the afghanistan debacle unfolding, it's obvious we have no one in our government competent enough to manage the situation and answer simple questions. in fact, i am finding the more joe biden speaks on, this the less reassured we are. his top pentagon brass are no better. they dazzle us with inaptitude. from covid to kabul we will hit all "angle"s tonight. but first meet joe biden. that's the focus of tonight's "angle." president biden may sit in the oval office today, but it's worth remembering for most of his political career he's been an unserious laughingstock. up until 2020 his own party never took him seriously as a presidential candidate. his first failed bid was in the 1988 election. but he only ended up providing

they are doing their best with a difficult mission handed to them by the miscalculation of civilian leaders. >> laura: and austin seems lost in the moment. >> we don't have the capability to go out and collect large numbers of people. >> laura: in other words, to the americans in harm's way, no promises. better call uber. for the first few months washington and the rest of the world were willing to give biden's people a chance want that's over now. -- and now some of the media that supported biden have started to turn on him. >> the execution was not what the president only a few weeks earlier anticipated and said the opposite would occur. >> does this race serious questions about president biden credibility? imagine if this was happening

under a trump presidency. how different would be the reaction from democrats be? >> laura: the press may be surprised, but we are not. the incompetence on display for the world to see is what we expected from biden who has been bungling his way across washington for 5 decades. the stakes here are high. unfortunately the guy the democrats nominate side the one person who could not function as a real president. he is just an old guy who comes out from time to time and read statements that other people have to write for him. in terms of domestic policy the real power will flow to the hill. schumer, pelosi and aoc. for foreign policy real power will leave the united states. the major players will be the european union and biden's people will be told to go along

with whatever decisions the grownups make. that's the "angle." joining me now is a retired army colonel. what and your reaction when you hear top generals like milley say there was no intel that would indicate that afghanistan would fall so fast? >> well, it's complete andutter nonsense. anybody who spent any time on the ground in afghanistan would tell you more than half the soldiers are illiterate. they swim in a sea of corruption. the notion this army would hold out without a significant american military presence on the ground and in the air is ludicrous nonsense. he is not telling the truth. >> laura: i heard today from someone en route to doha, they are not sure there were 300,000

afghan soldiers. a lot of that money left the country a long time ago. it was shelled by americans to fund this. we don't have a good handle on where the billion dollars went. are you concerned about that? >> well, at this point it's academic unfortunately. we never had more than 60,000 afghan troops on the ground on any given day for the reasons you already cited. the tragedy here is that much of the withdrawal could have gone very differently. you put a covering force in with superior firepower. you have forces on the ground that are there to protect american citizens until they are out. and no one leaves on the military side until all of the citizens have been evacuated and you have mobile forces. helicopter and air mobile

infantry and armor on the ground to make approaching the air fields impossible. we know how to do these things. none of this was done. these are things we teach in the staff colleges. what are these people doing? what is milley doing and the secretary of defense doing and general mckenzie the commander done? >> laura: a lot of their time has been spent on the stand down. the stand down of our forces to examine u.s. extremism within the ranks after january 6th. they were focussing on a threat to america, but their focus is on any trump supportersor people who are questionable on the politics it seems and not how to get out of afghanistan.

>> well, we have the most expensive military establishment in the world. the american people are getting a glimpse of it right now and it's not good. i don't think this forces ready to do much of anything. unfortunately the corruption and the rot runs very deep. you remove mckenzie and milley. there are 20 more versions of those people standing in line waiting to take over. these are political lap dogs who cultivated political friends to enrich themselves in retirement. this is the type of the iceberg. americans need to understand that. it will get worse from here. >> laura: a friend of mine, retired military today said do americans realize we have not won a war out right for 75 years or 77 years? >> it's not the fault of the soldiers, sailors or marines. the people who lead and run the

place are the problem. >> laura: a journalist reported today that the afghan ambassador said afghanistan, the so-called president, ashraf ghani escaped the country with 169-million dollars u.s. in bags. we don't have verification but given what we saw with the cash leaving iraq, i guess no one would be surprised. >> these are the wonderful people that general petreus tell us they are doing a brilliant job. they have taken us to the cleaners. i doubt that anyone would be held accountable. we need to remember where there

is no accountability there is no performance. what you are seeing today, no performance. >> laura: the sad thing is when you meet these young men and women in our military academies, these are amazing young men and women. they deserve better than this do they not? >> oh, absolutely. the people that are general officers right now are unworthy of the soldiers, and servicemen and marines they command. let's be honest. >> laura: the briefing with secretary austin and general milley gave us a taste of this administration's incompetence. a few weeks the biden state department dissolved the crisis

response bureau. as the taliban is gaining ground, biden killed the trump era program to oversee the evacuation of americans. my next guest is demanding biden's national security team resign. andy barr joins me now. congressman you heard the colonel saying if you replace milley and austin there are lines of others like them ready to take their place. what is the solution here? >> well, the biden administration's national security team's debacle botched withdrawal from afghanistan will go down as one of the most embarrassing and predictable foreign policy blunders of our lifetime. it's a slap in the face to the brave men and women who

protected our homeland and deployed overseas in afghanistan for 20 years. it's a disaster because it made the american people less safe. what we saw over the weekend was the largest jail break of hardened terrorists in the entire war on terror. bagram was overrun by the taliban and the prisoners were released. it was predictable. the national security team had the intelligence. we were briefed by the biden administration itself. early in the summer we were told that it was not only likely but probable that -- >> laura: wait, wait. you said something that is in direct contradiction to what milley said.

he said there was a wild estimate but no one thought it would happen that fast. that's not true. >> no, it's not true. and common sense suggests so. president biden is blaming everyone. blaming president trump and the afghan national army and the intelligence community. the intelligence community was briefing members of congress on a bipartisan basis of the problems of this hasty retreat and unplanned retreat. members of both parties in the briefings were asking not in the taliban would take control of kabul and the country, but what was the administration's response when they did it? democrats and republicans were asking about what would happen to the women and the girls? we were warning about vacaing bagram before we got out all of

the military and civilian personnel. those were questions members of congress were asking. the briefings made it very clear well into the summer and early in the summer this was going to be a total disaster. >> laura: it's a slow moving car crash like times a million or more. general milley revealed today who is really in charge of evacuating americans. >> the state department is working with the taliban to facilitate the safe passage of american citizens to the airport. >> laura: we are relying on the good graces of the taliban. either they cut a deal with the taliban we don't know about or we are making another disastrous calculation. >> not just incompetence but how

humiliateing to hear we are relying on the taliban. these leaders are more focussed on reengineering the military to be a woke organization dedicated to climate change and teaching critical race theory as opposed to doing what the military and the national security apparatus should be focussed on. that's a successful draw down from afghanistan and winning wars. clearly this administration has forgotten that basic mission of national security. >> laura: we need a major reform of the u.s. military. most of the top brass has to be fired. you called for their resignation on the natural security side. there has to be accountability. thank you. why is the u.s. gun-ho on mass

qualifying for special visas. democrats want to open the flood gates to many more. >> we must lift the refugees cap. we will have to have a cap that allows for more refugees to come into the united states. we can't abandon these individuals. we have to make sure they are all transported out of afghanistan because it is a very dangerous situation. >> laura: do they know what they are inviting in along with good people. the next guest says europe's experience with refugees, especially afghans, should give the u.s. pause. she watched a horrible crime wave devastate europe and fears that could happen here. joining me now is cheryl bernard. tell us what we need to know about europe's experience with

afghan refugees who began to be settled some years ago. tell us. >> this was the wave that started in 2014. the definition of the wave was they were expecting syrian refugees. but a huge wave of refugees from other country including africa and from pakistan and a large number from afghanistan mixed in with that collection of refugees who were moving towards europe. they were able to crossed borders in a situation that was very chaotic. the consequence because these turned out not to be syrians. the germans expected them to be syrian families and a doctor who would come and establish himself if germany. >> laura: who was in this big group of refugees?

i know in particular my friends in sweden who are socialists, they have become very anti-refugees sadly because of the crime that impossibly bad in sweden. >> they were young men. let's talk about the afghans. they represented a large chunk of that. they were in their 20s and 30s and they came alone without any families or women. they came from rural areas. the culture shock for them of life in europe, the freedoms, the status of women, these things just knocked them into a trauma that caused them to join criminal gangs. >> laura: what about the vetting of these refugees? >> there was no vetting. >> laura: do you think there is vetting here? there is chaos at the airport? people are showing pieces of paper and i worked for this

contractor? >> there is a different problem in europe than here. there is an important difference that got totally lost. if we don't recapture we will have enormous trouble. when i worked in the refugees office, it was clear there were two different categories. refugees and migrants. that's still the case legally but the two categories got conflated and that's causing this problem. a refugees was somebody who could not stay in their place of residence because it was not safe, drought, war or famine. they were relocated as close to their home as possible temporarily with the goal to return them home as soon as that was possible. a migrant was somebody who the country of immigration wanted or

needed. we need workers or whatever it is. we are going to bring in a certain amount. we will have visas for them. >> laura: everyone is qualified? >> it's a terrible idea. these young men were not happy either. they ended up jail and in gangs and addicted to drugs. that was not a happy outcome for them or their families. >> laura: this seems to be what you believe should be happening here. most of the refugees should be housed temporarily in places like the u ae or egypt or nearby where they are culturally more in tune with the local population. >> in europe you had young males from rural areas. the demographic of afghans

poised to come to the u.s. is different and has a different set of problems. by creating this panic you described earlier, evacuating the u.s. embassy as if the sky was falling, we sent the message the situation is about to collapse. there will be blood flowing through the streets and message on tiktok that all you had to do was get to the airport and you didn't need paper work or anything. >> laura: that's a complete disaster. >> [overlapping talking]. >> our investment of 20 years. 2 trillion dollars is not only lost in terms of the military. they didn't even fight for their country for one day. they collapsed and ran away.

would be double. here now is art. you feel it. all of the rules are going to be thrown out the window and the flood gates will be opened here? >> absolutely, laura. it's crucial to note with vetting, first you have to identify the person. then you have to have access to records that will tell it you something about that person. when president trump put in his travel restrictions, the reason was because we could not identify people. we could not get access to documents and some governments were hostile. now we for a situation where we have an afghan government that is hostile to the united states and won't give us information about the people coming here and our ability to identify many of those people who didn't work with the united states government is next to impossible. we won't know whether they have criminal records or whether they have terrorists ties.

we won't know anything about them at all. there is a huge push to bring large numbers into the united states. that's a big problem. that's a security and criminal problem. >> laura: someone on facebook made an interesting point. in 9-11 you had all of these loopholes or gaping holes in our system that were exploited by the saudi hijackers. they knew if they went to a school they could overstay their visa. there is concern. there will be vulnerabilities. at the very least there will be an opportunity to gain the system here. who wants to gain the system more than but people who want to do us harm? if people think you don't have to plan for that either? >> that was the major finding of the 9-11 commission report. there were loopholes. they were identified and

exploited. we remember a few years ago individuals were infiltraing streams of migrants to germany. this is likely to happen here. we won't than until it's too late. that's why proper vetting of these individuals for national security reasons is crucial. >> laura: belgium, germany and sweden and have been asking to resume deportation of afghan migrants before this went down. some still want to send these people back. the commission on human rights says you can't do it. it's too dangerous now. we are not listening. we have to roll. who has a better communication

them. so our immune system relies on the t-cells. we have neutralizing antibodies can block the virus and prevent it from getting into a cell. that's ideal. you want a battle with t-cells as well. the waning immunity this is frustrating. i was asked what is the typical timeline for the development of vaccines. when i teach imunology, one thing i do with my students i put up a table of vaccines and i highlight for them examples of how quality vaccines and poor quality vaccines. a vaccine when immunity waynes after 6 months is a very poor quality vaccine. >> laura: you made the point previously that this is a pandemic that president biden

said of the unvaccinated. is that accurate in your estimation? >> no, no. absolutely not. that's definitely not. i know one of the messages going hand in hand with this it's the unvaccinated driving dangerous variants. in fact it's the reverse. the concern is -- if we look at data emerging from israel because they are ahead of the world in the use of these vaccines. in the context of the delta variant, the efficacy of the pfizer vaccine dropped below 50%. the promise was these vaccines would not receive approval for emergency use unless they were more than 50% effective.
