9:01 am
to it. and thus done an hour from now president biden is set to speak on russian sanctions. it's not the first time putin has tried to carve up ukraine. it was under the obama-biden administration that he annexed crimea. now with biden in introducing russian aggression again. former secretary of state, mike pompeo, says this just proves boudin is not afraid of the united states. >> boudin knows that it's trying to intimidate the united states are over. i'm going to stand up to it. >> harris: however, the president also promised this. apparently we don't have that ready for you at this time. kayleigh, i'm going to come to you. the white house response to russia was quite different in the last administration. talk to us about it. >> kayleigh: it was very
9:02 am
different, harris, which is why you don't see what's happening right now on trump's watch. there were so many sanctions put into place there was almost no sanctions left. there was a consulate that was expelled, russia had no diplomatic presence on the west coast. these are clear signs that you cannot mess around. harris, i'm obsessed by the sound bite ice on your program less than an hour ago are you heard that deputy national security advisor say this is that beginning of the latest russian invasion of ukraine? he's been doing that since the 2014. excuse me, there were four years were he didn't do this going back to 2014, that was when president donald trump was in power. the real truth here is that there is no greater supporter of the democratic party than vladimir putin. he got crimea on obama's watch, and i was getting exactly what he wants on joe biden's watch. his minions go out onto the airways, refused to call it an invasion. it took a day. he said biden was twisting in
9:03 am
the windows cnn was trying to get him to water the word invasion. then reporting this action may not merit the type of severe sanctions that biden has been warning about. >> harris: yet, where are they? >> kayleigh: the bottom line is that is, to nbc's evacuated in one year of biden, two countries in one year. that's all you need to know. >> harris: so, jason chaffetz, when two areas inside of a different country, your neighbor, are declared independent by the guy who just invaded, what does that tell you about what is next? >> jason: well, putin is able to say whatever he wants to say. let's also remember that he went in and took about 25% of georgia and there were sanctions and there was no response. it was the democrats, it was barack obama mocking mitt romney sing what we have to worry about? you want to or 1980s foreign policy back? they are not a threat.
9:04 am
what the democrats continue to go out and tell the world that global warming is the biggest threat to people's safety and security at this mess is the idea that there are thugs like boudin and russia that will go out and use force. when they instituted sanctions, as barack obama did end joe biden did come of the first time they went into crimea didn't really do anything. it wasn't a deterrent. it wasn't so severe that they said were not going to go back again. it was only donald trump who know how to use all of the levers, not just sanctions, but sanctions plus, in order to make sure that boudin wasn't on the march. as soon as donald trump is gone biden as they are, let's go marching in. they're going to take over the country. there are millions of people in peril. i think europe is in peril. biden has not offered the leadership -- >> harris: that's been one of the big come questions up and
9:05 am
asking, where is tough joe biden? i'd have to think that this is really fraught by the president's initial words and actions and that news conference back on toilet november 19th. he said a minor incursion when i get a lot of response from the united states. the last part is a paraphrase but i have to say this, joe biden set out and it would appear that putin did it. at first the white house called and said i don't know, is that i'm incursion? now they are calling it an invasion. >> here again the american people in the world are seeing weakness from the united states and from our president. they see how our enemies abroad counts on that. just as we are seeing "outnumbered" during a period when you talk to the american people are now they don't have a superstrong opinion on this but work is personal for them is where the opinion get stronger. what does this mean to us here
9:06 am
at home when america is weak abroad? you think these gas prices are high right now, just you wait if "outnumbered" gets more control of the world. >> general kellogg's was with me last hour and he said that we get a hundred thousand barrels of oil per day from russia. we are importing russian oil. were not energy independent. now we know that, but that is allowed. let's go listen to those from general kellogg and then i will go straight to emily. >> i think the biggest danger is miscalculation. what i mean by that is mistakes generally start wars. you don't think the other side is going to do something and we have to be very cautious about miscalculation. >> harris: i asked the general, emily, what is really at stake here for the united states. he said a war in europe would be decimating. it could be something a mistake like two ships that bump into each other.
9:07 am
he said in this type of an atmosphere you cannot predict what will happen in terms of human error. >> emily: that's razor-thin territory at this point for mistakes. i watch that exchange between you and the general live on faulkner focus. it was really powerful. i think in light of how monumental this moment is over there i think it's especially confusing why this administration has sent vice president kamala harris over there. she was fact-checked by multiple outlets with one calling her "perpetually unprepared." the "washington examiner" said there been peace and security. the yugoslavian wars of the 90s happened as well as russian attacks on georgia and ukraine. i think the berlin wall came down within the last 30 years. nor do i consider, said the reporter, the soviet occupation of eastern europe as peace and
9:08 am
security. it's not about "the washington post" quoted an american official about that entire trip and called it disorganized. said she was burnishing her political credentials rather than finding solutions. this administration has sent over a vice president for a photo op, who then makes a frank mockery of the seriousness of the situation come of the global ramifications of such and is woefully empty or prepared with her understanding of history as well as her understanding of geopolitical ramifications. on the delicacy required for international diplomacy. she doesn't have those jobs. we have seen that come in american people. what's equally noticeable is the fair election and -- >> harris: at least asking who stands up and gets putin's attention at this point.
9:09 am
as you are pointing out, emily, it won't get a vice president. with the president of the united states not coming shortly less than an hour from now, this has also taken some time. as kayleigh has pointed out, where are these tough sanctions? it's really too late for that. who is going to stand up and get tough now? will cover the news. coming up progressive district attorney, george cust cohen out in los angeles just reversed himself on that lenient sentence he gave a child molester in los angeles. that was after fox news aired his disturbing jailhouse in injury. now there are conflicting reports around when gascon knew about the tape. it's an interesting detail, stay close ta tell people that liberty mutual customizes car insurance so you only pay

>> there is a new controversy involving progressive california district attorney, gascon, and the distressing audiotape of a convicted child molester. the sex offender is heard laughing at gascon's policies and gloating nothing would happen to our including not having to register as a sex offender. now the top prosecutor just reversed himself on allowing hannah tubbs to plead guilty in juvenile court saying he only learned of the audio recently. here are some of that disturbing jailhouse interview. >> if i ever get in trouble i'm leaving the state come i'm leaving the country, i'm not staying. >> a deputy d.a. says gascon's

office knew about the recording for at least a month, telling the "l.a. times" it was only after fox decided to air the audio that he went into damage control. earlier today our own bill hemmer asked a gascon advisor about the timeline. >> what you are saying is prior to bellum aleutian sank showing the audio portion of that with the d.a., george cust on, he was not aware of these conversations prior to that? speak of the content of these jail calls was something we did not know about and actually it was bill's email and conversation that notified us of this. >> jason, that is in stark contrast to what the prosecuting assistant d.a. for this case side, which is that he knew about the calls as early as january 20th, but he brought it to the attention of his superiors and says he was immediately removed from the case and was told it was irrelevant for the dispossession it sees seems not so relevant

damage in the interim is the loss of so many people's lives, let alone lifelong trauma from sexual assault such as this. paris, i'm reminded of a very no video that the we learned the nfl new -- what was equally may be even more shocking is the contents of the video learning the authoritative body had access to it and only created accountability for that person after the public knew about too. >> harris: jason put it well, people get caught and then they want to reflexively do the thing they think will put them in better stead with the watching public. i don't know if that fixes what we see with gascon. in this case we pray justice is served, because that 10-year-old suffered mightily. but really and truly what are we turning into? it's not just gascon. it's not just the liberal d.a. here in new york. and not just the one in san francisco. there's a lot of money behind

us. george soros is pouring money through that fair act group that he has. what do they want us to become in this nation? yes, mama and papa bear, maybe we need some real bearers, i don't know. but do we really want to become their vision of us in this country? can we afford to? when you think of the 10-year-olds suffering the question becomes well how many tapes -- like what kind of evidence does it take to catch the d.a., like you catch a criminal in the wrong act. >> that's a great point. kayleigh, i hope george soros is listening to the now victim statement because she's old enough to go public. she said i've waited years for this whole situation to be finished, that i could get justice for what happened to me all those years ago. she says, but not only do i have to live with the awful memory for the rest of my life come i'm also given no true justice as to what happened to me. the point is that when mama bear is not able to protect the

children in that moment, the d.a. is supposed to protect them moving forward so that future children are not subjected to the same measure of assault that i feel del mike fear will not be the case with hannah tubbs. >> let me fill our viewers in on what happened at the 10-year-old girl. she's at a denny's restaurant, she goes to the bathroom, there is tubbs who grabs her by the neck, forces her into a bathroom stall, and assault her. one of the remarks that tubbs made in the leaked audio come i don't think we played it, was dez. tubbs said i was younger and i was hungry for some meat. that's how he described the 10-year-old victim. how nauseating is that? how upsetting is that? meanwhile you have liberal gascon who coddled the sex offender and said he is very upset and disgusted. really? you're upset and disgusted? i don't think so. we are disgusted for the 10-year-old girl, and we are

is asking why the media focuses exclusively on vladimir putin while giving canadian prime minister, justin trudeau, i passed. he summed it up with a tweet. posted a headline about boudin freezing the bank accounts of his political rivals and compared it with trudeau freezing the bank accounts of these protesters. greenwald wrote that is, you are required by western propaganda to treat these as fundamentally different. indeed huge numbers of people in the west are now renounced the former while applauding the latter. harris, so this protest largely cleared. it was cleared by a pepper spray, stun grenades to disperse the crowds, towed away over 70 vehicles, rested a hundred 91 people, those are pretty harsh tactics. >> harris: they are, that video is particularly troubling. i know this -- i don't like to compare things to other things, but for a second they are my -- i could almost see george floyd.

we are now awaiting the president of the united states to speak from the east room at the white house after russia's president sent russian troops across the border in eastern ukraine. two regions now under his control. the white house calling this officially an invasion. president biden has said that putin would pay a price for sending troops across the border. yesterday he recognized though two regions as being inter and claims his troops were on a quote unquote peace keeping mission. you can look at the size of those tanks rolling and judge whether putin has any interest in peace.

i want to go back to something on january 19th. that our president said. and so i think what you are going to see is that russia will be held accountable if it invades and it all depends on what it does. it is one thing if it is minor incursion. and then we end up having a fight about what to do and not to do, et cetera. he mines the united states and our nato partners. but if they actually do what they capable of doing with the forces on border it is going to be a disaster for russia if they go on and invoid. jason look at where we are now. almost exactly a month later. russia in eastern ukraine. and we are still waiting for the president to talk about sanctions for russia. they did punish a little bit the break away regions which i am scratching my head about, because russia went into those regions. >> jason? >> yes. the january 19th comments were

totally a major major for the world because it is essentially gave permission for putra to move and call these people peace keepers which clearly they are not. i am glad to see the white house all it be late come in and say it is invasion. but if if the president of the a states going to have any credibility on the world stage, to say sanctions, sanctions, is not going to hold water. he didn't when he this went into russia or georgia and took over about 25% of georgia. it didn't when obama's announced sanctions with they went into and talk crimea area. it is going to have to be tougher response. biden has the obligation of the president of the united states to unite the world and fight back against putin and his aggression. because if it is ukraine today it is going to be another country tomorrow unless putin pays very real price. >> let's talk about what's at stake for it is united states. i mean they spent sometime trying to clean up january 19th remarks.
9:57 am
you will remember that back and forth first it was white house press secretary. finally it was the president. again, and again. but you can't put those words off the charts. like putin heard that. and he did what the president said. he committed minor incursion so to speak. yes. nothing yet. >> yes. president biden gave him roadmap and putin has followed to the t.. january 19th roadmap. this rapidly escalate also just in last two hours putin has come out and demanded recognition of crimea. set stop sending weapons to ukraine. also within last two hours the upper there russia said you can use force beyond the country and putin just saying evacuate personal from russian embassy in ukraine he said because they are receiving threats. while putin moving rapidly quickly president biden moving

slowly. you made comment about pace which biden is moving we haven't heard about sanctions yesterday germany has announced action. and the eu has announced a plan. here we are a day later we still don't have a plan yet. saying that something up. start moving quicker because putin not slowing down here. >> we are in this alone if you are going by what germany promise. pete said it best you promised them that you are going take away they haven't used yet. they weren't getting any oil from there yet. you got take away the first one north stream one. you got start taking away stuff now if that would even work. the general says it is too late for that. that sings take too long. >> well i am amazed by this. i know what vladimir putin intentions are here. and so i donetsk understand we talked about minor insecurings. we knew it was never going to be
9:59 am
minor. he was dipping his toe in water to see what might happen. the president of united states said nothing. he said we will move more troops and keep trying to do more. but until we can restore the entire forr voe yet union this really puss amming to me that vladimir putin broadcasting and joe biden still doing nothing. let alone too little too late. >> we have just a few seconds until the top of the hour. >> the "wall street journal" points defensive accomplishments on our part not decisive one. they point out that especially after his remarks on monday, president putin one in driver's seat and that it is his decision that will impact and quinn form the next trajectory of this not ours. they point west we just ring our hand we offer mr. putin offerings hope that our hedged description of the sanctions we are preparing to impose will

change his mind. the point it won't. >> yes. >> well he doesn't have to change his mind because he is taking action. i would like to start a news cast with these words. president biden did this today and it is working against russia. we haven't seen that yet. maybe we will see when he talks to nation from east room in just a minute. right now "america reports". >> thank you we begin fox news eye raert east room white house where at any moment president biden will giving update on his administration's response to what could escalate into full-blown war. for the first time the biden administration calling actions what they are and invasion. president promising quote swift and severe response, but we are still waiting on him to aannounce these sanctions against the them. >> hello and welcome everybody. i am sandra smith. >> >> john: i am john roberts in washington. you are looking live at
