for evacuation and it's got to go off smoothly and quickly. we have got to get this final piece right. arthel: dr. rebecca grant, thank you very much as always for your analysis. that does it for us. we'll be back in another hour. mike emanuel is in washington mike: fox news alert. sources telling fox news the united states embassy in kabul afghanistan has been evacuated and the american flag lowered. this is afghan president ghani flees the country after taliban forces enter the capital with plans to declare the islamic em rate of afghanistan. welcome to fox news live. i'm mike emanuel on busy sunday afternoon. team coverage in afghanistan with kevin corke at the white house and trey yingst in the middle east. trey, let's start with you. trey: mike, good afternoon. as we speak taliban forces are

working their way through the afghan capital of kabul. we have seen images of fighters in the streets taking over portions of the presidential palace and as you noted, we have confirmed afghan president ghani fled the country leaving behind what we are seeing to be an extremely chaotic scene. right now the u.s. embassy in kabul has moved to the airport as evacuations continue and they have ordered at this moment to have all americans still on the ground to shelter in place amid reports to have airport taking fire. now, earlier today this facility completely overwhelmed as the u.s. military works to evacuate its personnel and the embassy personnel. but also some extremely concerning images outside of the capital of kabul. we saw air base a position where u.s. troops were stationed for nearly 20 years, a prison there with more than 5,000 call attended insurgentes and al-qaeda fighters completely

opened and the fighters were allowed to simply run out with the taliban, join their ranks and then work their way into the capital of kabul. there is immense fear among the population because they understand that sharia law is simply hours away. we heard from taliban officials this evening who said shortly they will declare the country of afghanistan as the islamic emirat gains and ultimately how the american military able to get staffers off the ground and into safety, a big question mark tonight but certainly something to follow here. mike. mike: huge question about the afghan forces that the united states invested a fortune in trying to train up and prepare for this moment to assume leadership in terms of defending this country and yet they seemed to have weathered away easily.

thoughts on the afghan throwing the towel and welcoming the taliban into the capital. >> we heard this over and over again from american officials including president biden himself who said just a few years ago that the afghan security forces are 3,000 men strong and they could never be defeated by a force of the taliban around 75,000 fighters. but the reality on the ground was far different. what we found out according to reports was that the 300,000 number was on paper but in practice it was about a sixth of that size. the entire fighting force of afghanistan backed by the united states military, so this allowed the taliban to work quickly through some of the southern cities pulling in afghan reserve sources into the fight and at the same time they executed offensive where they launched attacks on northern cities. this allowed the group to take over vast amount of territory in just a week and a half catching

the entire afghan government under heels and we see afghan security forces simply vanished from the face of kabul. we saw reports about the security forces actually changing clothes so they weren't identified by the taliban as the fighters worked their way through the city but as things stand right now, it is the american military overseeing all of the security to get these personnel members out of afghanistan, out of kabul. extremely concerned to the biden administration to ensure americans can get home safely and some of the images that we saw out of kabul certainly will be in the history books for years to come. you saw helicopters airlifting personnel from the u.s. embassy to the airfield and then you also saw tonight what looked like c17 transport planes having civilians, many of these u.s. allies, some of the translators and interpreters who worked with u.s. forces over the past 20 years being loaded on to the

planes, trying to fly to safety as the taliban takes over, mike. mike: we have new video of the taliban releasing prisoners. many of the people, taliban fighters and al-qaeda fighters who have been locked up for the better part of the past 20 years taking off the battlefield by american forces and america's allies. there's also great concern about these people returning to the fight and what they could do now that they're free to do whatever they want. trey: mike, it's recipe for disaster, many of the fighters were in prison and overseen by the united states. airfield and the prison attached had american forces around it up until just a few months ago. this was a major hub for the united states in afghanistan. so you not only have all of the al-qaeda and taliban fighters who are now free, you also have weapon that is the taliban have been able to gather as they are

able to work through the country in past week and a half and previous months gathering weapons, everything from small arms to antiaircraft to u.s. drones and artillery units and even helicopters. you have access to the weapons for these people who were in prison in part and you have forces at the airfield trying to help evacuate u.s. personnel and u.s. allies and it really is a concerned for the embassy, for the state department and for the entire biden administration and that is why we are seeing really extra precaution taken and the orders to shelter in place when we don't exactly know why. we know that there is some activity around the airport but not been able to confirm where the gunfire is coming from and we have not been able to confirm the taliban is behind it. it's a fluid situation. there's a lot of moving parts

right now, but the americans are hoping they can get everyone out safely and we know that the biden administration and the u.s. military is certainly keeping all options on the table to respond if the airport does come under further fire, mike. mike: one can only imagine how gold star families and the families of many american military veterans who spent years of their lives in afghanistan feel after seeing these images and hearing the report. trey yingst live from the middle east, trey, thanks very much. with the taliban set to declare the islamic emarte of afghanistan, president biden facing sharp criticism for policy choices including sticking with american plans to withdraw and remaining at camp david president biden has met with national security team. kevin corke joins us live from the white house with the very latest, good afternoon, kevin. kevin: not quite all hands on deck. as you point out the president has met with nationally security team and monitoring the situation on the ground. outstanding report there by trey yingst. you have to worry about reverse

engineering, some of the material that's been left over and particularly some of the drones. who knows where the material could end in the hands of adversaries. they are monitoring the circumstance of what is happening. i think top of mind has to be the sudden departure of the country's president, president ghani no longer there. his exit is a very powerful symbol, mike, of the fall of the government that the u.s. spent as you pointed out 20 years and tens of billions of dollars propping up to no apparent avail. i want to share part of the statement that the white house released saturday. our hearts go out to brave afghan men and women who are at risk, we are working to evacuate thousands of those who helped our cause and their families. it is a stunning turn of events for a president who boasted this just last month about a possible taliban takeover. >> the afghan troops have

300,000, well-equipped, as well equipped as any army in the world and an air force again something like 75,000 taliban. it is not inevitable. kevin: apparently it is inevitable. we are watching it unfold as we speak. the word, mike, intensifies from white house officials to ensure as trey pointed out the safe transport of u.s. and afghan personnel and our partners in the region. but even that comes amid bitterly sharp criticism that the administration botched this from the very beginning. >> it's worth noting this did not happen on our watch. we reduced our forces significantly and the taliban didn't advance in capitals in afghanistan. every president confronts challenges. this president confronted a challenge in afghanistan and utterly failed to protect the american people from this challenge. kevin: still white house officials insist this is not all about the white house, you have to keep in mind the trump administration's policies before he left office and some of the agreements that were made to say

nothing of the afghan fighters who at this stage seem unable or unwilling to defend their own country. >> i have to tell you that the inability of afghan security forces to defend their country has played a very powerful role than what we've seen over the last few weeks. the fact is we invested, the international community invested over 20 years, billions of dollars in these forces. kevin: yeah, 20 years of sacrifice, 20,000 wounded, over 2,000 dead. a tough and i dare say bitter pill to swallow for veterans of the war in afghanistan, mike. mike: kevin, we saw the secretary of state out on sunday shows today. makes you wonder when we will hear from the commander in chief at some point. i recognize he's at camp david and meeting with advisers but he is the commander in chief. kevin: you nailed it. i don't think there's any question that if you are running

the calm shop at the white house, your instinct would be to get the president out there even if it's simply a statement. this is what's happening and this is what we are doing and i will have more as we get details and information on the ground. so far, mike, we have seen no indication that the president will go before cameras although we were told by white house sources he is being briefed, mike. mike: kevin corke live in the north lawn, kevin, many thanks. now for a conversation of what to expect next in afghanistan former u.s. army lieutenant colonel and afghan combat veteran congressman from florida mike waltz, congressman, welcome. congressman: thanks, mike. this is a terrible day for our country as a veteran and -- and today america is less safe than what it was yesterday. mike: talk about the images that you're seeing. you served in afghanistan. we are seeing terrible images coming from kabul, your thoughts, sir? >> the american flag is down, the afghan flag, allies' flag is

down and we will see taliban flag flying alongside al-qaeda as we head into 20th anniversary of 9/11. i'm going back like so many others with rage, veterans who have sacrificed so much and i was just on a call this morning with secretary blinken, austin and general milley and hear general austin, secretary austin blaming the afghans, pointing the finger at the afghans for this disaster is painful. let me tell you, having been out on the ground when those afghan commanders have been sent the message by president biden that america is abandoning you and they're given the choice by the taliban, beheading or go home to your families because eventually we are going to win, you know, that's an understandable choice that many of them are making and to hear blinken blaming the trump administration for a

previous deal when they've had no problem tearing up the iran deal, changing the deal on israel, keystone pipeline, north stream 2, you know, the feckless excuses going around rather than owning this disaster and talking to the congress about what we are going to do to repair it is just disgusting and dishearting. mike: do they have any easy answers to stop the bloodshed or slaughter of afghan allies? congressman: no, there seems to be a collective shoulder shrug. i don't know if president biden is heartless or clueless but, you know, everyone that i know that served out there has afghan women journalists, civil society leaders, female politicians, we could go down the list that stood with us, that stood with democracy, that stood for freedom, that stood against extremism, begging us for help and -- and asking us how can we abandon them this way, look, at

the end of the day for the american people, we are about to see the reemergence of al-qaeda 3.0 but it's going to be far worse because now they have access to tons of weaponry, artillery, ammunition, armor and others that we essentially and massive air base that we have handed them. the same people, blinken, austin and others and biden that were in charge of withdrawal from iraq that led to the rise of isis are the same ones in charge of this disastrous policy and they need to be held to account. mike: i just want to let our audience know we were showing video of afghans weeping for joy, taliban appear begans weeping for joy, there they are, celebrating their apparent victory over the afghan forces as they marched right into kabul and prepared to declare victory over their own government basically regain power, so it's

just a stunning day to see some of the images right now coming out of afghanistan after 20 years of the longest war in u.s. history. congressman: well, we did have options. we did have the option to leave a small counterterrorism force, one to bolster -- i want to be clear, the afghan army was doing the fighting and dying but they were bolstered by our air support and bolstered by the psychology that america with -- was with you. you have pakistan and china backing the taliban and we have essentially surrendered the battlefield. this problem will follow us home and it will be far worse. and my heartbreaks for the family of veteran mark, american hostage during entire process and meanwhile you have the state department threatening that you'll not be invited to cocktail parties in europe and face international isolation. look, the taliban understands

strength and leverage and bombs on foreheads, mike, that's what they understand. i can tell you from personal experience and this just kind of -- i don't know what other word for it except for fecklessness and weakness that they sense in washington and they are going to continue to take advantage and so would jihadi allies. mike: decades after the korean conflict the united states has troops stationed in south korea, isn't there a strategic argument to be made for keeping american forces in iraq and afghanistan considering the neighborhoods they are in? i'm not saying nation building but being eyes and ears on the ground to stay aware of what's going on in very dangerous neighborhoods? congressman: that's right, that's the argument i've been makingened others and i've made it across multiple administrations. biden can pretend to be done with afghanistan, but afghanistan is not done with us.

and what happens in afghanistan doesn't stay in afghanistan. it will spill out into the region and it will follow us home. so if his criteria, we don't get involved in civil strife, north and south korea, colombia, philippines, we can go down to list. we could have done so -- i remind people that we went in with less than 100 special forces backed by american air power working with afghans on the ground. so what's the policy now going forward? are we going to allow this hot bed of terrorism to fester until it becomes so bad we lose so many soldiers going back again but this time with no local allies, no bases and let this cancer spread and become far worse and i'm hearing crickets from the administration on that point on what next. mike: there's reporting from axios that mark milley is saying terror threat to the u.s. has to

go up basically based on the taliban resurging its power in afghanistan. any talk in the conference call on threat level here at home? congressman: nothing. frustratingly the conference call was cut short. i don't think they wanted those tough questions. so leader mccarthy has asked for another call because they need to be asking what happens to the ammunition, artillery and armor and everything the taliban now controls, what -- biden's intelligence community has been very clear that al-qaeda intends to hit the west and hit the united states in the homeland again. we have no basis in the region, our local allies are being massacred. we have no friendly government. you know, the afghanistan surrounded by pakistan, iran, russia and others. i mean, this is one of the worst foreign policy disaster in the history of the united states and we are getting nothing from

mike: top story, haiti is reeling after a 7.20 magnitude earthquake struck the island nation leaving more than 700 dead according to the country's office of civil protection. we have team coverage on that massive story with phil keating standing by in miami but we start with alex hogan with the very latest, good afternoon, alex. alex: good afternoon, mike, the death toll continues to rise, 724 people are dead and more than 2800 are wounded. roads are damaged and more than 3,000 buildings have been leveled. the 7.2 magnitude earthquake hitting the western part of the island 8:30 saturday morning. the department of haiti are

among the hardest hit areas. tremors could be felt as far away as cuba and jamaica, the quake triggered a tsunami threat in the caribbean which was later called off. haiti's prime minister says some of the towns are completely destroyed, terrifying moments for the victims who explained the moment the earthquake hit. >> i was leaving my business normally when i felt the movement while walking and looked in front of me and felt the earth was moving. i saw that everything was falling and when i got home i realized the extent of the damage. alex: natural disaster stirring up a lot of painful memories of decade ago. 2010, powerful 7.0 magnitude out earthquake killed hundreds of thousands of people. the concern this time around, of course, is that the death toll will only continue to rise. in haiti the health ministry has helped distributing medicine to hospitals but some were completely leveled in the quake.

the u.s. as well as other countries are pledging to send aid and prime minister declaring a state of emergency for the next month but says he won't ask for foreign aid until the scope of the damage has been assessed, mike. mike: alex hogan reporting live, alex. rescue and recovery efforts in haiti how haitians are reacting to the news. little haiti in miami where phil keating joins us live, good afternoon, phil. phil: haiti cannot seem to escape crises and over the past several years hundreds of thousands of haitians have emigrated here. a month ago the president assassinated, food and medicine shortages, gang control access to certain roadways for tolls and place is in political instability and now there's this surge in death toll from yesterday's massive earthquake.

earthquake. i know how it feels. i'm having chills right now. phil: florida senator rick scott as well as miami area elected leaders have all put out statements of condolence, local charities here are now accepting donations and trying to coordinate sending relief supplies to the island like much needed food and water especially the haiti's south western peninsula where the epicenter was, in fact, the u.s. geological survey says that as 125 miles west of the heavily populated capital, the only positive, the energy are the earthquake went west ward away from port of prince. that's a positive in a very tragic situation, mike. mike: phil keating live from miami, thanks a lot. haiti braces for tropical grace. that's where ngo's can play a critical life-saving role.

their homes have been severely damaged. so these people need to be relocated and provided a temporary shelter or other locations where they can stay temporarily. and that one also will bring another level of need especially in terms of food, food items and nonfood items. the last one, effort continue to find people who are still alive, those need to continue focusing on covid prevention. we don't need to forget that we are experiencing a covid crisis. so that effort will need to continue simultaneously as we do respond to the current crisis. mike: we've got on the screen for folks interested on how they can help, they can go to

mike: taliban forces have entered kabul according to new reports this as americans still in kabul are being advise today shelter if place, find reports of gunfire at the international airport. afghan officials confirm that

president ashraf ghani has left the country. discussions are described as tense. trey yingst has the late nest the middle east for us. trey, it's been 20 years, remind folks at home about the taliban system and what seems likely ahead for the afghan people. trey: well, look, mike, the fear among much of the afghan population is that the whole country will be taken back decades when what will now be called according to taliban officials the at lammic emirate of afghanistan takes over and ultimately implements sharia law. there were a number of taliban officials asked about this today and what sort of punishments would be put into place, they didn't rule out anything, basically they were asked about if public executions could happen, if people would have limbs cut off as a result of stealing and these officials said, well, it would be up to the new judicial system under taliban rule in afghanistan. this is a country that made huge

strides. we saw olympians, we saw doctors, we saw scientists come out of afghanistan, young women being empowered to live and fulfill their dreams and now they will be living under taliban rule once again and it will be a system that is extremely difficult to live under. just yesterday i spoke with a member of the taliban who is part of the organization's media wing. he talked about disagreement that is the afghan government and the taliban had in qatar when there were conversations in the year and a half to try to combined a political solution to the conflict and the focus was on the islamic system that the taliban plans to implement saying that simply the taliban wants afghanistan that adheres extremely close to quran. remember, sunni muslims across afghanistan and this portion of the population, the taliban has an extremely strict interpretation so afghan government backed by the united states did not agree with the

vision but the taliban has taken over the majority of the country and it appears they are just hours away from declaring victory over the afghan security forces. mike: if the taliban plans to go back to old way of doing business, this means terrible news for women and girls in the country who were treated like third-class citizens back in the day, so that will be something to watch. what about the challenges for the united states military protecting the airport as it seeks to get americans and our allies out? trey: as you mentioned, there's a shelter in place order for all americans in kabul right now. this means the united states military is not totally in control of the situation and that's not surprising. they have thousands of afghan taliban fighters throughout the city of kabul right now and the force backed by the united states is nowhere to be seen. we are just looking at the american military members that are guarding the airport right now trying to get these u.s.

state department members and american personnel out of the country. the ambassador is at the airport. they have moved the small team on the ground there and if the united states is responding to provocation, it's difficult. they are facing a battlefield like we saw back in iraq when the u.s.-led coalition wanted to fight isis. there are taliban fighters throughout the city. so it's not that you can simply call in an air strike and take out where the fire is coming from. now they could be surrounded from all sides and as we have seen according to reports, the taliban continues to make their way across the city and there are still americans on the ground. this is creating an extremely volatile and difficult situation for the u.s. military that does remain at this hour in afghanistan, mike. mike: no doubt about that. trey, we have new video of an empty afghan general's lavish home. it reminds some of us as saddam

hussein's palaces in the day and forces appear to have folded like a cheap suit and allowed the taliban back in, not even putting up a fight. it's stunning the images that we are seeing from the afghan capital after all the treasure that was invested to train afghan security forces and yet zero resistance. trey: images from across the country of afghanistan that were shocking, hard to comprehend, we saw the second and third largest cities head up and fall to the taliban just a few days ago and these fighters were able to get their hands on military equipment that was supplied by the americans. so we are talking about not just small arms but artillery units, drones and even helicopters.

there were videos circulating of taliban fighters flying helicopters at an extremely low altitude near air base outside of kabul. now these images from kabul of taliban fighters inside the presidential palace, it really gets to the core of what is next and that is an immense, immense propaganda campaign by the taliban who will first declare victory over the afghan security forces, the afghan government and the americans who were in afghanistan for 20 years and remember, 9/11 is next month and the taliban will be in control of kabul on 9/11. they will be in control of the embassy compound and the propaganda is nothing short of chilling, disturbing and what we are going to see in the coming weeks and months out of afghanistan, mike. mike: trey yingst live in the middle east. much more ahead of the taliban advancing into kabul. our panel is next.

democrats, widely varying ideologies and what we are seeing in kabul and the speed which it is happening across afghanistan is illustration of the limits of both american and international power, so very hard day, tragic day that one that four administrations owned. mike: if the united states was planning to leave afghanistan, why wasn't this better organized? >> this has been a complete disaster for american foreign policy and although i agree with laura that the outcome of this debacle has been 20 years in the making and predictable. anybody who is a historian of the region say this is an ungovernable region by foreign powers and this was the inevitable outcome and incomprehensible that our government left behind so much or our armaments to be used by our enemies against us. this is mindboggling the amount of american military assets that

his democratic allies? >> i'm not sure that this is going to make a big difference in president biden's approval numbers right away. you can see the democrats are coalescing around him and i agree with laura that this has been a bipartisan slow-motion disaster over 20 years. you know, but we will see what happens over the next few hours. we will see what happens if scenes of carnage and vietnam fall of sygone come out and some americans may change their minds. i think here in america we have huge problems to contend with and those are occupying the minds of most american voters and if republicans are being smart about it, we will focus on what's happening here at home. mike: laura, it's pretty clear president biden wants to be remembering for ending the afghan war but what about the messy fallout and bloodshed that appear likely to follow? >> i agree that this is a 20-year problem. it's four presidents, it's a reflection on america's attitude
