border. and now those troops are pouring in. here in ukraine, the u.s. embassy is telling measures, it americans,it's time to leave. no time for air evacuation for u.s. citizens here in ukraine once there could be a russian invasion into ukraine. they are ordering family members of embassy personnel to leave. ukrainian government officials are pushing back saying such a move is clearly premature at this point. president biden is considering a number of options. including sending 3,000 to 5,000 u.s. military personnel to eastern europe and comes as you mentioned when nato is already sending warships and aircraft to the region. the secretary of state has been asked repeatedly will there be u.s. boots on the ground in ukraine? >> do you see any scenario in which more u.s. service members become involved here? >> one of the things that we have been very clear about is the ongoing continued build up of defense capacity in ukraine.

no real clear answer there from the secretary of state. keep in mind earlier in december president biden ruled out that u.s. forces would be on the ground in ukraine. >> that is not on the table. the idea of the united states is going to unilaterally use force to confront russia, invading ukraine is not on -- in the cards right now. but what will happen is, there will be severe consequences. >> but u.s. ammunition and weapons continue to arrive here in ukraine, a second shipment before comes. brian, ainsley, steve back to you. >> steve: you are on the ground in kyiv, do the people of ukraine, do they regard the united states as who is going to save the day? >> i think there is real mixed emotions here. keep in mind a lot of people here in ukraine are part ukrainian part russian.

hard for a lot lot of people to imagine a war with a close neighbor and with a relative. >> steve: it's hard to pick a side. >> it is. >> brian: steve, would you also say it's true that over the last since 2014, when 13,000 ukrainians have been killed. since that time the ukrainians have hardened their sense of nationalism for their country and against russia, further dividing the two. maybe the ukrainians feeling of nationalism is greater than ever before. >> and keep in i understand pooh mind, too, brian, remember how russia feeds wars. if you have gone a place where russia has fought, it's almost like nothing else. it is destruction. it is brutal. so if war comes here, brother against brother, it could be awful. >> brian: right. you understand the culture. >> ainsley: what are the folks on the ground saying? i'm sure they are nervous about this. are many of them fleeing and getting out? >> i think some people who have the means to go will go now.

but a lot of people don't have those means. i think there is some skepticism, some hope really to the last minute it's hard for people to get their heads around a massive invasion. 100,000 troops on their border. they think a lot of people i have talked to say putin is just trying to scare us to make sure nato never comes to ukraine. >> brian: interesting. it's cost a lot of money and huge troop deployments to do it along with military exercises. and is it true that belarus now has russian troops on their border so on the bell resolution, ukrainian border so almost virtually surrounding the country outside of the water's edge? >> you are right. and when you are trying to plan on where to go if there is an invasion, it's hard to guess. russian troops are in the north, east and south. where are they going to come from all three directions at once? ains ains scary. steve. >> steve: harrigan live in ukraine. thank you very much. >> ainsley: many critics are

saying joe biden gave the green light last week at the press conference. >> steve: we heard it. >> ainsley: other countries think they can seize the moment america is weak and disorganized. afghanistan rip hell effect and carry into china or iran or north korea. >> brian: a couple of things, evidently "the washington post" has a story today that we're trying this weapon that's kind of unique. the same thing we did to huawei. and looking to use foreign direct product rules to deny them semiconductors, tiny components for all their modern technology, that would prevent them from building fighter jets, things for their smart phones, semiconductors. so this would really hurt their high tech industry almost immediately while considering doing that. >> steve: what it is, it's the lead story in the "the washington post." with these export controls, keep in mind, pretty much every semiconductor in the world is either made with american tools

or have u.s. software. and so, ultimately, the united states is now pressuring our european allies, hey, we all need to be together with this to stop the flow of components to the industries that putin has high ambitions for. civil aviation, maritime and high tech. while last week we were talking about, you know, he should have pulled the plug on the nord stream 2. now, not only could they do that although it's a little late, the horse has left the barn on that. but now what the administration is secretly doing is they are saying hey, vladimir putin, you have good luck, go ahead and invade. we are going to bring you to your knees financially. >> ainsley: they all met this weekend. there was a briefing at camp david. and he met with advisers, joe biden did. and they're considering sending in those troops. they are considering sending in naval vessels. when asked about sanctions, blinken said to deter the russian aggression that would mean losing the means of deterrence if we sanction. they congressman michael

>> steve: the fox poll shows that people have anxiety about the economy and they don't feel that the government has a handle on the pandemic. if you read the "new york times" that's a damning report on how nobody is in charge of the administration. there is no point person on covid. it is jaw-drops. it's an eye-opener. it goes to show. brian, regarding the fox poll, the big number is this one 60%. 60% of the people who responded said they would like to vote for anybody else, vote for somebody other than joe biden. i wish the question would have been -- if the election were held today, if it was joe biden vs. donald trump, who would you vote for. i would like to see where that would be but they didn't ask that question. >> ainsley: i think because of inflation. i think that effects earn across the board and covid has affected

everyone. people got the vaccines thinking they would be protected and they weren't. you got gas pump and get your electric bill, everything is sky high. you are paying 7 cents, basically inflation 7%. 7 cents on every dollar and inflation tax, basically when you go to the store. >> brian: that's why it effects everyone and everyone is so concerned and blurs party lines. add to your point. we knew exactly who was in charge with president trump. brand new pandemic haven't studied this in 100 years. we knew the vice president was in charge. you would have press conferences and the vice president says i'm the point man. we meet every day. i talk to the governors every day. every governor would salute him clued in. >> ainsley: every press conference. fauci and the doctor behind him. >> brian: to me jen psaki is the experienced one. why wouldn't she be head of communications i'm not going to leave the president out there by himself anymore. we have to backtrack every time he is unscripted why don't we put the so-called experts in charge and let them take the fall not the president.

to travel there. do you need the state department to tell you that while orders staff to evacuate. dan hoffman a former cia station chief in moscow and joins us now. dan, do you believe that this is -- have we done anything to deter russia to this point? >> no. we for sure have not. russia still has over 100,000 troops on the border. they are still making the same unrealistic demands that they have been making all along with a timeline that's artificially induced timeline. so, you know, russia is seeking to extort the united states and the west into allowing russia to have this sphere of influence. and choke out any effort by ukraine to build a democracy. >> brian: i understand the president came out and said he is considering sending several thousand troops, as well as warships and aircraft to nato allies in the baltics and eastern europe. latvia, lithuania and estonia

and possibly polled. should he do that? would it make a difference? >> the united states and nato already have deployed troops. the united states has roughly 4,000 troops in poland nato has 4,000 troops in the baltic states. what's important is the biden administration is talking about doing is publicly. and i think that's a direct message to vladimir putin in the kremlin that we stand ready to deploy further troops and further military equipment to the baltic states, it's all right to do that just as russia claims it's deploy troops on its own borders. the biden administration is doing that because they might be willing not to do it if russia de-escalates public leaders might not be the best way to solve the crisis. it might be the only way we have right now. >> brian: obviously people look at blitz invasion. what other options could the russians pull off? >> putin has a menu of options,

some of which include further incursions in eastern ukraine in the dombas where fighting is ongoing. he could blockade the black sea which would deny ukraine international trade and by the way end many full throttle assault on ukraine very costly in terms of spilled blood and treasure. he might operations to overthrow president zoo zelensky indicate that's possible. he has all of these options out there. they are all kind of being discussed publicly dialing up the edges right now, a bit of brinkmanship on putin's part. trying to get maximum concessions from the united states and nato. >> brian: in my humble opinion i was surprised to hear, this china knowing that olympics start in 12 days flew 39 fighter jets right near taiwan, the largest show of force in months. are these two events related? >> i think they are. i think that ukraine and taiwan
