>> they are incentivized and emboldened the judges are letting them out of jail. there are no consequences to their action it is just that simple and is not just happening in one place that many places in the common denominator is what is going on with the courts they are returning violent criminals back into communities and committing more crimes there are no consequences it's just that simple. arthel: how can law-enforcement leaders work with state lawmakers to close the revolving door meaning make these are rustic when it comes to juveniles? not giving them license to wrongfully make arrest but how do they work together? >> that is the idea. i've worked in a system we work together and unfortunately the reality of today to have prosecutors in certain places that are not prosecuting certain crimes we

have judges allowing people out they can make hundreds of arrest but there is another part of the system and if it's not working, guess what? criminals are on the street. there has to be the willingness encouraged by those who sit in seats of power to demand a change. they talk more about reimagining the police but did they ever mention it just is not working? and now the migrants are backing off the whole defend the police movement and still holding on to ending qualified immunity and that is the funding the police they are demoralized. >> do you feel they are having more of a hands-off approach? >> i will tell you in some cities that is absently happening if you have
