first priority is always public safety. secondly, you want to be able to match the crime to the consequence. and when you are saying a slap on the wrist and it will just be -- you will be able to give an apology that won't be good enough. you need to find the right balance with juveniles in particular where there would be consequences of jail time that would aappropriately matched to their crimes and providing educational and rehab programs to support juveniles that come from unstable, abusive environments and poverty. covid has added to the stress of what these juveniles have gone through. with that being said public safety being the top priority, with that being said, these organized retail crime is absolutely unacceptable. governor newsom has taken too long to address these issues.
