>> fox news alert: president biden's truck to the ratings have taken a hit, fall into a record low as americans turned against the president after the deadly and disastrous withdrawal from afghanistan. two brand-new national service revealed a majority of americans are not happy with our commander in chief, and analysts are warning his approval numbers are entering dangerous territory. this is "outnumbered." i'm kayleigh mcenany. here my cohost emily compagno, julie banderas, fox news

contributor leslie marshall, and in the virtual seat, dan hoffman, fox news contributor and former cia station chief and director of the cia's middle east region. a new mpr/pbs poll shows that the president's approval rating has dropped six points missing a month, to 43%, the lowest provided and since he took office. his disapproval rating? not surprisingly shut up seven points to 51%. it also shows a majority of independents disapprove of the drop the president is doing, with a ten-point drop. that is bad news for biden and the democrats. independents are a key swing group that biden won in 2020. a separate "abc news" "washington post" poll also showing how the president's job approval rating has taken a substantial hit, plummeting to 44%. that's the second poll. the new one should scare

democrats. how the public thinks about president biden will be the single biggest indicator of how the 2022 midterm elections will turn out. emily, coming to you, this is not one national poll, two national polls. npr has him at 43%, "washington post" at 44%. when you break it down, it's falling on covid, the economy crime, afghanistan. this is a free fall on almost every issue. >> emily: he is failing on every single issue, kayleigh. he is failing on every issue that impacts every american, whether it's at their kitchen table or on a more broad sense. who is surprised? he abandoned americans. he abandoned allies, women, orphans, the working class, and crushed what should have been 20 years with a dignified ending after this disastrous pullout, the support for the war was only

36% of americans. while 70% supported the withdrawing, over 60% disapproved of the disastrous, chaotic withdrawal. i have to point out, when we talk about the americans left behind, a community liaison member who is working on behalf of a community, a school district to get students back to america, unlike the president, he called them "invisible families." even the dod spokesperson said "i am heartbroken over the americans left behind." the president pulled out an arbitrary deadline he set, it showed zero compassion, zero empathy of that fact that resonated to every american's heart. it's a disaster, it's reprehensible, and these numbers reflect that. >> kayleigh: dan, we know that the vast majority of americans did not want to leave their fellow americans behind. we see that here. all of it is taken together on afghanistan. what it translates to is a 26%

in "the washington post" poll, 26% of that approve the way president biden got out of afghanistan. your thoughts. >> dan: we got to go significant concerns about afghanistan. one entered the u.s. citizens, and also the afghan suv others. one of them was a translator who saved then senator biden's life into thousand eight when his black hawk helicopter went down. those things are critical right now for this administration. the second thing is that the terrorist problem is only going to get worse. afghanistan is morphing into a terrorist state where isis and al qaeda will operate with impunity and enjoy the sanctuary that the taliban have given them. those things, i think, are going to persist for the biden administration, and for the present, because he was on the hook for making this decision. it's worth noting that president carter's popularity plummeted to 20% during the iran

hostage crisis. he wrote about that in his memoir, saying he was obsessed for getting them out for moral and ethical reasons. it was one of the real causes for why he lost in the 1980 elections of president reagan. >> kayleigh: it is a fascinating parallel, dropped during the iran hostage crisis. here, we have 26% for biden on afghanistan. that is a distinct parallel. julie, beyond afghanistan, as devastating as that is, the economy, it's still a number two issue on both covid, which is number one, and the economy. he has dropped. economy, just a 39% approval rating, before the devastating jobs report where we got one-third of the jobs we were supposed to get this month. >> julie: only added 235,000 jobs. he spoke at the beginning of last hour and tried to justify it with covid and the delta variant. covid has been around for most two years. the delta variance, it is new, but nonetheless, covid has been

around for two years. over the summer, jobs are up. what's the reason for jobs being down? he blames it on the delta variant. it is the blame game that is bothersome to me. rather than blaming things, why don't we take responsibility? the accountability doesn't seem to be top priority when it comes to justifying poor job numbers. he's also touting the fact that he will raise taxes on the people employing the middle class. it's great he's not going to raise taxes for those people working families making under $400,000 a year, but hey, if you have 2-3 jobs, we are coming after you. the rich, the ones that employ you, they are going to suffer. he must have mentioned that like three times in his address. >> kayleigh: the american people not buying the blame game. that same "washington post" poll showing that they blamed

joe biden for afghanistan. these alarm bells have to be worrisome to you. it's worrisome to two other members of your party, two democrat pollsters wrote this in the hill read "the recent decline in support for president biden and his administration likely means that the democratic party will lose control of the house and potentially the senate in 2022, and makes it increasingly likely that biden will be a one-term president. >> leslie: although doug and i share a d on our lapel, and i -- the reason i disagree is afghanistan is not top of mind for voters. it won't be as we get further away from leaving afghanistan, and hopefully will have that 1-200 americans who choose not to stay with family members. when you look at this poll, it is largely about afghanistan. when you look at these two, 71%

of americans feel that afghanistan was a failure. the blame, as you rightly pointed out, is placed on biden. will that translate to the democrats running in house and senate seats in november of '22? here are other issues that will be problematic. one is going to be coming out of texas. yesterday, in california, we had more votes going in for gavin newsom than early voting was showing in california, with the recall election after fb8. issues like that will be worrisome. speaking of afghanistan, overwhelming majority of the both democrats strongly support afghan refugees coming to the united states and being helped, and that we can't abandon them. that's not the messaging from some republicans that are going to be running in november 2022 in those house and senate races. i don't think that these two

polls indicate the democrats will lose control in the slim majority that they have in the house, or that they could break that tie or lose that in the senate. don't get me wrong, i'm not going to vegas and saying we are picking up 40 seats, but i don't think it's time to get out the razor blades to the democrats for november 2022 as of yet. >> kayleigh: leslie, let me ask you about that. a slim majority in the house, five seats. these approval ratings are over all approval ratings have seen in two national polls. when you look at the right, are we going in the right direction, 23% say yes in the gallop. the number of democrats saying we are going in the right direction has fallen from 63 tow 39%. a poll in the "washington examiner" showing the senate races. his approval ratings are tanking.

>> kayleigh: is the biden administration appears to push past afghanistan, the mainstream media is going along with the plan. all major networks have largely avoided discussing the bombshell report, detailing of july phone call between president biden and now exiled afghan president. experts shared by writers, president biden appeared to urge the afghan president to play up the "perception" of stability in afghanistan, regardless of what was happening on the ground. ghani later warned the president that afghans were facing a

had a cable from 22 foreign service officers saying "mr. president, this is a bad situation" he's telling the afghan president -- wide, changed the perception. do you think this was worthy of at least a mention from one of the major news networks? >> dan: first of all, the one thing they got wrong off the top, we might not be at war anymore afghanistan, but i can tell you that al qaeda and isis and the taliban, they are at war with us. we are going to feel that, i fear, in the region and potentially beyond. i have two takeaways from the president's discussion and meeting with ghani, the first being that it was clear that president biden knew the situation in afghanistan was more dire than he was protecting to the american people. that should have meant that he would challenge his assumptions and changed the strategy, which would involve withdrawing our military capability. he got that very much in reverse. it should have been, given the situation on the ground. the second take away, it's clear

that the president understood that taliban fighter pluralists were willing to die to come to paradise, and the afghan national army was not going to fight for a corrupt central government. that was also clear and should have been incorporated into our planning. >> kayleigh: no doubt about it. there was a cover-up, it seems. change of perception with the call to the afghan president from our president. leslie, the media also seems to be total blackout on this, now that for a few days passed withe withdrawal, not a minute of coverage in the evening news broadcasts. you have dom london sing "let's move on." here is rob crilly of the "washington examiner," pointing this out, i tweeted spotlighting the front page of today's "new york times." afghanistan in a small corner of the front page. his tweet saying this was just 25 words on afghanistan on the

front page of "the new york times." do you think it is fair for "the new york times" and others to move on at a time when we have 1,000 plus americans, soldiers, afghan allies left behind? >> leslie: as you know, it's the latest story that will lead in the headlines. after what happened in texas, that's a bigger story, that's more important, not only to voters, but to readers, viewers, listeners. it does not mean they should not have mentioned -- i think they should have mentioned the transcript between the president of the united states and president of afghanistan, but i want to say something. kayleigh, you remember in the former administration, the theye not with the president of afghanistan, they were with the taliban. even though the president of the united states may have said that, the perception and knowledge not just from americans, but the allies of the world, was that the taliban

would be the new sheriff in town. that's why the afghanistan was --the afghan he president did t care about messaging, because he had his ticket to get out of the country, planning to take a lot of cash with him on the way. >> kayleigh: we know president biden's direct words to the afghan president." tell them the taliban is not doing as well as perception. it is clear that biden, last week, he is cracking a joke about what happens if americans are left behind it. here was his response to nbc's peter alexander. american will be left behind when they work. when he is asked about it, he laughs about it, which almost feels like kamala harris was in his ifb, somehow got through to him. maybe he vicariously or is actually hearing from the vice president. it's interesting when we talk about perception. perception is everything. when you look at the white house, here jen psaki, and she is talking about acknowledging that it was a phone call, but it's private. in talk about a tweet not aging well. it just so happens that about two years ago, there was that infamous phone call between the ukrainian president and then president trump. that doesn't even touch the surface when you compare it to this phone call. jen psaki tweeted this. it was not just the call transcript, the whistle-blower complaint would likely have more details. we need both, and not just the call. what you are saying is we needed to hear the transcript from the call from the ukrainian president and president trump, but when the private phone call

commanders? >> anyone who has watched the president up close, which is most of you, knows that putting the lives of servicemen and women at risk, those decisions that you have to make as commander in chief weigh heavily on him. >> kayleigh: come on, ed. "how is he doing in afghanistan," as he is leaving afghanistan behind? how is he doing as americans are -- >> emily: it is disheartening, especially because the time that we have to ask questions of our commander in chief is so limited, if at all. the fact that these "journalists." are asking these questions, which sure, they have merit on their own, but when we are dealing with so many other pressing, emergent issues that raise questions for the american people that they need answered, these kinds of questions to be left on the cutting room floor, i would like to point out that dan's insightful analysis at the beginning of this segment underscores that there are 13

u.s. service members deaths at the kabul airport, presentable, that that blood is on this commander in chief's hands, that is by knowing what was going on there, he misrepresented to the american people, and made decisions that had deadly consequences for our u.s. service members, and therefore, leslie, i respectfully disagree with your comment that it is a bigger story about the bill and the law in texas. >> leslie: no, excuse me, i never said that texas was a bigger story than afghanistan. i said texas was a bigger story than the funko. there was no allegation of quid pro quo in the funko. mitch mcconnell said there wasn't going to be an impeachment. by the way, if you roll the tape, i was against impeaching donald trump. i am against impeachment of any president, unless there is a possibility of removal. that's what the process was set up to do. you weren't going to have a removal of trump or bill clinton. >> it's also to prevent them

from running an office in the future. >> donald trump has been impeached twice, and he can run in 2024. >> leslie, thank you for that clarification and the distinction. i think my point still remains, which is that americans should make the choice of what matters to them. when the media blacked out certain concepts, that takes away the choice from them. when rachel maddow spends 36 minutes and 50 seconds sounding the alarm of the abortion law and not at all one iota on that call with the afghan president, that means that choice was taken away from those viewers. as we proceed, all of this is important, and should be up to the american people to decide what they want to dive deeper into. when the choice is taken away, when the coverage is not ratio it in favor of this president, and when journalists are asking those ridiculous questions, when chris hayes is making comments that "no, that call was not a

scandal anymore than the war itself," that takes away our ability to analyze and infantile eyes as us. i need my journalists to raise those important questions and do the investigating so i can dig deeper, and be educated as an american person. i don't want to have the wool pulled over my eyes. thankfully, at this network, we won't be. >> kayleigh: you can guarantee it fox news, we will cover when an american president tells a foreign leader to change the production, whether it's true or not, while leveraging military aid to. it is a story of epic proportions. it was a quid pro quo, it is impeachable. that is my view. coming up, the death toll for destruction in the northeast is rising, people's homes and lives have been devastated. the top democrats from the president on down are using this as an opportunity to get political and push their massive spending agenda. that is next.

coastal bases that are at risk of flooding, so we avoid things that maybe we shouldn't be spending money on. i would like to see some consensus from democrats and republicans on how to get at this. >> emily: leslie, do you agree that there would also need to be, probably, a tougher stance, a larger commitment to international compliance by the democratic party here? >> leslie: if there definitely doesn't need to be. if you want to put america first, you have to look at america first. dan, thank you, a great segue to what i was going to say. the sixth assessment by climatologists them out in the beginning of august, and the white house said in rhode island, we were warned. we were warned. people may not like the government talking about this, or politics being a part of it, but politics is a part of passing legislation, which gets checks written and money to the states. we need that. i think we would all agree, regardless of our political party, that we need to be better prepared. i think we would all agree,

>> emily: as crime stores in san francisco, the city is rolling out a plan to pay perspective criminals $300 a month not to shoot anyone. the pilot program partly funded by taxpayers kicks off next month. it will provide gift cards to the ten people deemed at high risk of shooting someone or being shot to act as public safety investors. participants could earn an extra $200 if they meet certain benchmarks like attending parole appointments. leslie, what's the argument defending this. >> leslie: i'm glad you came to me. yesterday -- i thought it wouldn't be able to defend this. i think it's crazy. there are programs like this. there is great work out there, not just in san francisco, california.

support programs, school programs, sobriety, trying to get into programs with regard to drug addiction/rehab. here is my problem with the shooting and being shot. how do you identify who is going to shoot somebody or who will be shot, and if you do, doesn't law enforcement have to get involved in advanced? how do you get up how do you a criminal, how do you trust their pledge question right they will probably make more than $300 if they shoot somebody, and how will someone no? i don't like this part of the financial incentive, but i do when it comes to work or school or sobriety or drug rehab. >> emily: i will get back to questions in a moment. julie, the issue with wealth, you can earn that additional money by going to your parole appointments, but the system is already set up to incentivize parole compliance. that is usually on a federal level, where there are deterrent consequences for lack of parole compliance, which tax dollars already paid for. >> julie: the fact that they

have to incentivize potential victims of shootings and shooters, why aren't they spending that money, instead of doling that out to criminals, on mental health and therapy? gun control advocates are touting the fact that guns are the problem. the fact is -- we don't reward them money, we get them help. that's not a surprise that they would come up with such a stupid plan. it's mind-boggling, so dumb. >> emily: it makes me embarrassed to be from the bay area. kayleigh, back to leslie's questions. we know gun crimes have spiked, over 100% there, as have crimes like shoplifting once they were reduced from felony convictions to misdemeanors. the issue is that this ridiculously ephemeral rewards program ignores the underlying factors which leslie touched on. recidivism, the fact that there are no longer deterrent consequences being utilized by law enforcement because they are hamstring to buy the d.a. who refuses to prosecute or by local officials who are backlogged,

is an element here of free speech. think about places like north korea, china, russia, and now afghanistan, where citizens can't express their views. i don't have a problem with the nfl doing this. the gains are going to go on. if viewers don't like it, they don't have to tune in. the free market will work and the league will suffer. if people don't care and they are still going to enjoy the patriots winning another super bowl, great. >> kayleigh: hey, tampa bay!
