put out that it could invade. now, that language might be slight but it also might be significant and softer too. is it? >> will look we have been saying for weeks now, bill, mr. putin continues to add to his capability is and give himself options we said it could happen any day now we've been about that. when you look at what we are seeing, bill, some of this is in plain sight you can sit there commercial satellite imagery he continues to as the secretary said yesterday, uncoil his forces and make them ready to strike at any moment. i don't think we are hammering over individual pieces of rhetoric here. what we are seeing actually happen is mr. putin act on certainly what looks to be very clear intentions to invade ukraine again. bill: only a different way zelensky left his country in munich and then he went home to his country last night without issue but they were fears of putin wanted to lock him out of his country he would've done that. it did not happen.

what does that tell you? >> it's hard to know what mr. putin is thinking on any given moment. he has a huge array of military forces around ukraine. he has a lot of options available to him. and i think we would not want to speculate that just because mr. zelensky's out of the country for a few hours that would be his moments but he has had many moments and he has many moments going forward, bill he has options available to him. had many moments and he has many one of the options of course and you mentioned this a little bit has options available to him. one of the options of course and you mentioned this a little bit earlier in the show, is diplomacy. we hope that is the option he chooses when his afford minister diplomacy. we hope that is the option he chooses when his afford minister get to sit down with secretary blinken later in the week. >> and he gets that a moment here. on that sanctions you heard zelensky a moment ago saying your tell me what had% is going to happen then what are you waiting for to the nato allies and united states so what are we waiting for? we have said all along these are going to be crippling sanctions print sanctions the likes of which we have not put in place before they're going to be unprecedented.

it's a very strong message to mr. putin and it as a deterrent if you pull the trigger on that deterrent and does not exist anymore as a deterrent to read is conducted another invasion in ukraine yet. we still think there is time to prevent that. it is supposed to be a deterrent if you punish somebody for something they haven't done yet they might as will go ahead and do it. severe holding that and hoping that can affect the calculus of mr. potent. bill: think you said something in the middle of that answer. can you characterize that how much activity there is behind-the-scenes to give up putin and offramp? >> there has been a lot. just the intro to this piece this morning, bill, show the full court press by this administration to try to find a diplomatic path forward. we have made a serious proposals. obviously to be met by the russians in a reciprocal way but we have made serious proposals about ways that we can change things we are doing in europe to try to address the situation there and try to address some of

mr. putin's concerns print obviously some things are clearly off the table. but we have made serious proposals of the what the russians to respond in kind to that. bill: what is off the table? >> we have said the issue of ukraine's membership in nato that is an issue for ukraine and for nato. that is not something mr. putin can simply institute a view to a chime veto over or decide for himself that kind of thing is again between the alliance and ukraine. bill: what is on the table then? what are we willing to give him? >> we made serious proposals and talked about changing your instance the scope and scale of some of our exercises in europe being owing to talk about offense of missile capabilities in europe. we have certainly put forward other proposals to try to convince mr. putin that we are serious. >> okay. what has the administration learn from the chaos out of

kabul last august? >> we are still digesting what happened in august, bill and expect questions trying to get at sort of anything we learn from august that we are trying to apply now. they are two very different circumstances, bill. there's not a lot of parallel between what we are seeing now in ukraine at what we saw in afghanistan but we are ending a 20 year war there. and we were dealing with a massive evacuation of a lot of people 124,000 in a course of two weeks. this is not the same situation. this is extra trying to prevent a war from happening braid that is why, back to your earlier question, all of our administration officials have been out and about trying to find a diplomatic path forward. and at the same time with the department of defense shoring up our nato allies. making sure they know we are with them and our committed to article five collective self-defense is when we take very seriously. bill: make it back to the secretary about secretary blinken em mention a few moments ago he scheduled his counterpart in the coming days.

what would secretary blinken say then that he has not already? >> mark i sorely will not be for the secretary of state part i work at the pentagon. i will say i suspect mr. blinken will again make clear that we are serious about trying to find a diplomatic path forward we are serious about wanting to avert a war. i think he will also make it clear that if russia does this, they do it with diplomatic options left on the table for they will not have an excuse that merits in the sort of credibility about why they went forward when there was a diplomatic path forward for they will choose this war. mr. putin will be responsible for the casualties, the suffering and the sacrifice, the destruction that will result as a result of any military action. bill: putin said they talk to it genocide at the when they talked about masquerades is there proof of that? or can you outright deny that? >> you've seen over the course of just last week, bill, these outrageous claims i'm not going to get into each and every one

of them. it is absolutely right of the russian playbook he beat moving exes or owes around the field right now militarily but it seems like he is using the same old playbook. i do not want to make light of this analogy it is not a football game this is potentially war and lives are at stake here. tens of thousands of lives are at stake here. if you look at some of the things we have seen you go right back to 2014 as i hear he is he's claiming he is the victim he's claiming that ukraine incredibly ukraine surrounded by more than one or 50000 russian troops is somehow going to attack russia. these are just not credible. bill: one last question here today, insiders say and they believe that putin thanks he can buy anyone. that would include the company of germany in the pipeline for national gas that is been installed. it must make many americans wonder, do we care more about this than some europeans do? books i would tell you again not

good to have you here. >> bill good morning good to be with you. quick to want to get to a number of topics will start however on ukraine you just heard my conversation there admiral kirby. have we done all we can? >> not remotely. and tragically europe is on the verge of war because of the weakness, the fecklessness of joe biden. you know i heard a minute ago admiral kirby make reference to the biden administration i think he said quote we are still digesting what happened back in august. joe biden's surrender and disastrous retreat from afghanistan is the worst

military catastrophe for the united states in decades. and the consequences at the time i said as a result of this incredible weakness, all of our enemies across the globe are looking to washington. they are taking the measure of the man in the oval office for it as a result i said back in august the chances of a russia invading ukraine have just risen tenfold the chances of china invading taiwan have just risen tenfold producing the first of those two shoes dropping today because of biden's weakness. the bill it is even worse than that. we had in place of bipartisan policies to prevent what is happening right now specifically in 2019 i introduce legislation targeted sanctions directed at the pipeline. it's the pipeline that putin is building from a russia to germany for the reason he is building the pipeline is that it skips ukraine it goes right around ukraine, why? he is the real insurance they had against invasion is putin has to take his natural gas and pipelines the go through ukraine. once he builds nordstream2 he no longer has her about those pipelines print 2018 i authored sanctions in congress they passed with overwhelming

bipartisan majorities. president trump signed at my sanctions legislation into law. putin stopped building the pipeline the date president trump signed those sanctions for that pipeline was dead for over a year until joe biden became president putin began building that pipeline again on january 24, 2021 for days after biden was sworn into office. why? because he knew what was going to happen. which was that joe biden formally waved his sanctions on a russia, on putin and gave the green light to build jet eight spray that's what we have troops and tanks on the border of ukraine preparing to invade. that's why we are on the brink of war in europe. >> mount 2022 this congress cannot even agree on sanctions through the present could go ahead with some sanctions as well as a zone but that is beside read the white house has been very aggressive in calling out russia tactics.

they have data very publicly by the day i would argue. would you concede that has worked so far? >> know it has not worked at all. if you look at what the ukrainians want, they've been very explicit for there's had two things number one, if you want to stop a russian invasion they have asked the united states explicitly, put sanctions on nordstream2 right now today per joe biden could do that this morning he refuses to do it. number two, provide lethal military aid. give us the weapons to defend ourselves. i finally, last month i forced a vote is nice states and on sanctions on nordstream2. every single democrat in the senate had voted for my sanctions legislation twice previously. but the difference wasn't last time you had a president within our behind his name now you have a president with a d behind his name purdue we voted i wanted bipartisan majority a big bipartisan majority 55 -- 44. but the democrats filibustered the bill paid they demanded 60 votes but ironically what the

same time they were calling the filibuster a jim crow racist relic from the past. that same date they were filibustering to protect russia and putin and 44 democrats gave into political pressure from the biden white house they voted in favor of russia, against a sanctions. and explicitly the president of poland, the prime minister poland, the president of ukraine the prime minister of ukraine all explicitly said if you want to stop this invasion, sanction nordstream2. joe biden came to capitol hill and personally lobbied democratic senators to vote against russian sanctions. that is why we are facing this invasion. i got to say, bill, joe biden becoming president is the best thing that ever happen, tragically, for vladimir putin and requested there is an invasion may be the top comes back to cog so to talk with some

secretary of the russian military on the border with ukraine is basically uncoiling pride what is that mean? more than half at this point of those forces are now moving into attack positions. that is a significant term in terms of military doctrine. that means there gassing up those tanks. they have it left the barracks they're living in the fields and are just a few miles from the ukraine border. they have not been given the order to cross the line of departure at this point. but what we are seeing the "washington post" is reporting this morning the intelligence that led to biden saying he believes putin has taken the decision for an invasion that came from intercepted conversations and orders given down to those lower level troops from mid-level commanders. so what we are seeing is the battle space being prepared right now wrote i am being told to be a significant invasion. he has the architecture in place

for a massive invasion that would include taking kyiv. it's very notable there is a national security council meeting this afternoon. but from what i am hearing there is a great deal of fear in the coming days this will move forward. bill: will see what comes of that meeting the white house on sunday. carl which are listen to president biden quick clip hear from friday. >> as of this moment i'm convinced he's made the decision. we have reason to believe that. bill: had a good biden administration is playing this hand? wife as of recently they've been playing pretty well i think of. in part because the threat of putin taking ukraine unifies our allies in europe. but let's be honest, putin is not just looking what this administration is done recently he's looking at the whole frame, still biden was part of it administration that was seized by russia as weak.

advancement of weapons to ukraine to ensure or help them protect themselves. diplomacy remains on the table. we have all the punishing sanctions in place if indeed he does invade. now, hasn't been perfect? note no lead up towards perfect but it is important as we look at where we are today. jennifer's reporting is so critical because if indeed we have intercepted this kind of communiqué against the mid-level and upper level commanders and it seems some sort of invasion is imminent i think the president's words the day before the security council will be heard and resonated around the globe. it is clear putin's real concern here is he is losing ground. his irrelevancy tries to act to assert himself and what better way than to do this? i think the real audience i agree with carl wholeheartedly is that china is the audience our national security is probably looking at even more so than their looking at putin right now for. >> but may get back to admiral
