"the faulkner focus" is up next. we'll see you tomorrow. here is harris. >> fox news alert. ukraine is currently under large scale cyberattack. the warnings were that that would come before attacks by air, sea and land. so we'll see where this is going in the coming hours. moscow has definitely moved more troops in position around the three sides of ukraine. putin saying he was open to dialogue, his core demands for russia are quote not negotiable. president biden and e.u. are going after putin's inner circle with sanctions for them.

moment. let's go to steve harrigan reporting live from kyiv this morning. what's the latest where you are? >> cyberattacks. the government is describing them as massive. they are targeting government sites as well as media sites. it was long predicted a cyberattack would be the first wave of a potential larger russian invasion. we'll have to wait and see whether or not that comes true. also some disturbing satellite images from southern belarus. that's just across ukraine's northern border. basically what you see in the images are what were empty air fields weeks ago and now they're filled with russian vehicles. logistics teams and supports, tents, shelters everything you need to launch an invasion. those images are 108 miles due north from where i'm standing now. if the invasion were to target kyiv that's where it would come from. putin is making the same demands on ukraine he has made in the past and repeated them again yesterday.

a 36% approval number. mike gallagher from wisconsin and member of the house armed services committee. good to have you with us again, sir. what we are looking at right now. we spoke yesterday. but now we see that these cyberattacks are underway in ukraine and that they are attacking government agencies. also media outlets, which is exactly the plan that we had heard would go into place as an invasion was imminent. do you believe that's what we're seeing here? >> i do. i would call this preparation of the battle space. i think what we'll see throughout this conflict as it worsens is how the russians fully integrate cyber and electronic warfare into conventional operations in ways we haven't really seen before. imagine them attacking cell towers near ukrainian troops. they're too dependent on cell communications and completely immobilizing them and their ability to community.

taking down grids. i do believe it's a harbinger of a much bigger invasion to come and i worry. the biden administration seems committed to this approach. they are testing the theory that in a gun fight they can prevail with sanctions and sternly-worded statements. they have not brought guns to a gun fight. i don't think it will be sufficient to deter vladimir putin. i think this is an opportunity for the administration to learn from past failure, to abandon the naive approach and start getting tough. thugs like vladimir putin won't be deterred solely by sternly-worded statements and sanctions. we have to wake up. we have to step up, and we have to start projecting strength or this is going to get much, much worse. >> let's look at some of the coverage of this this morning. to stop madman putin. with russia's invasion of ukraine a new cold war arrives. the question is how to stiffen this response at this point? i understand from what you are saying that you are calling for more lethal aid and we know they don't have air defenses which is a huge problem when you are dealing with the moscow military. if you were in president biden's shoes today in this moment given what has or has not been done, what would you do? >> i believe there is more we can do to send stingers and javelins. we can use mine technology to show their advance. the soviet union innovateed afghanistan in 1969. they got bogged down in an insurgency that expedited the downfall of the soviet union.

putin wants a quick and decisive victory. we can turn it into a long and brutal slog and expediting his downfall in the process. the second thing we can enhance our economic response and sanction more russian banks. we can critically prevent the export of semi conductor technology to russia and hit them where it hurts and finally i think we need to do everything possible to fortify nato's eastern flank. in particular we should be talking with our nato allies about the deployment of intermediate range ballistic missile systems and that will get putin's attention and scare him in a way the tepid economic sanctions won't right now. >> we all remember president obama saying that he would discuss flexibility on missiles after his election. this is a decades long back and forth between the united states and russia over nato and over the positioning of missiles in nato. now what did you think,

congressman, when president biden said yesterday that the additional troops we're sending to the nato countries and to poland are purely defensive? he said these are purely defensive. we do not want to fight russia. >> as a military veteran, i find that statement to be incomprehensible and illogical. what does it mean to be a purely defensive weapons system? when i was hold a gun in iraq was that a defensive system until i was forced to fire it? it doesn't make sense. it is part of a theme with this administration where they keep telling our enemies what we won't do. even if you don't want this military force in ukraine and i understand that impulse, the worst thing you can do is to tell putin you are unwilling to use military force. in fact, it makes it more likely that he is going to test your limits. we have learned this lesson the hard way time and again.

specifically with russia. and it baffles me why this administration continues to project what we are willing to do and unwilling to do internationally and weakening our deterrent posture not just in ukraine and russia but other theaters of the world particularly china and taiwan. that's what worries me, martha. our other enemies particularly xi is watching it unfold. >> it is hard to understand that posture. it seems as though you have to have it one way or the other. you either have to say we're willing to defend ukraine or we aren't. what we've said we won't put any boots on the ground but send lethal weapons. you say we haven't sent them enough to achieve the goal. if you are in putin's shoes you look and he thinks i can take ukraine and deal with what he has to at home in terms of how difficult that is. in terms of article 5 and our

protection of nato nations, was that a moment for him yesterday to either say we stand 100% behind article 5? if you so much as cross this line we will become offensive with the weapons we've put there or to say we're in a different moment now. we won't defend these countries? >> i do believe the president maybe a week or week and a half ago did reinforce the fact that we'll defend nato. i appreciate that. i think yesterday was a missed opportunity for him to say this is a wake-up call for nato. we're not doing enough to modernize nato. it goes beyond forcing nato members to meet their commitment to spend 2% of gdp on defense. we need to start thinking in terms of outputs. what is the division of labor between us and our allies and nato to deny russia the ability to further deestablishize the

alliance? look what he has achieved with non-traditional instruments of power. the leverage he has in terms of natural gas and energy. we're not acting with a sense of urgency. the administration has missed an opportunity to do that. it is never too late to learn from failure and change course. after what we saw in afghanistan i just have seen nothing to indicate this administration is willing to improv eyes, adapt and admit failure the change their foreign policy and the most important thing to do is stop trying to cut the defense budget which they proposed in a past defense budget and worried they'll do it this year as well. >> interesting to note that ukraine not being a nato country would not prevent us from helping them with cyber protection and we're seeing what is happening right now. clearly we have not been able to help protect their systems against a cyberattack from russia. they are scrambling now and have the help of european nations the try to get them online and shift them back up

of reducing our oil output we have become more dependent on russian imports. it will be an interesting election. components of the democrats ask do you support biden's policy of reducing u.s. oil production and being more dependent on vladimir putin's oil? i don't think democrats will like that question. >> it is a head scratcher why you would open up pipelines or russia and close them for the united states especially after we had done numerous environmental studies on the keystone pipeline and saw the prices start to shoot up as soon as as that decision was made. "the washington examiner" op-ed claiming the president has no plans to cut gas bills as the russia crisis escalates? for now consumers are stuck praying that biden has plans a little less disastrous than his handling of the ukraine crisis so far. less they pay the price literally at the pump.

it seems like this gives him an opportunity, steve, to say we are going to retool some things because we're now in a situation that we didn't expect to be in. you have a potential war happening in europe and we will make some changes. it gives him a bit of an out to shift gears? >> it does indeed. we'll see if he has a fortitude and judgment to make those changes. you mention on the energy side. he should reverse himself on that and in terms of stationing nato forces on the front lines in poland, the baltic states and elsewhere. we should go ahead with that. we refrained from doing it in the past. we also should be looking at being proactive against putin. that's supporting dissident forces in bull -- belarus where you had fake elections. a lot of dissidents want to overthrow the putin puppet and help ukraine. be proactive. start here with energy and not just be satisfied with a

gimmick like suspending the 18 cent a gallon federal tax on gas. conveniently that proposal expires after the elections, huh? >> good point. with regard to the overall his handling of the economy i want to put this up on the screen. 37% approve of how the president is handling the economy. this is the central thing that gets people reelected is if the american public feels like you are doing a good job keeping the money they make. with regard to the markets, steve. i would be remiss not to ask you what you think. some are saying we'll see a 10% inflation number because of what is happening between russia and ukraine and we see the dow down another 115 points right now. >> well, i think the markets have held up remarkably well given what has happened to our economy here and what is unfolding around the world. it's amazing. the key thing is, what this administration will do forward. markets try to anticipate the future and if they sense this

administration is actually going to change, i think the markets won't have a huge correction. they will have some but not a huge one. i hate that word correction. call it a downturn. in terms what is good news is that this administration let's give credit where credit is do has got the germans to suspend that pipeline. that wouldn't have happened two or three weeks ago. i think events are making it possible for us to make changes. i hope the biden administration takes advantage of that on energy, being pro-active and stationing more forces in poland and elsewhere and putin will be thwarted in his desire to dominate europe. >> great to see you as always. the number of democrat-led cities and states that are freeing people -- that are freeing our kids' faces.

attorney george gascon is facing even more pushback. still denying that he knew about the jail house recordings in which convicted child molester hannah tubbs is heard laughing at the light sentence she got for abusing a 10-year-old. a deputy district attorney in gascon's office tells fox news he has seen emails confirming that gascon's chain of command knew about the recordings but acted like they were shocked after fox news alerted him to what was in them. >> either george gascon is not telling the truth or admitting to everybody he is incompetent and a bad manager and he failed to listen to any of those jail calls. if he did do that, if he failed to listen to any of those jail calls, that's a travesty for the victim in this case who was brutally molested and she didn't get justice. >> 10-year-old little girl. jonathan hunt live on the story from los angeles.

hi. >> with the jail house audio tapes of hannah tubbs now public los angeles county district attorney george gascon admits he got it wrong when he moved a child molestation case from adult to juvenile court but insists he didn't know the contents of the tubbs tape until fox news told him last week. >> i have not had that information available, neither did my executive team, until we found out, you know, through a particular news outlet. >> but the deputy district attorney who was actually prosecuting the case and was suddenly removed from it the day before tubbs hearing this month gave his first tv interview today. his first ever and told us the claim about gascon's executive team not knowing about the tapes simply isn't true. he knows, he says, because he personally sent them to managers three weeks ago.

>> i received an email saying that management wanted those tapes. they heard i had the tapes because i sent them to everybody involved in the tubbs case. the department of probation, department of mental health. everybody that needed to know. what was on the tapes i sent them a link. >> the hannah tubbs case has rocked the d.a.'s office. tubbs was con viktd of assaulting a 10-year-old girl in a denny's restaurant in 2014 and then bragged in jail house phone calls to his dad about getting a plea deal. >> i think i'm doing the right thing. my attorney says i'm doing the right thing. i must be doing the right thing. >> if they are doing a deal like that, that would be good. >> tubbs is serving two years in a juvenile facility as a result of gascon's plea deal. the prosecutor removed from the case says tubbs could actually be out within months and living

you know, not ready to show it to people because they were afraid it would be misunderstood instead of letting people take away what made sense to them. >> i think what is a shame in all of this among many things is that it has exposed the centers for disease control has become such a massive political operation as opposed to a science-driven organization. i think when dr. rand paul, senator paul got into the exchange with dr. fauci and fauci claimed that i am science and if you attack me you are attacking science, i think that is also very -- it is exposing where fauci and the centers for disease control are. because the nature of science is let's put out all the information, allow johns hopkins and stanford and all the scientists. the good doctors, dr. saphier and others and pour through it and come to a conclusion. what we saw over the last two plus years they came up with a

presidential michael bloomberg out today with a warning for his own party and he says that they are quote headed for a wipe-out in november. up and down the ballot. that's from michael bloomberg. power panel from the social status of black men and boys and a former d.n.c. press secretary. jose, let's put some of these numbers here. more numbers from the new gallup poll. tested voters in the first part of february through the 17th of the month on key issues including covid response, foreign policy and handling of the economy. most of them are down double digits. 20 points in covid response, about 16 in foreign affairs. and economy is lower as well. jose, what do you think about it? and do you agree with michael bloomberg here? >> look, i think -- i partly agree with him. we have to go back to the kitchen table issues, martha. we have to make sure we continue talking about the

economy and we continue to talk about the deliverables that we've done and the things we've executed. 6 million jobs we created. the amount of americans vaccinated. passed the infrastructure bill. it takes time to see for the american people for the american people to see these things come to life. i understand the frustration. inflation doesn't help. it's a global force that not only the united states is facing but inflation is happening across the world. look, the buck ends with joe biden and i understand that clearly and we take responsibility. i think what helps joe biden is that we're still a few months away from the mid-term election. as you know in politics five or six months is a lifetime. >> very true. we could be looking at different situation with regard to covid at that point. seeing a lot of mask mandates roll back. on the economy, jack, the problem is you have inflation that many believe could be headed towards 10%. the economy will be tough to

improve in this environment especially given what's going on between russia and ukraine. >> yeah, it is very difficult. i'm surprised that the numbers are that high for joe biden. i can't imagine 41% of americans really approving of the disastrous job that he has done and to this economy. when you look across the job market it is very difficult. you talk to almost any sector they are having difficulty hiring people. that means we aren't preparing our workforce for what the needs of today are. and then when you start talking about inflation, you are really hitting the pocket books of the most under served americans. gas prices to be able to surge at the levels that they have is unprecedented. the highest surge in over 40 years. with an economy now that things come so quickly. we have deliveries, transportation, we have all of these resources. we should not be in such an inflationary environment with the technologies we have today. it is direct reflection of the

policies of this biden administration. it is awful funny i was just if georgia and started to hear some of the georgia candidates running on stopping inflation and you start to look at what they did with the pipelines and how they essentially caused gas prices to shoot through the roof for normal americans. it is sad, martha. i think there will be a reckoning and pro-growth policies is what this country needs. it is why people move and desire to be americans. so they can come and work in an economy that allows them to thrive. right now government has taken over so many different sectors with all the regulations. >> it will be tough to make the argument we're doing all we can to open up the spigiots and make gas prices cheaper when we close pipelines and federal leases on land. events mean you have to change course and waiting to see if the president decides this is a time to do that and make a difference in gas prices.

ask you guys a quick question on the trucker convoys. three different convoys expected to make their way toward washington, d.c. to protest the still existing covid restrictions against them. mayor bowser put the city on alert and beefing up security. pentagon approved deployment of national guard troops as well. bob barr compared the situation of the protests in canada writing unless americans conclude that our constitution is safe. they should know existing laws the president or governor could take similar emergency action. covid has demonstrated this in spades. jose, are we about to see a panic lockdown in washington, d.c. ahead of these truckers protesting some of the regulations that come with covid? >> hopefully not. first and foremost mayor bowser will do everything she can to make sure we protect citizens in washington and the nation's capital from violence and understand the truckers have a

right to peacefully assembly and they should do so. i understand people are frustrated and tired of the mandates. let's go back to 2020. over a million americans died because of the pandemic. if it were not for the vaccines and mask mandates a whole lot more americans would have died today. i understand people are frustrated and going into year three of this pandemic. it is unbelievable. we see the numbers starting to go down and some of the mask mandates rolling back. >> we're in 2022, not 2020. jack, a quick 45 seconds left here but these -- most of these truckers are vaccinated. that was the case in canada. they want a freedom to make a personal decision. >> i live in a state where we don't wear masks and we're performing well. the message to the truckers they can come to florida and pick me up and i'll protest
