approval on handling of crime is plummeting so he is trying to cauterize the wound. it is not that should be calling other democrats with that he needs to be changing his own policies. you look at 22 american cities were homicides went up last year, 12 of those set crime records, a lot of those murders are drug related. why are we seeing an increase in the surge in crime. it's because the border crisis has produced not just a surge of illegal migrants but a surge in illegal drugs. last year, the amount of fentanyl crossing the border doubled in the number of overdose deaths in the country went up 30%. drug crimes are going up because the border crisis has unleashed a torrent of illegal drugs on american city streets and that produces not just overdoses but murders and carjackings and robberies and shootings in all sorts of different crime. that is a direct result of the failed border policy.

one of the first things he did as president was to end operation legend to send federal officers to help local law enforcement in major cities that were dealing with this crime surge. operation legend was a huge success that took hundreds of tons of fentanyl and cocaine and heroin off the streets. he says he wants to crackdown on illegal guns. it took over 2600 illegal guns off the street. he canceled it so as not just the democratic mayors. >> harris: i want to get a word in here, just pointing this out with operation legend and was some of the other things that the former president had in place that when this new president who has been here year came in, he didn't just wipe away a couple of things that trump had done, he got away with his most important things like title 42 down of the border, many things like marsha

top of the 400,000 previously reported. this morning caps off my first year as president. over that. mack our economy created its .6 million jobs. .6 million jobs. he can't remember another year when so many people went to work in this country, there's a reason, it never happened. take a look at the chart. looking all the way back to president reagan, look how many jobs we've created on average per month. this has never happened before. and history has been made here. it comes alongside the largest drop in unemployment rate in a single year on record. the largest reduction in childhood poverty ever reported in a single year and the strongest economic growth this country has seen in nearly 40 years.

historic economic progress. i am proud of the role the administration played in this economic plan and has played in the recovery. when the rescue plan the democrats pass to get the economy going again, bipartisan infrastructure law starting to get underway rebuilding, there is so much more we are doing as well and my decision at the outset of our administration buy american. always been the lawn very seldom followed. now it's reality. i made clear that when the federal government spends taxpayer dollars amount we buy american products, american products made in america including all the component parts of that product with very few exceptions. with the support of the american private sector, our workers and union leaders have all come together like never before in my days in washington.

i know it hasn't been easy. i know january was a very hard month for many americans. i know after almost two years, the physical and emotional weight of the pandemic has been incredibly difficult to bear for so many people. it but here's the good news, we have the tools to save lives and keep businesses open and keep schools open, keep workers on the job and sustain this historic economic comeback. vaccination and boosters have proven incredibly effective. this past month, we started mailing out tens of millions of at-home test to deliver to your home for free so you can determine whether or not you have covid. that's in addition to the 20,000 sites across america where you can get a test in person for free to determine whether or not you have covid. and we have more treatments today to keep people out of the hospital including life-saving antiviral pills which we purchased millions of now we are

seeing a difference. look at what's happened just in the past three weeks, today's extraordinary job report data was collected, the covid crisis has been cut in half in just three weeks. still too many cases, still we have to be on alert, but to be clear, this is a dramatic decline. i want to be clear. in even with this historic progress we've made, we still have a lot of work to do making sure every american has a job and a great start but it's not the finish. for many americans, wages are up this year. in january, wage increases were strong across the board and that's good and we have to continue to keep wages growing. we need even more high-paying jobs. jobs you can raise a family on and have some breathing room. two weeks ago, the ceo of intel

came to the white house to announce a brand-new $20 billion semiconductor factory, they called it the campus outside of columbus, ohio. it's going to grade 7,000 jobs stripping this facility and 3,000 permanent jobs running the facility with an average salary of $135,000. these semiconductors are microchips that power virtually everything in our everyday lives from cell phones to automobiles to refrigerators, the internet, the electric grid. without semiconductors, these things do not function. in so the spin-off of this is going to great thousands of of additional jobs as well. helping us build more american products and manufacturing automobiles, appliances, and so much more. it's going to create jobs. it's going to help inflation.
8:57 am
one of the reasons why automobiles cost so much money these days when are responsible for one-third of all the inflation calculated in the market is because they lack the semiconductors to build vehicles. intel's announcement helps fix that problem. last week, i called a meeting of ceos from general motors, ward, microsoft, and other major corporations. the chairman of the board, the ceo, i should say announced a $7 billion investment in a michigan manufacturing plant to manufacture electric vehicles. it's going to create 4,000 new quality jobs. that's on top of the announcement last year made by ford's ceo to invest $11 billion to make electric vehicles creating 11,000 new good paying jobs. last friday, i went to

pittsburgh where the union pacific railroad announced the largest purchase of american battery and electric locomotives in history. built by american manufacturing workers creating even more good paying jobs and again the spin-off from that, these locomotives are just going to be purchased in america. countries around the world to be the best product, good paying jobs. we all know we are in competition with the world, these announcements are the drumbeat of a job or surgeons. unlike anything we've seen in our history and it didn't happen by chance. it's a result of the economic plan i put into action on day one when i said we're going to buy american. i am delighted to keep it going and expand what we've done

because we have a great opportunity ahead of us to further progress and make progress beyond what we've already made. the house of representatives just passed a few minutes ago before i walked over here to provide $90 billion, $90 billion for research and development, manufacturing and all of those elements of the supply chain needed to produce products right here in america. so we can keep delivering more announcements like the one we've had these past few weeks. another way we are boosting our economy is by promoting competition. hamburger is up four times, fourfold almost in many places. processing, meat processors, shipping, railroads are dominated by a few giant companies that control the market they operate in.
9:00 am
and over the years, this domination of the market by a smaller number of companies come about four in the meat-packing area has reduced competition. squeezed out small businesses and farmers and increased prices for consumers. i am a capitalist, but capitalism without repetition is not capitalism, it is exploitation. some going to continue to do everything in my power to make our capitalist system work better to provide more competition and lower prices for american consumers. and they're still going to do well. but that's not going to be enough. we still need to ease the burden on working families by making everyday things more affordable and accessible. average people are getting clobbered. in gas prices at the pump are up. we are working to bring t
