start us off. hi, mark. >> reporter: griff, good afternoon. the white house is is certainly trying to put a more positive spin on this latest jobs report, but critics aren't buying it. they say americans know what's going on when they look at the higher prices they're paying on pretty much everything they buy. the latest jobs report for the month of does show the unemployment rate did go down. however, americans are seeing where things stand as they look at the economy overall. fewer jobs created last month, so the white house is essentially being forced to play defense to argue the country's on the right track. >> we're actually making real progress. maybe it doesn't seem fast enough. i'd like to see it faster, and we're going to make it faster. maybe it doesn't appear dramatic again. but i'd too, like i said, like to move it faster. >> reporter: republicans had a statement saying this report shows creating 300,000 fewer

jobs than expected proves higher taxes will leaf working families -- leave working families behind. the president's facing sag ising poll numbers, a new poll shows only 38% of people approve of his performance right now, 53% disapproving. the white house believes the pandemic is a huge factor in all this. >> our focus is, yes, not exactly on the day-to-day on the sounds of the polls, our focus is on getting the pandemic under control, returning to life, a version of normal so people can have is security going in to work and dropping their kids off and knowing people will be safe. and that's where we think we should spend our time and energy. >> reporter: but if these poll numbers continue on their current trend, it could spell a disaster for democrats going into next year's midterm elections. the the white house still very confident it'll be able to shift progress of this economic agenda. the president is not having any

public events, but he's going to be addressing democrats at a virtual convention happening this year and we'll look for indications of how he's feeling going into those crucial midterms. griff: mark meredith, thank you. jacqui: we're joined by democratic north carolina congressman -- thank you so much for joining us. >> thank you very much. good to be with you. jacqui: the president has made the case that the disappointing jobs report supports his proposed investment in the infrastructure and social spending packages. he's saying they'll put the country back to work, but after what seemed like a whole lot of progress leading up to that scheduled vote is on the hard infrastructure bill that never happened, the two sides do seem like they're drifting even farther apart. so what's your sense about how long it's going to take for this to come together, and what are the sticking points right now? >> well, i would never say this

is easy, but i would certainly dispute that we're drifting farther apart. in fact, i think as we speak we're working to bring all this together. we, of course, are getting no cooperation at all from republicans, zilch, so it's a matter of doing the lifting on the democratic side with very narrow margins. that isn't easy. we do need to have an indication of what they're willing to support from the senators that have been so much in the news, manchin and sinema. i hope it doesn't come in the form of an ultimatum, but we do the need to though where they're coming from. and on the house side, we're already are involved in look at a somewhat reduced package, what that would look like, how we would figure that. i tell you, that becomes harder and harder when you look at just the top lines. abstract numbers, that's one thing. but when you talk about child

credit, child tax credit or you with talk about improving pre-k education or childcare or, for that matter, our greatest elements of infrastructure, all of that becomes much harder to -- we are going to adjust for that, and i'm not going to put a time frame on it. the speaker has said she hopes by the end of the month. i hope for that as well. jacqui: a couple things you mentioned. you say you're getting no cooperation from republicans, but you don't really need it given that the democrats plan to pass this along party lines, and the issues really are are within the two wings of the democratic party. you said one thing i want to pull on that you haven't heard from man shin and sinema about -- manchin and sinema about what they want. can you elaborate on that? >> well, we've heard something, i should qualify that. joe manchin has put a figure out there. and, again, this can't be an ultimatum, you know?

there are 50 democratic senators in the senate, and there needs to be a nomination all around. all of those senators have a stake in this. yes, you expect people to push for what they want and articulate what they want in a very narrow situation like this. you've got to have that. but we've had too much of people saying i'm against this if you don't get in the way. push hard but let's assume that in the end we will have a product we will support. jacqui: are you calling on, are you calling out congresswoman jayapal then and saying there's been too much of people saying i won't vote for this? that is what happened with the hard infrastructure bill. i want to actually play you some sound from what she said this week about her set of demands for this reconciliation package and get your reaction. >> well, as i said to the president, that is too low, in my opinion, to try to get all of

these programs in. so i've expressed concern about that. i'm not drawing any red lines until i see what the final package is because it's really not about the number, it's about what programs are in there. you could have a number was much higher, but it cuts out several of the key programs. we would not be for that. jacqui: what's your reaction to that, congressman? >> well, i certainly agree it's not just about numbers, it's about the programs and is about the policies. i do think we, on all sides is, need to have less of a issue an ultimatum and more of an indication of, yes, we're going to push hard. but in the end, we have to perform. we as democrats need to do this with very, very difficult circumstances. and so we've got to go forward, and i would hope with a net-net kind of attitude. jacqui: right. >> you certainly cannot have

ultimatums flying around. jacqui: i want to ask you about the timeline, because the short-term fix for the debt limit, you know, that brought it out to december 3, democrats are still saying they're not going to use reconciliation to raise the limit. that would indicate they expect to get social spending passed before november at least in one chamber. walk me through this strategy. how are democrats going to get that done? >> well, that's where the question of republican cooperation really does come in. you know, we shouldn't, first of all, be having this vote is. we're the only country besides, i think, denmark that even votes on the debt limit, whether we're going to pay our bills or not. it's an invitation to gamesmanship. three times during the trump administration democrats cooperated with that. we had hoped we had taken this off the table as a partisan gamble, but apparently not. i'm very happy to have this two

month agreement. i'm pleased that that worked out. but we may be where we are all over again unless we have some sense that the country pays its bills. we all acknowledge that. and this is, of course, mainly a bill from the trump era, so the republicans really need to own this just as us just as we did when they were trying to do it. jacqui: we'll all be watching what happens with that tuesday vote. not done until it's done, i guess. congressman david price, appreciate your time. >> thank you. good to be with you. griff: for the other side of the budget coin, we're joined now by republican congressman from missouri and the ranking member of the house budget committee, jason smith. he knows a little something about these budget negotiations. he also searves -- serves on the house ways and means committee. i'd like to stop right off the top with what congressman price was just accusing you and your fellow republicans of not cooperating enough. your reaction.

>> yeah. why would republicans want to cooperate in bankrupting the economy? why would republicans want to cooperate in raising taxes on working class americans? why would republicans want to cooperate in rewarding democrats' political friends, allies and donors? that's exactly what this $4.3 trillion spending bill that they're trying to pass is doing. it's a tax and spend socialist dream list. and so no republican would want to cooperate and be a conspirator in this process. so the fact that they're wanting to continue to spend trillions and trillions more dollars on the backs of working class americans, we're not going to cooperate with that. griff: congressman, jacqui and your colleague, congressman price, were talking about is this about policy or purely numbers? how do you see it? >> now, griff, this is something that not a lot of people are talking about, and we need to give it more discussion. the numbers, for example, they

could use budget gimmicks within the budget, with the budget operating process that they can bring a $4.3 trillion bill down to a $1.5 trillion bill by just changing the sunsetses and years and when it phases in. but if they keep those same policies, in fact, it may only be a $1.5 trillion bill for a year to two years, but, in fact, over a ten-year budget window it could cost $6-7 trillion. so when representative jayapal says it's all about the policies and not the numbers, she wants to keep everything that's within the current $4.3 trillion bill but just change the sunset so it's only one or two years and phase it in over a period of time so that they actually get a $7-8 trillion bill which is actually much worse than whats it is right now. griff: take me, congressman, to tuesday and this expected vote. how will your fellow republicans approach this, and how will you

vote? >> you know, i'm quite disappointed with the agreement that came out of the senate. in recent history any kind of debt limit increase has always had some kind of spending reforms. this bill does not. i will be voting no on it, i will be encouraging my colleagues in the house voting no on it. we have a -- right now. before we allow an increase in the debt limit, we need to have spending reform. the last thing we needed to do is to give a larger runway for democrats to continue to spend trillions of dollars of working class tax dollars. griff: congressman, you allude to minority leader mitch mcconnell's deal that he cut to get, obviously, this extension to save us from that fiscal cliff. are you critical then of what senator mcconnell did? >> there's a process through reconciliation the democrats are using right now to spend trillions of dollars, they can also do that by increasing the debt limit. they're spending by themselves, they should increase the debt by themselves. the fact this we need to

discuss, it's the democrats who are wanting all this spending. they're coming up with crazy ideas like my counterpart on the house budget committee wants to increase the debt limit a baa zillion dollars. that's what he said. i want to increase it a gazillion. a kohl coin from the u.s. treasury -- gold coin from the u.s. treasury that's worth a trillion dollars. they're unrealistic approaches show they do not have any respect for americans and our tax dollars. griff: well, let's talk about what will you work with the democrats on? what is your side willing to accept? >> well, right now there's over $490 billion of unobligated covid dollars. that could be used right there instead of, as a pay-for for the debt limit are. e sent a letter to speaker pelosi, chuck schumer over three months ago before the debt limit expired in july asking for various fiscal spending reforms.

like i said, in every recent history, anytime you increase the debt limit there's some kind of spending reform. that's all we're asking. work with us in spending reforms before you increase the debt. griff: congressman, i read your commentaries from time to time, and i found your last one very interesting. you essentially said that when speaker pelosi -- what speaker pelosi began was a bipartisan negotiation that turned into a hostage situation is. then, you say, ultimately she shot the hostage. what do you mean there? >> she sure did, griff. you know, it started out with an infrastructure package that was being negotiated with biden, democrat and republican senators, house members. and then they could have passed this back in july. but instead, nancy pelosi held biden's feet to the fire and stood with the progressives and said we will not take a vote on this infrastructure package unless we get our separate $4.3

hours after a federal the judge suspended it. alexandria hoff has the latest. >> reporter: there there is a lo keep up with, for sure. the fifth circuit court appeals reinstated the policy that bans abortions before many women know they are pregnant and gives enforcement rights to ordinary citizens. the texas attorney general tweeted, quote: an administrative stay on s.b. 8. i will fight federal overreach at every turn. this six-week abortion ban went into effect last wednesday in texas but was put on pause on wednesday, blocking enforcement of the legislation as the debate over its legality rages on. the justice department filed a lawsuit against texas over senate bill 8 arguing that it undermines the supreme court's 1973 roe v. wade decision and calls the enforcement mechanism

administration announced they are canceling all remaining border wall contracts here in the rio grande valley, and that would apply to this wall right here. we are in la joya, texas, one of the biggest hot spots along the entire border in terms of the sheer number of people who come across here. this is the border wall donald trump was trying to build during his administration, only about 500 yards got up. well, it will never be completed because the biden administration says they don't believe in the border wall. they've canceled the contract. they want, quote, smarter security options rather than a border wall. take a look at this video out of mexico. just yesterday national guardsmen found 650 central american migrants who were being smugglinged in different shipping containers on trucks. they were able to find these people because the agents heard people talking in these containers, used x-rays and found all the people inside. there were 198 unaccompanied children who were inside of those containers.

four people were later arrested for human smuggling, but a massive bust with 650 migrants all heading towards the united states border in an attempt to be smuggled in. take a look at this video. last night we were out with senator marsha blackburn, tennessee republican senator. she was getting a tour of system of the hot spots by the border patrol union. she was taken to a spot in mission, texas, where family units like to cross over because they know under the biden administration they will likely be released into the country once they are apprehended. the senator had some harsh words for president biden. take a listen. >> the president has not been to the border, and he owes it to the citizens in all of these states that are on the u.s./mexico border to come here. he owes it to every u.s. citizen. >> reporter: and then yesterday secretary of state antony blinken, dhs secretary alejandro mayorkas and attorney

general merrick garland were in mexico meeting with the mexicaning president and government having high-level security talks on the border situation, cartels, guns, drugs, that sort of thing. noticeably absent from that meeting with our border czar, vp kamala harris. she instead was in new jersey visiting a daycare where she was playing bingo with children. she later went to a covid-19 testing site and got some red velvet cake. kamala harris has not been to the border since late june when she visited el paso is, little activity compared to here. that's when she made the comment, quote, extreme progress is being made at the border. the numbers of apprehensions have remained at 20-year highs and have completely shot through the roof. back to you. jacqui: bill, you've been doing some great reporting for us on the border for, i think, months now. what strikes you as sort of

significant about the moment that we're in following that huge influx of mostly haitian migrants who came through last month? you know, you see the administration finally really getting questions from the rest of the media on this. has there been any sort of shift? >> reporter: no, and that's what's remarkable about this. there are reports out there that the panamanian government just warned the u.s. government there are upwards of 60,000 haitian migrants moving towards the united states north through mexico, trying to get here, and there's been no change in border policy whatsoever is. a agents remain completely overwhelmed at the border, catch and release is still in effect, they're not enforcing remain in mexico policy. nothings has changed, and we've been talking to border agents on the ground who say if that big wave comes, it's going to be worse than anything we've seen before. back to you. jacqui: all right. bill melugin, thank you so much is. griff: for more, joining us now

former acting secretary for the dhs, chad wolf. mr. secretary, thank you for taking time and what a perfect guest to talk about what we just heard from our great reporter, bill melugin, down there. he was talking about the 650 migrants stopped, many of them children. and i can't help but think it's interesting that it coincided on the same day that your counterpart, secretary mayorkas, and secretary blink were in mexico talking about -- secretary blinken were in mexico talking about border security issues. what do you make of it? >> the issue we saw with hundreds of migrants in those tractor-trailer trucks is, again, another symptom of this very inhumane immigration and border policy that the biden administration has. again, they don't want to talk concern you don't see officials or the secretary or any other administration official talking about that type of seizure and the pain and the dangerous journey that those migrants are

being put through. but they're doing that because they know that the u.s. border is open. and so the biden administration is sending them the signal to take that dangerous journey, and i think that's wrong. it certainly needs to change. look, whether you have the secretary of state, the dhs secretary and the attorney general down there in mexico talking about hopefully security and border security, but i notice that they're also talking about a whole host of other issues, these are talks that happen in any administration that happen all the time. the question though is what is changing on that border as a result of those talks. what is changing on the enforcement posture both in the u.s. and on the mexico side. and i don't think that we're seeing any differences. we're certainly not seeing any concrete actions that they're taking as a result of those talks. griff: well, that's why i was so excited to speak with you because what specifically if you were in secretary mayorkas' chair in mexico, what would you ask mexico for? i just got back from the mexican

southern border and portrayed how open that is. it is absolutely being flooded, and i'm going to get on a plane in a few hours and go to panama where there are tenses of thousands of haitians -- tens of thousands of haitians on their way now. so to be constructive, what can mexico do? what should the u.s. be asking for? >> well, the mexican government can do a variety of different things. they can close their southern border down to that illegal migration that we see. it's not easy for them. they don't have the same resources and infrastructure that the u.s. has, but it is doable. they can deploy their give lent of the national guard to stop individuals coming across the southern border that don't have the correct paperwork. they can shut that down. they have a number of other border checkpoints within the interior of mexico. they need to be properly staffed, but you need to enforce it. time and time again we've seen and heard of reports where migrants come through these border checkpoints or other checkpoints, they don't have the

right paperwork, and yet they continue on their journey. they need to start flying or repatriating folks from mexico back to central america, back to south america, back to haiti the, back to all the countries that they're picking up. they not only need to stop them, apprehend them and detain them if they have no legal right to be in mexico, but they need to remove them back to their home countries instead of simply releasing them for them to continue on to the southern border. griff: i want to get your reaction, bill melugin alluded to it, i retweeted vice president harris' video she put out of visiting a day school, visiting with these school children literally, chad, playing bingo with them on the day that blinken, mayorkas and merrick garland are down in mexico trying to solve the crisis. your reaction. >> well, again, it's quite unbelievable that you have the border czar who is in charge of she says not border security,

but she's talking about the root causes of migration, that's what this team was doing in mexico, talking about some of those root causes, meeting with the president of mexico. so it's certainly at the vice president's level to be down there to be engaged on these discussions, and she's completely absent. she's absent from any follow-up to her previous visit to guatemala and then to mexico but also from the southern border. she's been to el paso which has not seen the vast majority of the illegal crossings. you know, we need leadership, and we need leadership from the white house which is lack aring and from the department which is lacking. and i think that's why you continue to see the same failed border policies month in and month out which is delivering the same results. griff grefe you talk about leadership, mr. secretary, how can they get this urn control, and tell me how this ends. >> well, i think there's very specific things that they can do. again, we left them ad road map on initiatives and policies that work whether it's the remain in

mexico agreement, unfortunately just last night which we heard, you know, canceling border wall contracts. in the rgv, in the rio grande valley there in texas, which is ground zero for the vast majority of these illegal apprehensions. so in the midst of a 21-year crisis, they decide to cancel border wall contracts. they decide to change i.c.e. guidelines as they did last week where you're not able to remove individuals from the interior of the country if they get past the border patrol. so, again, the biden administration is carrying out an agenda that is not pro-enforcement, that is not the rule of law. they continue to implement initiatives that continue to allow and attract individuals to the border. griff: it sure doesn't seem like it's stopping anytime soon. former acting dhs secretary chad wolf, thank you. coming up next hour, we will talk with georgia governor brian kemp who just returned from the border. we'll get his perspective.

♪ griff: the manhunt for brian laundrie continues with local law enforcement saying conditions on the ground are improving. our own steve harrigan is in north port, florida, and has the latest on the search. hi, steve. >> reporter: griff, the conditions authorities are talking about are in that giant nature preserve about 24,000 acres. the water has recede ised somewhat along those 80 miles of hiking trails, so that's where the parents have said that brian laundrie had gone and that's where the hunt is continuing. there's been no sighting of laundrie inside that preserve, no campgrounds found, and police here a little bit on the defensive saying they did everything possible to keep laundrie under surveillance

legally before he disappeared on september 13th. this sleepy towns has really gotten intense scrutiny over the past one month. planes were flying overhead yesterday saying bring justice for gabby. a makeshift memorial will soon become permanent. a man in indiana is making a steel bench with which he plans to transport here. we talked to the mayor. >> he is designing exact lay what they want -- exactly what they want and will actually bring it down himself from indiana to deliver it. but he's working with the family as we speak to make sure it's done the way they want it to be done. >> reporter: it really goes to show the impact of this story really not just near florida or long island, but across the nation that it's having op people. griff, back to you. griff: steve harrigan, thank you. jacqui: after weeks of searching, the manhunt for brian laundrie drags on.

joining us now to talk about it is mary ellen o'toole. thank you so much for bringing your professional opinion to this, you know, story that just seems to never end. i mean, i guess the question in my mind is why at this point has brian laundrie not been found? did law enforcement potentially mess something up along the way? >> well, my sense of why he hasn't been found is because he's not out and about walking around where people can see him. he's more than likely hunkered down someplace where he can hide where he has the protection of not being visible. i think that's critical to understand because ultimately, at this point in time he also has to supply his needs in order to sustain himself. temporarily. that can't go on forever though. jacqui: gabby petito's family does think brian laundrie is alive. i want to pull some sound from an exclusive interview and get

your thoughts. >> i'm not certain, but i would think he's in an area like the appalachian trail or a campground where he can live off the land because he had those skills. >> do you think he's alive? do you think he's in the country? >> i do believe he's alive, you know? country, again, i don't -- i have no idea. jacqui: what are your thoughts on that? >> if he's out living off the land, i think we have to be very careful about equating his skills to those of someone that comes under the definition of a mountain man or mountain person who can live off the land, off the grid for years at a time. i don't believe those are the skills that brian has, so that means that eventually he's going to have to reach out for help. i think it's also important to point out he's 23, and when he got in trouble, he went back home to his mother and his father. so this is a young man that's dependent on his family for support, and i think eventually he'll realize that.

jacqui: do you gather then that the family knows more than they're letting on? >> well, again, that's kind of hard to say, but their behavior is causing people to look at them in a way that they don't believe them. they don't believe them. but at the same time, that's understandable because this is their son and they love him. they don't want him to get into trouble. there has to come a point where they realize they're really not helping him because law enforcement will be, hopefully, very tempered when they finally realize where he is and go and get him. but the general public is also looking for him, so that elevates the level of risk this young man is in the wrong person finds him. jacqui: what were some of the things the family said and did that caught your eye or made you wonder? >> some of the things that they did was, for example, to now go back and indicate that he left on the 13th of september rather than the 14th. that's explainable, but that's,

you know, certainly one thing. the other thing is taking the car from the reserve area, the mustang, and bringing that car back home, i thought that was unusual because if i'm still camping out in the reserve and he left -- maybe not on the designated date he said he would, he's got no car to come home. so i think that's certainly curious as well. and then, obviously, the family is using an attorney to advise them, but i think that lack of talking to anybody about their feelings about gabby and the situation and just allowing their son to come home and not have any conversation with him which appears to be the case is also a little bit odd. and it really causes the public to look at them and say what are you hiding. jon jim i think a-- jacqui: i think a lot of people are asking that and possibly overshadowing concern for that

griff: welcome back. a new report shows that the ruptured california oil pipeline could have been damaged many months before the spill began, finding a 13-inch gash which leaked tens of thousands of gallons of crude oil into the pacific. claudia cowan joins us from los angeles with the latest on this very messy situation. hi, claudia. >> reporter: yeah. it appears to have been a disaster long in the making. this oil pipeline might have been damaged many months, maybe even a year ago, and officials say over time the anchors of

numerous ships may have caused it to break open and spill tens of thousands of gallons of crude. coast guard investigators say the underwater pipe just off huntington beach was likely snagged by the anchor of a large ship first a while ago, but that incident might not have actually fractured the pipe. other ship ises' anchors may have struck the pipe later, ultimately dragging it along the sea floor, causing a rupture that sent oil into the ocean and onto some of california's most popular beaches. >> since october 2020, we have deflected 105 feet, and, yeah, we have casing damage and then, of course, the crack that occurred since then. over the course of that year. >> reporter: so take a look at this new video showing a section of the damaged pipe. experts identified a 13-inch crack they believe may have allowed oil to slowly trickle out under low pressure without triggering a shutdown. that section will undergo forensic analysis as investors
