for rich returns. >> emily: fox news alert: as violent crime rises across time critic cities in the country, seven law enforcement officers were shot in less than 48 hours. in new york city, we are saying goodbye to a cop killed in a terrifying ambush. this is "outnumbered." i'm emily compagno, joined by kayleigh mcenany. also with us, julie banderas, former state department spokeswoman morgan ortagus, and dave rubin, host of "the rubin report."

this was a chaotic scene in houston just yesterday. [gunshots] police engaging in an arm to armed standoff with a suspect. you can hear dozens of gunshots being fired. three officers were shot: one of the leg, one in the foot, and the third in the army. in milwaukee, a police officer and sheriff's deputy were shot just one day apart. a similar story in zane lewis, or 2 a similar story in st. louis, where two shots were shot at a traffic stop, critical condition. corporal charles galloway was honored after being killed last weekend. the suspect was in the country illegally. this morning, thousands of grieving nypd officers flooded the streets for their fallen colleague, jason rivera. the 22-year-old was killed in an ambush in harlem last weekend, along with his partner. rivera's heartbroken brother and

widow had these emotional words. >> my brother had a lot of fear. my brother was afraid of heights, rents, dogs. [laughs] he was afraid of dogs. [laughter] but, he wasn't afraid to die, to wear that uniform. he was not afraid to die. [applause] >> i can't believe i'm standing in front of thousands of people in the cathedral we planned to visit later this year. all of this seems unreal. i'm having one of those nightmares that you never thought you'd have. >> emily: kayleigh, i was on fifth avenue paying my respects and showing support for fallen officer jason rivera. i have never seen new york city so quiet, as the snow was falling, and thousands of new yorkers and law enforcement officers were honoring the

sacrifice he made. he said "i was not prepared for this." she specifically said -- she talked about the day he got shot and murdered. she was so open with her pain in detailing an argument, that she regretted it so much. her pain was palpable. i heard the tears of those officers around me, showing my support, represented -- kayleigh, it's not stopping. she spoke about how there was fear, how she felt fear for everyone else. we know that last year alone, there was a 16% spike in officers killed in the line of duty from polonius activity. generally speaking, categories were even as far as how officers were killed. there was one category that spiked 300%: ambushes, both unprovoked and premeditated. that's how jason rivera died, along with his partner. your thoughts on this epidemic

of violence against law enforcement. >> kayleigh: emily, i can only imagine the scene that you saw at st. patrick's cathedral. i was watching the funeral in florida, and there were tears in my household. i can't imagine, emily, being there with his fellow officers, hearing their tears, feeling their pain alongside them. what an honor to go and honor this hero: that jason rivera, 22 years old. i want everyone watching to put yourselves in the shoes of dominique rivera. last friday, she gets in an argument with her husband and doesn't see him again. that was last friday. that's what she was doing exactly seven days ago, probably never in a million years thinking just seven days later, she would be standing in saint pats cathedral giving a eulogy for her husband. newlyweds: they met in elementary school. they had to be separated by a teacher because they were so

distracted just being around one another. this was the love of her life, and he is gone forever. it is not a statistic, it's not a number. he has a life that is lost, a hero, the best among us. unfortunately, emily, as you point out, this is happening too far often. let's be real: there is a war on cops in this country. i am saying that with facts to back it up. when you look in the last seven days, we have had 13 officers shot, not all of them killed, but shot: 13 of them. that's roughly on officer being shot every 12 hours across this country. i'm done with "defund the police chemicals with alvin brett connolly's liberal das. we need to support these officers. i do not need another widow like dominique rivera to lose her husband and have to give another eulogy like that. it is an absolute disgrace. we got to speak loudly against this toxic ideology that has taken over the national

discourse paid >> emily: that's exactly right. we have a map of the 13 officers shot in the last few days in those 8 states we can pull up. julie, to kayleigh's point, dominique rivera, jason rivera's widow as she was speaking, is saying "i hope you are hearing me, d.a.." everyone erupted into applause. i hope he hears her words, or heartbreaking story. when she heard two cops had been shot in harlem, she texted her husband and was not hearing back from him. "i know you are mad, just tell me you are okay." then, she turned on the "find my phone," and she saw that his phone was in the harlem hospital. my heart breaks for her, for every law enforcement officer right now, every member of their family, every family member of the pollen. as kayleigh said, we are done with this. when will this stop?

>> julie: when liberal das put the foot down, and stop re-offenders from going back out on the street. kayleigh mentioned the liberal das. if you look at the crime rates in this country, the liberal cities that are run by liberal politicians: new york city, chicago, maryland, los angeles -- in january of 2022, we had a nap earlier that shows that houston shooting, three officers were shot in houston. the list goes on. milwaukee county, a sheriff's deputy was shot off duty in january of 2022. those are two different cases in which five cops total were shot in january alone. that doesn't include this case in harlem. the reason for it is because these officers are being killed by criminals who were let back out on the street. these criminals are supposed to be behind bars.

the bail reform laws in this country are awful. it makes me want to scream from the top of my lungs when i see a funeral and a wife morning her husband, when it could have been prevented. that's the worst part. this was not just an accident. to hear his brother talk about how he used to be afraid of dogs but wasn't afraid to put on his armored vest and uniform every day on the risk his life, he wanted to unite the community, unite the community with police officers. there are idiots in this country on a war against cops, because they think they are the bad guys. check the statistics, it's ignorant. >> emily: not that's absolutely right, morgan, this is preventable. for example, under d.a. brad's watch, a 16-year-old wannabe rapper charged with shooting an officer, walks freak. he is free right now, on the streets right now, because he paid bail from his record deal.

's before i not alive during the vietnam war vietnam >> morgan: i was not alive during the vietnam war, but i remember veterans coming home. they did not ask to fight for our country, but when we came when they came home, we learn how horrifically they were treated. we are repeating history in this nation: we are treating cops the way we treated the members of the military who served in vietnam. it took years for the country to heal from the disrespect placed to the matters of the to the members of the military. these deaths are horrible, should have never happened. if there's any good that can come of this, i hope the country starts to look in the mirror and realize that what we have done

for people and families -- put their lives on the line for us every day. it is horrendous, just as appalling as what we did to the military during the vietnam war. we have a national reckoning that needs to happen with respect to our institution, respect to people wearing uniforms. you know that i am a member of the military. as -- it's personal for all of us today. it takes everyday americans to say "enough is enough." >> emily: dave, in the infinite idiocy and incompetence out of hollywood in front the progressive left, we still have calls from high-profile figures that are calling to defund the police. people like jack dorsey, one of the founders, former ceo of twitter, whatever he is now. even rihanna. if there are so many people who have influence over our social culture that are calling for

this, perpetuating this, and it's being backed by our elected officials that won't stand up and support law enforcement. that's why this tide isn't so hard to overcome. it won't be unless everything changes. until we have that time, we have calls from the left that are supporting and antagonizing this war on law enforcement. >> exactly. i had an interesting thought to when you started this segment. you played a video of -- i think it was the ambush. we see violent videos all the time. we see cities burning, buildings being destroyed, we see people get shot, officer tried to stop violence, all of this to the point that we are so desensitized that you don't feel much when you see this stuff. when you contrast that are juxtaposed that with seeing and listening to officer rivera's wife, that's where the emotion comes from. the everyday violence, like you

over him and president biden discussing a "imminent" russian attack during a call yesterday. telling president volodymyr zelensky to prepare for invasion once the ground has frozen in february, and he should be ready for a sack of the capital city, kiev. the jarring forecast was not mentioned in official statement. the white house is denying this account. this has house republicans calling on the president to release his call with zelensky. does that sound familiar? it should. 2019 calling on then-president trump to release the transcript of a phone call he had with the ukrainian leader. >> president biden: this crosses the line. i'm calling on the president to release the transcript of the call and let everybody here what it is, see what he needed to.

something. if the united states -- i don't know what we should do come but i think putin knows that america is conflicted. biden is deeply weak. his approval numbers are terrible. we have problems here at home. does putin fear that biden will stop him from entering ukraine? i don't think so. a lot of this is just talk to. >> kayleigh: it's interesting, morgan, you and i know readouts with foreign leaders tend to be bland, top line. the white house read out talked about underscoring her commitment to ukraine. i want to pull up this cnn tweet. ukrainian source -- alexander marcotte. this is a tweet. "a russian invasion is virtually certain, once the ground freezes."

a senior official said that "kiev may be sacked. prepare for impact," biden said according to this official. that's very different than what the white house read out sad. we don't know their motivation to read what do you think is going on here? >> what i think is you have very frustrated leadership in ukraine. at the end of 2019, i went to ukraine with secretary mike pompeo. we met with him behind the scenes. a really determined man, especially to lead a country like ukraine, in the face of constant russian aggression. it's not just the 100,000 plus troops on the border. they constantly deal with misinformation from russia. president zelensky is a tough, funny man. he used to be a comedian. that was a fascinating meeting for me. the bottom line is what i think

you are asking: the ukrainians are frustrated that the biden administration has constantly undermined them. the russian pipeline completely undermines ukraine's economy. talking about it as an imminent invasion constantly undermines their economy. the ukrainians feel like biden has undermined them, made them weaker, while simultaneously not providing the weaponry they promised. speech of that sounds like exactly what's going on. emily >> kayleigh: that sounds like what's going on. russia invading ukraine, this could be our first look at what a cyber warfare scenario looks like. >> emily: like i didn't want to hide under the bed, after i read that i'm terrified. morgan knows more than i do, but apparently this month, there were 70 government website that were hacked into, and microsoft discovered malware planted in ukrainian government systems that could be triggered at any moment.

100,000 troops or 120,000 troops would not be enough for a blitzkrieg like a tag into the ukraine, but 160,000 may be. put in is adding thousands of troops in neighboring belarus. this is it seem like a combustible, serious situation. it >> julie: it looks like russia is getting its ducks in a row. the president of the united states is in the dark. if he thinks vladimir putin is going to give him any indication of what he plans to do, he is ignoring history. he's not the only one on the phone call. when the president of the united states talk to any president, you know there's other people listening. if he was going to make a suggestion that russia was planning on -- the ground was frozen, because winter has been mild in ukraine at -- that seems ignorant to have that conversation to begin with. also, i look back into 2014 when russia entered ukraine into crimea.

>> emergency crews responding to a bridge collapse in pittsburgh this morning. the rescuers formed a human chain and repelled nearly 150 feet to say passengers on board a dangling bus. luckily, no one was seriously injured. the collapse happened hours ahead of president biden's visit to the city to promote his infrastructure plan. emily, this was a very dangerous situation, the bridge collapsing. it was over a part where there was a walkway, dog park. people were in the park. thank goodness, this could've been so much worse. we pray for those affected, but thank goodness no fatalities. >> emily: we think emergency service responders. people in that crisis together, that human chain -- at the end of the day, we are all americans, humans, all on the same team. it's unfortunate when tragedies

like this to remind us of that, but thank goodness there is no fatalities. the irony that president biden is going to tout his info structure built. i would like to touch on this as well, the trepidation secretary pete buttigieg's secretary to end traffic deaths. many people were like "focus on the supply chain, instead of utopian nonsense appeared" to me, that was emblem attic of this administration and how they approach everything, which is ty put ten on two. why didn't he just say "i want to reduce it by 20% in the next ten years?" why don't we say why don't we see realistic goals, instead of these fantasies? it's not reachable, does not make sense, and yet it continues to happen. >> kayleigh: julie, remember mayor pete's fairy tale bike ride to the white house? i think there was reporting that he did not write all the way

[laughter] normally, i only enjoy them during a bedtime story in the evening, not on a daily basis for the past year since a white has been overrun by democrats. president biden has been making promises over promises. none of them have come true. when a president doesn't deliver, and something like this -- there could have been multiple casualties. thank god nobody was killed, but a bridge collapsing -- back in june of 2021, he started talking about his bipartisan infrastructure deal. there is nothing bipartisan about it. if it was bipartisan, it would've been -- clearly, he is not getting the message across the other side of the aisle. during his campaign, he said he was going to be the president that would reach across the aisle, that he was going to make policy by reaching out to

republicans. that clearly has not happened. >> kayleigh: that might have been the biggest fairy tale of them all. morgan, another one. a fairy tale for your children tonight. biden's speech this afternoon was supposed to be -- "the president will talk about the remarkable economic progress we've made in the first year in office, including the fastest single year of job growth in american history." cnn writing that biden's economic approval rating is worse than carter's. we are about to hear another fairy tale. [laughter] >> julie: you and i know how much work goes into a presidential address, and you know much more than me -- especially when they are traveling. i felt bad for the teams this morning. to have a bridge collapse when you are going to talk about infrastructure, a pretty ominous

sign. the problem is this -- the reform needed in washington when you put these bills together. it starts out with people, legislators, supposedly caring about infrastructure. what ends up happening is you have members of congress, you start stuffing things in these bills. rand paul has done a good job of exposing this. they have nothing to do with infrastructure. it's just pet projects, a ton of work, not a good look. >> the economy is so remarkable. i would think all of the democrat lawmakers and candidates would show up to grieve the president, but in fact, two and heated races are not, including the senate contender for the democratic party in pennsylvania. scheduling context sounds a lot like stacey abrams and her scheduling conflicts. usually, you clear your schedule when the president of the united states is coming, but they are not. why is that? >> do you think maybe it's because of his historic all-time low approval rating?

it might have a little something to do with that. [laughter] to quickly jump back to emily's point about this idea of zero traffic deaths. we are told "we will get to zero covid deaths." when any public official says anything like that, you know they are lying. there is no perfect system. we cannot stop everything from happening, but what we can do is our best so we have infrastructure that is not crumbling. ironically, that often has little to do with how much money you throw at things, rather than hiring the best engineers, having the best people working on the projects, where politicians like to think "i am getting a lot of money. give me more power and tax money and i will do it. i'm in miami, no state income tax." here, there's a lot of great new construction over the city and state. >> do you remember the shovel ready obama jobs that were never there? i would be interested to see how the info structure money pans out and if it makes a
