end of the year? >> well, the challenges are for landlords and anyone related to apartment ownership. my fear is bills can't be paid and layoffs will happen for people. maintenance issues are not taken care of. those residents paying their rent are suffering from those who are not. it's been a struggle. my fear is the long-term situation, in that affordable housing is struggling .

if we force landlords out -- >> laura: rents will go up and landlords won't rent to poor people or first time renters. it hoses the people that need the most help. thank you, squad. some elected officials are celebrating this new eviction moratorium. >> this was a crisis that was unfolding and that was unnecessary. we won't tell people to get out and couch surf and double up with relatives. it's the wrong thing to do. what we saw happen is power to the people. >> laura: bob, what is she missing? >> so much. it's like groundhog day all over again. this moratorium is being extended and causing damage to the industry. if you look at who owns rental

housing, 53% of the nation's housing stock. we are looking at information coming out of different industry groups researching this. 23% of independent rental owners have been forced to sell one or all of their unit. we could come out of this with a much smaller industry but with still demand ever growing which is going to increase the cost of rental housing. all of the challenges that we are facing through this are really forcing the industry to reevaluate how much risk they are willing to take. it will end up with tighter policies with risk and some people won't have a place to live. >> laura: when the government dissorts the mark place the whole locked was a mistake from the beginning. shutting down the free market

blows up in the faces of the people who worked the hardest -- in my view. the lawmaker who pushed this episode is now attacking people like you stephanie. >> the people that are looking to us, they don't care about the blame game. they care about right now. today there is a notice on my door saying pay or vacate. i don't have the money. my landlord doesn't care. that's what we have to deal with. >> laura: stephanie, your reaction to those comments. >> well, it's really disappointing. we have a large association. i am not sure what landlord she is talking about. the landlords i know are assisting residents in getting rental assistance. the amount that is available is another story on your show, but the amount that is available, the residents that owe should be

applying for those funds. a lot is available. there is no need to have an eviction moratorium if there are funds to pay for the rent they owe. it doesn't make sense. >> laura: bob, it allows for bad actors to exploit the eviction moratorium. we are seeing reports on people who could not pay their rent but driving around in $90,000 cars. the landlords are wait a second. i have to sell my unit and the people are driving around in nice vehicles. >> i am hearing reports of that and also hearing reports there was a husband and wife attempting to serve a notice on a resident in richmond, kentucky, yesterday and they were shot dead. things are escalating across the

country at a quick rate. we need to find a way from this craziness. >> laura: people who work hard are be penalized because others don't. thank you. instead of just talking about how unconstitutional the never ending eviction moratorium is republicans need to do something about. phil kline has an idea. shut the senate down. that will slow down consideration of that infrastructure people that 17 gop members are still on board with. far from roads and bridges, this include things like breathalyzers in cars and diverse recruitment in transportation and a tax program. here is one of the infrastructure bill's chief critics. utah senator mike lee. how does any of this make sense

given the economic situation our country is in right now? >> it doesn't. that's the thing. it this bill is a massive inflation bomb dropped on a carpet bombed economy. we have been pumping the dpft so full of money. this is causing the dollar to lose its value. it's stealing from the poor to give to the rich. a small handful will get richer off this bill. everybody else will get poorer as we inflate the dollar. that's not fair to hard working americans. it's bad for utah and all americans everywhere. >> laura: the measure in the bill that would track your vehicle miles. to provide recommendations for a national motor vehicle per mile user fee. senator, we have romney and

mcconnell and portman, and bill cassidy supporting what will lead to another tax on americans and then the 3.5-trillion dollars which is joined at the hip with this. why is mcconnell doing this? >> he will have to speak for himself. i can only speak for myself. they will say it's only a pilot project. a pilot project is like a pilot light. it is there to make sure it movers forward. there is no way that can develop without massive intrusion into privacy that the american people hold sear. -- dear. when you add this to all of the other problems with the bill including making it for difficult for first time home buyers to get into a home when americans are struggling with the high price of house and

healthcare and gasoline and groceries. this is not fair. we should understand do it. >> laura: i know you don't want to criticize your fellow senators. but this infrastructure bill contrary to what senator cassidy said on this program is going to pave the way to the 3.5-trillion dollars permanent entitlement nightmare that is the squad's dream legislation. they are happy with it. what does this do-or-die -- do to the republican party. why are these 17 senators doing this? >> it's horrible for the brand. it was not long ago before both parties would have recoiled at the idea of a 1.2-trillion

dollars spending bill. they came the 550-million dollars is paid for. it's not. that's fake. the committee for responsible federal budget concluded that over half of the pay force are fake. there is no pay. as a result of that we are inflating our way through this. the reason we have to rely on that committee's report is because the congressional budget office hasn't issued a score. that's wrong too. we should not vote on it without a score and we won't have one by the time we vote on it. >> laura: do you think republicans have lost -- if they go forward with this infrastructure bill, have they lost their leverage in stopping the 3.5-trillion dollars nightmare? >> i believe we lose a substantial amount of leverage.

i thought this was a mistake from the beginning. we were told for months they were working on this. we were told to be patient. we received the bill for the first time sunday night at 10 p.m. i can't imagine that any of them could read it. they expect us to process this thing in 4 days. no way to run a railroad and not a way to run a republic. >> laura: 10,000 patients. -- pages. all 17 republicans you should be ashamed for yourself on this infrastructure bill. presidented went out of his way to take direct aim at governor ron desantis. and part of the cuomo drama. raymond arroyo is here with "seen and unseen" next.

i say to the governors please help or get out of the way when people are trying to do the right thing. >> laura: get out of the way! my next government is florida governor ron desantis. it seems that the biden administration sees you as a way to almost change the subject from their own failures your response? >> well, i think you are right. this is a guy that ran for president saying he would shut down the virus. he was not going to shut down america or the economy. he would shut down the virus. yet he is bringing in people from over 100 different countries across the southern border. every variant on this planet are coming into our country that way. people are coming and they farm them out across the country putting them on buss and planes. he is lecturing people about imposing covid restrictions and

lockdowns and not only doing nothing to stop the border surge but facilitating it on the on the other hand, he just loses all credibility when it comes to covid. >> laura: do you know how many migrants are shipped to florida? >> no notice. they don't tell it us. we try to do investigation. sometimes we have some documents and put 2 and 2 together. they fly in unaccompanied minors and a lot of military age males coming through the pretties. -- border. it's not mostly mexicans. from the middle east and africa. you have law enforcement there helping governor abbott. they said a majority of them want to end up in florida.

we are working on strategies to deter that. this is an issue beyond covid. it's about the security of our country. you can't impose restrictions on americans and then just let anyone from around the world. >> laura: there is a narrative being spun by the white house and social media that the florida hospitals are busting at the seams. we found part of a roundtable from florida hospital ceos this morning. watch. >> right now we are down to 25%. all of the hospitals in south florida are seeing less numbers. >> 80% of our patients are non-covid patients. >> we have 126 covid patients. we are a 1,041 bed hospital. >> laura: what is the real story

here? >> well, those ceos told the story. we have had a summer wave. we have seen significant increases in covid patients. but at the ceo said that's 10 to 15% of the total. it's important when the media is spreading this misinformation and lying, it could deter someone from going in to get care for heart problems or stroke. all of those ceos said we are treating everybody. we are open for business and busier with covid than 6 weeks ago but come in and get care. i understand the media has narratives to spin. they have a partisan agenda. be careful when you are spreading misinformation that people are saying they should not go in. i can go in and every ceo invited people in. they are run luggage. >> laura: like you many parents

are concerned about what the -- well, some of the misinformation about covid in kids is doing to our youth. this morning cnn did a piece about a 12-year-old. watch. >> dear superintendent and school board members. i encourage the requirement of masks at school. i am worried if masks are not required my brother could go to school and next be dying in the hospital. >> at school i wear 2 masks because i want to make sure i don't get sick. >> laura: i feel for these kids. they are really scared. what is going on here and why would the media being using kids to get to you? >> well, they did this last summer when we went to in person schooling. we will have kids in school.

we understood it was a low risk environment. they said all kinds of stuff and we have a successful school year. we will do it again this year. in florida it's really important that parents make decisions about whether kids go to school with masks or not. if parents want their kids doing that, we won't prevent that. we have a lot of parents including me who doesn't think that is healthy for our kids to wear masks all day. i know people like joe biden think the government should force kindergartens to sit under masks for 8 hours a day. in florida last year in our school district we had some that had mask requirements and others that didn't. the once that didn't have lower-cases than the ones that did. it's not proven to really impact viral transmission this schools. that's why it's the parents decision and not mandated by the government. >> laura: we learned that the

administration is concerning a vaccine mandate for foreign visitors coming into the united states. that will be announced soon. your reaction? >> i think that's a big mistake. it would kill commerce and hurt tourism. it florida, for example, we have 91% of our seniors got shots. i believe and the hospital ceos said that reduced mortality among the elderly. the vaccines is protect itting you. i think it's clear people are getting infected even when vaccinating. s it its effect on transition is not what we anticipated -- that's a fact. those requirements would do more harm than good. >> laura: thank you. the cuomo show an unexpected spin off and a famous actress dumps friends over the vaccine.

am we are moving towards that here and i don't like it. >> laura: the biden administration working to require all foreigners who come here to be vaccinated. i mentioned this earlier. now we will get mike pompeo's take on this and why this is not a wonderful idea.

>> laura: democrats seem jealous about the other way other countries do. in australia the military is patrolling the streets to enforce the locked am. 300 troops were sent to cities to help police monitor home quarantine for coronavirus patients and set up road blocks. the troops will help the police on a door-to-door search to check if people who contracted covid are isolating. in germany they are banned from even protesting covid dictates. thousands showed up in berlin anyway. here's how they were met.

we tried. 15 days to stop the spread want the answer was to give people good information and truthful information and let them make their own decisions. the work our administration did to develop warp speed delivered good outcomes. >> laura: these are allies. biden is lavishing praise on them. they have a great new relationship. this is like china and hong kong. >> everything about the biden administration demonstrated it wants to look more like europe. bigger government and people work less. social is the model that the biden administration depted. -- adopted. they did the same with climate change. with the virus they are thinking about things the same way want not about freedom or the things

we know best -- not. >> laura: we have biden promising europe will work with us again china. even nbc is saying the u.s. struggled to unite the european democratic allies against china. it's not happening. they are ignoring biden and cutting their own deal with china. what does that do to u.s. national security? >> it's dangerous. we began the effort to convince the europeans it was time to get serious to respond to the chinese communist party. we made real progress. now the administration hasn't been able to convince the europeans, france and germany, to work along them. but there is real opportunity.

there are many european countries understand the threat from china the way you and i do. i hope the biden administration can rally them and those 2 large economies to say the west must stand together from the threats of communism from china. >> laura: biden won't do anything. they will cut their own deals. china, moments ago. bill gates was on cnn. he was asked about the investigations into the origins of covid. >> how important to understand how this started? is that critical in terms of preventing it in the future? >> no, the source is not going to change the need for masks and vaccines and the need to have a very different regiment so that all countries can get on top of the cases quickly and be

more like australia than europe or the united states. >> laura: it's not vital we find out what happened to prevent the next pandemic? >> well, wow, that's something. it's essential we understand how this virus escaped and where it escaped from. remember too, that lab they believe the virus came from is still operating and conducting research on viruss. this could happen again tomorrow or the next day. it's imperative we understand how the chinese communist party spread this across the world. >> laura: biden is saying foreigners visiting the united states will have to show vaccination status. >> that makes no sense. there are better ways to protect
