so-called threats to the f.b.i. not their local authorities, but to the federal bureau of investigation and that is raising big red flags for a lot of people. our own peter doocy pressed white house press secretary jen psaki about a major school board group comparing parents to terrorists. >> so does the administration agree that parents upset about their kids' curriculums could be considered domestic terrorists? >> let me unravel this a little bit because the national school board association is not part of the u.s. government. i would point you to them. what the department of justice said in a letter from the attorney general is that quote threats against public servants are not only illegal, they run counter to our nation's core values. that's true. >> harris: republican lawmakers are calling it like they see it. watch. >> there has been no allegations that local police

from parents over school mask mandates as well as what is being taught in some children's' classroom and impacting the states gubernatorial race. we've seen the meetings get heated with parents saying they're concerned about what is going on and speaking out. because they are also outraged at what they are seeing from local officials. now the same parents tell fox news they are being pushed out of the debate. that's because this week the attorney general merrick garland essentially ordered federal law enforcement to do more to insure that these fierce debates over education policy do not become violent. on wednesday senators pressing the justice department to clarify what their plan really is. >> this being carried out by the f.b.i. and the d.o.j., is that not a problem or concern to you? >> the attorney general's memorandum is focused on threats. >> now some virginia lawmakers are promising to push back. we heard from them this morning

we have one job and that's to protect our children and do the best that we can. and parents feel like no one is listening whether it's masks, vaccine mandates, whether it's critical race theory. parents have every right to be a part of how their child is raised, educated and move forward in the world. the idea that you want to take that away from parents and want to shut them down when they disagree? when i was governor we wanted as many parents involved in their school board meetings as possible. i would always say we need you at those meetings. we need you to know what's going on in your child's classroom. now we have it and they want to make them stop? don't make any sense. >> harris: before we go on, i want to stop for this. it just popped into my head. we have a lot of law enforcement out here that know their communities, some of them with children in schools. so when you have a school board meeting you have natural people who have in the society to help in and help.

why go around the local law enforcement? >> they're trying to scare people and make it go away. i think this is again all the unions that are coming in saying protect us, protect us. the thing is, you have to be protecting these children. you have to protect the children and allow parents to parent. what they are trying to do is take parenting away from the child. if you are going to teach critical race theory they are trying to go ahead and tell this 5-year-old kindergartner and white she is bad and brown or black she is a victim. masks on teachers and children learn from expression on teacher's faces. doing vaccines. that's a family decision. and now you are saying that parents can't go talk to the people making the decisions teaching their children. it is a real problem and it goes against every freedom we've been proud to say that we have. they are taking it away just in one fell swoop. >> harris: an op-ed in the "new

york post" has this title, ambassador. liberals were losing the argument over critical race theory in schools, time to call in the f.b.i. also it goes into the purpose of mobilizing the f.b.i. is not only to monitor dissent but to subdue it. the suggestion that parents might be engaging in domestic terrorism is designed to suppress speech and assembly and to justify the further federalization of education policy. that's from the manhattan institute senior fellow christopher rufo. just last week education secretary cardona weighed in on how much role parents should have in their kids' education. >> do you think parents should be in charge of their child's education as the primary stakeholder? >> i believe parents are important stakeholders but i also believe. >> primary.

>> educators have a role in determining educational programming. >> harris: i guess ambassador he didn't get the memo? >> the one question i wish someone would ask joe biden is are you saying that parents are domestic terrorists when they show up at school board meetings? are you saying parents are domestic terrorists because they care how you are teaching the kids how they see each other and everybody they come acontrols in the world. joe biden needs to answer this? are you defending this? there is a reason his approval ratings are so low. he is failing at everything from the border, from tax and spend, to how he is doing mandates, to education and to how he is heavy handing government on every aspect of every american's life. it is a problem. there is a reason his numbers are going down and a reason he will lose all of his majorities in 2022. >> harris: ambassador, just quickly, there is a slippery

slope with all of this. if they aren't calling parents to weigh in on education, do they stop calling us when something goes wrong? that's my question. and we don't know yet. >> no, i think we'll start to say transparency go away. they'll start hiding things and doing things in a way that parents don't know and parents will become more suspicious. that's the problem. that's the problem. >> harris: earlier this week you spoke at the reagan library and called out the idea what america is racist as a country. and that the bad far outweighs the good. you were arguing against that. >> for many americans, the answer would be yes. a large portion of our people are plagued by self-doubt or even by hatred of america. they see america's flaws as more profound than its strengths. they deny the massive progress we've made and they punish anyone who disagrees. they are quick to praise those

it when someone black or brown happens to talk about the fact that america is the december country in the world. the fact we're blessed to be free and blelsed to live in america. i will keep saying it. we should all talk about the blessings of america. we're not a perfect country. but every day our focus is to make today better than yesterday and that's how i was raised. i was raised to have hope. i was raised that america did have challenges as we were growing but also was raised to live and see that me, a brown family in a small southern rural town, the people when they used to whisper about us or exclude us, i saw something very american happen because they started to smile at us. they started to talk to us and they welcomed us in. and that's the part of america that i was raised in. that's the part of america i'm proud of. and that same state elected me as the first female and first minority governor and you can't say that we're a racist country. you just can't. they can't stand it when a

brown republican says that. >> harris: i love when you and others go into the details of what it takes to make a journey. you go from what is unfamiliar and make it familiar and that's what your parents chose to do and how you were raised. thank you for sharing that. i want to get to this. you talked about the president's low approval rating. and these numbers are eye-popping. a new quinnipiac poll shows president biden's job approval at 38%. not too long ago in february it was 50. it is sinking like a stone. an all-time low down from that february high. what is your take for all of it from his perspective, one, but more importantly moving forward the mid-terms. could this damage democrats down ticket? >> think about a small business owner. he can't get staff to work because government paid them to stay home. inflation is kicking in so the cost of everything is happening.

he can't keep up with wages because that's not allowing people to come in, either. by the way, when his kids go to school they have to wear masks. he is being told his workers and his children have to be vaccinated. all of these things are happening while there is a crisis on the border and you don't know who you can hire and you can't. somebody things are going wrong. all the disapproval ratings from afghanistan, to immigration, to spending, you name it. this is all spiraling out of control. independents see it. conservative democrats see it. republicans have seen it for a long time for nine months now and you will see it in 2022 at the polls. >> harris: it's interesting. 2022 fast forwarding to 2024. are you interested? >> i think i have a little bit of time. let's win. i don't think there is a 2024 if we can't win in 2022. that's the most important thing. >> harris: ambassador nikki

>> harris: president biden set to be in chicago today celebrating the multiple vaccine mandates he has put in place. they affect some 100 million americans including private employers and their employees. the events highlights the president's reversal on the issue of federal mandates. watch.

>> they're upside down on the two things they hope to fix by forcing workers to get vaccinated. covid with 48% approving and the economy, 39% approval. 55% disapproving. when the president came into ofls he saw his response to covid as the economy and strengths. both have now become vulnerabilities as critics point to loopholes in the mandate laid out by the white house. >> this biden administration is willing to impose mandates on our soldiers and sailors and air men's and marines and willing to impose mandates on federal employees, illegally try to impose mandates on private employers. when it comes to illegal immigrants, their radical open border policies trumps any desire to combat covid and it is dangerous. >> it is about to become a federal requirement to have a covid vaccine to fly into the united states but still no federal requirement for vaccination for people who choose just to walk in, harris. >> harris: excellent point,

peter doocy, thank you. president biden hits the road today as i mentioned and this is hitting him. new national polling grim for president biden. it shows 50% of americans now disapprove of his handling of the coronavirus pandemic. that is a new low. down from 42% just three weeks ago and from a high of 50% in mid february. senator tom cotton, republican from arkansas, is in "focus" now. you know, i want to start off with the words from the president we showed moments ago, senator. i will do anything within my power to make sure that vaccine and mask mandates don't happen. he didn't believe in them. what happened? has he lost his power? >> i think joe biden is seeing the polls you just cited, harris, declining rapidly for job approval and handling of the coronavirus. that's why he has broken his promises to impose the mandates. mandates that are certainly unlawful. osha is a workplace safety and

health agencies and regulate things like asbestos and the height of ladders, not the individual health of workers. and probably counterproductive as well. we've all seen the stories about ships piling out outside the los angeles ports and truck companies not having drivers and see it when we go to the grocery store and parents are shopping for halloween or christmas. how many of these workers will quit working who are currently working in very strained conditions because joe biden wants to turn their bosses into his covid police? this is not only an unlawful mandate but a counterproductive and unwise mandate as well. >> harris: are you in your state, senator, seeing what we're seeing in new york? a befuddled nature financially of businesses to try to figure out what the president is really trying to do here? these are not big corporations necessarily. this is down to 100 employees. this hurts the mom and pop operations who may not be able to hire a vaccine checker at the door.

>> i've heard it from across the state, harris. these are oftentimes small and mid-size businesses that are oftentimes family-owned. they have competitors who are smaller than 100 employees. in a tight labor market workers who don't want to abide by joe biden's mandate can simply walk down the street to a new company. sometimes getting higher pay as well. meantime these employers will face thousands of dollars of fines if they don't act as joe biden's covid police. all directly contradicting the promises he made not just in the election but after the election as well. >> harris: you know, real quickly because i heard you speak about this and i want to go deeper. what is the real argument here? the way the white house makes it sound people versus the vaccine. is it more about people not wanting to be told what to do? many of tlem getting vaccinated and have been. i want to drill down to what the fight is about and whether or not the president honestly believes this is how you fight

from his point of view. >> harris, i think you are on to something. first america has a spirit of individualism going back to the earliest days and stretching through our pioneer and front deer days to the 20th century because of that american individualism. an idea the federal government is going to mandate that adults take a vaccine really is without precedent in our country. the mandate is overbroad. no accommodation for people who have had coronavirus. if you have natural immunity. many studies demonstrate is stronger than the vaccine itself. so the mandate is not only kind of bucking up against that spirit of individualism, especially when it comes from the federal government, not state and local governments, but also by the fact it is overbroad and doesn't account for people's individual health circumstances whether they've already had the coronavirus, whether they have certain health conditions, they're worried about taking another vaccine where they have adverse

reactions to other vaccines as well. >> harris: i mean, we've spoken about how underestimated some of these topics are for the president. there is not much that needs to be said when you look at the poll numbers. texas governor greg abbott and 10 other republican governors are speaking at the southern border and they have laid out a plan for getting the border crisis under control. those governors also are lashing out at the president's failure to secure the border. let's watch a bit of that. >> president joe biden has caused a humanitarian crisis and chaos on our border. all americans saw exactly what happened in del rio, texas, just last month. the governors also are adamant that while president biden may be silent about this and may not take any action whatsoever, we are going to act in his absence. >> harris: meanwhile, new

polling here are the numbers, 67% of americans disapprove of the president's handling of the border crisis. this comes as a new caravan of more than 60,000 people making their way -- we found this out from panama officials, all the way north through several countries to get to our southern border. senator. >> these governors are rightly frustrated because it is the federal government's responsibility to protect our nation and to secure our borders. yet joe biden has opened our borders from the beginning. early reports in october suggest october could be the biggest month yet. maybe more than 300,000 migrants crossing our border who have no legal right to stay here and coming here not vaccinated and americans are being told they have to get the vaccine and americans flying into our country are told they have to be vaccinated as well. i know not all these governors come from the border state but at a time when we had 100,000 americans die last year from

tough scrutiny of the tumble administration end quote. americans also giving the president poor marks on personal traits. the things he probably can't really change. 50% say no to him when it comes to honesty. would you say that the president is honest? they say no. when it comes to caring about average americans, only 49% believe he cares. 56% do not believe he shows good leadership skills. i guess he could work on all of that. will he? ari fleischer fox news contributor, former white house press secretary. ari, great to have you in "focus." these numbers are pretty bad. >> they are. in fairness they're an outlier. this is the worst poll we've seen for president biden. other polls don't have him as bad. "politico" has him underwater. reuters has him below water by four points. it is all bad news for the president. this is the outlier.

i want to dig into one set of numbers do you think joe biden is honest. you talked about 50% of the poll respondents said no. why is that? think about this. this is what joe biden has done to make it the case. he claimed the reason we have a border crisis because it's seasonal. he said the botched withdrawal from afghanistan was a success. claims that spending $3.5 trillion costs nothing. the reason people don't think he is honest is because he is not talking honestly. he is reckless in his rhetoric. he wings it and makes things up and people don't -- people are starting to see it. >> harris: and i asked about that 42% number because it's not great, either. it's what some of the other polling showed. let's highlight the president's polling on the economy, 39% approval there, 55% disapproval. it could have something to do with this. people understand according to moody's chief economist with

inflation synth at a 30-year high, middle class families are taking a huge hit. those earning around $70,000 a year are paying an extra $175 per month on food, fuel and housing. now that's going to add up to a lot in a year. this level of inflation essentially amounts to a tax increase for the middle class especially. >> why this is so devastating to any president. we in washington can talk about inflation, big picture, statistics. when an individual goes shopping they feel the pain. they don't need to know what the word is they need to know the price of milk and coffee and orange juice went up. the price of gasoline went up. these are the small pains that people suffer every day and they add it up and count it and say i'm running out of money. so yeah, this is a devastating bit of news for the president and the more he spends, the higher inflation will be, which

is why the $3.5 trillion spending spree is reckless and will rurt the american economy worse. >> harris: i'm adding inflation plus departure of a workforce. so you have distribution problems all the way down the line. that drives up your costs of milk and fuel, too. it is complicated. it has been a quick nine months. critics roasting the president on social media after he spoke once again from a fake white house set which features a digital monitor showing the rose garden in full bloom. the video was constructed in another building entirely. that video set located across from the white house. and as we said, the president is taking heat online about this. one tweet reads truman shows presidency. another did they not allow him in the actual white house?

ari fleischer, what is going on here? >> well two things about this. one what bothered me about that picture actually was the tiny little desk he is sitting at. the president of the united states is the commander-in-chief and should look commanding. he looks like a school child sitting waiting for the teacher to call on him. i didn't object to the graphics, the scen re. -- scenery. white houses use technology to be creative. i don't mind that. tell prompters were brand-new and people objected when reagan would use a teleprompter. the other issue here seems like the biden white house is doing this so they can hide the teleprompter so they can have the teleprompter on the lens of the camera he is looking into as opposed to letting photographs pick it up. that may have been the motivation for the white house creating that type of set. the white house can do that. i just think this one didn't work because of the tiny little desk. >> harris: why would you want to do that?

when i've been on the road to iowa for town halls and do we want to try to hide certain -- people know that we are using a prompter part of the time and they know when we're not quite frankly. and i think it's cool for people to see exactly what's going on. why not show us that transparency? is it ugly or something that i don't know about? >> they aren't confident in joe biden anymore and hide the props. if a president is known for being fast on his feet, able. you hide them when the criticism. his staff is overzealous in protecting him which makes you wonder what aren't we seeing behind the scenes if they worry about letting biden show up spontaneously. it is backfiring. >> harris: do you think this feeds at all into the low approval numbers? >> absolutely.
