to help support digestive health. >> harris: a president biden seems to be taking his entire party south in the polling with him. a new poll finds that support for democrats is not plunging, just like his numbers. while the g.o.p.'s popularity is surging to its highest levels in three decades. i am harris faulkner and it you are watching "outnumbered." i'm joined by my cohost emily compagno and kayleigh mcenany, democratic strategist jim arnold and in the center seat, fox & friends weekend cohost and host of miseducation of america, pete hegseth. we will get into that later.

a new gallup poll highlights a dramatic shift in u.s. politics, showing more americans see themselves as republicans or a leading conservative and the g.o.p. is holding a five-point lead on that front. the democrats had a nearly ten-point edge about a year ago. think about that, not just the flip, but a big one. in fact president biden's party had the highest approval in decades when he first took office last january. now the stunning reversal. why they blame the biden administration's missteps for it. one democrat strategist is pointing fingers elsewhere. >> he got infrastructure success which is a good thing because it success breeds success. but i think the problem of the democrats is not that they have bad leaders, they have bad followers. >> harris: so you want to take on the entire american voting

force. pete, a record number in the last presidential election. you're going to take them on and blame them? >> pete: apparently, i looked at the totality of his comments and i think he was attempting to say, we need to mobilize behind the things joe biden and kamala harris are trying to do in the streets and the communities and build that grassroots support. build grassroots support for what, for voting what you so-called voting rights legislation which is actually federal azinger elections and codifying some of the things that went wrong and were too wide open in 2020? we can go down the list of things that have gotten wrong. you remember when the nra dumped a barack obama gun salesman of the year eight years in a row? nobody sold the segment better than barack obama. same thing at play here, nobody sells the republican party better than the reality of joe biden and kamala harris, an unholy combination of ideology and incompetence. ideology on what they are

pursuing and competence and how they execute a case in point, something like afghanistan. republicans will have to ultimately say what they are going to undo and how they will stand for and at what they will legislate for in 2022. but now, manifest failure and crazy views is driving people to say, republicans at least look sane. >> harris: it's of jenna, how do you explain the president's numbers being so tightly yoked to how the dash where the president is going. should the democrats be concerned? >> jenna: i think of this poll is a reflection of the level of concern that all americans have and in the same gallup poll, i think this is us very important piece of data to make sure that we are putting into the middle of this conversation. when respondents were asked whether or not they would choose republican, democrat or independent, most of them selected independent. they'd it's an example to show that most americans really do

fall in the middle, and likely either political party are not really speaking to them morally, logistically, politically, all of the above. >> harris: you know that's interesting, kayleigh, because independent is not a political party. it tells me something different than it tells a lot, it tells me that neither party is doing their job here in their eyes. and it they don't either party. it doesn't help anybody, but it does help republicans right now. why do you think that is. >> jenna: i take a different view, i think the republican party is articulating a positive and vision, that we saw for four years, where there were more black americans and hispanic americans with access to the economy, their wages going up at a rate never seen before. there's a lot of good that the republican party did over four years and i think people are craving the good old days. where there weren't empty shells, there weren't a supply

chain crisis. when you have the biggest a shift in voter identification in three years, and those are things going along, and by way of comparison, there is a smaller shift in party identification in 1994 and it was a ten-point shift. they recognized it in the gallup polling, but what happened in 1994 west to market with something the republican revolution republicans picked up 54 house seats and eight senate seats into the house and the senate for the first time in 40 years. jenna, you can say this is all about independence but there's a big red wave coming november but they will have a hard time ignoring the red tsunami. >> harris: all due respect, emily, neither party is the

american republic in ways that are enthusiastic about paying their taxes, sending kids to school and asking hard questions about science or whether or not we should be wearing a mask or shouldn't be wearing a mask. >> glenn youngkin specifically spoke to the party -- >> you are not a reflection. the black lieutenant governor, the first attorney general and then you had glenn youngkin at the top, i think that's a pretty good reflection of america. >> harris: and it jenna you are characterizing what i was saying in general how it usually works, to make it fit your argument. don't do that, because that's not what i said exactly. normally it would play out that way but right now, it's not. republicans would play out the argument. i want to get to this with you. the rnc national hoax,

spokesperson paris denard weighed in on party shifts and affiliations. >> we view this as a direct correlation between joe biden and kamala harris 'has failed to policy it coupled with the democrat agenda and the house and the senate to where the american people feel. how the american people are reacting to this radical administration. >> harris: he's talking about the realities that americans see versus the rhetoric that americans hear from politicians. >> emily: and i think his messaging was reflected in two points in that gallup poll that president biden needs to worry about. and here they are, number one. true liberals are a tiny minority of less than 25% and at the amount of independents who disapprove of this president as of january 7th is 57%. so whether or not you align yourself with democrat or republican, we see the president

needing to cater to, and and the independence or if we need in the midterms to kaylee's point, we see a red wave overcoming. i have to say what i found amusing and a minimum but another disheartening thing about this administration is the reset plan for the senior administration officials have come out and said that biden is going to undertake. they said we want him to communicate more with the american people and we want to stop publicizing the conversations with our legislature and yet with our not sure exactly what that means other than closing the door yet again to yet another avenue of the american people desperately crave which is information and transparency because all they know is what's on the kitchen table and it's looking like a whole lot less under this administration. >> harris: everyone is same kind of the same thing about the importance of independents. jenna, you see it one way and

kayleigh, you see it another way and i reported in a different way. pete, what do you see? >> pete: i think you meet them where they are at with the issues they really care about, and absence makes the heart grow fonder. they took for granted, a lot of people call them independents and moderate republicans, moderate trump supporter's or whatever but took for granted the good days of what donald trump delivered. it didn't want that mean tweets, i want to disassociate from that and i'm tired, so they moved in another direction. now a year later they are looking at bare cells and inflation and embarrassment on crime and covid nowhere near solved. if they are saying, i want to go back to the guy that actually knew what he was doing. that's part of the shift as well. >> harris: i loved it when kayleigh said the good old days because i was like, i was 16 months ago. times square and killed over the weekend. also in new york the devastated mother of crystal bay on the avenue as demanding justice after her daughter was gunned down after the late shift at a burger king where she won't work. aunt breanna cuthbert was murdered thursday by a person who were walked into the furniture store where she worked and plunged the knife into her. her killer is still at large. her father taught it's fox and princess morning and blamed politician for letting criminals run rampant. >> we want her to be remembered as a person, a human being who is devoted and loving and a rising star, this kind of tragedy just can't befall more people. it's so painful. we have families who have children similar in age to breanna and at the outpouring of emotion is unbelievable. every parent feels the so

deeply, that's just something we can see happen. our society right now, everyone seems to be oriented on giving back rights and bestowing favor on people that rob others of their rights. >> emily: pete hegseth, his agony is almost unbearable to witness and i can't imagine what it is like to feel for him. >> pete: i can't imagine either, the human cost in human consequence. and and i think that is all this really comes down to. people are being demoralized and defunded who are now arbitrarily deciding what crimes are actually crimes and whether or not people who commit them

actually pay consequences, and as a result you get more criminals and you get more crime and you get cases like this which are completely blatant, completely out in the open, the middle of the day, likely people with priors and could have been locked away. this is the cost of not aching crime illegal. at this is cities across america and making people's lives that much more dangerous. >> emily: it's the same portion of the population committing crimes over and over and over again. for example when pete talked about the los angeles district attorney, the recent controversy there was there is a now a woman who had attacked and sexually assaulted a 10-year-old in a bathroom, choked her out by the throat, locked her back in a stall and went down her pants. now he's claiming that he is

worried for her safety and this recidivist defender has been arrested for numerous violent crimes including battery as well as sexual assault through different states and the issue is, without that deterrent consequence, then we as a people come as members of the justice system are not able to account and protect those to remain safe while also rehabilitating the few who can be really rehabilitated. jenna, your thoughts? >> safety is certainly at the forefront of the american ideal and moral set. these three horrific murders that you listed at the top of the segment, none of those suspected murderers are recognizing that the individual in los angeles is still at large and would ever be put back on the streets. murder is not a subject or a crime that has a high recidivist rate to it. we have to remember that we send folks to jail for minor

misdemeanors which is not the same thing that we are talking about in these horrific heartbreaking circumstances, jail is not a place where we go to be healed so we have to look at the justice system and i credit trump here. he took out a large magnifying glass and held it over our criminal justice reform system and started asking some hard questions and we need to continue to do that. but don't compare murderers with some low saying, but that was actually cs skyrocketed so much that law enforcement has actually cleared more homicides last year than they did in five years but the clearance rate declined because of those rates are skyrocketing. i have to get everyone in here so, kayleigh, i like your thoughts on this. this week in the new manhattan d.a. alvin brad said he was off

to a rough start. >> kayleigh: part of the discussion that has been so frustrating, it's a suggestion and i will say i but i think it's way that we are talking about. but the i don't know public safety. i know public safety, we know public safety. >> kayleigh: it respectfully d.a. bragg you don't know public safety because then you wouldn't have said that you are not going to prosecute certain low-level offenses and i get that you have had a challenging two weeks, and the solution is to hire a public relations specialist because it's not going well for you. during a crisis can indication situation because the broader public recognizes the inanity of your policies. but you need to change your policies and that is what needs to happen. when you look at that tragic death of that beautiful 19-year-old at burger king, the guy who committed that crime had

been arrested four times prior. one such time was as recently as november of 2021 so, two or three months ago. he threatened to hurt someone with a screwdriver and he said "i will stab you" to this man. at that was the subject, and when he killed this beautiful young girl he had no remorse. yet some of these quotes when he was being arrested, why am i guilty, he shouted about reparations, he said a belief that you all, and said america was going to burn. rather than hire a communications specialist, change your policies because there is a human and deadly cost to the absolute insanity you are pursuing. >> harris: my main concern just from reporting so much of this now and the expeditious and is that we are seeing from the criminals because they know that they are going to get a free pass or a decriminalized pass if

you will for some of the stuff they want to do which can ask escalate to violence, the murder and recidivism may not be a lot but what if they just get practice to committing other violent crimes on the escalate? that's one of the issues here. if liberals then decide to change their policies as kayleigh is wisely suggesting at this point, will they take their time the way that they are now taking another look suddenly at defunding the police? because you have put up us in a position where it's harder to recruit cops and they are committing suicide at record numbers and they've been eviscerated in the public eye for months and months under some of the liberal policies and cities that took away a lot of their power. you want the couple that with giving power to the criminals and in their minds, oh, my gosh, giddyup, it's a wild west open style. you have put us in such a dangerous position as an

american citizenry that if you are going to change policy, please don't wait for the polling to tell you to do that. i personally don't care about your political futures but if you are waiting for the policies to help you, take a look at the numbers. it may be too late for you, too. i'm talking directly to some of the politicians now but it's not too late to save the citizens. and i know we are out of time. >> emily: but it's too late for example, for the kristal bayron-nieves family. recidivism is uncontested and that's why it none of us are surprised. people don't dabble in pushing people off the subway contracts so that's why there's no surprise when someone gets arrested for a violent offense and we learn that they have been arrested for battery and the like. but you reclassify the meaning, you take restocking from a violent felony and you reduce it, and that means the same people doing violent things are

large homeless encampments along the tracks is the main driver of the search. it's gotten so bad that union pacific says it's considering shifting operations to avoid sending cargo to ports in democrat run los angeles county. pete, this is amazing. there is a 37-year-old anonymous source that spoke to the "l.a. times" and said to this. he goes to the tracks regularly, he or she. he said everything comes on the train, clothes, toys, lawn mowers, power equipment and power tools and we find things here that makes money for us. one of which was a five figure robotic arm worth five figures. it is just stunning, those images. >> pete: they are. i mean that's third world country images, stuff he would never expect to see in a major american city. when you dig into the information on what's happening as you did, it is ultimately, you have the connection of crime out of control because it's not being held accountable and the

small stuff leads to the big stuff and that's a bit basic premise that we need to understand. they have gangs as well as a lack of ability to actually lock people up for crimes and that means they pay homeless people little bit of money. homeless people go in there and scrounge about it, make a little money and make no consequence for anybody because it's rinse and repeat. at what point will a single democrat realize that when you don't hold people accountable, you get that picture in front of you and everyone suffers. and people actually come up i don't know, but the packages. >> emily: , >> kayleigh: emily, the "l.a. times" that it hearkens back to horseback riding bandits. a lot of these people brag that they are not actually going to be held accountable. >> emily: such a tragedy on multiple levels and in this fiscal year alone, train robberies have skyrocketed 156%.

for people that think it's an l.a. issue, leak me it's not because 40% of the goods that come into this country go along and adjacent route to the train route and i just have to remind everyone that the foundation of federal criminal jurisdiction is intrastate and international commerce. the feds do not need local or state permission to come in so this can be twofold that the doj can come into both send a message to these das and also to clean up the streets. but i guess they are too busy looking at who stole the president's daughter's diary or whatever. >> kayleigh: jenna, to that end, mccarthy asking a very important question of the biden administration. mccarthy wrote this but what is a federal government doing about this? in many crime situations the feds can seems to, and we are talking about interstate and international commerce.

sure they didn't put that they are in the ecosystem next to the rail. but i have a follow-up quick question for you because i'm curious, i'm still digging from the last hour to figure out how much money was in the police bill for things like homelessness and mental illness/what was suggested for spending in certain cities. because we saw with defunding the police that the white house kept touting, we told them that they could spend money on hiring police officers back, we are not behind defunding the police. so if we know that they would put suggestions and bills, that's not always enough, but do we have any idea what might have been spent? because it might be too late for build back better. but there should be money out there already. this >> jenna: there should be, and like life camp in
