>> i want to talk more now about governor newsom's proposal, a three year plan. i want to look at the breakdown of the proposed crime-fighting budget. 255 million would go to local law enforcement, to place more officers in stores that deter theft. thirty billing for district attorney to prosecute retail and auto robberies, 18 million to create a new organized special unit under state attorney general. 20 million would go to small businesses victimized by smash and grab, 20 million for california national guard, illegal drug smuggling and 25 million what fund the gun buyback program and the governor is calling it the largest in the country. reportedly the money wouldn't be available instantly because governors proposed bill wouldn't be going through until june.

will it slow down or derail an opportunity for sustainable solution? >> i would say i am grateful for the governor's efforts in this regard and i think he should be focus attention on this issue. where we are today is a result of changes in the law here in california and across the country over the last 20 years and a lot of these efforts are well intentioned and some i supported myself but unfortunately their unintended consequences and we've seen terminals have been able to exploit unintended onset wants to their benefit, we are having difficulty keeping our communities safe and people free from being victimized. arthel: the governor and police department, you believe brazen smash and grab that's in robberies and assaults are carried out by organized crime rings so it seems you're happy to know the governor has taken

steps to allocate funds, money alone solve the crime crisis? >> it is certainly helpful but if we only treat the symptoms and not the cause, i'm not sure who will get the results the governor is hoping for. if people are arrested and released back on the street zero bail, they are not held accountable by the system once arrested. then there's really not an incentive to change their behavior and i would say many efforts reform in california and elsewhere have the best of intentions and consequences and probably because of all of this put together, there have been loopholes people exploit it doesn't require massive changes but it does require tweaking of these things we've tried to get to the right formula. arthel: some was approved by the voters as my understanding increasing crime as a result,

them? >> i could tell them the police department is going to continue to do its job and continue efforts to engage with the community and work toward solutions to enforce laws there and i think are plenty of loss on the book capable of holding people accountable, we need to enforce the laws and make sure we're not turning people and releasing them back into the community immediately, it creates a sense that they are not being protected. arthel: who can stop the aspect? >> i'm not sure i can answer that, i know for us, regardless of what happens after someone is arrested, who will continue to do our job and bring people into the system and hopefully the system will hold them accountable. arthel: chief, i want to say good luck to you. paul and joseph, thank you for your time.

officers. eric: what is that message for police officers like resisting arrest or larceny under $2150? >> assess back from doing your job that you should be doing. the death of george floyd, many jurisdictions including new york, they've put in draconian restrictions on the police preventing them from doing their job and this is more of the same. as a result you've seen the last week or so, 12 cities announced they have wicked numbers of murder. the year is not out, they've already separated murderers and shootings so it's a difficult position and new york is at a critical place.

they want decisive action from europe. what they are being told is to study our options we have to coordinate our policies, we have to consider sanctions but nothing beyond that. eric: the president said in his phone call with putin he was very tough, saying that would be severe consequences for us and nato countries in terms of sanctions and the like if russia does make a move on ukraine. is that enough to deter putin from doing what he did in crimea? >> such a good question. even in that conversation while the president was saying there would be severe consequences i think he was talking about unprecedented sanctions but let's talk about those sanctions. we have eu countries divided on whether we should have sanctions, if we do have sanctions when they should happen. some like the germans and the french don't want sanctions before there's a major military
