>> todd: crowding highways to complete stop as they rush to evacuate. see the lights on the screen. you are watching "fox and friends first," i'm todd piro. >> carley: i'm carley shimkus. following praking news, congressman michael waltz joins us in moments and griff jenkins is in washington where president biden is set to speak this morning. >> todd: we turn to steve harrigan, live on the ground in kyiv, steve, what is the latest? >> steve: todd, we just --! large explosion two miles behind me. black smoke coming up. any idea what that was? probably a missile. we've heard reports that russia says they are using precision guided missiles. we've heard large number of strikes in the predawn hours for

the last hour or so, it has been quieter. can you come show the smoke, the gray smoke coming up. bear with us, this is live tv and we're trying to move a camera. thanks. you can see in the distance, you will see black smoke coming up. we don't know what was hit, it is assumed these are russia missiles targeting command and control centers in ukraine and air defenses in ukraine. russia is saying at this point, they have completely taken down ukraine's air defenses, we can't verify that. the fact shelling is still going on throws doubt on that. we've seen probably 20 explosions predawn and the other moments ago. this is capitol city of three million people and the city here are terrified. whoo.

[sighing] >> steve: with good reason. they are trying to get out of here any way they can. get nothing their cars with families, pets and trying to head out west. more explosions in the distance, we're not seeing the smoke, but again, the hope is these are precision guided weapons. military targets being hit, again, that is the hope, there have been no reports of mass civilian casualties, between the explosions and the air raids, people are trying to leave and it turned the highway to poland into a traffic stop. people here didn't believe this was going to happen. well, it is happening and in the last-minute race to get food, money, water, those who can leave are leaving, those who can't are staying in their homes, some brazenly walking

around despite martial law being in effect. some huddling in basements and the subway here. >> carley: steve, do you need a moment to -- get to a safer location? >> steve: no, no, we are okay here. it's a cold, wet morning, about 37 degrees and a lot of ukrainians who might not have a basement to seek refuge have gone into the subway system trying to hold out. we heard a short time ago from the ukraine's president, trying to speak to the russian people. he said, your president is evil, he's trying to destroy our country and don't follow him. and zelenskyy called on the rest of the world to oppose putin.

he called for blood donations and said the government of ukraine will arm civilian, especially if you have military experience, we will give you weapons, we want you to defend your town, villages and square in what could become street-to-street fighting with the russian army. >> todd: steve, amazing composure under the situation. you have been in war zones your entire career, most war zones typical fighting is at night, what do you make of the fact so much of what we have seen including what just happened five minutes ago has been during daylight hours? >> steve: well, it is hard to say exactly what is going on, there is a real claim on both sides as to what they are doing and why. you have to assume that is russian missile attack against ukrainian defenses. the real question, the warring

question is what comes next, this is probably the first stage in a much larger war, president putin in his address this morning said he was fighting to help ethnic russians in eastern ukraine. it is clear, you are seeing explosions and smoke here, six hours away in the capital, this is wider war with much wider goals, a much bigger goal than putin is talking about. this is a full-scale russian invasion with explosions and attacks in the capital. people underground in terror or trying to flee in terror and ukrainians beginning to arm civilians for worst days ahead. >> carley: this is something the people of kyiv never expected to happen. we are hearing from an advisor to the ukrainian president 40 killed so far in this attack. you have been in the city of kyiv for sometime now, i know

you can't confirm what this explosion hit, but from where you are what is about two miles away? >> steve: it is hard to say what the target was. it was a single blast, you have to figure a military base, an ammo depo, we have seen cyber attacks through the past 24 hours, as well. the attacks do not seem to be indiscriminate. i do not see buildings on fire. they seem to be targeted at this point. that could change if russian forces come into the city, that could change dramatically and change the nature of the casualties. >> todd: as far as 40 killed, unclear if they are civilians or military. brave report from you, our friend steve harrigan live in kyiv this morning. thank you. turning to washington, president biden is vowing the world will

hold russia accountable. >> carley: the president expected to announce new sanctions after a meeting with g7 this morning. >> todd: griff jenkins has details. >> griff: harrowing scenes steve just showed of the missile attack in broad daylight is why president biden says the prayers of the world are with the people of ukraine right now. he's condemning russia unprovoked attack and added president putin chosen premeditated war that will bring loss of life in human suffering issue the united states and allys and partners will respond in united and decisive way, the world will hold putin responsible. severe sanctions are coming and president biden will speak virtually with leaders of the other g7 nations today to coordinate global effort to try to reign in putin and hold him

accountable as the european union announced they are planning, the un security council failed to hold a meeting to dissuade putin from attacking. secretary of state antony blinken tweeting this, spoke with un secretary general to condemn the attack on ukraine and discuss the coordinated response. we are strengthening nato's eastern flank, president zelenskyy declaring martial law on the ground in ukraine. watch. >> president putin -- >> this morning putin announced special military operation in the don base. carried out strikes on infrastructure. explosions heard in many cities of ukraine, impose martial law throughout ukraine.

that is where majority of ukraine's army is focused and stationed right now around the dunbos region fighting for the last eight years, unfortunately those attacks will tie down the ukrainian army in east and allow them to get out flanked from the north and from the south and russian border and russian forces in crimea. what steve is seeing are precision strikes on ukrainian air defenses and command and control facilities. the ukraine, the main airport in kyiv is actually east of the city, a little out of town. that is where a lot of those attacks will be because once russia concede the airport and airfield, they can fly in forces to see kyiv.

we are seeing from belarus, and it is important to note, belarus is essentially become a russian puppet, as it was under the soviet union. the key pieces in europe for putin to reestablish the old soviet union are belarus and ukraine, has one and now on a quest, a sad and dark mission to seize ukraine by force and reestablish the old soviet union as putin has said for years now. >> todd: congressman what we've seen thus far are air strikes, but if and when the russian military makes invagsz more inward to -- let's say, kyiv, you have resolute people in the ukrainians vowing to defend their homeland. what does that fighting ultimately look like?

>> we met when i was there with congressional delegation a month ago with the head of ukrainian special operations, that is what the operations are focused on now, warfare, mobilizeing and supporting a national guard and civilian population. the key policy question for president biden and what i hope to hear from him today is that the united states and nato will continue to support a ukrainian resistance, that means providing the type of weaponry, secure communications, sniper systems and other types of equipment that they'll need for ongoing resistance. i think only if putin believes this will turn into a quagmire, next afghanistan, this will be bad for him domestically when russian body bags start filling

up in the villages, perhaps close it down or even halt with more limited -- invasion. >> carley: you are absolutely right. your colleague gallagher was on the air yesterday, he said we should be talking to nato allies that would get putin's attention and scare him in way economic sanctions won't. ukraine is outmanned, outgunned is there time enough to change that? >> michael: these are things president biden should have been doing months ago. this was preventable, putin could have been -- sanctions in place months ago, directed at putin himself and his ol garbings, they should be seizing every yacht, every villa, every -- [audio issue] --

together again. we are obligated to defend them. that is why this is so dangerous and should have been met with tougher sanctions and more lethal aid months ago, but now that we're in this position, again, we need to have putin believe this will be a quagmire for him, the like of which the russians haven't seen since afghanistan. only then when we effect his military calculus, not just economic, can we make him think twice. >> carley: the congressman will be speaking just hours from now, what can he say to meet this moment? >> michael: this is a historic moment and a dark moment and the commander-in-chief's success here and his strength is what the world needs to see. his strategy of holding back and hoping that putin behaves

army veteran who served 10 tours in afghanistan and candidate for u.s. senate in new hampshire. how does ukraine defend itself in the face of what appears to be greater fighting force in russia? >> this is kind of where we're at, we -- i have known that ukraine is a target, i think there has been enough evidence to that up to this point now. the real thing here is how do we prepare for post invasion operations, that is the key here. the ukrainians are bracing for what is going to be a full scale russian attack. we're seeing the beginnings of it with electronic warfare,

bombings in kyiv, the taking over of the other strategic infrastructure, indirect missile fire coming into place now and it is just a matter of overwhelming force from russia coming in. i think the best plan for the ukrainians is to put up some resistance, but to really focus on making his stay in ukraine as difficult as possible and making him pay a severe price. that is where president biden needs to be focusing right now. >> carley: yeah, you know, i wonder if you saw this video, it got attention in recent days. it is russian lawmaker making a speech, the speak took place on december 27, of last year. he laid out exactly what was going to happen. he said on february 22, two days ago, he said, you will feel our new policy, this will be the

year where russia becomes great. were we just not paying attention? and not even just the united states, people in ukraine, president of ukraine saying this invasion would never happen and leader necessary europe also feel like they were very slow to act on this front, as well. >> you know, my honest opinion is the eight years of the obama administration really set this up. for russia to feel they had an opportunity, if they worked closely with china and connected with china so they could support each other with energy and money, that if they could do that, some point in time, there would be opportunity for them to be able to go into taiwan and now restore the old soviet union

there has been plenty of messaging. i thought near a long time when i will i was in the military, we are not keeping our eye on the ball and making all kinds of ark sumptions that russia is going to do -- sit in russia and not do anything. it was a strategic and policy blunder. it was clear, a lot of people could see it, we have conversations with some peers and subordinates about our overall national security strategy and that of the world. we relocated forces and brought mechanized divisions home, reset europe and now we're paying a price. he knows it will take time, take will, it will take all kinds of things to get this back in place. meanwhile, he's there and he is making this happen. he saw the opportunity under the biden administration he did not

see under the trump administration and here we are. it is a collection of national security blunders in taking our eye off the ball and a congress that doesn't ask the right questions for many, many years and just let things happen. >> todd: going forward, putin has said if any foreign nation interferes in this invasion, they will feel consequences, the likes of which their history has never seen. what does that mean to you, general bolduc? >> well, i mean, okay, so could you rephrase that question again? it came in broken. >> todd: sure, sure. we've heard putin say, look, any far nation that interferes in this invasion of ukraine will be met with consequences issue the likes of which they have never seen. a lot of people interpret that

to mean cyber, do you agree? could it mean something more? >> well, he has the capability and capacity to be able to make it mean something more. i think at this point, based off everything he said, he hasn't bluffed, right? if we're not taking that seriously, to mean any kind of diplomatic measures, political measure, informational measures, military and economic measures that are within his capability and capacity, he will do. he doesn't want to fail in this, he will do everything he can and make every threat he can and right now everything he says he's going to do, he has done. so we better not dismiss this as ranting of a crazy man. i don't think he's crazy, he's a thug, dangerous man, communist,

ukraine. check in with steve harrigan, what's going on? >> steve: that strike appears to have been on a military building one mile behind me. now you can really smell the smoke coming this way, it smells like a burning house. a number of strikes in the predawn hours, that is the most recent. air defenses trying to be hit by russian precision weapons. these loud explosions and noises have created a sense of terror for civilians here in the capital kyiv and a lot of people trying to get out of here in the early morning hours, throwing everything they have in their cars and taking to the road. easiest route out is to the west, safest route toward poland, but that highway is a traffic jam, people running out of gas, waiting hours in line for fuel, trying to get money out of atms, trying to get food and water. scramble here by people who

didn't think this was going to happen and a government who did not prepare people for what could happen. more explosions to the left, the russian military is not finished softening defenses of this capital. what comes next? if this is the first stage guided missile attack on different military install agsz, come comes next? russian forces are on the move from the capital from the north east and south. will they stop outside the city or see urban warfare here in kyiv? back to you. >> carley: that is the big question, steve. as you reported earlier, volodymyr zelenskyy made recent remarks, where he ordered ordinary civilians to protest and asked for blood donations and said authorities will issue weapons to those capable of defending the country sdchlt that mean that if you choose to stay in ukraine, in kyiv issue the government will be giving you a gun to defend yourself?

>> steve: i think that was remarkable speech by the president here or full of passion and a sense of the level of desperation. the president is coming on tv and saying we're going to give you a gun, a weapon. we want more explosions off to my right, that is the southwest. we will give you weapons civilians, and we want tou help, we need your help to defend towns, villages and squares in what could become house-to-house fighting. they are trying to prepareats the last minute, arming who they can. people are fleeing, hide nothing their basements, subways or civilians gearing up to fight the russian army. >> todd: when we started coverage with you, we asked what the sense was from the ukrainian people on the ground and how it had changed over the last 48 hours or so.

for the new audience waking up now, can you recap general sense of what the ukrainians are feeling right now? >> steve: i think these two countries have been very close for generations, family ties, shared culture, similar language and there was sense of disbelief on the part of many ukrainians that russia would never launch a full-scale attack across this country, not just where they are separated in the east. they didn't think the russian would fire on kyiv and the russian are firing on kyiv today and ukrainians are on the run. >> carley: amy kellogg was reporting something interesting earlier this morning and she said the sense there, russian are shockd and disgusted by vladamir putin's actions right now. it seems like putin may not have the support of his own people in this? >> steve: it is a good point and

you really have to ask the question in the short term what does that matter for putin? i think it underscores just how much russia is a one-man show. without preparing his own people, without public support for this in what could be deadly war, he has moved ahead in the view of many recklessly, he is able to do that because he makes all the decisions. it is one-man rule in russia, we'll see if that is the case after this ends? >> carley: steve harrigan, we'll check back in soon. we're ark waiting response from the white house, president biden expected to speak with g7 leaders and announce a new set of sanctions. >> todd: dr. rebecca grant is here live, great to see you. that geets -- g7 zoom call, what do you expect to come out

of that when it comes to sanctions? how onerous are the sanctions? will we impact russia ability to bank and russians will not be able to bank going forward, what do you see coming out of tha >> amy: there better be heavy sanctions, todd, it will not be enough. g7 needs to do more than that, stop putin. it is not too late and we have to get in quickly in order to help ukraine fight off putin. it is just all changed overnight. putin sold off all the dollar holdings in summer, he is buckled down and ready for sanctions. putin will not listen to anything on the economic front, we need to do it anyway, all he pays attention to is what the military does. >> carley: another major playener this is china, you have to wonder with this partnership

between russia and china if any sanctionss that the united states or eu, can throw at russia will matter. do you think china has enough -- china could support russia enough those sanctions don't matter? >> amy: that's right. china has given approval and agreed to buy more russian oil and gas. here is the thing. putin is far, far crazier than anybody realized and i think beijing is uneasy, it is one thing to talk about the separatist in the east, but this full-scale invasion, i wager beijing is surprised by this, as well. the prospect for instability is huge and this is just putin, he is the only one who want third degree war, he is on the edge of crazy and controls 6000 nuclear weapons, i think beijing is

thinking pretty hard about what this means long-term for the world. >> todd: dr. grant, you said sanctions will not be enough, president biden said u.s. troops will not see action in this conflict. one of those has to not be true, which way do we go from here? >> amy: ukraine has not asked for ground forces, there is a lot the u.s. can do, intelligence, location on position of russian forces and we have to start supporting that resistance right now. look ahead, russia triumphant is dangerous to u.s. and europe long-term. it will commit us to guarding and rearming in europe at time we need to be focusing more on china. so russia trium fant is not something we can live with in peace. >> carley: telling u.s. citizens

in the country to shelter in place, seek cover. there are americans in ukraine right now, if something happens and an american winds up dead, that escalates the situation to a new level, that becomes personal. what happens then? >> amy: it does and we think there are several thousand americanss still in the ukraine. i continuing is personal already, ukraine air space is closed, nothing we can do on the civilian side there is a lot we can do to be of assistance including with cyber defenses. putin's war on ukraine is a war on the west, it is war on the world and he has got to be stopped. >> griff: bigger picture, ukraine was promised if they got rid of nuclear weapons, they would be taken care of. doesn't look like the world community is taking care of

ukraine with forces on the ground. i know what you mentioned before the assistance will any nation trust a promise like that again, get rid of nuclear weapons and you'll be protected? >> amy: you know how ukraine feels right now? alone. president clinton promised in 1994 u.s. would guarantee security of ukraine for giving up nuclear weapons. we're in a new world, biden has to make good on that promise by clinton to defend the democracy, give the assistance we can. we have a lot of aircraft up there now that can do a lot to target russian forces. our strategic priorities have changed, biden has to come on strong and i hope he does it. >> carley: thank you, doctor. >> todd: war in eastern europe as ukraine says russian troops

doing right now? what is their mind set? walk us through what americans are experiencing in this eastern european region? >> the mindset is that this is real. for the past 20 years plus, we've been mostly fighting countries that didn't have the same military peer-to-peer as we did. russia will show there are other countries that can fight and fight well and make devastating attacks. i think the u.s. military needs to get back into the mindset of focusing on peer-to-peer contact. that is always going to have to be possibility, whether russia or china or any other nation. the troops and nco's and they are telling them we have to be ready, we have to be in fighting condition because we're not going to be fighting against

insurgents in some remote desert. it can be urban centers like kyiv. >> todd: can the average ukrainian citizen do anything to defend themselves at this point? i understand they are being given weapons, you understand military training and how the military operates and how going into an individual city with people thinking they are trained can turn out. what say you? how does this turn out? >> well, i think people can't be underestimated when fighting f their country. point back to afghanistan, united states military, we were not fighting against an enemy with tanks and drones and nuclear capability and yet still we left, we were forced to withdraw after the taliban took over and it wasn't until later taliban got ahold of military

ukraine are facing explosions, bombings right now with the situation that most people in ukraine didn't expect to have happen. >> absolutely, this is devastating. the attack is happening in cities all the way to the west and these are explosions. we are getting reports of casualties. we are seeing tanks and russian aircraft. russian helicopters. it's a full scale invasion of the entire country of ukraine. this idea of them just going into one section, well, that's been totally done away with. this is a full scale invasion. we have to be strong and it's time for boldness from biden we have never seen. so, hopefully today we'll actually do something real and show strength. >> what specifically does that strength look like to you, congressman? >> okay, we absolutely have to do the swiss bank transactions and shut their economy down. we have to go after their energy sector. look, russia, the soviet union
