threatening to shut down that gas pipeline that runs from russia to germany if putin invades ukraine. yes, that's the same pipeline that he let them, our enemies, have, while he closed the keystone pipeline in the u.s. killing american jobs. one of the first things he did in office. critics say the russian pipeline move is not even close enough to what is needed now. white house national secretary advisor jake sullivan was asked about it. >> how do you respond to that criticism that president biden is being too weak? >> the president has shown over the course of the past eight months he will do what he says he is going to do in response to russian actions. he is not doing this to saber rattle or not doing it to make idle threats. he is doing it to be clear and direct with both the russians and with our european allies about the best way forward. >> harris: we believe they believe that. but people are losing

confidence in president biden. republican senator ben sasse of nebraska says speak loudly and carry a small stick is a weak game plan. biden has given putin the upper hand at almost every turn. senator ted cruz, great state of texas, says the president has made us look weak in the eyes of russia. >> putin is laughing at biden because the weakness that biden has demonstrated. that weakness is dangerous and russian tanks are massing right now because biden has been so weak. we need joe biden, we need kamala harris and senate democrats to grow a backbone and stand up to russia. >> harris: the senator is in "focus" shortly. first let's go to jackie heinrich reporting live from the white house. jackie. >> russian president vladimir putin gave a press conference a little while ago and said that russia will send the u.s. its

proposals within a week. now yesterday putin told biden that russia's posturing along ukraine's border is purely defensive. that's not how the u.s. is seeing it. the white house says the president was crystal clear. they described economic punishments so strong they opted not to use one of the options in 2014 when they took cry mia. it is on the table this time. they will beef up regional allies and giving ukraine additional defensive capabilities on the table right now. national security advisor jake sullivan said the west has a tool in the nord stream 2 pipeline. germany said they will block it. the white house is still signaling to putin there is an off ramp in de-escalation. >> still don't believe that president putin made a decision.

what president biden did today was lay out clearly the consequences if he chooses to move. >> tomorrow president biden will meet with ukrainian president zelensky virtually. he said this morning zell said that ukraine's victory, sovereignty and independence depends on the united states. >> the most important thing we see now is that there is a personal real reaction and personal role of president biden in settling this conflict and settling the war in the country's east. i believe it is the most important thing. >> after the call with putin president biden spoke to the leaders of italy, germany, france and u.k. to read them in what was said and talked ahead of the call. right now there is no discussion about sending any troops but we are beginning to hear some democratic senators talk about what might be necessary to keep on the table should russia take additional steps and democrat senator tim cain said nothing should be off

the table. >> harris: the removal of americans from ukraine. talk about getting that going. that has to have people on edge. we've been down this road before in august, different situation than afghanistan but how is it going? >> we heard the word contingency plan and something we heard multiple times over the summer during the afghan evacuation. the white house is saying they are separate events. afghanistan was a war zone and it is a different set of circumstances. really trying to put some distance between the memory of afghanistan and that evacuation and what we're seeing now. >> harris: if they get the evacuation right we won't have to worry. ted cruz, republican senator from the great state of texas now, member of the senate foreign relations and judiciary committees. great to have you in "focus" today. let's start with right where i was with jackie and that is americans on the ground there and forget about the optics.

we need action and leadership on this. >> listen, it is profoundly dangerous. there are over 100,000 russian troops on the ukraine border. this weekend the biden administration declassified their own assessment that an invasion is imminent, that it could come as early as january or february of next year, and candidly the administration is trying to prepare everyone for the very substantial possibility of a russian invasion of ukraine. the thing to understand, this is joe biden's fault. it is joe biden's fault for two reasons. number one you mentioned a minute ago the disaster of afghanistan, the weakness that biden showed surrendering to the taliban. every enemy of america took a measure of the man in the oval office and that same surrender that we've seen to the taliban, the rest of the enemies of america were emboldened by the surrender. secondly, biden very specifically surrendered to

putin on in nord stream 2? why does it matter? it's a pipeline going from russia to germany because they want to bypass ukraine. in 2014 putin invaded crimea but didn't continue to invade the rest of the country. didn't go all the way to kiev. why? because right now the russian natural gas goes through ukraine, through ukrainian energy infrastructure to get the europe. the ukrainians could have destroyed that pipeline and cut off the ability to get to mark. nord stream 2 is enabling russia to cut out ukraine for them to drive the tanks into downtown kiev in 2019 i authored bipartisan legislation sanctions on nord stream 2, passed both houses of congress. president trump signed it into law and the day that my legislation was signed into law

putin stopped construction of the pipeline. it lay dormant for over a year until joe biden got elected. >> harris: why would he do that? >> because they want to make nice to germany. the biden foreign policy team you just showed jake sullivan. i have joked their foreign policy team sleeps with votive candles of angela merkel under their beds and merkel wants this pipeline. but the timing is stunning. biden was sworn into office on january 20th, 2021. putin began rebuilding -- began building the pipeline again on january 24th, 2021. four days after biden was sworn into office. biden waived the sanctions that i had authored and we had imposed on nord stream 2. at the time he waived it this summer both ukraine and poland said publicly by waiving the

sanctions he was committing a military threat to ukraine from russia. biden could stop this today if he simply revokes the sanctions, revokes the waiver and imposes saention and he is unwilling to do so. if we see tanks in the streets of kiev, it will be because joe biden surrendered to putin. >> harris: and look, jackie heinrich was talking about contingency plans with regard to all of this. but particularly our people on the ground there. they better have some good plans. because this is, as you pointed out, these are our enemies. they are not on our side. these are not honest brokers at the table in terms of getting people out and doing the right thing. nord stream 2, we just got a lesson from the senator. let's get to this. some in congress are demanding a full boycott of the beijing olympics rather than the white house's so-called diplomatic boycott. senator cotton of arkansas has

been calling for a full boycott which includes corporate sponsors, senator rick scott went after olympic broadcaster nbc saying the network hasn't done enough to tell store eefs about the atrocities in side china. >> the same weakness from the democratic establishment is also present at home. pandering to progressives on some of the most extreme policy positions, pandering to those who want the most devastation and control. the democratic party more than ever is being driven by miserable, incompetent weak lynx, there is no other way to put it to fully grasp the implications of their own policies. >> harris: i want to knit that together with something you said that was memorable. you talked about capitulation and surrender. the taliban, putin over the pipeline, and now this issue. is there a surrendering with china going on? >> so unfortunately there is.

the democratic party, joe biden has shown weakness to china. part is structurally. the democratic supporters is major supporters. big tech and big universities are in bed with china. the democratic party. i introduced an amendment on floor of the senate to prohibit the biden administration from importing goods, electric vehicles and solar panels made with slave labor in concentration camps in china. every single democrat except joe manchin voted against that. it failed on a party line vote because the democrats -- john kerry when asked about chinese slave labor he said that's not my responsibility. john kerry is the customer of the year for chinese concentration camps. he ought to be ashamed, biden ought to be ashamed. we are literally spending hundreds of millions of dollars

of u.s. taxpayer money to fund the concentration camps where over a million uighurs are in prison and it is shameful. >> harris: a quick point on this. how many lessons do we need to learn about china? the pandemic we're in right now came from china. and they lied, they did everything. they were vacuuming up ppe before telling the world what was happening so that when we all started to suffer we couldn't get everything we needed. your last quick thought on dealing with china and where you think biden is with china right now. >> i think china is the single greatest geopolitical threat facing the united states for the next century and we need strength and clarity to stand up to china and call them out for their murder, torture, for concentration camps and lying and theft of intellectual property and espionage, military aggression and you are right, for their responsibility, their culpability for covid-19.

it originated, i believe the evidence is compelling that it originated in the wuhan lab, a chinese government lab. they covered up the outbreak and responsible for the hundreds of thousands of deaths and trillions of dollars of damage caused by covid and we need to have the strength to stand up to them to call them out and hold them responsible and also critically to delink our supply chain so we're not dependent upon them for critical minerals, medical, pharmaceuticals. for essential elements. i've introduced a dozen pieces of legislation taking on china. where are the democrats? the democrats are beholding to the big money interests in their party that need chinese markets to stay in business. >> harris: look, hollywood, professional sports in this country. there is a tapestry that they overlay over common sense and safety with china that is just filled with lots of cash for their pockets. look, i know some of your colleagues are about to hold a

news conference on vaccine mandates. a last word on that. >> the vaccine mandates from joe biden and the democrats are illegal, they are unconstitutional and they are an abuse of power. the president has no authority to force people to take the vaccine. listen, when it comes to the vaccine i'm pro-vaccine. i've been vaccinated and so has my family. i also believe in individual liberty and choice. it ought to be your damn choice whether you take the vaccine or not. and it is amazing the willingness of biden and the democrats to just use the jack boot of government to force you to take a medical procedure against your wishes. as i travel the country, i hear literally every day from soldiers and sailors and air manner and marine and airline pilots and flight attendants and cops and firefighters and doctors and nurses are facing real threats of being fired because joe biden and the

democrats are so abusive. the chicago police union has said a third of the police department is refusing to comply. when biden was asked about it he said fire a third of the cops in chicago. this is madness. and we need to stand up and fight for your right to make your own choices. and make your choices talking with your doctor. >> harris: so the irony of all that as i see it that word irony is that many of them are already vaccinated and the point is advocating for the right to make that choice and not have things like your job predicated on that. it is fascinating. senator ted cruz of texas, i appreciate you being in "focus" on so many important issues today and really teaching us about that pipeline and its integral part in all of this. wow, we're in a spot. we pray for the americans who have to get out now. >> amen. >> harris: good to see you. >> thanks.

right now. but what will happen is there will be severe consequences that will have -- >> you've known vladimir putin for years. are you confident he got the message and knows it is different. >> president biden: i am absolutely cost he got the message. >> harris: he is certain putin got the message. there are tens of thousands of russian troops on the border with their neighbor ukraine right now. we have to get our americans out of that country of ukraine. those are the facts. we'll cover the president. he has decided to talk with a few reporters. we have a lot more questions for him. let's move on. voters are watching every move he is making and through polling across party affiliation many are expressing how unhappy they are with president biden. the "wall street journal" out with new polling show a majority say they disapprove of the job the president is doing.

it is worse among independents. those numbers casting doubt on the president's ability to boost democrats ahead of next year's mid-terms. could they lame duck him this early? a lot of pessimism when it comes to the economy, too, ouch. nearly 6 in 10 people say we're going through a negative time. americans are struggling with the highest inflation in decades. that's not just the word inflation, it is the reality of the numbers at the grocery store. it is prices. everything is more expensive. reince priebus former rnc chair and trump white house chief of staff says the president will be a drag on his own party in 2022. >> when you become weak, your friends in places like montana and west virginia and arizona and other states like that start suddenly look around and

say you know what? i don't think i want to go down with this ship. that's what is going on with joe biden. everything around him is imploding and it is all because of weakness across the board. >> harris: power panel now. david avella chairman of gopac and leslie marshall. they say it's a news cycle. there is a lot of time. is there? >> harris, we're at a point now where democratic candidates will ask the president and vice president to come campaign against them. their approval rating is so low that there is no way they can help lift democratic candidates to victory. and the bigger problem for them is where this economy sits. as one who watched republicans not have an answer for replacing obamacare, that's where you see this administration now. their policies aren't going to

make the economy better. they don't have the votes to pass something. and you get to about may of next year and the voters' view of the economy will lock in. there is nothing that suggests the economy will be significantly better this coming may. >> harris: what is between then and now is a cold winter. "wall street journal" finds that voters were slightly more likely to vote for republican candidates if congressional elections were held today. and more people said that republicans are better equipped to handle major issues like rebuilding the economy, getting inflation under control and securing the border. leslie. >> a poll is a snapshot in time because if the election were held today it is a lifetime away, the election and voters have short term memories. i talked to you before about feelings versus facts. for example, in october when over half a million jobs were added to our economy, we had

polls showing pessimism we're seeing now. it will come down to how do voters feel in november? not now but in november economically. to my party i constantly say that's the message. it is still the economy, stupid. latinos, african-americans, and even white males show that issue as number one. democrats need to put that forth. they need to talk about how wages have increased, how unemployment is down. they need to talk about the infrastructure bill and bipartisan passage of that under the leadership of joe biden and by that time the jobs that will have been created from that and hopefully build back better will also be passed and there will be an alleviation for other things. i don't think that lady has sung on this. certainly this history and cycles that we know when party in power loses seats in the house and/or senate in the mid-terms. i'm not pollyanna at all. i'm a realist but i don't think

we're completely doomed at this point. >> harris: the president in kansas city, missouri trip today trying to sell the infrastructure plan. the problem is every time he turns, david, to deal with one crisis another one pops up. i don't know if you caught senator ted cruz of texas, many with his own making like russia. make no doubt about it, we have a problem with russia wanting to invade ukraine. >> absolutely. leslie is trying to convince us the democrats have a full house when they don't even have a pair in their hand going into the 2022 elections. it is not going to get any better for democrats. look at what just happened in virginia. the democrats would have told you oh, republicans won because turnout is down in off year elections. in fact it was a record turnout. in fact we won in suburban areas we had not won recently. the number one issue being education and republicans

scored better than democrats. we're not only winning on our issues that voters traditionally like us for, we're winning on democratic traditional issues. >> harris: that's an interesting point. and that means that the headwind against democrats is again of their own making, not things just happening. quickly last thought, leslie, on this issue. and crime is hitting the country. why is it that people in your particular party, those in leadership in places like seattle and others are not seeing the critical nature of the crime wave? here in new york city it's abyss mall with bail reform policies. why can't they see it? >> i think they've seen it. >> harris: no, alexandria ocasio-cortez says it is not happening. she can't see it. >> the mayor of oakland where

there has been an increase in spike in crime has been all over television, radio and in print talking about how defund the police does not work and we've seen it in other democratic cities. certainly has been a problem in my party from the more progressive squad left faction of the party. and many democrats have spoken -- moderates have spoken out against that. >> harris: i want to ask it this way and we can get into it on another day but i will leave us on this note. it took them a long time to get to that point. where some cities are deciding you must refund. you can't buy back what you lost. you lost experience and expertise with some of the officers let go through the defund police movement and now in the places where they are desperate, leslie, you can't get it back by putting a few million back on the books. it is an interesting place. david avella, leslie marshall, thank you very much. critics are still going after a "washington post" columnist for

>> mayor light foot talk about retailers smash and grab. ocasio-cortez said she doubted allegations of retail theft. >> we don't agree. we have seen disturbing retail showing retail theft and we've identified it as a serious concern. >> harris: wow. the white house breaking with other democrats over their recent comments down playing the rash of crimes taking place in major cities. did you hear the white house press secretary? that's because there is video. okay. this includes a recent rash of eries happening in los angeles. there is the video showing alleged thieves wearing police-type gear attacking a group of victims outside a home before forcing them inside. in california, the governor there gavin newsom has left his

state amid the crime crisis reportedly traveling to new york to promote his children's book. controversial l.a. district attorney george gascon will soon break his silence as california is breaking records for homicides and smash and grabs. chief correspondent jonathan hunt with a look at what is happening in crime in los angeles. jonathan. >> the los angeles county d.a. has been in office for exactly one year. a year that has been marked by a surge in violent crime. the murder of a high-profile philanthropist in her beverly hills home one in a burst of killings that seen the homicide rate rise by 50% so far in 2021 over the same time period in 2020. according to the l.a. county sheriff's department. armed robberies while down in the early part of the year have recently shot up thanks to smash and grab attacks on

stores and disturbing incidents of residents being followed home and robbed and assaulted on their doorstep. it struck the tone deaf that the lead prosecutor would announce his press conference as an opportunity for outlining accomplishments during his first year in office. now the reason for the crime surge are complex and can't be placed entirely at one person's door but some other district attorneys in southern california suggest gascon's policies ending cash bail for certain offenses and ending the charging of joouf nils as adults and never seeking the death penalty have emboldened criminals. >> these individuals are rampant and because -- look, because these d.a.s, the woke d.a.s are not prosecuting theft, everybody on the street knows, all the criminals know, there are no consequences. >> a spokesman for george gascon told us as far as the recent rash of robberies are

concerned we will hold those responsible accountable and on l.a.'s soaring murder rate the same spokesman suggested we compare l.a. to other southern california counties such as san bernardino, which has a more conservative d.a. and higher murder rate. a line of defense, harris, that seems to boil down to sure, a lot of people are getting killed here but it is even worse over there. we'll see if d.a. gascon pursues that same line of defense later today. >> harris: that's so nonsensical and won't work. we got this in, jonathan. thank you very much. abc news is reporting 12 major cities now have hit all-time homicide records. and an official with police there that they talked with it's just crazy. i want to bring in the vice president of the los angeles association of deputy district attorneys.

thank you for joining me today and i want to start with just this blazing headline of really how bad it is. get your reaction to that. >> good morning and thank you for having me. you know, for the past year, los angeles has had a complete lack of leadership on the issue of criminal justice. we have a district attorney who refuses to hold criminals accountable. because of that we're seeing more brazen attacks. we are seeing an increase in our homicide rates, and i think one of the things about your statistic in terms of county-wide homicide rates that is often overlooked is that certain neighborhoods like watts, that homicide rate has increased 150% in the first half of the year. so, you know, crime is on a huge upsurge. we went from one of the most peaceful years in 2014 to one of the most violent years in 2021 and there is absolutely no

leadership by the district attorney of los angeles county on these issues. >> harris: it's interesting what you say, you have to dig down a little deeper in these numbers to see the percentages of certain areas and that's what is feeding the 12 cities seeing the worst they've ever seen in homicides. eric, thank you for that detail. look, your group, the union that you represent, went to gascon and said this isn't working. and then he is going to talk later today, i guess to address that, maybe double down? what are those conversations like with someone willing to be so soft on crime? >> the problem is we have a district attorney who is a politician first. he is not a prosecutor. he has never really been a prosecutor. he doesn't understand our job. he has surrounded himself with life long public defenders who believe in the abolition of prisons. when you talk about a

conversation, there is no conversation. he refuses to really discuss these issues with our members. he ignores our members. most of our members compose the office of the public prosecutors who have been public prosecutors for decades. he ignores their advice. he listens to these public defenders who really just want to abolish the entire criminal justice system and have said so publicly. >> harris: if you get rid of the prisons where will you put the prisoners? that's insane. do we think people are going become the best versions of themselves? no. i want to get into what we're talking about quickly. "the washington examiner" is reporting that l.a. attorney general gascon is fundraising to lower the sentence of jacquelin avant's killer. the wife of clarence avant killed during a home invasion

in their beverly hills home a few days ago. according to the examiner hours after she died gascon sent out a fundraising email seeking money to push through a bill removing extra prison time for using a gun during a crime. eric, this is insane. and very dangerous. >> look, the fundraising letter after an 81-year-old woman is murdered in her home was feckless and reckless. i heard the sheriff called him tone deaf for this and it's a kind way of putting it. to try to reduce -- at a time when gun violence is at an all-time high, the last thing you want to do is remove the deterrent which is higher sentences for gun use. that's exactly what he has been doing. it is consistent with his

policy. again, he is a criminals first regressive district attorney. >> harris: criminals first. i really appreciate you taking the time and do we see an exodus of people within your union, these attorneys who just think that gascon has gone too far? real quickly. >> there are people who have moved on to different counties. but i think the most disturbing thing is that he is being redirected -- redirecting our personnel from fighting crime to early release. that's his big push right now within the office is to have our members part of a unit that releases violent criminals early. >> harris: eric in los angeles fighting quite the legal battle, if you will, with your district attorney gascon. i appreciate your time. thank you. >> thank you so much for having me. >> harris: in portland, the

see an officer for several hours. look at the tweet from police on monday. due to critical incidents happening today and pbb staffing shorts acknowledge officers are responding to priority one and two calls only and response times may be delayed for certain calls. monday was a very busy day. there were several armed carjackings that led to officers killing that suspect on the highway. there was also a murder around the same time. but we learned that in this city that defunded the police department by $15 million in 2020 and has lost 84 officers in the last 18 months, police not responding to most 911 calls is fairly common. >> in portland what we see happen is sometimes as often or once or twice a week, not every week we'll reach a point we have to only send resources to the priority 1 or 2 calls for a period of time. >> portland is one of those cities that set an all-time high record for murders.
