itself is running out of control with the delta variant. the president has chosen to stay on that topic for now. tomorrow he is expected to lay out some new steps to battle the pandemic. that won't be easy. it was two months ago when the administration already declared independence from the virus. critics like senator tom cotton suggesting this is part of a broader p.r. campaign to shift focus away from afghanistan and those americans we left behind. >> i understand the administration wants to turn the page. they want this out of the news. they want to focus on their reckless 3 1/2 trillion dollar spending bill. there are a lot of members of congress who won't rest until every american and every legal permanent resident in afghanistan can get out of afghanistan. >> harris: "the washington examiner" is noting this. the commander-in-chief promises to pivot away from afghanistan and the "new york post" with

this headline. his media guards are ready to help him change the subject. mark meredith has more from the white house. mark. >> good to see you. the white house says the president's national security team remain focused of afghanistan and a shift in the public scheduled for issues closer to home. just yesterday the president was up in new york and new jersey taking a look at the damage left behind from hurricane ida. he went to louisiana the week prior. the president though was still asked by reporters a few times about what is going on in afghanistan. and he was even asked yesterday if he plans to meet with afghan refugees who now call the u.s. home. >> do you plan to meet the afghan refugees? >> president biden: they're all over the country. i'm sure i will see some of them. >> white house hasn't said when it may happen. the president is getting ready to hold an event honoring labor unions and briefed on the

pandemic response with a focus on tomorrow where the white house is expected to talk more about how they plan to battle the virus. it wasn't long ago the president announced the country was declaring its independence from covid. variants spreading and the pandemic remains a real problem not only for americans' health and public safety but for the president politically and democrats, too. "politico" quoting a former obama campaign official who says people are upset, kids are coming home from school with covid quar an teens, people are tired of lives being disrupted. at a certain time there is a political penalty. if everybody is angry it won't be good for the incumbent party. the white house is working hard with congress to get its legislative priorities approved. crucial if it wants to hold onto the house and senate. a new poll showed majority of americans feel the country is going in the wrong direction. the white house will have to try to change things if they

president pivot? joe biden was supposed to be a uniter. he is not a communicator. he isn't good at rallying the troops and bringing america together. you are at the edge of your seat every time you speak because you have no idea what will come out of his mouth. you can't communicate. nothing to communicate about and he has embraced the liberal positions that he is now figuring out are not very popular with the american people. >> harris: what's really interesting is he has united people. have you seen the polling? he is under water in almost every poll including the two largest major averages of polling. under water for his approval by the american people. they are from every walk of life, every political ilk. he has managed to unite them but not with him. president biden heckled over the afghanistan crisis. don't know if you saw this from yesterday.

transmissible to humans. adding s proteins, how the virus attaches to the cell. low and behold they created viruses not found in nature that were more transmissible than what they started. the very definition of gain of function. viruses are more transmissible to human. why is it not gain of function? >> harris: today "new york post" summing up the controversy with a scathing cover. it's a real wu done it based on the wuhan lab. >> dr. paul is schooling dr. fauci at this point. it ends up dr. paul is right. as somebody who has done these investigations congress now a, needs to hold hearings. embarrassing democrats aren't holding hearings on the origin of covid but you need to go to the next memo. the memos and grants go out by themselves. not just dr. fauci who writes the check.

saying to jennifer griffin and that's why it is so important to know what the biden administration is going to do with pakistan. we don't have eyes on the ground anymore. you talk about intelligence. one thing not to get anybody but somebody to be giving it to someone else about us and we have zero capability on the ground to see any of it happening. that's why i think, too, to add to what you're saying, they have to have a plan for pakistan. i want to move to this. fox news digital learned that the state department blocked private flights to get americans out of afghanistan and to keep them from landing in third countries. a portion of a leaked email indicates -- this is a quote here -- no charters are allowed to land at d.o.d. base. you need to find another destination country. and it can't be the u.s., either. meanwhile secretary of state antony blinken denying reports the taliban had blocked americans attempting to fly out. watch.

department will deny charter flights getting to the location they want to send them. this is an absurdity. we all know where the american people came out on the withdrawal that was chaos. we have not had very good crisis management out of the state department. here we are now post-u.s. troop withdrawal and we still have chaos. here is the issue. these groups that are working with the american citizens and afghan partners, they have their names, harris, and they know where they are. the state department or u.s. government has got to take charge and work with these folks, put a centralized list together of all the names and the locations so we can line up airplanes with what the requirement is. these people are trusted. these veterans are trusted by

these folks. noebld -- nobody in the state department will gain their trust. we have to work with each other. the fact that the state department is stifg our veterans who have actual contact with these folks and have a plan to help get them out is pretty outrageous as far as i'm concerned. here we are blowing again this evacuation when we can really bring it under control. the government has got to work with these private organizations that have named themselves like pineapple express and others and this can get done. the other thing is blinken continues to minimize the requirement. anybody dealing with these groups knows full well there are several hundred american citizens still in afghanistan and tens of thousands of our afghan partners and we should stop now from minimizing these numbers and why it's so critical. get the centralized list put together, united states government and let's start

>> harris: a minnesota bail fund supported by vice president kamala harris during her 2020 campaign helped set an accused domestic abuser free. now just weeks after his release, he is back behind bars after prosecutors charged him with murder. senior correspondent mike tobin is live in our midwest bureau. >> having been jailed on domestic violence charges george howard posted $11,500 bail. he did it with the support of the minnesota freedom fund. the freedom fund became well-known during the riots that followed the murder of george floyd in minneapolis. politicians and celebrities got on board posting bail arrested during the riots and kamala harris was one of them.

if you're able to chip in now to the minnesota freedom fund to help post bail to those protesting in minnesota. it banked $35 million and continued to bail people out stating if a judge determines a person is eligible for bail they shouldn't be stuck in jail because they don't have the same money others do. one of those bailed out was george howard august 6. a few weeks later there was a road rage incident. ortiz was shot and killed. he was charged with second degree murder. the freedom fund acknowledged supporting his bail and tweeted under new leadership mff has implemented changes to its policies and procedures and we'll continue to assess them and to insure that we are being responsive to the safety and needs of our community. howard reportedly says he didn't do it. if convicted looking at a maximum of 80 years in prison. >> harris: just so i get it straight, mike. howard was released this

administration. >> sending kamala to help gavin is like asking charlie sheehan to be your sponsor at aa. >> harris: let's bring in david avila and leslie marshall. david, i will start with you and just get your top line thoughts on this. >> kamala harris going to california won't have nearly the impact that the ballot harvesting that democrats will do will have on this election. you remember, harris, ballots can show up 17 days after election day into election officials and they still get to be counted. democrats in california have made it the essential part of their playbook of having folks go out and collect ballots. doesn't have to be a family member or even know the person to be able to collect ballots and turn them in for folks.

there is no limit to the number of ballots one person can turn in. so you factor that in and you also factor in can republicans do better in 2021, better than they did in 2020 in some of the key areas outside of riverside if that's the case? we have a really good chance and certainly i know there are a number of republicans complaining about the vice president going out there but i would offer to you the less she is in the white house making decisions as incompetent as this administration has shown itself to be, that's probably better for america. >> harris: you speak your mind as well. leslie, it is interesting to me it would be needed for gavin newsom. is he in trouble? >> i don't think he is in trouble. when we look at the numbers especially since the espy decision with regard to the abortion in the state of texas. we've seen many more ballots being put in. my concern would be as a
