the taliban control 2/3 of that country after capturing three provincial capitals in afghanistan, including kandahar, in just the past 24 hours. they are terrorists who swept through the south, the region where american, british and allied nato forces fought. some of the bloodiest battles in the past quarter century. one republican lawmaker warned this way. >> what it means is that the basically the ability of the afghan government to resist the taliban is near zero. the resources that were at kandahar were significant. both from the air force capability and army capability, the special operations forces capability. if they have taken kandahar city i think we're talking about the demise of the country within weeks. >> harris: what's unfolding with our race to get to our people in kabul is triggering memories and comparisons to the

dramatic rooftop rescue of american diplomats in saigon. president biden leaving the white house today still for vacation scoffed as you may remember last month when he was asked if there were any similarities to what played out at the end of the vietnam war. >> president biden: none whatsoever, zero if i'm not mistaken. the taliban is not the north vietnam east army. they're not remotely comparable in terms of capability. there will be no circumstance where you will see people being lifted off the roof of an embassy of the united states from afghanistan. it is not at all comparable. >> taliban takeover in afghanistan now inevitable? >> president biden: no, it is not. >> do you trust the taliban, mr. president? >> >> president biden: is that a serious question? i do not. >> harris: you can set an egg

timer for how long it lasted for that to be true. more from the north line, jackie heinrich. >> the u.s. sending 3,000 additional troops to kabul to assist in the evacuation of americans and diplomat attention signals to many a deteriorating confidence that the afghan government would be able to prevent a taliban attack on the u.s. embassy. there are reports that american negotiators are trying to get assurances that the taliban will not attack the embassy if they take kabul. just a month ago president biden said it was highly unlikely that there was any scenario where the taliban takes over the entire country. >> president biden: first of all, the mission hasn't failed yet. there is in afghanistan and all parties there has been corruption. the question is can there be an agreement on unity of purpose.

so the question now is where do they go from here? that the jury is still out. the likelihood there is going to be the taliban overrunning everything and owning the whole country is highly unlikely. >> taliban has taken 18 of 34 capitals as part of their week-long surge. the official number was 14 early this morning. showing how rapid it has deteriorated. critics say biden needs to admit the withdrawal was a mistake and -- if the taliban takes over they take the equipment left, helicopters, vehicles all become taliban equipment. senate minority leader mitch mcconnell says afghanistan is careening toward a disaster. president biden should commit to providing more support to afghan forces. otherwise taliban may celebrate may burn down the embassy in

kabul on the 20th anniversary of 9/11. >> commit the air power. taliban are out in the open, exposed. it would blunt their offensive and buy us time not only for the afghan security forces but to get our local allies out. number two, pakistan is completely complicit. their military is supporting this taliban offensive. i want to see all aid frozen and possibly sanctions against the pakistani military. number three, we desperately need a new strategy. >> a growing chorus of voices adding to what critics believe president biden could do to prevent some of this from deteriorating any further. he left for wilmington yesterday, he did not take any questions before resuming what is to be his vacation. back to you, harris. >> harris: we know presidents can work on vacation and the press i have been told won't have much access to him.

we'll have to see how this weekend lays out for him. disturbing new video showing the taliban completing its takeover of southern afghanistan. capturing its third regional capital today. the fighters surrounding government officials who ultimately surrendered. the terror group's area of control is encircling kabul. today's "new york post" with a blistering front page calling the afghan crisis biden's saigon. general jack keane, retired four star u.s. army general and fox news senior strategic analyst and chair of the institute for the study of war is in focus. general, thank you for joining me with your expertise. you heard the president. we played clips from him in recent past. he says the mission has not failed yet. is that true? >> well, it's failing right before our eyes. what has happened here is the

president has made some serious miscalculations where he hasn't fully appreciated the consequences of his decision in april when he announced a withdrawal. what we're seeing is an ill-conceived hastey withdrawal that's turned into an embarrassing retreat. and that's the simple fact of it. it's not something that president biden intended to happen but the reality is simply this. when we announced that withdrawal, that meant that the united states military had to close seven military bases and remove the resources at those bases and get it all done by 31 august. that left absolutely no time and no resources to assist the afghan security forces. the taliban recognized that the united states military will be completely preoccupied with getting out of the country. therefore, they launched their offensive according to the i.g.

report that was just published recently, the taliban launched the offensive in may because of the biden decision that was announced in april knowing full well that there would be no u.s. support for the ground forces and they would have their way with them. and that's exactly what happened. no decisive air support for them. in intelligence, drones to speak of. limited support but not sustained enough to be effective. it cannot stop the taliban at this point. all of this was preventable. that's what is so sad about this. i'm not relitigating whether we should stay or go. reasonable people can be on boekt sides of that argument. what i am saying is that this withdrawal plan doesn't make any sense. because we should have done a deliberate and methodical withdrawal. do it during the wintertime when the taliban is off the battlefield and they are seeking refuge in pakistan.

not conduct a withdrawal in the height of the fighting season which is what we're in the middle of right now. and that is what is so ill conceived about this withdrawal. it just played right into the taliban's hands. >> harris: you've taught us two things in the past, general. we've been talking for years about the ramp-up to war, the endgame, all of that. and the bottom line you always tell us is this. you've got to have a plan for exiting. and it should be only your plan. so when that plan was shared so widely by this current president, he put the whole world, including the taliban, on notice and now we're up against it. would you compare this, as some are, to saigon and those rescues that we saw play out? >> well it's inescapable. you can't help to compare it to that debacle as well. certainly i don't think we should have announced a date certain. i think what the president

should have said is yes, we intend to leave. we will pull our forces out but we'll set conditions for a successful transition with the afghan government and the afghan security forces. and that would have -- no date. likely sometime next year should have been the response the probed on it. say that would give him time to provide the adequate support the government needed in terms of contractor support. it would have given us time to coordinate the bases that we need in the region, not back in the middle east which is what we're using right now. given us more time to do that and also get -- recognize full well if we're going to sustain air support once we're out of the country, they are going to have to be some enablers that the afghan military will have to have that they don't have now. all of that needed time to do. this hastey, ill-conceived

withdrawal robbed us of the benefit of setting those conditions properly. that's why this thing is unfolding so unsatisfactory to everybody that looks at it. >> harris: i don't mean to cut in but i want to get to this. it's important. the ceo of the independent fund told foxnews.com our gold star families in particular are carrying a heavy burden and a hard one to swallow as people casually say was it worth it? they have to know that their spouse or son or daughter has made the ultimate sacrifice. you have led so many and you have lost some, too, in war. what would you say to the gold star families? >> this is where i separate the comparison to vietnam. i was a platoon leader and company commander in vietnam. it was a gut punch, frankly, to see what happened in april 1975 in saigon. i held our military leaders somewhat in contempt over it. their strategy was wrong for

three years and national leaders did not have the stomach to stand up to it. put that aside. what has happened here is very different. what we went to afghanistan to do we have been doing, and that is preventing another attack on america's homeland. we lost soldiers doing that, we've had some catastrophically wounded and families have made significant sacrifices. i commend them for their service and what they have achieved. we have protected the american people for these 20 years. that was the mission. did we get sidetracked in that mission with nation building and building a constitutional democracy? yes, we did. those were mistakes. the essential purpose has been achieved. my argument has been well, if you want to continue to sustain that we still have a war with radical islam, afghanistan can become the epicenter for international terrorism again and a prudent thing to do would be to leave some residual force. you have heard my argument. in terms of what we have

accomplished there, we have done that. but i do think the taliban take over there will likely be a resurgence of international terrorism in afghanistan again. it is indisputable. >> harris: we don't know what it would look like if they get to kabul. we have a lot of resources headed in that direction. while you were talking and we'll continue to do it this hour, we're putting up support information for our veterans who served who may need a hotline to call, someone to talk to, and hear those very things that you just heard general keane say over the phone personally with that support. general, leading in many ways as you always do. great to have you on the program. thank you. >> always great talking to you. >> harris: california governor gavin newsom hitting to road to save his political life as a recall election is looming.

and it destroys the narrative the democrats are trying to portray that they have a handle on covid and they know how to lead. this recall, although comes down to what happens in the inland empire. areas that republicans had historically done quite well even in orange county that democrats have made much inroads the last few cycles. in 2020 they all snapped back to being republican strong areas. if those areas turn out strong, if northern california turns out strong, and if an unenthusiastic democratic base because of what they see out of the white house, biden not inspiring, then you get turnout low in l.a. and san francisco and the fact newsom is attacking larry elder says he thinks he is in trouble. >> harris: laura, you put on top of that the fact with the pandemic and everything else.

other people around the nation are not happy about new covid restrictions, new orleans, the latest city to announce that people need proof of vaccination or a negative covid test to enter a bar, a restaurant, or a gym. similar restrictions go into effect in new york city and san francisco next week. los angeles drafting it its own restrictions. one of the city's small business owners is not having it. >> i can't find enough staff to keep the service going here. now i'm going to say well, you have to be vaccinated? i have certain employees that have had it before and they feel their immune system is good enough. do i have to let them go? they want us to be the sheriff? i'm supposed to, what, put a vaccine checker at the door and if somebody gets mad and punches my employee in the face, what do i do? >> harris: all excellent questions. one new york city restaurant with a smackdown of mayor bill deblasio' rest stricted posted a sign reading that says, it will not discriminate against

any customer based on sex, gender, race, creed, age, vaccinate or -- how do you not listen to the voter? what happens here, laura? >> it is all about keeping people safe. local businesses open and economy thriving. the small businesses we heard one. many others that are happy to see this restriction. they want the delta virus to be stop being spread. so this -- >> harris: we all want that. >> if you don't -- it is very reasonable. frankly in places like texas and florida we're seeing hospitalizations get to the point you can't get an icu bed if you get in a car accident or if you have a heart attack. so it's all about keeping those hospitalizations down so that people have the freedom to move and continue to have that economy be open.

all these years. the end of that quote let's go to k.t. mcfarland national security adviseor under president trump and has a piece on foxnews.com entitled afghanistan was always mission impossible. biden is living in fantasy land with this endgame. she is in focus now. i want to start with this because i am burning to know what we do next. a "new york times" piece on the united states has asked the taliban to spare its embassy in kabul calling it quote, unquote, demand that seeks to stave off an evacuation of the embassy by dangling aid to future afghan governments even one that includes the taliban. critics are calling it a defacto bribe. how desperate is this situation now? >> completely desperate. i wouldn't mind bribing. the chinese are standing by

ready to acknowledge and legitimize the taliban-governed afghanistan within a couple of days. no afghanistan government that we can trust and any idea that somehow they are going to really care about american citizens, or care about their standing in the world? they don't care about any of that stuff. they will use taliban and the chinese and a propaganda victory. we need a few more billion thousand and a couple,000 more troop and a couple of years we'll win in afghanistan. we were never going to win in afghanistan. the taliban would always wait us out. they knew we would eventually get tired and fed up and leave. and so the thought that somehow they will do us any favors right now in dangling aid in front of them, harris? negotiating without leverage is begging. it sounds like what they're doing now.

and the white house, are they giving us an indication that they get this? >> no, no. they are living in fantasy land. they are stuck in the 1980s they think if america asks or demands or issues a few strong words and strong statements everybody will follow the line. those days are done. the united states is now in a position where they the chinese are pointing to us saying see, look at the failures of america, look at their economic failures and social failures and governance failures, look at the failure in afghanistan. democracy, america is finished. the 21st century belongs to us, china. that's what china is telling the world and they will use this afghanistan route where we are going to be withdrawing, we'll have 3,000 troops we're sending, combat forces to evacuate american personnel. now we have to shoot our way out. it will be as bad as our evacuation from saigon. >> harris: i want to say this.

release that's illegal. that program. he has also -- the secure fence act requires him to obtain and maintain an operational security over our border. he doesn't have that by any stretch of the imagination. it's because of the policies they have enacted and those policies have produced six or seven months of record growth in apprehensions. every month. that's just a failure on his part. also the title 42, covid releases that have come into our country, he is allowed to under title 42 to prevent people from entering due to health concerns. what they actually weakened that and so that's why you are getting all the unaccompanied minors coming in and why you are also getting these family units coming in and being released into the country with covid. 1500 last week in mcallen, texas alone were released in that community with covid.

>> harris: i took notes on those four areas. this is not about a feeling. what you are doing is you are putting forth a case now. when you hear the leaked audio, he thought microphones might not be there. maybe he didn't care. when you hear the difference between what he says publicly about the situation and what is said in private what's your reaction? >> well, i guess i'm not surprised by that. in reality when you look at it what is happening is they will publicly stand up and say this is complicated, we're dealing with vulnerable people that we have to have compassion for and he has said that multiple times. the number one characteristic of the immigration policy needs to be compassion, right? and yet at the same time there is no compassion for american citizens. our national security and our safety. so he gives lip service, i think, to the border patrol agents and then turns around and publicly provides the real

biden focus, the real mayorkas focus to not enforce our laws. i'm not surprised there are such differing viewpoints. >> harris: only 35% of people approve of president biden's job performance on immigration. what do you say about that? >> well, i think -- i'm surprised it's that high. biden did campaign on an open border and that is what it looks like. we're getting increased drug trafficking, increased sex trafficking and human trafficking. drug trafficking. all of these things are going on and it's inhumane policy. the videos we've seen show us the inhumane quarters these people are kept in and we release them into the country with covid, etc. this is not good. this is a national security threat. >> harris: we're hearing from
