happening. hours before moscow announced that pullback, a u.s. defense official said troops were actually headed closer to the border, not away from it. with video seeming to back it up. here is pentagon spokesman john kirby. >> mr. putin has added military ability along the border and continues to advance his readiness. should he choose to go down a military path here. should he choose to invade again he is doing all the things you would expect him to do to make sure he is ready for that option or options. >> harris: now the pentagon is deploying an additional high number of u.s. soldiers to eastern europe. the numbers are in the thousands. a former defense secretary warned any russian invasion will have big consequences. >> let's face it. right now there are military advisors, u.s. military

advisors in the ukraine working with the ukrainians to try to develop their capabilities. and so if something happens, there is no question that u.s. lives are also going to be at stake here. >> harris: we are covering all of the angles bringing everything in "focus" this hour. ranking member of the house armed services committee michael mccaul is in focus. trey yengst live in ukraine's capital. >> good morning. what russia says and what russia does are often two very different things. we did appear to get some promising news today from russian president putin who indicated he is open to further conversations with the united states and nato as a whole and he really confirmed what we heard earlier today from the russian defense minister. there are some russian troops, units close to the border with ukraine that will be moving back to their home bases. the united states and the ukrainians will want to confirm

that information using satellite images and ukraine's foreign minister said we have seen this before and he wanted to really ease some of the momentum that the international community picked up this morning saying he will believe it when he sees it. meanwhile ukraine's president stell zell has declared a national day of unity trom trying to bolster support from the ukrainian people and keep the spirits of his troops very high. they do have to be on high alert in these days because there is the possibility of a russian invasion. so zelensky will raise their salaries temporarily and try to get civilians in the street to promote national unity. the united states is not taking any risk at all following some other foreign policy disaster that we've seen over the past year and so they have made very clear decisions to move u.s. embassy personnel to western ukraine and get them out of the possible line of fire. all of this comes down to russian president putin who today met with the german

chancellor in moscow and discussed a potential path forward. look at it like a stove. president putin has the ability to ratchet up the heat and also turn it down if he gets the security guarantees from nato that he is looking for. >> harris: up and down, wow. good to see you, trey. thank you for the details. while ukraine's leader has called for a day of unity tomorrow, there is some confusion now about what he means when he says wednesday could be invasion day. a reporter put that question to the white house. >> there is reporting according to ukraine official that zelensky's statement today was an invasion is imminent on february 16th was sarcastic or ironic. >> i don't have a read on that. i heard the statement but i haven't actually heard it in its full context so the irony of all of it i couldn't speak to.

>> harris: congressman michael mccaul of texas top republican on the house foreign affairs committee and member of the house homeland security committee. what is the reaction to a white house or spokesperson not read in on something as critical as this? >> that's troubling. we get the classified briefings, i do. i can't get into that date specific although there has been reporting about the 16th being a potential date for invasion. we thought after the olympics, after the 20th would be more likely. i think more importantly we're seeing a disinformation campaign being played out by putin and the russians saying they are moving troops away from the border when the u.n. secretary general said that's not happening. and at the same time very importantly is the parliament or congress there passed a resolution to make the eastern

part of ukraine where the russian separatists are to declare them as independent states. this would set up what we call false flag operation where they could argue ukrainians are invading independent states therefore triggering the pretext for war for russia to invade ukraine. >> harris: interesting, that is very interesting. >> it's exactly what they are doing. >> harris: what is our intelligence like? i know that nato nations surround ukraine. that brings in our interests because we're obligated as a fellow member of nato to be with them and to help protect them. what can they help us see? >> i won't get into classified. we've seen a lot and pretty much everything. we know when they are lying to us and when they are not. this is again a disinformation campaign. they are not being genuine and

therefore i don't think these diplomatic talks are genuine either. they have been building up since last march with zero deterrents from the biden administration. now you have 130,000 troops, artillery and planes doing exercises in belarus. i think the noose is tightening on ukraine unfortunately. we are there to defend nato countries. we will not put troops in ukraine. >> harris: all right. back in 2018 i want to jog our memories together joe biden dismissed russia's military capabilities. here it is. >> president biden: look at the state of russia now. they are in enormous decline. by any definition these guys are on the tow bag onrate. they have a second rate military power. their capacity and efficacy is minimal compared to ours.

>> harris: when did they get that turned around with 130,000 troops. is he right about any of that? >> that toboggan run, right? secretary of defense gates is correct he has been wrong on every foreign policy decision in three decade and wrong on this one. to underestimate putin's desire to take over ukraine. the largest invasion since world war ii in europe. a big foreign policy failure. i would argue it started in afghanistan and putin saw weakness and waiving the sanctions on nord stream 2 to allow putin to build the pipeline to europe massive foreign policy mistakes. now putin is bold. he knows this is his time to win back the bread basket of russia. that being ukraine and control the energy in the black sea and defeating nato at the same time. >> harris: keeps you up at

where is he now? msnbc. clapper was head of din and he is at cnn and comey has done two books. they've become these big media stars and oneening in common. they go on television to talk about how horrible donald trump was. was their bias by all these top organization in terms of intelligence the trove and out there? watch their commentary and tell me if they were apolitical and running things on the up and up. don't think so. >> harris: many liberal media outlets that relentlessly pushed the russia collusion story have ignored durham's filings. >> harris: breaking news on prince andrew. he has settled a lawsuit with epstein accuser alleging the british royal sexually abused her decades ago. the claim that prince andrew was one of several men that epstein shared her with for abuse. the amount of the settlement is not disclosed but make a substantial donation to her charity that supports victims right. the deal comes just weeks before andrew was scheduled to sit down for a deposition in which he would have been questioned under oath by the woman's attorney. prince andrew denies all allegations but he will pay. >> the federal government has invoked the emergencies act to address the blockades and occupations. the scope of these measures

they will take exception to what is coming from the federal level. in canada it is more of a mixed bag particularly when the prime minister drops these federal emergency orders. but harris, the thing we need to keep in perspective and a good thing to remember and look at. these protests in canada they keep talking about the vaccine mandate being the sours of the trucker's rage. many protestors have friends there and they're upset the two years of lockdowns and the damage it has exacted on their children's education. this is a big protest against government restricting the freedom and i know they don't like the word but the liberty of the people in canada and that bleeds across the border to us as well. the thing here governors protected the united states in many, many cases. >> harris: and when they don't protect those rights. when at school board meetings parents want to go against whatever it is that are some of the things on your list or critical race theory that they

covid poses very little risk to children. they have a 99.997% survival rate under the age of 18. 80 percent of children in the country have had covid and have natural immunity. if you look at the data there is no discernible correlation between mask mandates and better outcomes for children. the masks don't work. it has failed utterly and completely. the thing i want to talk about is we can't go back to masking if covid rates come back up. covid isn't going away. the masks have been a failure and caused harm to our children emotionally, physically and mentally. so i really think it's important for us to take the masks off the children. it is really a moral travesty. >> harris: i'm curious and we have to be quick with the answer. were there many dissenters in the environment and people fighting to keep masks on kids? >> i thought there would be.

determinations about what is in the best interest of children and what is in the best interest of citizens in their respective cities and states. >> harris: who role do you think parents play in all of that? >> i think parents, they have a choice. you just heard what jason stated at the school board meeting. ultimately it goes back to what is allowable and not allowable inside of the school district. if parents disagree with the mask mandate they have the option to keep their child home and homeschool. if the school is stating they need a mandate in place they have to comply. >> harris: you know what you did say? you didn't look at what happened in virginia. parents have a huge say in this. we always have as parents, right? what you didn't say is they have every right to advocate for their kids. the only answer isn't keeping your child at home. look at the state of arizona. take the state dollars and hand them to a parent and go to another school district. the way unions and school boards have it is they want it
